SEATTLE (F-U Wire) - When Death Squad leader Dave Reichert was asked for comment about trying to murder an undercover federal agent, he chuckled as he responded, “Sure, we knew he was undercover. Why do you think we were working so hard to get him killed? The insurgent leaders at Microsoft pay me to ensure they don’t get caught. Besides, Captain Ray is kind of over-rated, don’t you think? We’ve been watching his every move for over 8 years and he hasn’t killed a single one of us terrorists.”
This reporter questioned Dave Reichert about how long he could continue supporting Microsoft’s insurgency efforts. “Oh, quite indefinitely, I am certain. Look, Captain Ray has all that fancy education, Princeton, Oxford, Navy, and he can’t even put us in jail after 8 years. If my parents had been so rich, I could have gone to all those schools, too. ‘Top Gun,’ my ass. Give me all that training and I could have been great, too.”

The detective whose eloquent, award-winning blog illuminated the darker corners of 21st-century law enforcement – and landed him in trouble with his superiors – is returning to the literary beat to judge the prize that made his name.
The surprise winner of this year's inaugural Orwell special prize for blogs went to Jack Night, the pseudonym of a policeman who was eventually unmasked as Detective Constable Richard Horton of Lancashire constabulary.
His arresting dispatches from "the darkness at the edge of town", tales of "arrogant child rapists" and acts of hideously casual thuggery captivated the Orwell judges, who said the blog "took you to the heart of what a policeman has to do".
Unfortunately, the recognition also brought its author some unwelcome attention.
Although he called time on the blog, gave his £3,000 winnings to the Police Dependents' Trust and announced his desire to slink back into the anonymity of his day job, Horton's identity was made public after a high court judge lifted the injunction he had won against the Times newspaper.
Horton's online activities were investigated by his superiors, he was issued with a written warning and he stopped work on the police procedural novel he had been labouring over.
Today, however, it was announced that Horton has been chosen, along with the former Labour MP Oona King, to judge the second Orwell blog prize.
This time round, Horton has sought his official permission: "I spoke with work who agreed it was fine."
He is looking forward to choosing a winner whose blog "reads and flows beautifully and gives me an insight into an interesting point of view".
Jean Seaton, the Orwell Prize's executive director, said the panel was delighted to have Horton in its ranks.
"We unexpectedly ended up in the middle of a high court battle after the Times sought to unmask Night Jack, and we are thrilled that amongst our distinguished judges, Richard Horton will be bringing his arresting and Orwell prize-winning common sense and wit to judging the blog prize," she said.

WASHINGTON —
President Obama invited two of the world's richest men to the White House Tuesday to discuss ways to boost the U.S. economy.
The White House says Obama's meeting with Bill Gates and Warren Buffett focused on ideas for spurring economic growth and making the U.S. more competitive. They also discussed opportunities to invest in innovative industries that have growth potential.
Obama has frequently consulted with Buffett on economic issues. The billionaire has said he favors letting the Bush-era tax cuts for the wealthiest Americans expire, a position Obama also held before striking a with congressional Republicans to allow the tax cuts to continue.
Gates' wife, Melinda, also took part in the Oval Office meeting.

A discussion of an example of performance-based regulations for structural design according to the 1998 revision of the Building Standard Law of Japan. The state of practices to satisfy the performance-based regulations is presented in the design of high-rise buildings for gravity loads, snow loads, wind forces and earthquake forces with emphasis on design of reinforced concrete structures. Earthquake resistant design includes generation of artificial earthquake motions, static pushover analysis of frames, nonlinear response analysis of simple models, estimate of member response.
Shunsuke Otani is a professor in the Department of Architecture at the University of Tokyo with a specialty in reinforced concrete structures, earthquake engineering, structural dynamics, and earthquake resistant building design. He was a recipient of Architectural Institute of Japan Award (1990) and the Japan Prestressed Concrete Engineering Association Award (1996). He is a member of the several professional societies including the Architectural Institute of Japan, Japan Society of Civil Engineers and American Society of Civil Engineers and was chairman of the Steering Committee for Reinforced Concrete Structures at Architectural Institute of Japan from 1995 to 1999 and chairman of the Technical Appraisal Committee for Concrete Construction at the Building Center of Japan from 1995 to 1999.

"Our troops need extensive unit training. Over the weekend I read through more than eighty regimental readiness reports from our tank and motor-rifle divisions." Alekseyev paused before going on. Tactical training and readiness was the bane of the Soviet military. Their troops were almost entirely conscripts, in and out in two years, half of whose uniformed service was occupied just in acquiring basic military skills. Even the noncoms, the backbone of every army since the Roman legions, were conscripts selected for special training academies, then lost as soon as their enlistment periods ended. For that reason, the Soviet military leaned heavily on its officers, who often performed what in the West was sergeants' work. The professional officer corps of the Soviet Army was its only permanent, only dependable feature. In theory. "The truth of the matter is that we don't know our readiness posture at the moment. Our colonels all use the same language in their reports, without the slightest deviation. Everyone reports meeting norms, with the same amount of training hours, the same amount of political indoctrination, the same number of practice shots fired-that is, a deviation of under three percent-and the requisite number of field exercises run, all of course of the proper type."

The Global Space Station (GSS) that Ballard worked on is destroyed when its engine malfunctions and it's hit by a meteorite strike and its plutonium fuel is released into the atmosphere. But six days have elapsed and there's not enough time in the window of opportunity to get the part to the shuttle. So they plan to fire the Sphere into space and have Frank link directly with the station. Frank successfully links up and the crisis is averted. However, secondary damage cuts off much of their power, forces them to cut themselves off from the lifeboat, and one of the three crewmen is killed. As the GSS spirals out of orbit, the Backstep team figures out they can use the power from the lifeboat and everyone has to go on a spacewalk. The second crewman, Hastings, freaks out and blames their female commander, Cassie Kennington, then escapes in the lifeboat but dies due to misalignment.
The Backstep team eventually figures out Frank can use the Sphere to shift the station, but one of them has to stay behind to pilot the station away from Earth. Frank plans to do so but Cassie sacrifices herself to complete the mission.

"How are we to go about it?" Rozhkov asked.
"Red Storm," the Marshal replied grimly. Red Storm was the plan for a mechanized attack into West Germany and the Low Countries. Constantly updated for changes in the force structures of both sides, it called for a two- to three-week campaign commencing after a rapid escalation of tension between East and West. Despite this, in accordance with standard Soviet strategic doctrine, it called for strategic surprise as a precondition for success, and the use of conventional weapons only.
"At least they aren't talking about atomic arms." Rozhkov grunted. Other plans with other names applied to different scenarios, including many for the use of tactical and even strategic nuclear arms, something no one in uniform wished to contemplate. Despite all the saber-rattling of their political masters, these professional soldiers knew all too well that the use of nuclear arms made only for ghastly uncertainties. "And the maskirovka?"
"In two parts. The first is purely political, to work against the United States. The second part, immediately before the war begins, is from KGB. You know it, from KGB Group Nord. We reviewed it two years ago."
Rozhkov grunted. Group Nord was an ad hoc committee of KGB department chiefs, first assembled by then-chief of the KGB Yuri Andropov in the mid-1970s. Its purpose was to research political and psychological operations aimed at undermining Western will. Its specific plan to shake the NATO military and political structure in preparation for a shooting war was Nord's proudest example of legerdemain.
