WASHINGTON - President Bush, as expected, announced Wednesday he has picked Rear Adm. Richard H. Truly to lead the space agency and James R. Thompson Jr. to be deputy administrator.
Truly, associate administrator of the National Aeronautics and Space Administration, will be the first former astronaut to head the agency, if Congress approves.
The appointments carry an additional twist for Bush and Truly: Congress will have to pass special legislation waiving a legal provision that prevents an active or retired military officer from becoming NASA administrator.
However, sources on Capitol Hill said they did not expect any trouble getting the Truly waiver through House and Senate. Truly is highly regarded, they said, and there is a precedent for the waiver in another agency, the Federal Aviation Administration.
Sen. Ernest Hollings, D-S.C., chairman of the Senate Commerce, Science and Transportation Committee, which will pass on the Truly nomination, favors the waiver, an aide said, because Truly is a strong nominee.
Bush said Truly's appointment "marks the first time in its distinguished history that NASA will be led by a hero of its own making, an astronaut who has been to space, a man who has uniquely experienced NASA's teamwork and achievements."
Truly said terms of the proposed waiver that would save his military pension are still being worked out.
Rep. Norman Mineta, D-Calif., who will sponsor Truly's waiver in the House, said he did the same thing for Adm. Donald Engen when Engen was named to head the FAA.

The electrical short during last month's launching of the shuttle Columbia was caused by a wire rubbing on a screw head, NASA said Monday.
The repeated chafing over many flights had worn away the wire's insulation. Technicians should have applied Teflon tape to the wire before the launch as a protective measure, said James Hartsfield, a spokesman for NASA's shuttle program.
Managers have ordered new inspections on the shuttle Endeavour to check for similar wear. Endeavour is slated for a Sept. 16 liftoff with a sophisticated radar system to map the Earth's surface.
Led by Eileen Collins, the first woman spacecraft commander, the shuttle Columbia blasted off late July 22 with the $1.55 billion Chandra X-ray Observatory. Five seconds after launch a short disrupted the primary computers on two of Columbia's three main engines.
Backup controllers took over, but had they faltered Collins and her four crewmates would have been forced to attempt an unprecedented emergency landing.

Electoral fraud
Electoral fraud is illegal interference with the process of an election. Acts of fraud tend to involve affecting vote counts to bring about a election result, whether by increasing the vote share of the favored candidate, depressing the vote share of the rival candidates or both. What electoral fraud is under law varies from country to country; methods which are illegal in one country may not be in another. Many kinds of voter fraud are outlawed in electoral legislation but others are in violation of general laws such as those banning assault, harassment or libel. Although technically the term 'electoral fraud' covers only those acts which are illegal, the term is sometimes used to describe acts which although legal, are considered to be morally unacceptable, outside the spirit of electoral laws or in violation of the principles of democracy. Show elections, in which only one candidate can win, are sometimes considered to be electoral fraud although they
may comply with the law.
In national elections, successful electoral fraud can have the effect of a coup d'état or corruption of democracy. In a narrow election a small amount of fraud may be enough to change the result. If the result is not affected, fraud can still have a damaging effect if not punished, as it can reduce voters' confidence in democracy. Even the perception of fraud can be damaging as it makes people less inclined to accept election results. This can lead to the breakdown of democracy and the establishment of a dictatorship.
Electoral fraud is not limited to political polls and can happen in any election where the potential gain is worth the risk for the cheater; as in elections for labor union officials, student councils, sports judging, and the awarding of merit to books, films, music or television programmes.
Despite many instances of electoral fraud, it remains a difficult phenomenon to study. This follows from its inherent illegality. Harsh penalties aimed at deterring electoral fraud make it likely that individuals who perpetrate fraud do so with the expectation that it either will not be discovered or will be excused.
Prosecution
In countries with strong laws and effective legal systems, lawsuits can be brought against those who have allegedly committed fraud; but determent with legal prosecution would not be enough. Although the penalties for getting caught may be severe, the rewards for succeeding are likely to be worth the risk. The rewards range from benefits in contracting to total control of a country.

The University of Oxford comprises 39 Colleges and 7 religious Permanent Private Halls (PPHs), which are autonomous self-governing corporations within the university. All teaching staff and students studying for a degree of the university must belong to one of the colleges or PPHs. These colleges are not only houses of residence, but have substantial responsibility for the teaching of undergraduates. Generally tutorials (the main method of teaching in Oxford) and classes are the responsibility of colleges, while lectures, examinations, laboratories and the central library are run by the university.
