327 - Remarks Upon Signing Bill To Amend the National Cultural Center Act.

August 19, 1963

I WANT to make a brief statement about this. This legislation provides for 3 more years for the Cultural Center. If it were not for the passage of this bill, the Center would have been "finished" in early September. This gives us 3 more years. Under the chairmanship of Mr. Roger Stevens, the committee for raising funds has now raised in actual pledges and cash $11 million, which is one-third of the total amount.

We feel it essential that this Cultural Center be finished. Every major capital in the world, and a good many capitals of States which are not large, has a center which demonstrates the performing arts, serves as the place for exhibiting the finest in the Nation's cultural life. Washington does not have one and I think this country suffers not only in the minds of our own people, but I think in the general impression of this society of ours as being one that is interested in many forms of human activity. I think if we can build this Center it will be a very good thing for this country.

I want to express my appreciation to the Members of Congress for their long interest. We have Members here who started this program. This was originated by the Congress and by President Eisenhower and we are trying to carry it through and finish it. I hope the support which Congress has given to this effort will be reinforced by support we get across the country.

This is a private undertaking, a private fundraising, of Mr. Stevens for a good many months. I think this is a project very valuable and very important and the more this country entertains foreign visitors, and they all come to see what this free society is, the more important it is that we have this Center finished.

Note: As enacted, the bill (S. 1652) is Public Law 88-100 (77 Stat. 128).

Subsequently the cultural center was designated as a national monument in memory of the late President and was renamed the John F. Kennedy Center for the Performing Arts (78 Stat. 4).

Soviet warships being watched in Gulf

A U.S. Navy vessel is closely monitoring the movements of two Soviet warships that entered the Gulf of Mexico and came within 40 miles of the Texas coast, the U.S. Navy said.

The USS Taylor, American guidedmissile frigate, has been tracking the Soviet ships - a guided-missile destroyer and a guided-missile frigate - since they left Havana Thursday, said Lt. Cmdr. Craig Quigley, a Navy spokesman in Norfolk, Va.

The Taylor is always "within visual range" of the Soviet vessels that were last reported about 100 miles southwest of Tampa, Fla., and moving in a southeasterly direction, possibly toward Cuba, said Quigley.

However, there was no way to determine whether the Soviet warships were preparing to leave the Gulf and return to Havana. "They can always change rudder at a moment's notice," he said.

The destroyer and frigate - part of a larger group of four Soviet ships that entered the Caribbean in September - entered the Gulf Thursday, Quigley said.

Sharon King Davis remembers the excitement of the day in 1957 when Miss Belvedere went into the ground. She was 10 years old when she attended the time-capsule entombment of the '57 Plymouth Belvedere with her grandfather.

"It had ... these great big, long fins that came to a sharp point," she said. "It had all this chrome and snazzy looking detail. And here, they took this brand-new car off this truck, put it on a crane and lowered it into a hole.
Nobody had ever seen anything like that."

For Oklahoma's 50th year of statehood, the Tulsarama committee held a city celebration. The car, known as Miss Belvedere, was buried during the festivities. It was unearthed five years ago Friday for Oklahoma's centennial under the leadership of co-chairs Davis, a Tulsa businesswoman, and Don Walker, president and CEO of Arvest Bank Tulsa.

Now, Miss Belvedere's caretaker wants the car in the Smithsonian. Since the Plymouth ascended from its leaky crypt, Dwight Foster of Kresgeville, Pa., has cared for the car at his company's warehouse in Hackettstown, N.J.

Foster originally learned about Miss Belvedere through a weekly car publication that featured the car prior to the unearthing. He contacted Tulsarama and offered his services in case the car emerged in poor condition.

After his family won Miss Belvedere in a population-guessing contest from 1957, Robert Carney of Frederick, Md., agreed to let Foster de-rust the vehicle, which cannot be driven. Foster uses his company's water-based, non-acid formula that removes rust without disturbing the surface underneath, he said.

Foster's company, Ultra One, spent about 6 months and an estimated $20,000 on Miss Belvedere over the past five years, he said. About two months ago, he contacted the Smithsonian to explore the possibility of making it into an exhibit.

"I think it rates up there to be in the Smithsonian as a good American display of what was happening at the time and how people were dreaming and the whole pretense of why they buried the car to start with," Foster said.

A few years ago, he wanted to bring an improved Miss Belvedere back to Tulsa but said the car was a sensitive issue in Tulsa because of the money already put into unearthing it and the cost to host another event.

For Miss Belvedere's unearthing, some of the funds and security services were donated by the Tulsa County Sheriff's Office, Davis said. Corporate donations and merchandise sales also funded the event.

Walker said if the city couldn't sponsor such an event, the residents of Tulsa might.

"I think there are probably enough individuals who would want to save that part of our history, that I would be surprised if the money couldn't be raised," Walker said.

Foster couldn't say how long it might take to hear back from the Smithsonian, but he hoped it wouldn't be more than a year and a half. Walker wasn't sure whether the Smithsonian would find wide enough appeal in the car, and he and
Davis expressed concern that the contamination risk due to rust might keep the exhibit out of the museum.

"I'm going to be very surprised if that happens," Walker said.

Davis, also chairwoman of Tulsarama, didn't know until years later, but her grandfather was part of Tulsarama as well. She was doing research to prepare for the centennial celebration when she made the connection.

"I found this article of the committee, and here's this picture of my grandfather standing right there in the middle," she said. "When I first saw the photo, I just cried because I thought, 'Oh my gosh, Grandpa, how special. I didn't realize that you were part of putting it in, and here I am leading the efforts to pull it out.' "

Miss Belvedere

Miss Belvedere is the nickname given to a new desert gold and sand dune white two-tone 1957 Plymouth Belvedere sport coupe, with only four miles on the odometer, that was sealed for 50-years in a time capsule vault below the ground on the Tulsa City courthouse site on June 15, 1957. The car was sealed in the underground concrete vault as part of the city of Tulsa's "Tulsarama" Golden Jubilee Week festivities celebrating Oklahoma's 50th year of statehood. Miss Belvedere was intended to be a prize awarded upon the vehicle's unearthing to the individual, or their descendant, who came nearest to guessing Tulsa's population in 2007. A second matching Plymouth Belvedere was also awarded in a separate contest a few days prior to Miss Belvedere's burial in the vault.

Miss Belvedere was unearthed on June 14, 2007 during the state's centennial celebration and was publicly unveiled on June 15, 2007. In line with the Cold War realities of late 1950s America, the concrete enclosure was advertised as having been built to withstand a nuclear attack. The enclosure, however, was not airtight and allowed water to leak in, which caused significant damage to the vehicle.

This image from STS-1 reminds me of something from the Taylor. We were in Gitmo during shakedown and the evaluators had the windows on the bridge covered up. We had to leave port like that, essentially flying by instrumentation and charts. While that memory would represent many different experiences from flight training, I have started wondering the past few hours if I was on STS-1 when it went up.
