The first version of the Patriot Act was introduced into the House on October 2, 2001 as the Provide Appropriate Tools Required to Intercept and Obstruct Terrorism (PATRIOT) Act of 2001, and was later passed by the House as the Uniting and Strengthening America (USA) Act (H.R. 2975) on October 12. This was based on the afore-mentioned Anti-Terrorism Act, but had been changed after negotiations and work between Attorney General Ashcroft, Senators Leahy, Paul Sarbanes (D-MD), Bob Graham, Trent Lott (R-MS) and Orrin Hatch. It was introduced into the Senate as the USA Act of 2001 (S. 1510) by Tom Daschle (D-SD) where Senator Russ Feingold (D-WI) proposed a number of amendments, all of which were passed. Feingold amended the provision relating to interception of computer trespasser communications, limited the roving wiretap authority under FISA and modified the provisions relating to access to business records under FISA. The USA Act was later vitiated and indefinitely postponed, because the Senate and House bills could not be reconciled in time.
The USA PATRIOT Act, H.R. 3162, was introduced into the House on October 23. It incorporated H.R. 2975 and S. 1510 and many of the provisions of H.R. 3004 (the Financial Anti-Terrorism Act). Though there were some objections and concerns raised about the legislation, a motion to suspend the rules and pass the bill was passed. Patrick Leahy in particular commented that "our ability to make rapid progress [on drafting the bill] was impeded because the negotiations with the Administration did not progress in a straight line.
Further legislation attempting to curtail the Patriot Act was introduced into the House on September 24 by Dennis Kucinich (D-OH) and Ron Paul (R-TX). That bill was the Benjamin Franklin True Patriot Act, which is an allusion to Benjamin Franklin's famous quote that "those who would give up Essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety."

Martin creates an Ultrasonic Microcosmic Molecular Separator, a device that breaks objects down to their individual molecules - because the molecules are so small, the object is now invisible to the naked eye - and puts them back together. Det. Brennan zaps himself. While Martin and Tim are out in the garage momentarily, Mrs. Brown unknowingly vacuums up his molecules and throws them in the trash. Luckily, Martin is able to retrieve them all. But before Martin can put him back together, the police department starts an investigation on the missing Det. Brennan. Since the advent of nuclear weapons, every President has sought to minimize the risk of nuclear destruction by maintaining effective forces to deter aggression and by pursuing complementary arms control agreements. This approach has worked. We and our allies have succeeded in preventing nuclear war while protecting Western security for nearly four decades.
Originally, we relied on balanced defensive and offensive forces to deter. But over the last twenty years, the United States has nearly abandoned efforts to develop and deploy defenses against nuclear weapons, relying instead almost exclusively on the threat of nuclear retaliation. We accepted the notion that if both we and the Soviet Union were able to retaliate with devastating power even after absorbing a first strike, that stable deterrence would endure. That rather novel concept seemed at the time to be sensible for two reasons. First, the Soviets stated that they believed that both sides should have roughly equal forces and neither side should seek to alter the balance to gain unilateral advantage. Second, there did not seem to be any alternative. The state of the art in defensive systems did not permit an effective defensive system.
Today both of these basic assumptions are being called into question. The pace of the Soviet offensive and defensive buildup has upset the balance in the areas of greatest importance during crises. Furthermore, new technologies are now at hand which may make possible a truly effective nonnuclear defense.
For these reasons and because of the awesome destructive potential of nuclear weapons, we must seek another means of deterring war. It is both militarily and morally necessary. Certainly, there should be a better way to strengthen peace and stability, a way to move away from a future that relies so heavily on the prospect of rapid and massive nuclear retaliation and toward greater reliance on defensive systems which threaten no one.
On March 23, 1983, I announced my decision to take an important first step toward this goal by directing the establishment of a comprehensive and intensive research program, the Strategic Defense Initiative, aimed at eventually eliminating the threat posed by nuclear armed ballistic missiles.
The Strategic Defense Initiative (SDI) is a program of vigorous research focused on advanced defensive technologies with the aim of finding ways to provide a better basis for deterring aggression, strengthening stability, and increasing the security of the United States and our allies.
