Lieutenant colonel (United States)

In the United States Army, Air Force, and Marine Corps, a lieutenant colonel is a field grade military officer rank just above the rank of major and just below the rank of colonel. It is equivalent to the rank of commander in the other uniformed services.

The pay grade for the rank of lieutenant colonel is O-5. The insignia for the rank consists of a silver oak leaf, with slight stylized differences between the Army/Air Force version and the Navy/Marine Corps version.

http://en.wikipedia.org/wiki/Brevet_(military)

Brevet (military)

In many of the world's military establishments, brevet referred to a warrant authorizing a commissioned officer to hold a higher rank temporarily, but usually without receiving the pay of that higher rank except when actually serving in that role. An officer so promoted may be referred to as being brevetted. For example, "He was brevetted major general."

United States

The Articles of War adopted in 1776 established the legal validity of brevets in the U.S. forces, and in 1806 these were slightly revised. When first used, a brevet commission in the United States Army entitled the officer to hold a higher rank. This promotion held no effect within the officer's current unit, but when assigned duty at the brevet rank by the U.S. President such an officer would command with the brevet rank, and be paid at the higher rank, only while at that assignment. The brevet promotion would not affect their seniority in the army at the time.[1] Beginning on April 16, 1818, brevet commissions also required confirmation by the United States Congress, just as all other varieties of officer commissions did.

Early use

Brevets were first used in the U.S. Army during the American Revolutionary War. Often the nation's Continental Congress could not find suitable positions for foreign officers—mostly from France—who sought commissions. The first U.S. brevet was given to Jacques Antoine de Franchessin on July 20, 1776, allowing him to hold the rank of lieutenant colonel within the Continental Army. Franchessin and another 35 men of foreign birth would hold brevet commissions in the army by the end of the war. By 1784 an additional 50 officers would receive brevets for "meritorious services" during the conflict.

In the 19th century U.S. Army, brevet promotions were extremely common. Often newly commissioned officers received brevet rank until authorized positions became available. For example an officer might graduate from West Point and be appointed a brevet second lieutenant until a posting opened up. Additionally, officers could be brevetted to fill higher positions or for gallantry.

American Civil War

During the American Civil War almost all senior officers received one form of brevet or another, particularly during the final months of the war. It was not unheard of for an officer to have several different ranks simultaneously, such as being a brevet major general of volunteers, an actual brigadier general of volunteers, a brevet lieutenant colonel in the regular army, and an actual regular army captain (e.g., Ranald S. Mackenzie).

Modern usage

The practice of brevetting disappeared from the (regular) U.S. military at the end of the 19th century; honors were bestowed instead with a series of medals. However, the similar practice of frocking continues in four of the five branches of the U.S. armed forces. The US Air Force does not allow the regular practice of frocking before a promotion date.

Although brevetting as such was no longer in effect in the 20th century U.S. military, it was common during the First and Second World Wars for officers in the Regular Army (the peacetime, permanent standing army composed of career soldiers) to be given temporary promotion to higher ranks in the wartime National Army or Army of the United States composed primarily of volunteers and draftees. For instance, Dwight D. Eisenhower had the permanent rank of Captain but the effective rank of Lieutenant Colonel during the First World War. At war's end, the National Army was disbanded and he reverted to his permanent rank of Captain. Such quasi-brevet promotions may become permanent: during the Second World War Eisenhower had the permanent rank of Brigadier General but served as General of the Army; at war's end, this promotion was confirmed in the Regular Army.

“I have friends in college who are looking for summer work; I’m on an aircraft carrier," said Midshipman 2nd Class Chris Pogue of Chesapeake, Va. "I spent time with a SEAL [Sea, Air, Land] team last year. Not a lot of people get to do these things. I get to watch F-14s {Tomcats} land right next to me. How amazing is that?”

Aboard Kennedy, the 20-year-old was exposed to navigation, conning, chart work and engineering. His running mate, Air Traffic Controller 1st Class Paul Greenough taught the political science major a great deal about air traffic control at sea.

A lot of people who know me in my true identity would have asked the same question if they saw me in a flight suit at any time. So I don't think that scene was specifically about Michelle Howard's reaction to seeing me extracted from the ocean in 1981. I think it is more, if relevant to me in the first place, is more of a general representation of that notion I have been writing about of how even the people who know me very well, such as my wife, her family, and my family, do not know much about my secret military identity, which is by design.

One of the reasons I graduated from the U.S. Naval Academy with the Class of 1982 was to covert my U.S. Navy officer's commission from Reserve commission to Regular commission.

I was also serving in some kind dual status that was tied to my Class of 1982 commissioning and my prior commission. My prior commission gave me the seniority to command a Nimitz-class carrier in 1982, for example, while my Class of 1982 commission helped protect my secret identity.

Joey shames Ross into confessing the kiss to Chandler, who is irate and reads the riot act. Meanwhile Phoebe encouraged Monica to whistle to a hunk they saw walking on the street, which causes him to be hit by an ambulance and fall into a coma. They fantasize about him being the perfect boyfriend and compete to be the one to take care of him, hoping he'll wake up like a fairy tale prince.

IBM Personal Computer

The IBM Personal Computer, commonly known as the IBM PC, is the original version and progenitor of the IBM PC compatible hardware platform. It is IBM model number 5150, and was introduced on August 12, 1981. It was created by a team of engineers and designers under the direction of Don Estridge of the IBM Entry Systems Division in Boca Raton, Florida.

At the time, Don Estridge and his team considered using the IBM 801 processor and its operating system that had been developed at the Thomas J. Watson Research Center in Yorktown Heights, New York (The 801 is an early RISC microprocessor designed by John Cocke and his team at Yorktown Heights.) The 801 was at least an order of magnitude more powerful than the Intel 8088, and the operating system many years more advanced than the DOS operating system from Microsoft, that was finally selected.

The original PC had a version of Microsoft BASIC —IBM Cassette BASIC— in ROM.

Judge assails physician as she again forbids `suicide machine'

Houston Chronicle News Services

WED 02/06/1991

HOUSTON CHRONICLE

PONTIAC, Mich. - A judge said Tuesday that Dr. Jack Kevorkian was more interested in getting publicity than in helping the terminally ill, and she again banned him from using his drug-injecting "suicide machine."

Oakland County Circuit Judge Alice Gilbert made permanent her earlier order that Kevorkian refrain from assisting anyone with suicide.

In a scathing opinion, Gilbert said Kevorkian showed a pattern of seeking recognition through "bizarre behavior" and showed "unabashed disregard and disrespect for his profession."

"His real goal is self-service, rather than patient service," she said.

"The reasons why Dr. Kevorkian has been unable to find employment in any accredited hospital are made patently clear to the court."

Kevorkian, 62, a retired pathologist from Royal Oak, Mich., who last worked at a hospital in 1982, was charged in December with first-degree murder in Adkins' death.

Clarkston District Judge Gerald McNally dismissed the charge, saying Michigan has no law against assisted suicide.

Tuesday's ruling was on a civil lawsuit brought by prosecutors to prevent Kevorkian from using the machine again or building another one.

County prosecutors, who have tried unsuccessfully to bring murder charges against Kevorkian, were pleased with Gilbert's decision.

"We're not talking about morality, we're talking about accepted medical practice," said assistant Oakland County prosecutor Michael Modelski.

"We're also talking about a retired pathologist who has no experience with live patients all of a sudden deciding to kill people without giving them any real competency exam, without really testing them for their diagnosis, without having any psychiatric experience."

Courts-martial in the United States

Courts-martial in the United States are criminal trials conducted by the Military of the United States. Most commonly, courts-martial are convened to try members of the U.S. military for violations of the Uniform Code of Military Justice, which is the U.S. military's criminal code. However, they can also be convened for other purposes, including military tribunals and the enforcement of martial law in an occupied territory. Courts-martial are governed by the rules of procedure and evidence laid out in the Manual for Courts-Martial and Military Rules of Evidence, respectively.

a military judge determines questions of law, and the members of the panel (or military judge in a judge-alone case) determine questions of fact.
