§ 333. Major public emergencies; interference with State and Federal law
(a) Use of Armed Forces in Major Public Emergencies.—
(1) The President may employ the armed forces, including the National Guard in Federal service, to—
(A) restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any State or possession of the United States, the President determines that—
(i) domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of maintaining public order; and
(ii) such violence results in a condition described in paragraph (2); or
(B) suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy if such insurrection, violation, combination, or conspiracy results in a condition described in paragraph (2).
(2) A condition described in this paragraph is a condition that—
(A) so hinders the execution of the laws of a State or possession, as applicable, and of the United States within that State or possession, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State or possession are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or
(B) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.
(3) In any situation covered by paragraph (1)(B), the State shall be considered to have denied the equal protection of the laws secured by the Constitution.

The monopoly on the legitimate use of violence (Gewaltmonopol des Staates, also known as monopoly on legitimate violence and monopoly on violence) is the definition of the state expounded by Max Weber in Politics as a Vocation, and has been predominant in philosophy of law and political philosophy in the twentieth century. It defined a single entity, the state, exercising legitimate authority or violence over a given territory as territory was also deemed by Weber a characteristic of state. Monopoly on the simple use of violence, as discussed below, is different.
Generally speaking, those who support the existence of the state believe that there should be a monopoly on the use of violence, or at least a near monopoly. That is, they believe private violence should be prevented or punished unless it is used solely in immediate self-defence from violence. Supporters of the state monopoly argue that if a monopoly on the use of violence does not exist, private individuals or groups will, inevitably, arm themselves and use violence against each other and others; thus they claim that anarchy results in more violence than found in even the most violent state (though this is by definition implausible, as any successful use of violence will, with only the most wildly improbable of hypothetical exceptions, immediately result in at least momentary hierarchy — the very antithesis of anarchy). In support of such reasoning, supporters sometimes point to areas and periods where, on their reading of events, this monopoly did
not exist (or, in some sense, where there existed close to a "free market" in violence and security), such as modern Somalia, or Europe during the Dark Ages. They contend that such instances show that the attainment by any government of a monopoly on violence would have improved the lives of the inhabitants.
The philosopher Thomas Hobbes strongly supported a centralized practitioner of force, as he believed that that is the only way an orderly society could be maintained. As Hobbes writes in The Leviathan:

Eric Robert Rudolph (born September 19, 1966), also known as the Olympic Park Bomber, is an American far-right radical
Rudolph is most well known as the perpetrator of Centennial Olympic Park bombing in Atlanta which occurred on July 27, 1996, during the 1996 Summer Olympics. The blast killed spectator Alice Hawthorne and wounded 111 others. Melih Uzunyol, a Turkish cameraman who ran to the scene following the blast, died of a heart attack. Rudolph's motive for the bombings, according to his April 13, 2005 statement, was political:
In the summer of 1996, the world converged upon Atlanta for the Olympic Games. Multinational corporations spent billions of dollars, and Washington organized an army of security to protect these best of all games. The plan was to force the cancellation of the Games, or at least create a state of insecurity to empty the streets around the venues and thereby eat into the vast amounts of money invested.
Rudolph's statement authoritatively cleared Richard Jewell, a Centennial Olympic Park security guard, of any involvement in the bombings. Jewell fell under suspicion of participating in the bombing a few days after the incident, after having been initially hailed as a hero for being the first one to spot Rudolph's explosive device and helping to clear the area. When he came under FBI suspicion for involvement in the crime, Jewell became the prime suspect, and an international news story.
Rudolph has also confessed to the bombings of an abortion clinic in the Atlanta suburb of Sandy Springs on January 16, 1997; the Otherside Lounge of Atlanta lesbian bar in Atlanta on February 21, 1997, injuring five; and an abortion clinic in Birmingham, Alabama on January 29, 1998, killing part-time security guard Robert Sanderson and critically injuring nurse Emily Lyons. Rudolph's bombs were made of dynamite surrounded by nails which acted as shrapnel.

WASHINGTON - When Hillary Rodham Clinton walks into the federal grand jury room here Friday to answer questions under oath, she will become the first first lady to become a witness in a controversial - and the most secretive - part of the U.S. criminal justice system.
Clinton will sit at a table in a small, sparsely decorated room in the U.S. Courthouse, facing 23 people seated at elevated, lighted desks.
They are the grand jurors. They were selected from voter-registration and driver's license lists to hear witnesses and examine documents in the complex Whitewater investigation now headed by independent prosecutor Kenneth Starr, a highly regarded lawyer and former judge with extensive Republican ties.
The jurors' legal duty, derived from ancient English law, is to determine whether the evidence is sufficient to accuse anyone of a major crime. A separate jury then decides at a trial whether the defendant is innocent or guilty.

WASHINGTON - The White House's spokesman in the Whitewater affair was heading home after an arduous day at the office when he was abducted at gunpoint and forced to withdraw money from automatic teller machines before being freed.
Mark Fabiani was accosted by two men in the Washington suburb of Alexandria, Va., on Friday night, and driven into Washington where he got the cash with credit cards and a cash card, Alexandria Police Lt. John Crawford said Monday.
Fabiani had gotten off the subway and was walking home when the two men confronted him, one of them pointing a gun, and ordered him into their car.
Television station WRC reported that the men also took Fabiani's Rolex watch, his briefcase and a cellular telephone.
The items were returned, but only after Fabiani used his credit cards and a cash card to make some $1,500 in withdrawals - about half of what the robbers demanded.
WRC reported that the abductors also returned $10 to Fabiani for a cab ride home.
Fabiani had already had a long day prior to his abduction at 9:30 p.m., followed by 2 1/2 hours of driving around with his abductors.
First lady Hillary Rodham Clinton had testified before the Whitewater grand jury in Washington on Friday afternoon, and Fabiani had spent the day responding to reporters' questions and huddling with other White House aides.

WASHINGTON - When Hillary Rodham Clinton walks into the federal grand jury room here Friday to answer questions under oath, she will become the first first lady to become a witness in a controversial - and the most secretive - part of the U.S. criminal justice system.
Clinton will sit at a table in a small, sparsely decorated room in the U.S. Courthouse, facing 23 people seated at elevated, lighted desks.
They are the grand jurors. They were selected from voter-registration and driver's license lists to hear witnesses and examine documents in the complex Whitewater investigation now headed by independent prosecutor Kenneth Starr, a highly regarded lawyer and former judge with extensive Republican ties.
The jurors' legal duty, derived from ancient English law, is to determine whether the evidence is sufficient to accuse anyone of a major crime. A separate jury then decides at a trial whether the defendant is innocent or guilty.
Many scholars condemn the modern grand jury as especially vulnerable to the manipulation of increasingly powerful federal prosecutors.

(a) Whoever, with intent or reason to believe that it is to be used to the injury of the United States or to the advantage of a foreign nation, communicates, delivers, or transmits, or attempts to communicate, deliver, or transmit, to any foreign government, or to any faction or party or military or naval force within a foreign country, whether recognized or unrecognized by the United States, or to any representative, officer, agent, employee, subject, or citizen thereof, either directly or indirectly, any document, writing, code book, signal book, sketch, photograph, photographic negative, blueprint, plan, map, model, note, instrument, appliance, or information relating to the national defense, shall be punished by death or by imprisonment for any term of years or for life, except that the sentence of death shall not be imposed unless the jury or, if there is no jury, the court, further finds that the offense resulted in the identification by a foreign
power (as defined in section 101(a) of the Foreign Intelligence Surveillance Act of 1978) of an individual acting as an agent of the United States and consequently in the death of that individual, or directly concerned nuclear weaponry, military spacecraft or satellites, early warning systems, or other means of defense or retaliation against large-scale attack; war plans; communications intelligence or cryptographic information; or any other major weapons system or major element of defense strategy.
(b) Whoever, in time of war, with intent that the same shall be communicated to the enemy, collects, records, publishes, or communicates, or attempts to elicit any information with respect to the movement, numbers, description, condition, or disposition of any of the Armed Forces, ships, aircraft, or war materials of the United States, or with respect to the plans or conduct, or supposed plans or conduct of any naval or military operations, or with respect to any works or measures undertaken for or connected with, or intended for the fortification or defense of any place, or any other information relating to the public defense, which might be useful to the enemy, shall be punished by death or by imprisonment for any term of years or for life.
(c) If two or more persons conspire to violate this section, and one or more of such persons do any act to effect the object of the conspiracy, each of the parties to such conspiracy shall be subject to the punishment provided for the offense which is the object of such conspiracy.
(d)
(1) Any person convicted of a violation of this section shall forfeit to the United States irrespective of any provision of State law—
(A) any property constituting, or derived from, any proceeds the person obtained, directly or indirectly, as the result of such violation, and
(B) any of the person’s property used, or intended to be used, in any manner or part, to commit, or to facilitate the commission of, such violation.

WASHINGTON - When Hillary Rodham Clinton walks into the federal grand jury room here Friday to answer questions under oath, she will become the first first lady to become a witness in a controversial - and the most secretive - part of the U.S. criminal justice system.
Clinton will sit at a table in a small, sparsely decorated room in the U.S. Courthouse, facing 23 people seated at elevated, lighted desks.
They are the grand jurors. They were selected from voter-registration and driver's license lists to hear witnesses and examine documents in the complex Whitewater investigation now headed by independent prosecutor Kenneth Starr, a highly regarded lawyer and former judge with extensive Republican ties.
The jurors' legal duty, derived from ancient English law, is to determine whether the evidence is sufficient to accuse anyone of a major crime. A separate jury then decides at a trial whether the defendant is innocent or guilty.
Many scholars condemn the modern grand jury as especially vulnerable to the manipulation of increasingly powerful federal prosecutors.

Not sure about this dream from when I finally got back to sleep this morning. I wanted to stay awake to watch the morning news but I was feeling the urge to watch my favorite anchorperson. If I watch her, I am going to talk and who knows how many sociopaths out there are listening to all this. How can this continue??? In this latest dream, there is a recurring theme, lately it always seems to involve sand. Today I was driving a pickup along a road on a sandy hill. I was trying to stop to talk to someone that was walking along. But then I was traveling backwards, down the hill I think. I put on the brakes but I still keep traveling down the hill and away from the person I wanted to talk to. Then I put the transmission in Drive and pressed the accelerator, but all the wheels did was spin and I kept moving fast backwards, I felt frustrated. I eventually stopped and the person I wanted to talk to caught up with me but I don't remember anything after that.
There was some other stuff going on, possibly it was dream manipulation to respond to my metaphor about being in an H-bomb experiment. But the recurring theme has something to do with traveling backwards and not being able to stop where I want to. It actually reminds me of controlling a ship, in that it takes time and space to stop one.

VALDEZ, Alaska - A tanker ran aground on a reef and ripped holes in its hull Friday, gushing millions of gallons of thick crude oil into the pristine Prince William Sound.
The Exxon Valdez, a 987-foot tanker owned by Exxon Shipping Co. Inc., struck Bligh Reef about 25 miles from Valdez, the northernmost ice-free port in the United States, spilling an estimated 270,000 barrels or 11.3 million gallons of oil into the Pacific Ocean, Coast Guard spokesmen said.
The accident was called the worst spill in U.S. history.
Opponents of further development of Arctic oil fields quickly seized on the spill as evidence of what they perceive as the environmental risks involved.
By early Friday evening, the spill was about five miles long and 500 feet wide

It's night. The Skipper comes sleepwalking out of his hut. He's acting like he's back in World War II. His yelling wakes up Gilligan who follows him. Skipper is trying to convert a radio into a transmitter. But when Skipper yells about the dive bombers Gilligan jumps into the lagoon. Then the Skipper heads back to the hut. Gilligan wakes the Skipper up by dripping on him. Gilligan explains that the Skipper was sleepwalking but he doesn't believe it, insisting that he was in the hammock all night. He even suggests that Gilligan was really sleepwalking.
Sipper and Professor are listening to the radio when they hear about Alice McNeil flying around the world. According to the Skipper's calculations she's going to be flying right over the island. He suggests building a big signal fire to catch the plane's attention but is concerned about cloud cover blocking the view of the fire. Gilligan mentions the Skipper's sleepwalking episode where he turned the radio into a transmitter. Skipper suddenly remembers and admitts to Gilligan it was his dream after all.

WASHINGTON -- In an extraordinary White House news conference, first lady Hillary Rodham Clinton fielded questions for more than an hour Friday, denying that there were improprieties related to the Whitewater Development Corp. or her commodities market investments.
She said the confusion about the Clintons' 1970s financial dealings -- which has sparked the appointment of a special counsel and calls by Republicans for congressional hearings -- resulted from "our inexperience in Washington" and the demands for personal information.
"It's a learning experience -- sometimes a difficult one," Clinton said. "This is not a long-term problem or issue in any way, but I don't want anybody to have the wrong impression of either of us, and I don't want anything to interfere with doing what the people of this country need done."
Clinton appeared relaxed as she sat in a chair framed by the fireplace in the State Dining Room. A portrait of Lincoln looked down upon her.
In a calm, commanding, occasionally apologetic performance, she lost her composure only once, when asked about former President Nixon, who was said to be near death at the time. She noted that she lost her own father a year ago this month and, as tears welled in her eyes, she said she felt for Nixon's daughters.
All major networks carried the news conference live as the first lady for the first time agreed to answer questions from Washington-based reporters about the Whitewater affair and her commodities trades that netted her a $100,000 gain on a $1,000 investment.
A chief Republican critic, Sen. Alfonse D'Amato of New York, was unimpressed. "I think there still is a question as it relates to fact as opposed to fantasy," D'Amato said.

WASHINGTON -- In an extraordinary White House news conference, first lady Hillary Rodham Clinton fielded questions for more than an hour Friday, denying that there were improprieties related to the Whitewater Development Corp. or her commodities market investments.
She said the confusion about the Clintons' 1970s financial dealings -- which has sparked the appointment of a special counsel and calls by Republicans for congressional hearings -- resulted from "our inexperience in Washington" and the demands for personal information.
"It's a learning experience -- sometimes a difficult one," Clinton said. "This is not a long-term problem or issue in any way, but I don't want anybody to have the wrong impression of either of us, and I don't want anything to interfere with doing what the people of this country need done."
Clinton appeared relaxed as she sat in a chair framed by the fireplace in the State Dining Room. A portrait of Lincoln looked down upon her.
In a calm, commanding, occasionally apologetic performance, she lost her composure only once, when asked about former President Nixon, who was said to be near death at the time. She noted that she lost her own father a year ago this month and, as tears welled in her eyes, she said she felt for Nixon's daughters.
All major networks carried the news conference live as the first lady for the first time agreed to answer questions from Washington-based reporters about the Whitewater affair and her commodities trades that netted her a $100,000 gain on a $1,000 investment.
A chief Republican critic, Sen. Alfonse D'Amato of New York, was unimpressed. "I think there still is a question as it relates to fact as opposed to fantasy," D'Amato said.
