NICOSIA, Cyprus - Iraqi President Saddam Hussein, in a tape from Iraq televised today, talked to a group of Western children and adults in his office in an apparent attempt to show the hostages were not being mistreated.
He told the group of Westerners, some believed to be British, that "your presence here and other other places is meant to prevent war."
The talk was broadcast by Cable News Network, which said it was a tape of the meeting. It was not known when the meeting took place.
Saddam was shown sitting in a business suit, patting the Western children on the head. He was surrounded by army officers and an interviewer who provided some translation of the conversation.
One of the officers also repeatedly stroked the head of one child as Saddam spoke to the boy. The grim-faced boys were dresssed in shorts and T-shirts. Saddam talked briefly with them about playing sports.
The Iraqi TV broadcast gave Saddam an unusual forum to repeat the Iraqi position.
A group of adults sat around the room, and also spoke with Saddam through an interpreter. Saddam asked them for forgiveness for keeping them there.
"Your presence here will not be for too long," he said.
"Your presence here is not a source of pleasure for us. This does not make us happy. What would make us happy would be to see you back in your countries or back in the streets of Baghdad (as in normal times)," Saddam said.
Saddam appeared relaxed as he spoke with a boy, identified only as Ian, 7. Saddam asked the boy if he was getting enough milk and food. The child, through an interpreter, said he was getting enough milk and cornflakes.
It was then that Saddam giggled, and turning to an aide in military uniform, he said in Arabic: "He is getting more than our Iraqi children."

BAGHDAD, Iraq - The formal cease-fire in the bloody and costly eight-year war between Iraq and Iran went into effect early this morning, and U.N. officials were optimistic it would hold - at least temporarily.
U.N. truce observers were in place on both sides of the 740-mile border between Iraq and Iran to monitor any violations. And because both sides have observed a virtual truce since the cease-fire agreement was announced Aug. 8, hopes were high that no serious violations would occur.
If the Iraqis and Iranians do abide by the armistice, attention will shift to Geneva, where the two sides are scheduled to meet Thursday to begin negotiations under U.N. auspices.

MANAMA, Bahrain - The U.S. Navy today destroyed two offshore Iranian oil platforms, sank a defending Iranian patrol boat and bombed two Iranian frigates. Iran attacked oil facilities off Sharjah and fired on at least two U.S. vessels.
The U.S. attack on the Persian Gulf oil platforms came in retaliation for a mine explosion that tore a hole in a U.S. frigate last week, injuring 10 crewmen.
"We aim to deter further Iranian aggression - not provoke it," President Reagan said. "They must know that we will protect our ships, and if they threaten us, they'll pay a price."
Official estimates of the toll from today's fighting changed through the day, but Reagan stated without elaboration that at least five Iranian vessels of various sizes - but no U.S. ones - had been damaged.
"Following the destruction of the two Iranian military platforms, whose personnel had evacuated after our warning, several Iran naval vessels and small boats attempted to engage our ships and aircraft," Reagan said.
"Three Iranian naval vessels and at least two small boats were sunk or very severely damaged," he added.
Also today, Iran said the United States had entered the Iran-Iraq war, charging U.S. helicopters supported an Iraqi land offensive in the Faw Peninsula. The Pentagon dismissed the charge, saying no U.S. military forces have been involved with Iraqi units.
The White House said three U.S. warships ships blasted each Iranian platform. No U.S. casualties were reported in the attacks, and the Iranians fled prior to the shelling, the White House said.
Iran said a number of oil workers aboard the two platforms were killed or injured. It gave no details.
Defense Secretary Frank C. Carlucci said a U.S. helicopter also was fired upon during the raid but was not hit.
One U.S. warship fired missiles at two approaching Iranian jet fighters, but the fighters reversed course; it was unclear whether they were hit, Carlucci said.
He said an Iranian patrol boat fired on the U.S. cruiser Wainwright, which took part in the attack on one of the platforms. The Wainwright was not hit.

The Battle of Mogadishu (also referred to as the Battle of the Black Sea, and Black Hawk Down in popular culture) or for Somalis: the Day of the Rangers (Somali: Maalintii Rangers) was part of Operation Gothic Serpent and was fought on October 3 and 4, 1993, in Mogadishu, Somalia, between forces of the United States supported by UNOSOM II and Somali militia fighters loyal to president to be Mohamed Farrah Aidid who had support from armed civilian fighters.
On October 3, 1993, Task Force Ranger, U.S. Special Operations Forces composed mainly of Bravo Company 3rd Battalion, 75th Ranger Regiment, 1st Special Forces Operational Detachment-Delta (better known as “Delta Force”) operators, and the 160th Special Operations Aviation Regiment (Airborne) (“The Night Stalkers”), attempted to capture Aidid's foreign minister Omar Salad Elmi and his top political advisor, Mohamed Hassan Awale.
The plan was that Delta Force operators would assault the target building (using MH-6 Little Bird helicopters) and secure the targets inside the building while four Ranger chalks (under the command of Capt. Michael D. Steele) would fast rope down from hovering MH-60L Black Hawk helicopters. The Rangers would then create a four-corner defensive perimeter around the target building while a column of nine Humvees and three five-ton trucks (under the command of Lt. Col. Danny McKnight) would arrive at the target building to take the entire assault team and their prisoners back to base. The entire operation was estimated to take no longer than 30 minutes.
The ground-extraction convoy was supposed to reach the captive targets a few minutes after the beginning of the operation. However, it ran into delays. Somali citizens and local militia formed barricades along the streets of Mogadishu with rocks and burning tires, blocking the convoy from reaching the Rangers and their captives. Aidid militiamen with megaphones shouting, "Kasoobaxa guryaha oo iska celsa cadowga!" ("Come out and defend your homes!").
During the first moments of the operation, PFC Todd Blackburn fell while fast-roping from his Black Hawk while it was hovering 70 feet (21 m) above the streets. The cause of him falling from the chopper was never really known. The most logical theory was that he simply slipped when the helicopter was forced to take evasive maneuvers to avoid an incoming RPG fired from a nearby rooftop, although, according to Bowden, video does not show the helicopter moving. Blackburn suffered an injury to his head and back of his neck and return back to base by Sgt. Jeff Struecker's column of three Humvees. On the way back to base, Sgt. Dominick Pilla, assigned to Sgt. Struecker's Humvee, was killed instantly in a Humvee, when a bullet entered his head. He was the first American to die in the battle when he was shot in a Humvee racing to evacuate a wounded Ranger, PFC Todd Blackburn. Sgt. Struecker's column entered the base and safety, while several of the Rangers had been injured and Sgt. Pilla was dead in Humvees.
Minutes later, one of the Black Hawk helicopters, callsign Super 6-1 piloted by CW3 Cliff "Elvis" Wolcott, was shot down by a rocket propelled grenade. Both pilots of Super 6-1 were killed, and two of the crew chiefs were severely wounded. SSG Daniel Busch (a Delta Force sniper) survived the crash and managed to hold off the militia until he was evacuated by an MH-6 Little Bird helicopter, callsign Star 4-1. While he was defending the downed helicopter, however, he was shot 4 times and later died of his wounds.
A Combat Search and Rescue team, led by TSgt Scott Fales of the Air Force PJs, were able to fast rope down to the crash site of Super 6-1 despite an RPG hit that crippled their helicopter, Super 6-8. This helicopter did make it back to base, despite the damage. Fales and his team found both the pilots dead and two wounded inside the crashed helicopter. Under intense fire, the team moved the wounded men to a nearby collection point, where they built a make-shift shelter using Kevlar armor plates salvaged from the wreckage of Super 6-1.
There was confusion between the ground convoy and the assault team. The assault team and the ground convoy waited for twenty minutes to receive their orders to move out. Both units were under the mistaken impression that they were to be first contacted by the other. During the wait, a second Black Hawk helicopter, callsign Super 6-4 and piloted by CW3 Michael Durant, was also shot down by an RPG.
Most of the assault team went to the first crash site for a rescue operation. Upon reaching the site, about 90 Rangers and Delta Force operators found themselves under siege from heavy militia fire. Despite air support, the assault team was effectively trapped for the night.

The TV channel, whose slogan is "you're connected," signed on at 6 a.m. Pacific time, replacing NBC-owned America's Talking as a programming option in about 22.5 million cable households.

PASADENA, Calif. - The all-news cable and Internet channel MSNBC signed on Monday, going out to 22.5 million cable homes.
But Houston's largest cable systems, Warner and TCI, do not carry it within the city limits of Houston - though the service is available on some suburban systems.
Although this news-and-interactive service is the first foot in the world of TV news' future, it's possible that Houston may never get it. NBC president/CEO Robert Wright told the TV Critics Association here Monday that Warner and TCI may be working on a news service of their own.
""The rumor is that Warner and TCI will announce on Wednesday they've signed an agreement to support a new system, to be launched by (Rupert Murdoch's) Fox network," Wright said. ""And this comes at that point in time where they're under investigation by the FCC."
He's referring to Federal Communications Commission hearings to resolve the question of the Warner-Turner Broadcasting merger.
Warner has already committed to carry MSNBC for the next several years on 50 percent of its systems in the country, Wright said, and TCI has ""gone public" that it had no difficulty with carrying it. But that, according to this rumor, would change.
""We have to make every effort to get the others," Wright said. ""Those two systems have 50 percent of cable homes in this country."
It seems ""ironic," he added, ""that as part of a settlement of FCC problems, they're forming a new news service. It is incredible to me. TCI must have great leverage, for Warner to be out there with another news service when they're already buying five of them" - (Turner's CNN, Headline News, CNN International, CNNfn and CNNSI, the about-to-launch CNN/Sports Illustrated news network).
MSNBC's launch day started with a computer glitch that cleared up midmorning. Microsoft executives said it was caused by new information overload.
