“But some developed it quicker than others. Anyhow, Larry and Rita headed for the coast of Maine. They made it as far as Vermont, and there the lady OD’d on sleeping pills.”

“Oh, Larry, that is too bad.”

“Larry took it very hard. In fact, he took it as a more or less divine judgment on his strength of character. In further fact, he had been told by one or two people who should have known that his most incorruptible character trait was a splendid streak of self-interest, which came shining through like a Day-Glo madonna sitting on the dashboard of a ‘59 Cadillac.”

Frannie shifted a bit on the curb.

“I hope I’m not making you uncomfortable, but all of this has been sloshing around inside for a long time, and it does have some bearing on the Harold part of the story. Okay?”

“Okay.”

“Thanks. I think that ever since we stopped by and met that old woman today I’ve been looking for a friendly face so I could spill this. I just thought it would be Harold’s. Anyway—Larry continued on to Maine because there didn’t seem to be anyplace else to go. He was having very bad dreams by then, but since he was alone he had no way of knowing that other people were having them, too. He simply assumed it was another symptom of his continuing mental breakdown. But eventually he made it to a small coastal town named Wells, where he met a woman named Nadine Cross and a strange little boy whose name turns out to be Leo Rockway.”

“Wells,” she marveled softly.

“Anyway, the three travelers sort of flipped a coin to see which way they should head on US 1, and since it came up tails, they headed down south where they eventually came to—”

“Ogunquit!” Frannie said, delighted.

“Just so. And there, on a barn, in huge letters, I made my first acquaintance with Harold Lauder and Frances Goldsmith.”

“Harold’s sign! Oh, Larry, he will be pleased!”

“We followed the directions on the barn to Stovington, and the directions at Stovington to Nebraska and the directions at Mother Abagail’s house to Boulder. We met people along the way. One of them was a girl named Lucy Swann, who’s my woman. I’d like you to meet her sometime. I think you’d like her.”

“By then something had happened that Larry didn’t really want. His little party of four grew to six. The six met four more in upstate New York, and our party absorbed theirs. By the time we made it to Harold’s sign in Mother Abagail’s dooryard there were sixteen of us, and we picked up another three just as we were leaving. Larry was in charge of this brave band. There was no vote or anything like that. It just was. And he really didn’t want the responsibility. It was a drag. It was keeping him awake nights. He started popping Tums and Rolaids. But it’s funny the way your mind boxes your mind. I couldn’t let it go. It got to be a self-respect thing. And I—he —was always afraid he was going to fuck it up righteously, that he’d get up some morning and someone would be dead in their sleeping bag the way Rita was that time in Vermont and everyone would be standing around pointing their fingers and saying, ‘It’s your fault. You didn’t know any better and it’s your fault.’ And that was something I couldn’t talk about, not even to the Judge—”

“Who’s the Judge?”

“Judge Farris. An old guy from Peoria. I guess he really was a judge at one time back in the early fifties, circuit judge or something, but he’d been retired a long time when the flu hit. He’s plenty sharp, though. When he looks at you, you’d swear he has X-ray eyes. Anyhow, Harold was important to me. He got to be more important as there got to be more people. In direct ratio, you might say.” He chuckled a little. “That barn. Man! The last line of that sign, the one with your name, was so low I figured he really must have been hanging ass out to the wind when he painted it on.”

“Yes. I was sleeping when he did that. I would have made him stop.”

“I started to get a sense of him,” Larry said. “I found a Payday wrapper in the cupola of that barn in Ogunquit

MRS. BUSH: Thank you very much, Governor. Thank you, Governor, and thanks for the great job you're doing for California. We all -- everyone in the United States loves looking out here and watching you and watching what a great job you're doing. Thanks a lot. (Applause.)

Well, I'm just going to make this a very short introduction, but I'm going to be campaigning for my husband until November 2nd, and I decided I really had my work cut out for me. When we were in Hawaii last fall, and we were welcomed to a school that we were visiting by a little 2nd-grader who bellowed out, George Washington! (Laughter.) He was close, just the wrong George W. (Laughter.)

I've had a really wonderful time watching my husband over the last four years. I've seen him as he's met people around the United States. I've watched as he's helped a family build their own home, their first home, a Habitat home. I've watched him with the men and women of our United States military at bases all over the world. (Applause.) And I've watched, and I know how he treats every person he meets with dignity and respect. I'm so proud of him, and I know how challenging these times are and how well he's met the challenges that we've faced in these last few years in our country.

And I also know that these times require a particularly strong and determined leader. And I'm glad that my husband is that kind of leader.

Members of the Senate, Members of the House, distinguished, honored guests, and ladies and gentlemen:

Nothing could warm me more on this wintry day than to present the National Medal of Science. Nothing is more important than what we seek to do today and that is to give national recognition to the outstanding achievement in science and technology. Your endeavors are important not only to your country, but we think to humanity everywhere.

The complex fabric of today's society demands that we give increased attention to science and technology. You represent that attention and this meeting here represents what we like to think is national appreciation for the labor and the talent that has gone into these achievements. The wonderful scope of accomplishment which we honor today is summarized in these citations which I shall briefly read.

"To Dr. Alvarez for inspiring leadership in experimental high energy physics, for continuing development of the bubble chamber, discovery of many states of elementary particles, and contributions to national defense."

And it is a very pleasant and proud privilege of mine to present to you, Dr. Alvarez, the National Medal of Science.

I hope that all of you will have a chance to see this very attractive medal which is a symbol of great achievement.

"To Dr. Bush for distinguished achievements in electrical engineering, in the technology of computing machines, in the effective coupling of the physical and life sciences; and in mobilizing science, engineering and education in enduring ways in the service of the nation."

Dr. Bush, because of our friendship for many years, for your great achievements, it gives me great pleasure to present this to you.

"To Dr. Pierce for outstanding contributions to communications theory, electron optics and traveling wave tubes, and for the analysis leading to worldwide radio communications using artificial earth satellites."

Dr. Pierce, it is with great pleasure that I present to you the National Medal of Science.

"To Dr. van Niel for fundamental investigations of the comparative biochemistry of micro-organisms, for studies of the basic mechanisms of the photosynthesis, and for excellence as a teacher of many scientists," I present you the National Medal of Science.

And I almost feel that I deserve one for being able to read that citation!

"To Dr. Wiener for marvelously versatile contributions, profoundly original, ranging within pure and applied mathematics, and penetrating boldly into the engineering and biological sciences."

Dr. Wiener, it is a great pleasure and a great honor to present this to you.

May I congratulate all of you on the honors which have come to you this morning through your applied imagination and your diligence and humanity. And it gives us so much pleasure in this day when we find so many things wrong in the world to come here and be able to commend men who will make our life much more worth living and bring us great pleasure and great adventure and make the whole world a better place to live.

And to those distinguished Members of the Congress and the executive branch here on my left, I want to say that as a result of your courage and your vision these medals are possible and we commend you for your interest in this most important field in the national interest. And unless we are able to keep step with the developments of the modern day, we shall not have justified the faith of our forefathers.

I would like to call each of you by name, but I know that all of you would be glad to say that when I recognize the best of them all, Carl Hayden, I am speaking to each of you.

I know I speak for all of you when I say that we feel deeply in the debt of Dr. Wiesner for the contributions, the unequalled contributions, that he has made in his capacity as Scientific Adviser to the President. We express our regret that he will shortly be leaving us, but memories will linger with the great contributions that he has made to the entire field of science and, Doctor, this is kind of a salute to you, too.

John D. Long, a South Carolina State Senator, appeals his conviction for violating and conspiring to violate the Racketeer Influenced and Corrupt Organization (RICO) Act, 18 U.S.C. § 1962(c) and (d). Long assigns the following errors: his Senate seat, described in the indictment as an Office of Senate, was not an "enterprise" as defined by the Act; the activities of his office do not affect interstate commerce; the court improperly admitted tapes of recorded conversation; and the jury should not have been furnished transcripts of the tapes. We affirm.


Long and Billy Dean Roark, a Senate employee, were charged with accepting bribes, in violation of South Carolina law, paid to induce Long to procure state jobs for the persons who gave the bribes. Roark pled guilty and testified against Long.


The evidence disclosed the following undisputed facts. Roark urged an acquaintance to buy a state job from Long. This man told an agent of the Federal Bureau of Investigation about Roark's suggestion and agreed to act as an informant for the FBI. Wearing a tape recorder, the informant met several times with both Roark and Long, and he paid $700 to Long and $800 to Roark in return for Long's promise to get him a state job. The informant then introduced Roark and Long to an FBI agent who said he was looking for state employment. The agent also had several meetings with Long and Roark, all of which were taped by a body recorder. At one of these meetings, the agent paid Long $500 as a down payment for a state job. Although both the informant and the agent obtained interviews with state agencies, including the state Alcohol Beverage Control Commission, neither was given state employment before the grand jury returned the indictments against Roark and Long.

Remarks on Signing a Resolution and a Proclamation Declaring National P.O.W.-M.I.A. Recognition Day, 1981

June 12, 1981

Ladies and gentlemen, welcome to what I think is a very important and worthwhile little signing ceremony here in the Rose Garden. I am pleased that I'm going to sign a joint resolution and a proclamation designating July 17th, 1981 National P.O.W.-M.I.A. Recognition Day.

The brave men and women who fought for our country should all know that America does remember and is grateful and will always be proud of their courage and honor on the battlefield. And it's fitting that we pay this special tribute to those who so heroically endured the hardships and torture of enemy captivity—unusual in any war in our history, because it was the longest period that American fighting men have ever been held in captivity. Just the thought of the terrible pain that they suffered and endured should be seared in our memories forever. And let us remember, too, that 6 years after American involvement in Vietnam, in the war, we still don't have a full accounting of our missing servicemen from that conflict, an accounting that was guaranteed in the Paris peace accords that brought the fighting there to an end, an agreement which has been violated.

Recently there have been reports that Americans are still being held captive in Indochina. None of these reports, I'm sorry to say, has been verified, but the world should know that this administration continues to attach the highest priority to the problem of those missing in action. We intend to seek the fullest possible account from the governments involved.

I'm grateful that we have with us here today one of America's outstanding heroes from the Vietnam war, one of the former prisoners of war, and now the Senator from Alabama, Jeremiah Denton, accompanied by his lovely wife Jane. July 17th, it is just 16 years—or that will be—to the day that he was shot down over Southeast Asia. Now, lest someone think that there's a little confusion there, he was shot down on July 18th, 1965, but when it was the 18th there, on this side of the dateline it was the 17th. Jeremiah Denton. Who will ever forget on that first night in that first plane that arrived at Clark Field in the Philippines, and he was the first man we saw come down the ramp from the plane, salute our flag, ask God's blessing on America, and then thank us for bringing them home.

They're joined here by leaders of the House and Senate, many of their colleagues, Cap Hollenbeck and Bob Dornan, John LeBoutillier and Bill Hendon and John Paul Hammerschmidt and Tom Lantos from the House, and Senators Dennis DeConcini and Bob Dole, along with Senator Jeremiah Denton.

And now, I'm going to have the happy task of signing the proclamation and the bill.

From there they transferred me somewhere, it may have been Harborview. They didn’t have room so they transferred me to the mental health unit of UW Medical Center. I was there for about four days I think before they transferred me to the VA in Seattle. One of those days at UW, a woman I don’t think I saw before or again in there organized a group activity where we made drawing with colored pencils. The instructions were to draw anything we wanted to draw. I drew a diagram of our solar system. I told her after I finished it that I should have made it larger because it was too small to show the detail I wanted. I was trying to illustrate how one side of the planets was brighter because it was facing the Sun.

Damn, my left shoulder has really started hurting the past hour or longer. It is something that is close to my shoulder, actually, but under the clavicle and the pain in on my back to, about where the shoulder blade would be. Remarks and an Exchange With Reporters Following Discussions With APEC Leaders in Seattle

The President. Good afternoon, ladies and gentlemen. As we approach the end of a week of APEC activities, we've just completed 3 hours of meetings among 14 APEC economic leaders. It's been a pleasure for me and an honor for the United States to host this week's events and to convene this historic meeting on this beautiful island.

The Asian-Pacific region will provide an increasingly vital role for our Nation and the world. The region is home to 40 percent of the world's people, includes the world's fastest growing economies, and the leaders standing here represent half the world's economic output.

This week's events have been a success for all the region's peoples. We've laid a foundation for regional efforts to create jobs, raise incomes, expand business opportunities, and foster regional harmony. This week we took several tangible steps toward these goals.

On Monday and Tuesday over 1,500 business people engaged in trade came together to focus on the region's potential to benefit their bottom lines. Later in the week, our ministers agreed to a package of market-opening measures designed to help bring the Uruguay round to the GATT to a successful conclusion by December 15th. And the ministerial meeting agreed to develop an action plan in the near future to reduce barriers to business throughout our region, such as differing product standards.

The capstone of this week's activities has been this first-ever leaders meeting. Our discussions this morning, which will continue in the afternoon, give us a chance to become better acquainted and to compare our visions for our own nations and for our diverse and dynamic region. By meeting and talking we've been able to forge a stronger regional identity and a stronger purpose. That purpose is captured in the vision statement we just released.

The statement sets forth our shared view of a regional economy characterized by openness, cooperation, dynamic growth, expanded trade, improved transportation and communications, and high-skilled, high-paying jobs. We've welcomed the challenge of the eminent persons group to achieve free trade in the Asian-Pacific region, advance global trade liberalization, and launch concrete specific programs to move us toward these long-term goals.

In our discussions last evening and today, I've been struck by how many priorities we share: strong, sustainable economic growth; more open markets; better jobs, working conditions, and living standards for our own people; better education for our children and our adults; and protection of the region's unique environment. Of course, we will not always agree on how to achieve those goals. But at least now, for the first time, our region has a means to hold serious policy discussions on such questions as how to remove trade barriers or how to sustain robust growth.

If you ask me to summarize in a sentence what we've agreed, it is this: We've agreed that the Asian-Pacific region should be a united one, not divided. We've agreed that our economic policies should be opened, not closed. We've agreed to begin to express that conviction by doing everything we possibly can to get a good GATT agreement by December 15th.

With today's meeting, we're helping the Asian-Pacific to become a genuine community, not a formal, legal structure but rather a community of shared interests, shared goals, and shared commitment to mutually beneficial cooperation.

The development of that community is certainly in the interest of the American people and all the people of this region. We should be pleased with the progress we've made. And let me say again how honored I am on behalf of the United States to have had the opportunity to host all these leaders.

Thank you very much.

Economic Cooperation

Q. Mr. President, there was no sign of any flexibility from China in the area of—or with Japan on the trade imbalances. Can you say, were any minds or attitudes changed during the course of this meeting?

The President. You're referring to meetings that I had yesterday and discussions we had. Today I'm the host of the meeting where we discussed economic issues, and I frankly believe by—I'll make you a prediction on the economic issues: By next June or July, certainly by a year from now, I believe that the responsibilities of the United States and Japan to do more to promote global economic growth will have been, in large measure, advanced. And I think you will see that we've done some of the things that we should, both of us. So today we focused on what we could do together economically, and I think that's what I ought to respond to today.

China-Taiwan Relations

Q. Mr. President, the fact that—representatives from Taiwan and China to join you to discuss about the issues—I wonder, how do you find your respective vision for these areas? And in your opinion, how does this meeting affect the relationship between Taiwan and China?

The President. Well, that's something for them to determine. I invited, as the host, all the members of this organization, which was the appropriate thing to do. Actually, I'm struck by how much common investment and common activity there is now, and by the common strategies of high savings and investment, hard work and entrepreneurism that are sweeping that part of the world. It is immensely impressive, I think, to anyone who has observed it.

Malaysia

Q. Mr. President, what do you think about Malaysia's absence from this meeting? And what do you think about the EAEP, the East Asia economic party?

The President. Well, first of all, I'm in favor of anything which increases regional economic cooperation and advances the economic interests of people as long as it doesn't close off economic opportunities for others. And I wish Mr. Mahathir were here, and I look forward to meeting him someday.

North Korea

Q. Mr. President, how serious is the situation in North Korea as a threat to this whole region? And is that something that you discussed today at the meeting?

The President. We didn't discuss it today, but it was discussed yesterday. And I look forward to meeting with President Kim in Washington. He's going back to Washington, and we'll be meeting there and talking about it. It is a source of concern to us, but one that we believe we can find solutions to. And we're going to be taking some initiatives in that area in the nottoo-distant future.

New Zealand

Q. Mr. President, is New Zealand now figuratively out of the cold, if not literally? Have you now restored the political relationship with New Zealand?

The President. Actually, we're out in the cold today. [Laughter]

The Prime Minister and I had a good talk about that, and we agreed that we would at least take a good look at our relationship and see what else might be done. We have an awful lot in common and a lot of natural instincts toward friendship and cooperation. And I think both of us are uncomfortable with what has become of our relationship over the last several years. So we'll take another look at it; we may have something to say about it, but not today and not tomorrow.

Economic Cooperation

Q. Mr. President, when you were talking about NAFTA you mentioned several times Taiwan, Japan, and China are the three major obstacles when you're dealing with U.S. trade deficit. A lot of people think that was not very helpful when you're trying to cooperate with Asian countries. I was wondering, after this meeting——

The President. Wait, wait, wait. You can ask the question, but let me restate what I said.

What I said to the American people was simply the fact that the people who were against NAFTA acted as if Mexico essentially was going to displace the entire industrial production of the United States or significant portions of it. And I pointed out the fact that we have a trade surplus with Mexico and that our largest operating trade deficits are with Japan, China, and Taiwan. That's simply a fact. That's not an act of hostility, it's just a stated fact. So, go ahead, ask the question.

Q. The question is, after this meeting, will you think that in the future that United States is willing to use cooperation instead of Article 301 type of trade retaliation threat to deal with these problems?

The President. Well, I think, first of all, we've used Article 301 rather sparingly. And secondly, we do seek cooperation. That's the whole purpose of this meeting. That's one of the reasons that I wanted all the leaders to come here, because I think that we have so much in common in terms of our shared views about what the economy of the 21st century ought to look like and what our roles ought to be in it, that I think we can do a lot through cooperation. And we're working very hard to do that.

In the end, if we're going to develop the right kind of free market system, it is going to have to be a cooperative one. But it's going to have to be one that is plainly in the interest of all the people involved in the system. That is, everyone has to be going forward together.

Multilateral Trade Negotiations

Q. Mr. President, how hard and fast is the December 15th deadline for successful completion of the GATT round? It's slipped a couple of times previously. Would you be prepared to extend it if you don't have agreement by then?

The President. Well, it's not entirely up to me, and of course, we have certain legislative authority in America, as you know, that controls that.

All I can tell you is that I think we want to take this moment of opportunity that, frankly, the House of Representatives, and I hope today that the Senate, will give impetus to through NAFTA, and that we are trying to give energy to through our meeting here and through our clear statement again that we want the Asian-Pacific region to be united, not divided, economically; open, not closed; and committed to GATT. We want to seize this moment to try to get it done now. And I've always found that when you're working on an objective, you shouldn't discuss what you'll do if you don't get there until after you don't get there. We still think we can be there, and we're going to try.

That detail about the drawing by Petr Ginz on the ill-fated space shuttle flight STS-107 reminds me of a time I sitting in the UW Medical Center a couple years ago just after I became homeless. I was being treated there in the mental health unit before they transferred me to the VA hospital. I was in the mental health unit because I had gone again to the police for assistance. The problem is they never even asked me any questions. I went to the police several times and they never actually asked me any questions. They just took me to the hospital where then I was drugged up. The doctors drugged me up and they listened but they were not actually listening to what I had to say. So anyway, there was one day at UW Medical Center and I was sitting in a room with a group of other patients. One of the staff brought out some colored pencils and dark paper and suggested we draw something. She said to just draw anything you think of. I took one of those black pieces of paper and I drew an overhead view of the solar system, including the orbital paths of several planets. I told her when I was through that I should have drawn it larger because I couldn’t get as much detail in the drawing with it that small. If it had been larger, I could have illustrated how one of side of the planets was brighter than the other side because the sun was illuminating that side.

If you were all lucky enough to sleep last night, you might have missed that the State Department released a whole bunch of e-mails, thousands from Hillary Clinton's tenure as secretary of state. So what is inside this latest batch? CNN's Elise Labott, up all night pouring over the pages. She is live with us now -- Elise.

ELISE LABOTT, CNN CORRESPONDENT: Well, you're not kidding, John. What we're looking at here is about 125 of the 7,000 e-mails have information that was retroactively classified. Now, they weren't marked classified at the time. But they have been upgraded before releasing them to the public, and parts have been redacted.

Now once again, in these e-mails, we get a sense of her close relationship with former adviser Sydney Blumenthal, who is constantly sending her advice about various issues.

There's also a memo from Chelsea Clinton, reporting back on her trip to Haiti, her frustrations on the ground after the earthquake with the Clinton Foundation. Was sent to her there.

Interestingly, there are e-mails suggesting State Department tech analysts didn't recognize Clinton's server when it worked with the State Department. And one of the e-mails -- we have a screen grab here -- her aide, Huma Abedin, says her e-mail bounced back from someone on the State Department system. And when this person called the help desk, Huma says, "They had no idea it was you."

Now, there were also several e-mails about Clinton's new iPad. When it arrived, her aide, Philippe Reines, says, "Your iPad has arrived." Clinton says, "That's exciting news." She wanted to get some instructions on a flight to Ukraine. You remember, she said she only used her Blackberry; never mentioned an iPad.

There's also a bit of an obsession with criticism from FOX News.

The President. Yes. And we had lots and lots and lots of events at the White House, not just one. We had a ton of events. We brought people in. We talked about it. We pushed and pushed. We finally got the vote in the Senate. We got 50 votes. Then Al broke the tie. We got 51. And there's no question that we could pass it.

But I'll remind you that one of reasons that Democrats are in the minority today in the House is because of the Brady law and the assault weapons ban. And interestingly enough, we didn't—there is—not a single hunter has missed an hour; not a single sport shooter has missed an event—an hour hunting—I should have finished the sentence—or a single sport shooter has missed an event. But they acted like the end of the world, but a half million felons, fugitives, and stalkers haven't gotten handguns because of the Brady law.

The ironic thing is, there's no reason here— when we tried to pass the Brady law they said, "Well, this won't do any good because all these criminals get their guns either one-on-one or at gun shows or urban flea markets."

Mr. Wenner. Let me change the subject. This is absolutely amazing——

The President. I feel passionately about this, and I'm glad I took them on. I'm just sorry I couldn't win more. There are a lot of good people out there in America who work hard; their only recreation is hunting and fishing; they don't follow politics all that closely; they get these NRA mailings. They're good people, but they think they can believe these folks. And they know that if they can stir them up, they can raise more money and increase their membership. And they do it by basically terrifying Congress.

The Ghost is out of the bag.





I wouldn't even make this kind of report normally and I have resisted for a few minutes the impulse to write about this but I just cannot shake the feeling that it is important to note. A short while after I made my last web log post, I had a brief moment of acid reflux from my lunch, which was some of those very cheap frozen chicken and beef pot pies you can get at the supermarket. I had the strongest sense that something dead was trying to get out of me. The experience was momentary and I quickly chewed a couple of peppermint flavored Tums that I have standing by at moments notice and the feeling has largely past. The reason I cannot shake the impulsive to write about such a detail is because I have the sense that is something to do with me being affected by whatever evil it is that permeates that region in Seattle Washington State. We all affected by it. I write this now because I thought about a few things, such as the girl on the agriculture ship that gets blown up by nuclear missiles from the "Cylons," and I only just now as I write this sentence associate in my mind a detail that I established hours ago in my next comprehensive report. I also think about "28 Weeks Later," and of how that message that is created itself by the people who are uncontrollably affected by the evil, represents the opposite of the truth. For me, it just means that I am completely cured of that effect of the evil presence that permeates Seattle Washington state and that I came here long ago to fight personally.
