I wanted to write about something else a few days ago that I forget to mention that seems relevant. I was writing about the time, which seems associated with STS-1, when the toilet backed up in that house on De Quincy. It had overflowed onto the floor and all the tiles on the bathroom floor started coming unglued and after a short period, were completely attached. I remember, for some reason, that mom laughed about how I fixed it. I started nailing down the tiles until I ran out of nails. She thought that was funny and I wondered why. I thought it was a good idea. She said she was going to get the landlord to fix them. I started thinking yesterday that I am remembering something about the heat shield tiles on the shuttle but I'm not sure what this memory actually represents. If I'm not mistaken, the shuttle tiles are glued, just as those bathroom floor tiles were supposed to be. Maybe I remembering some kind of suggestion I made to bolt down the missing tiles as we prepared to return to Earth in 1981.

And I must not have been badly hurt after that supposed fall from the landing shuttle because I apparently was flying over Baghdad only a couple months later.

The League of Communists of Yugoslavia, the nation's Communist Party organization, began a purge of members, firing Vice-President Aleksandar Rankovic, who had been viewed as a likely successor to President Josip Broz Tito, but was accused of wiretapping Tito's home. Dropped also was Svetislav Stefanovic, former Deputy Prime Minister and a former director of Yugoslavia's secret police, the UDBA, who was fired from his post in the Central Committee. The meeting of the Central Committee took place at the Hotel Istra on the island of Brioni, where Tito resided during the summer.

The first American attempt to put a satellite into lunar orbit failed when Explorer 33's speed was calculated to be off by 17/10,000ths. The 208-pound probe needed a velocity of 21,135 miles per hour, and was 36 miles per hour too fast. In that an orbit around the moon could no longer be achieved, ground control fired braking rockets and set the Explorer 33 into a wide Earth orbit.

I HAVE signed H.R. 13431 which extends the Renegotiation Act for an additional 2-year period.

The Renegotiation Act has served this Nation well for the past 15 years.

We need this vital measure. It is another important tool in our constant quest to get a dollar's worth of value for every defense dollar spent.

Our struggle for freedom's cause in Vietnam makes the extension of this act appropriate.

The Act is just. It does not penalize a defense contractor's efficiency or deny him a fair profit. But it does determine, under carefully defined criteria, whether the profit is excessive. If so, that profit is returned to the Government.

The renegotiation process has saved large amounts for the American taxpayer.

In fiscal year 1965 alone, renegotiation resulted in refunds or price reductions of over $32 million. Since the inception of the Renegotiation Board in 1951, savings of more than $2 billion have been achieved. These totals, I might add, include actions taken directly by the Board as well as voluntary refunds made by contractors because of the existence of renegotiation.

With the very outstanding results of Secretary McNamara's cost reduction program, with the skill and dedication of our Government contracting officers, and through the renegotiation process, we are fulfilling the pledge I made to give this country the strongest defense force at the lowest possible cost.

ON a recent morning, royal courtiers, brows furrowed, escorted a reporter to the top of Buckingham Palace to point out some troubling disrepair: cracks scarring part of the palace’s yellow, chalky facade, where a shoebox-sized chunk of stone had toppled from the roof, narrowly missing Princess Anne’s car, and myriad tiles needing replacement.
