(a) Charges and Specifications.— Charges and specifications against an accused in a military commission under this chapter shall be signed by a person subject to chapter 47 of this title under oath before a commissioned officer of the armed forces authorized to administer oaths and shall state—

(a) Each armed force has court-martial jurisdiction over all persons subject to this chapter. The exercise of jurisdiction by one armed force over personnel of another armed force shall be in accordance with regulations prescribed by the President.
(b) In all cases, departmental review after that by the officer with authority to convene a general court-martial for the command which held the trial, where that review is required under this chapter, shall be carried out by the department that includes the armed force of which the accused is a member.

The line of thought was about a time Hillary Clinton was at a brothel with some other women and they had some kind of orgy going on with the male prostitutes at the brothel. The brothel hotel that catered to women with her particular interests had some kind of festival atmosphere arranged and they had a program where Hillary Clinton was given some kind of medallion for when she had hardcore sexual activity with at least 5 male prositutes and the medallion proclaimed that she was then a "Black Ace." She made it through the 5 or them and then decided to take on one more of the male prostitutes for a total of 6. My guess at the time after the surveillance report, that I had to watch and that felt like an act of sexual violence against me just by having to watch the video of her sexual activity, is that it was all some kind of ruse because of the Black Aces squadron of the U.S. Navy and I was flying with that squadron during the first Gulf of Sidra attack
and Oprah Winfrey is also part of that insurgent effort to attack the U.S. Navy.

Whitewater controversy
The Whitewater controversy (also called the Whitewater scandal, Whitewatergate, or most often, simply Whitewater) was an American politics controversy that began with the real estate investments of Bill and Hillary Clinton and their associates, Jim and Susan McDougal in the Whitewater Development Corporation, a failed business venture in the 1970s and 1980s.
A New York Times article published during the 1992 U.S. presidential campaign reported that Clinton and his wife had invested and lost money in the Whitewater development project.
Clinton's first run for president
During Bill Clinton's first bid for the presidency in 1992, he was asked by reporters from The New York Times about the failure of the Whitewater development, which Bill Clinton and Jim McDougal had originally purchased in 1978. The subsequent New York Times article, by reporter Jeff Gerth, appeared on March 8, 1992.

HOLLYWOOD — FORGET the book "You'll Never Make Love in This Town Again," the recent No. 1 best-seller in Hollywood about the real-life sexual adventures of some call girls and their famous show-biz clients. The town has now shifted its attention to another book, "Primary Colors," by an anonymous but obviously informed novelist, a roman a clef about a libidinous Southern governor's quest for the Presidency, his smart, strong-willed and fiercely ambitious wife and an assortment of associates and competitors who seem very much like the cast of characters in Bill Clinton's 1992 campaign for the Presidency.
A movie is, of course, on the way. Mike Nichols, the director, beat out several competitors and paid about $1.5 million for the film rights, according to Daily Variety. Now the question facing him is the casting for the film. This town is eager to help.
Marshall Brickman, the writer-director, said he was going to tell Mr. Nichols that only Meryl Streep should play Mrs. Clinton. This conviction is based solely on Ms. Streep's performance in "The River Wild," where she heroically navigated rapids. Mr. Brickman said, "We know Meryl can go through white water and come out unhurt."

On 11 July 1962 this site received the first transatlantic transmission of a TV signal from a twin station in Andover, Maine, USA via the TELSTAR satellite. The success of TELSTAR and the earth stations, the first built for active satellite communications, illustrated the potential of a future world-wide satellite system to provide communications between continents.
TELSTAR I was launched from Cape Canaveral (now the Kennedy Space Center) on 10 July 1962. TELSTAR I was placed in an elliptical orbit (completed once every 2 hours and 37 minutes), rotating at a 45 degree angle above the Earth's equator. The maximum transmission time between Europe and the United States was 20 minutes per pass. On 11 July 1962 the TELSTAR Satellite transmission was received in Pleumeur-Bodou, enabling the world's first satellite transmission of a short television program from the United States.

The Paris Peace Talks were suspended indefinitely after the United States and South Vietnam pulled out because of "a lack of progress". When North Vietnam's negotiator Le Duc Tho refused to budge on negotiations, even after Henry Kissinger had suggested that the American President was a "madman", President Nixon told Kissinger, "The bastards have never been bombed like they're going to be bombed this time." With talks over, the Operation Linebacker bombing and mining campaign against North Vietnam began.

Operation Linebacker was the title of a U.S. Seventh Air Force and U.S. Navy Task Force 77 aerial interdiction campaign conducted against the Democratic Republic of Vietnam (North Vietnam) from 9 May to 23 October 1972, during the Vietnam War.
The U.S. also now began what North Vietnamese historians have described as "using devious political and diplomatic schemes...to cut back the amount of aid being supplied to us by socialist nations." On 20 April Kissinger met secretly with Brezhnev in Moscow. Unwilling to jeopardize increasingly normalized relations with the West and wary of Washington's growing relationship with Beijing, Brezhnev agreed to apply pressure to Hanoi to end the offensive and negotiate seriously.
Brezhnev then arranged for another secret meeting between Kissinger and Hanoi's lead negotiator Le Duc Tho, to be held on 2 May in Paris. On the assigned day, the two men met for a session that Kissinger later described as "brutal and insulting." The North Vietnamese, sensing victory, were in no mood to make concessions. As a result of this meeting and the fall of Quang Tri City, Nixon was prepared to up the ante, stating that "the bastards have never been bombed like they're going to be bombed this time."

Operation Pocket Money
On 27 April, ARVN defenses in Quang Tri Province began to collapse. Due to conflicting orders from their high command, South Vietnamese units joined an exodus of refugees heading southward, abandoning Quang Tri City. PAVN forces entered the city on the same day as the meeting between Kissinger and Le Duc Tho. The PAVN offensive had become a massive conventional military operation that was being conducted on three fronts simultaneously, involving the equivalent of 15 divisions and 600 tanks. As the North Vietnamese continued to gain ground in three of South Vietnam's four military regions, the U.S. Joint Chiefs of Staff updated their contingency plans (drawn up before the bombing halt of 1968) for the resumption of bombing in the north and recommended it to the president, who approved it on 8 May. Shortly after his inauguration, Nixon had ordered the preparation of a contingency plan, one that would hopefully bring the Vietnam War to an end. Operation
Duck Hook was to include an invasion of the north itself and included a proposal to mine its major harbors. The plan had been shelved at the time as too extreme, but it was not forgotten. The U.S. Navy had also been updating its own contingency plans for just such a mining operation since 1965. On 5 May, the president ordered the Joint Chiefs to prepare to execute the aerial mining portion of the Duck Hook plan within three days under the operational title Pocket Money.
At precisely 09:00 (local time) on 8 May six Navy A-7 Corsair IIs and three A-6 Intruders from Coral Sea entered Haiphong harbor and dropped 36 1,000-pound Mark-52 and Mark-55 mines into the water. They were protected from attack by North Vietnamese MiG fighters by the guided-missile cruisers Chicago and Long Beach and by flights of F-4 Phantoms. The reason for the precise timing of the strike became apparent when President Nixon simultaneously delivered a televised speech explaining the escalation to the American people: "the only way to stop the killing is to take the weapons of war out of the hands of the international outlaws of North Vietnam." The mines were activated five days after their delivery in order to allow any vessels then in port to escape without damage. Over the next three days other carrier aircraft laid 11,000 more mines into North Vietnamese secondary harbors, effectively blockading all maritime commerce.
