WASHINGTON -- President Clinton cut short a news conference Monday with his new Supreme Court nominee after expressing exasperation with the first question, which was about his decision-making process.
The question -- unanswered -- was asked by ABC's Brit Hume after Clinton announced his selection of federal appellate Judge Ruth Bader Ginsburg.
Hume asked: "The withdrawal of the Guinier nomination, sir, and your apparent focus on Judge Breyer, and your turn, late it seems, to Judge Ginsburg, may have created an impression, perhaps unfair, of a certain zig-zag quality in the decision-making process here. I wonder, sir, if you could kind of walk us through it, perhaps disabuse us of any notion we might have along those lines."
Clinton's testy answer: "I have long since given up the thought that I could disabuse some of you turning any substantive decision into anything but political process. How you could ask a question like that after the statement she just made is beyond me."
There was applause from some members of the Rose Garden audience, which included members of Judge Ginsburg's family, some friends and members of Congress.
Clinton turned and walked away from the podium, refusing to take additional questions, even though many hands were raised.

Captain Scott O'Grady, the US pilot shot down by the Bosnian Serbs, is not quite the hero he was made out to be, according to Nato sources in Italy.
The way he was shot down, and his inability to communicate with aircraft searching for him, have revealed many shortcomings, and the US Air Force will have to take a hard look at its pilots' training. The rescue force, from the assault ship USS Kearsarge, performed well, although questions have also been asked about the need for so many senior officers to fly on a dangerous mission into hostile territory.
Since Capt O'Grady was shot down, the Nato planes enforcing operation Deny Flight have been avoiding the airspace over Bosnia, flying over Croatia or the Adriatic instead, which limits their ability to pursue any Serb aircraft which take to the air. Yesterday the Bosnian Serbs launched an air attack on the Bihac pocket, which Nato did not pick up - because their planes were not there.
Capt O'Grady's first mistake was a matter of discipline - he took off dressed only in a flying suit and a T-shirt , not properly clad to eject and survive in a hostile environment.
The Bosnian Serbs apparently locked radar on to his F-16 fighter several times, but he continued circling when he should have known he had been picked up. Eventually, the Serbs launched an SA-6 missile ,guiding it towards his plane visually. A quick transmission from the radar was then enough to guide the missile to the plane in its final moments, blowing it in two.
Capt O'Grady did not, apparently, know how to use his survival radio or the Global positioning system. Eventually, he seems to have worked out how to use the aids by trial and error: had he been well versed in the drills, he could have been picked up days earlier, sources said. He also headed towards a reference point quite needlessly, showing a misunderstanding of basic procedures.
The pilot was eventually rescued by two Sea Stallions and two Cobra attack helicopters from the Kearsarge, which had arrived in the Adriatic on 29 May, four days before he was shot down.
"We thought he was dead," said an officer on the Kearsarge. "The first we heard about him being alive was very early the morning of the rescue." An Airborne Warning and Control aircraft had pinpointed Capt O'Grady's position and passed an accurate grid reference to the Marine force, though they were not in contact with the downed airman until they were 10 miles out from their objective. "When we got within a mile or so he could hear us and said we were overhead. O'Grady produced his own smoke - orange smoke," said one of the helicopter pilots.
Helicopters carrying Marine infantry, led by Colonel Marty Berndt, the commander of the 2,000 strong 24th Marine Expeditionary Unit (MEU), landed. "We could see [Capt O'Grady] coming through the woods. He was wearing a survival hat which he could turn inside out. We could see the orange hat," one of the pilots said.
The Bosnian Serbs opened fire at the departing helicopters. The Unit's senior sergeant major offered Capt O'Grady a drink, then put his metal water bottle back just in time to deflect a Serb bullet which had penetrated the fuselage.
The US authorities also raised eyebrows about the need to have the MEU commander and a senior member of his headquarters staff on a hazardous mission into hostile territory when it was not necessary.
There was already a Lieutenant-Colonel commanding the mission. Colonel Berndt is reported to have said he wanted to demonstrate he would do anything he asked his men to do.
But some US officers drew a parallel with Star Trek. "Why do they always send the captain, the first officer, the doctor and the chief engineer to look over a hostile planet?" one asked.

The prosecution showed the jury two-videotape re-enactments of Susan Smith's burgundy Mazda rolling down the boat ramp and into the water. During the showing of the videotape of the car filling with water, Prosecutor Keith Giese commented that the rear of the car was rising while the front of the car was filling with water and that Michael and Alex would have faced the lake's water before the water engulfed them. The videotape re-enactment of Susan's Mazda submerging into the lake showed that it took a full six minutes for the car to fill with water before it became completely submerged, because the car's doors and windows were closed.
On Wednesday, July 27, 1995 the prosecution showed the jury pictures taken of Michael and Alex after they had been removed from the Mazda. Judge Howard only allowed photographs showing the brothers' discolored and decomposing legs and arms. The judge would not allow several photos showing the full effects of the nine-day submersion to be shown to the jury. After the presentation of the photos, the prosecution rested its case and the defense began its case by calling two witnesses.
Arlene Andrews, the University of South Carolina social work professor who had testified during Susan's trial, testified that David and Susan Smith's relationship was extremely strained and that Susan was thrown into a "downward spiral" that ended in the murders of her children. Andrews testified that Susan's mental health began to deteriorate in August 1994 after the Smith's final attempt at reconciling their marriage failed. Andrews told the jury that when Susan told David that she would seek a divorce in July 1994, the couple agreed to seek an amiable divorce with neither party blaming the other. However, Susan reneged on this agreement and decided to seek a divorce on the grounds of adultery. David retaliated against Susan and on October 20th, searched Susan's purse and found the letter Tom Findlay had written her dated October 17, 1994. When David confronted Susan, she confessed to having an affair with Findlay's father, J. Carey Findlay, the owner of Conso Products. David threatened Susan by telling her that he would reveal the relationship to Findlay's wife. Susan became distraught and thought she had done something unforgivable. Andrews testified that "Susan's suicidal despair set in and she began to think everything about her was bad." Five days after the argument with David, she murdered their sons.

After Susan was arrested for the murders of Michael and Alex, she was held without bail at the York County Jail. On the evening that Susan was arrested, Bev and Linda Russell hired David Bruck, a Columbia, South Carolina attorney specializing in death penalty cases, to represent Susan. The Russells would eventually be forced to mortgage their home in order to pay for Bruck's services.
Bruck was 46 when agreed to represent Susan Smith. He had attended Harvard College and graduated magna cum laude. After college, Bruck attended the University of South Carolina Law School and graduated in 1975. Before beginning his law practice, Bruck traveled throughout United States and Canada, eventually returning to South Carolina to represent clients facing the death penalty because he was convinced that these defendants did not receive adequate legal representation. Bruck was also disturbed by the fact that the death penalty population in South Carolina was made up largely of poor black men. Prior to defending Susan Smith, Bruck had represented 50 people charged with capital murder before juries or at the appellate level. Of Bruck's 50 capital clients, he has only lost three to death sentences. He has saved many of his clients from death sentences by winning new trials that have resulted in life sentences and in one case, an acquittal. Other defense attorneys praise Bruck for being shrewd and for being able to "localize his intelligence." One admirer said Bruck can be "chameleon-like, he understands that arguing a case in Columbia, South Carolina is different than arguing a case in Union."
