(a) Charges and Specifications.— Charges and specifications against an accused in a military commission under this chapter shall be signed by a person subject to chapter 47 of this title under oath before a commissioned officer of the armed forces authorized to administer oaths and shall state—
(1) that the signer has personal knowledge of, or reason to believe, the matters set forth therein; and
(2) that such matters are true in fact to the best of the signer’s knowledge and belief.
(b) Notice to Accused.— Upon the swearing of the charges and specifications in accordance with subsection (a), the accused shall be informed of the charges and specifications against the accused as soon as practicable.

§ 817. Art. 17. Jurisdiction of courts-martial in general
(a) Each armed force has court-martial jurisdiction over all persons subject to this chapter. The exercise of jurisdiction by one armed force over personnel of another armed force shall be in accordance with regulations prescribed by the President.
(b) In all cases, departmental review after that by the officer with authority to convene a general court-martial for the command which held the trial, where that review is required under this chapter, shall be carried out by the department that includes the armed force of which the accused is a member.

Regional Organization

The Director and each United States Marshal is appointed by the President of the United States and subject to confirmation by the United States Senate. The District U.S. Marshal is traditionally appointed from a list of qualified law enforcement personnel for that district or state. Each state has at least one district, while several larger states have three or more.

I wish I had written down these dreams shortly after I awoke. I don't remember as much detail now. But I think that illustrates how I am sensing the difference between these foreign or manipulated dreams and what would be normal dreams. I think the foreign dreams stay with me longer. I remember more of their detail. I can visualize the details in those dreams longer than I can the dreams I think of as normal. I still don't know if they are reading information to me or if they are simply reciting words that I construct into something that makes sense to me. When I had a recent dream with my so-called imaginary girlfriend the other day, I can still almost hear her voice. I don't know if that means she was literally talking while I was asleep, or that I just have heard her talking enough to be able to assign her voice to any suggestion that the dream manipulator attributes to her.
This morning I dreamed I was traveling down a four-lane road towards Shelton. I was on a bicycle but I was effortlessly traveling at 75 mph. I thought to myself that I should be wearing a helmet. Then I was on a dirt road. There was a turn I needed to make to go up to the mountains I wanted to go to, but I was traveling at 58 mph and wouldn't be able to make the turn so I kept going until I slowed down enough to turn. As I was just writing that, I remembered that time, 12/23/01, when I hit that patch of ice and separated my shoulder. In this dream today, there was still some ice and a little snow around, but it all seemed to be thawing, as in a spring thaw. The road was muddy. I vaguely remember some people or a person being around there but I can't remember any details.

Commander, Air Group
Commander, Air Group, or CAG, refers to the Commander of the Air Wing aboard an aircraft carrier of the U.S. Navy. The term traces its origins to 1938 when the first Carrier Air Group was formed. Air Groups were redesignated as Carrier Air Wings, or CVWs in the 1970s, but the head of the air wing is still referred to as the CAG. Initially, the CAG was the most senior commanding officer of the three embarked squadrons and was expected to personally lead all major strike operations, co-ordinating the attacks of the carrier's fighter, bomber, and torpedo planes in combat. The CAG then became a department head of the ship reporting to the carrier's commanding officer. V-weapons
V-weapons, known in the original German as Vergeltungswaffen (English: retaliatory weapons, reprisal weapons), were a particular set of long range artillery weapons designed for strategic bombing during World War II, particularly terror bombing and/or aerial bombing of cities. They comprised the V-1 flying bomb, the V-2 rocket and the V-3 cannon. All of these weapons were intended for use in a military campaign against Britain, though, in the event, only the V-1 and V-2 were so used - in a campaign conducted 1944-5. After the invasion of Europe by the Allies, these weapons were also employed against targets on the mainland of Europe.
A total of 9,251 V-1s were fired at Britain, with the vast majority aimed at London; 2,515 reached the city, killing 6,184 civilians and injuring 17,981. Croydon to the south, on the flight path of the V1's suffered severely taking 142 hits.
V-2 rocket launching sites were set up by the Germans around The Hague in Holland on 6 September 1944. The first was launched from here against London on 8 September 1944 and took an estimated 5 minutes to fly the 200 miles from the Hague to London where it landed at 6.43pm on 8 September on Chiswick causing thirteen casualties. By October the offensive became sustained. A particularly devastating strike was on 25 November 1944 when a V-2 Rocket exploded at the Woolworth's store in New Cross Road (marked by a plaque on the site now occupied by an Iceland supermarket) killing 168 people and seriously injuring 121. Intercepting the supersonic V-2 missiles in flight proved virtually impossible and other counter measures, such as bombing the launch sites, were fairly ineffectual. Sustained bombardment continued until the March 1945. The very last missiles arrived on 27 March 1945, with one of them killing 134 people and injuring 49 when it hit a block of
flats in Stepney.
1,115 V-2s were fired at the United Kingdom. The vast majority of them were aimed at London, though about 40 targeted (and missed) Norwich. They killed an estimated 2,754 people in London with another 6,523 injured. A further 2,917 service personnel were killed as a result of the V weapon campaign. Since the V-2 rocket could not be heard (and was rarely seen) as it approached the target, its psychological effect "suffered in comparison to the V-1."
The V weapon offensive ended in March 1945, with the last V-2 landing in Kent on March 27 and the last V1 two days later. In terms of casualties their effects had been less than their inventors hoped or their victims feared, though the damage to property was extensive, with 20,000 houses a day being damaged at the height of the campaign, causing a massive housing crisis in south-east England in late 1944 and early 1945.

In opposition (1919-33)
Nazi leader Adolf Hitler devoted two chapters of his 1925/26 work Mein Kampf, itself a propaganda tool, to the study and practice of propaganda. He claimed to have learnt the value of propaganda as a World War I infantryman exposed to very effective British and ineffectual German propaganda. The argument that Germany lost the war largely because of British propaganda efforts, expounded at length in Mein Kampf, reflected then-common German nationalist claims. Although untrue – German propaganda during World War I was mostly more advanced than that of the British – it became the official truth of Nazi Germany thanks to its reception by Hitler.
Mein Kampf contains the blueprint of later Nazi propaganda efforts. Assessing his audience, Hitler writes in chapter IV:
"Propaganda must always address itself to the broad masses of the people. (...) All propaganda must be presented in a popular form and must fix its intellectual level so as not to be above the heads of the least intellectual of those to whom it is directed. (...) The art of propaganda consists precisely in being able to awaken the imagination of the public through an appeal to their feelings, in finding the appropriate psychological form that will arrest the attention and appeal to the hearts of the national masses. The broad masses of the people are not made up of diplomats or professors of public jurisprudence nor simply of persons who are able to form reasoned judgment in given cases, but a vacillating crowd of human children who are constantly wavering between one idea and another. As to the methods to be employed, he explains:
"Propaganda must not investigate the truth objectively and, in so far as it is favourable to the other side, present it according to the theoretical rules of justice; yet it must present only that aspect of the truth which is favourable to its own side. (...) The receptive powers of the masses are very restricted, and their understanding is feeble. On the other hand, they quickly forget. Such being the case, all effective propaganda must be confined to a few bare essentials and those must be expressed as far as possible in stereotyped formulas. These slogans should be persistently repeated until the very last individual has come to grasp the idea that has been put forward. (...) Every change that is made in the subject of a propagandist message must always emphasize the same conclusion. The leading slogan must of course be illustrated in many ways and from several angles, but in the end one must always return to the assertion of the same formula."
Hitler put these ideas into practice with the reestablishment of the Völkischer Beobachter, a daily newspaper published by the Nazi Party (NSDAP) from February 1925 on, whose circulation reached 26,175 in 1929. It was joined in 1926 by Joseph Goebbels's Der Angriff, another unabashedly and crudely propagandistic paper.
During most of the Nazis' time in opposition, their means of propaganda remained limited. With little access to mass media, the party continued to rely heavily on Hitler and a few others speaking at public meetings until 1929. In April 1930, Hitler appointed Goebbels head of party propaganda. Goebbels, a former journalist and Nazi party officer in Berlin, soon proved his skills. Among his first successes was the organization of riotous demonstrations that succeeded in having the American anti-war film All Quiet on the Western Front banned in Germany.
In power (1933-39)
Before World War II, Nazi propaganda strategy stressed several themes. Their goals were to create external enemies (countries that allegedly inflicted the Treaty of Versailles on Germany) and internal enemies (Jews). Hitler and Nazi propagandists played on the anti-Semitism and resentment present in Germany. The Jews were blamed for things such as robbing the German people of their hard work while themselves avoiding physical labour.
At war (1939-45)
Until the conclusion of the Battle of Stalingrad on February 4, 1943, German propaganda emphasized the prowess of German arms and the humanity German soldiers had shown to the peoples of occupied territories. Pilots of the Allied bombing fleets were depicted as cowardly murderers, and Americans in particular as gangsters in the style of Al Capone. At the same time, German propaganda sought to alienate Americans and British from each other, and both these Western nations from the Soviets. One of the primary sources for propaganda was the Wehrmachtbericht, a daily radio broadcast that described the military situation on all fronts.
After Stalingrad, the main theme changed to Germany as the sole defender of what they called "Western European culture" against the "Bolshevist hordes". The introduction of the V-1 and V-2 "vengeance weapons" was emphasized to convince Britons of the hopelessness of defeating Germany.

Iraq is reportedly considering ways to force Israel to pay reparations for launching airstrikes on its nuclear reactor near Baghdad.
Iraqi legislators are looking into adopting a resolution that would urge Tel Aviv to pay billions of dollars in compensations for its 1981 attack on the Osiraq (Tammuz) nuclear reactor, Iraqi daily al-Sabbah reported on Thursday.
The lawmakers leading the campaign say they have based their case on United Nations Security Council Resolution 487, insisting that the official UN condemnation gives Baghdad the right to appropriate money for what it has suffered.
Mohammed Naji Mohammed -- a member of parliament with the United Iraqi Alliance coalition -- is leading the campaign against Israel.
Israeli warplanes struck the Iraqi nuclear reactor in a surprise attack code-named Operation Opera in June 1981. Israeli officials at the time claimed that its operation was aimed at preventing then dictator Saddam Hussein from using the reactor weaponization.

The widespread disregard for nuclear weapons safety standards by airmen at Minot and Barksdale Air Force bases led to the unprecedented “Bent Spear” incident in which six nuclear warheads were mistakenly loaded onto a B-52 and flown from North Dakota to Louisiana on Aug. 29-30, Air Force officials said Friday after an intensive six-week investigation.
The Air Force relieved the 5th Munitions Squadron commander at Minot immediately after the incident. On Friday, it announced that three more commanders have been sacked.
Five steps to failure
Using the same briefing presented to Secretary of Defense Robert Gates earlier Friday, Newton summarized the five mistakes made by airmen that led to the incident and offered a timeline of events.
The first mistake occurred at the beginning of an operation to transport 12 Advanced Cruise Missiles on a B-52 Stratofortress bomber from Minot to Barksdale, part of a Defense Department program to decommission 400 of these missiles in the U.S. stockpile.
On the morning of Aug. 29, airmen assigned to the Minot weapons storage area were supposed to pick up and transport two pylons to a B-52 assigned to Barksdale. Each pylon is a self-contained package of six cruise missiles that can be quickly mounted to the wing of a Stratofortress. But the pylon had not been properly prepared, and the airmen failed to examine all the warheads on the missiles mounted to the pylons.

NEW YORK - A B-52 bomber mistakenly armed with live nuclear missiles flew straight across the heartland where millions of Americans live - and the crew had no clue what they were carrying.
An Air Force spokesman insisted "there was never a danger to the American public" and called the missile mishap last Thursday an "isolated incident."
"Air Force standards are very exacting when it comes to munitions handling," Lt. Col. Ed Thomas said. "The weapons were always in our custody."
The B-52 was loaded with cruise missiles carrying nuclear warheads ranging from 5 to 150 kilotons in destructive force, mounted onto pylons on the bomber's wings, according to the Military Times newspaper, which broke the story.
"You can wipe out a good-sized city with a 5-kiloton blast," said Jim Riccio, a nuclear policy analyst for Greenpeace. "A 150-kiloton warhead is 10 times the size of what they dropped on Hiroshima."

WASHINGTON - As more anthrax surfaced in U.S. post offices Friday, the FBI said that tainted letters sent to Washington and New York are likely the work of one man.
The individual, officials said, may work at a laboratory, have a scientific background and probably used the Sept. 11 attacks as a ruse to mask his true intention.
FBI officials said there is a high probability, "bordering on certainty" that the three letters processed at Hamilton came from the same person and that the person refined the anthrax strain between Sept. 18, when he sent the letters to New York and Oct. 9, when he mailed the letter to Daschle.
In hopes of getting tips from the public, FBI officials released a profile of the person they suspect is behind the letters.
They describe the perpetrator as a "nonconfrontational person" who, if employed, is likely to be in a job requiring little contact with the public. They also suspect he exhibits "an organized and rational thought process" and would not go overboard in his activities and become obvious.
They said his profile is similar to that of other offenders who send dangerous materials through the mail, including Theodore Kaczynski, the Unabomber, who built intricate bombs in his Montana hideaway and eluded capture for years.
While they suspect the man is familiar with the Trenton, N.J. area, they don't necessarily believe that he lives there. For example, they said, Kaczynski mailed his letters 1,500 miles away from his home.

HONOLULU - The Navy says a fire aboard the USS George Washington aircraft carrier has left one sailor with minor burns and 23 others with heat stress. Subject: Cheney Says U.S. Won't Let Microsoft Get Nukes

Vice President Dick Cheney said Tuesday that Microsoft will not be allowed to have a nuclear weapon and warned "the United States is keeping all options on the table in addressing the irresponsible conduct of the Microsoft regime."
Cheney said the Microsoft management "continues to defy the world with its nuclear ambitions" and that the issue may soon go before the U.N. Security Council.
"The Bill Gates regime needs to know that if it stays on its present course, the international community is prepared to impose meaningful consequences," Cheney said in a speech to the to the American Public Affairs Committee, an influential pro-American values group.
Cheney spoke as diplomats at an International Atomic Energy Agency in Vienna, Austria, were considering whether to refer Microsoft to the U.N. Security Council for possible sanctions. The United States believes Microsoft is trying to build nuclear weapons; Microsoft says its nuclear program is for generating electricity for the X-Box.
