The Forgotten Prisoners

Open your newspaper any day of the week and you will find a report from somewhere in the world of someone being imprisoned, tortured or executed because his opinions or religion are unacceptable to his government. There are several million such people in prison - by no means all of them behind the Iron and Bamboo Curtains - and their numbers are growing. The newspaper reader feels a sickening sense of impotence. Yet if these feelings of disgust all over the world could be united into common action, something effective could be done.

In 1945 the founder members of the United Nations approved the Universal Declaration of Human Rights. Article 18: Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in company with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance. Article 19: Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

There is at present no sure way of finding out how many countries permit their citizens to enjoy these two fundamental freedoms. What matters is not the rights that exist on paper in the Constitution, but whether they can be exercised and enforced in practice. There is a growing tendency all over the world to disguise the real grounds upon which 'non-conformists' are imprisoned.

Yet governments are by no means insensitive to the pressure of outside opinion. And when world opinion is concentrated on one weak spot, it can sometimes succeed in making a government relent. The important thing is to mobilise public opinion quickly and widely, before a government is caught up in the vicious spiral caused by its own repression and is faced with impending civil war. By then the situation will have become too desperate for the government to make concessions. The force of opinion, to be effective, should be broadly based, international, nonsectarian and all-party.

That is why we have started Appeal for Amnesty, 1961. The campaign, which opens today, is the result of an initiative by a group of lawyers, writers and publishers in London, who share the underlying conviction expressed by Voltaire: 'I detest your views, but am prepared to die for your right to express them.' We have set up an office in London to collect information about the names, numbers and conditions of what we have decided to call Prisoners of Conscience, and we define them thus: 'Any person who is physically restrained (by imprisonment or otherwise) from expressing (in any form of words or symbols) an opinion which he honestly holds and which does not advocate or condone personal violence.'

In October a Penguin Special called Persecution 1961 will be published as part of our Amnesty Campaign. In it are stories of nine men and women from varying political and religious outlooks, who have been suffering imprisonment for expressing their opinions. One story is of the revolting brutality with which Angola's leading poet, Agostino Neto, was treated before the present disturbances there broke out. Dr Neto was one of the five African doctors in Angola. His efforts to improve the health services for his fellow Africans were unacceptable to the Portuguese. In June last year the political police marched into his house, had him flogged in front of his family and then dragged him away. He has since been in prison in the Cape Verde Isles without charge or trial.

From Rumania, we shall print the story of Constantin Noica, the philosopher who was sentenced to 25 years' imprisonment because, while 'rusticated', his friends and pupils continued to visit him, to listen to his talk on philosophy and literature. The book will also tell of the Spanish lawyer Antonio Amat, who tried to build a coalition of democratic groups and has been in prison without trial since November 1958; and of two white men - the American Ashton Jones and Patrick Duncan from South Africa - persecuted by their own race for preaching that the coloured races should have equal rights.

The technique of publicising the personal stories of a number of prisoners of contrasting politics is a new one. It has been adopted to avoid the fate of previous amnesty campaigns, which so often have become more concerned with publicising the political views of the imprisoned than with humanitarian purposes.

How can we discover the state of freedom in the world today? The American philosopher John Dewey once said, 'If you want to establish some conception of a society, go find out who is in gaol.' This is hard advice to follow, because few governments welcome inquiries about the number of Prisoners of Conscience they hold in prison. But there are other tests of freedom: are the press allowed to criticise the government? Does the government permit a political opposition? Do those accused of offences against the state receive a speedy and public trial before an impartial court? Are they allowed to call witnesses, and is their lawyer able to present the defence in the way he thinks best?

The most rapid way of bringing relief to Prisoners of Conscience is publicity, especially publicity among their fellow citizens. With the pressure of emergent nationalism and the tensions of the Cold War, there are bound to be situations where governments are led to take emergency measures to protect their existence. It is vital that public opinion should insist that these measures should not be excessive, nor prolonged after the moment of danger. If the emergency is to last a long time, then a government should be induced to allow its opponents out of prison, to seek asylum abroad.

This is an especially suitable year for an Amnesty Campaign. It is the centenary of President Lincoln's inauguration, and of the beginning of the Civil War which ended with the liberation of the American slaves; it is also the centenary of the decree that emancipated the Russian serfs. A hundred years ago Mr Gladstone's budget swept away the oppressive duties on newsprint and so enlarged the range and freedom of the press. The success of the 1961 Amnesty Campaign depends on how powerfully it is possible to rally public opinion. It depends, too, upon the campaign being all-embracing in its composition, international in character and politically impartial in direction. Any group is welcome to take part which is prepared to condemn persecution regardless of where it occurs, or what are the ideas suppressed. Inevitably, most of the action called for by Appeal for Amnesty, 1961 can only be taken by governments. But experience shows that in matters such as these, governments are prepared to follow only where public opinion leads. Pressure of opinion a hundred years ago brought about the emancipation of the slaves. It is now for man to insist upon the same freedom for his mind as he has won for his body.

The Scene: Monday's premiere of MGM's "Stargate" at Mann's Chinese with a party at the Palace. The film is a special-effects-filled science-fiction thriller with an ancient Egyptian theme. One writer, well-versed in the reigning buzzwords used to sell scripts, dubbed it " 'Die Hard' in a pyramid."

Who Was There: The film's stars, James Spader and Jaye Davidson, who's best-known for "The Crying Game" (co-star Kurt Russell was in New York for the Letterman show); also on hand were director-writer Roland Emmerich, writer-producer Dean Devlin, executive producer Mario Kassar and 1,200 guests, including James Coburn, Adam Baldwin, Gary Busey, Kim Cattrall, Ed Begley Jr., Lesley Ann Warren, Rick Nicita, Jim Sheridan, and MGM's Frank Mancuso, Gerry Rich and Larry Gleason.

The Film Distilled: Jennifer Tilly said, "James Spader is a kind of a yuppie heartthrob, Kurt Russell is a kind of cowboy heartthrob, and then you have Jaye Davidson, who plays a hermaphrodite, which in itself is a really interesting special effect."

Quoted: Davidson, who said doing "Stargate" was "a lucky break," added, "Why didn't I work for two years after 'The Crying Game'? It's because Hollywood doesn't know what to do with me. I don't look normal. I look like a bit of a freak. It's not as though I'm going to get the roles Keanu Reeves turns down."

The Setting: It was a truly lively party with a large segment of the crowd dancinguntil 1 a.m. Part of the ambience came from muscular extras in ancient Egyptian costume who looked like bodybuilders from the King Tut gym. They wore loincloths that were a strong breeze away from being X-rated.

Chow: Ambrosia's Middle Eastern menu of stuffed grape leaves, hummus and fish skewers was served by staffers wearing turbans and robes a la John the Baptist. One guest called the style "early Tunisian drip-dry."

Fashion Standout: Davidson arrived at the screening in a shimmering, antique Indian sari woven from gold thread. He changed into jeans and T-shirt immediately afterward. "No way was I going to wear it to the party, bump into drunks and get cigarette burns," he said.

Local Wisdom: A film star's ex-wife said, "Being a celebrity is like having an all-access, backstage pass to life in Hollywood."

The McBeth Baptist Church choir dedicated its songs to two missing little boys. Junior high students bowed their heads in a moment of silent hope that the brothers would be found, along with the man their mother said commandeered her car and abducted them.

Frustrated police added more phone lines to take hundreds of mostly unpromising tips, and across the state line searchers in a North Carolina forest worked overnight to check out a report that a crying child was heard.Missing since Tuesday night were 3-year-old Michael Smith and 14-month-old Alex Smith.

Their mother, Susan Smith, 23, said a man forced his way into her car at gunpoint at a traffic light in a dark, mostly unpopulated area just outside of Union. A few miles later, she said, the gunman forced her out and drove away with her sons still in their safety seats.

The boys' father, David Smith, appealed to the gunman through the media Thursday: "Please return our children to us safely and unharmed."

Townspeople joined in the vigil.

"I've been praying. That's about all you can do - that and lock your doors," said Susan Hart, holding her own 21/2-year-old son.

Union County Sheriff Howard Wells said his department had received more than 1,000 calls from across the country after descriptions of the suspect and the burgundy-colored car were sent nationwide. Five phone lines were added to handle the calls, he said.

To the northeast, in central North Carolina, about 200 people combed rough terrain in the Uwharrie National Forest overnight, and the search expanded after daylight.

"A burgundy car was seen on the river road, and we had a hunter who said he heard a small child cry for its mother when he came out from deer hunting last night," said Davidson County Sheriff Jim Johnson. A National Guard helicopter was being used to assist in the search, he said.

The area involved in today's search isn't far from the Salisbury, N.C., convenience store robbed Thursday by a man resembling the South Carolina suspect.

However, a fugitive from Maryland was arrested in that case Friday morning, and "there appears to be no connection to the South Carolina case," said Lt. Mark Wilhelm of the Salisbury police department.

UNION, S.C. - — The presiding judge has ruled that Susan Smith is mentally competent to stand trial in the drownings of her two sons, even though the state's psychiatrist said she may try to sabotage her own defense if she takes the stand, because she wants to die.

Smith, pale, listless and dependent on the anti-depressant drug Prozac to help her understand the court proceedings, is aware that she is on trial for her life, Circuit Court Judge William Howard ruled on Tuesday.

The judge pushed ahead with selecting a jury to hear the capital murder case.

Smith, 23, confessed to drowning her sons Michael, 3, and Alex, 14 months, in a lake in late October, and then masked her crime for nine days by claiming that the children had been taken by a carjacker.

When the judge asked Smith if she understood the charges against her, she quietly answered, "Murder."

When he asked if she understood the punishment she could receive if she was convicted, she responded, "The death penalty."

The judge said the anti-depressants that Smith was taking now have helped her to understand the proceedings, because "she is rendered more rational."

"I find that Mrs. Smith is competent to stand trial and can proceed with this matter," he said.

The judge asked her attorney, David Bruck, if she was cooperating in her defense.

Bruck and his co-counsel, Judy Clarke, said Smith was doing so, but that she might not help herself if called to testify.

The attorneys are afraid she may use the witness stand as a soapbox to beg the jury to sentence her to death.

The state's psychiatrist, Dr. Donald Morgan, said Smith would kill herself if she could.

Failing that, she might try to sabotage her defense if she took the stand.

The prosecution and defense were able to seat just two jurors as of 7 p.m. Tuesday, partly because of the insular nature of the town and partly because many people do not agree that she should die for her crime.

UNION, S.C. - Life in prison with the memories of her two drowned boys is torment enough for Susan Smith, her lawyer told jurors today, after a prosecutor portrayed her as a selfish, manipulative killer who should be executed.

"You have a choice, and you can make a better choice than what she made," defense lawyer David Bruck told jurors during closing arguments in the sentencing phase of the trial.

UNION, S.C. - She spun a heartbreaking tale of being dumped on a lonely road by a carjacker who abducted her two young sons. Today, she was jeered by spectators and covered her face as she headed for the courthouse.

Susan Smith, whose tearful pleas for her sons' return inspired a nationwide vigil, was charged with killing 3-year-old Michael and 14-month-old Alex. And the nine-day search by authorities and hundreds of volunteers ended where their mother's story began: at John D. Long Lake, where a car with two small bodies was found.

CNN, citing an unidentified source, said Smith became a strong suspect when investigators found a letter from a boyfriend telling her he wanted to be with her but he "did not want any kids around."

WIS-TV in Columbia said it received a letter today from a lawyer representing a Tom Findlay of Union, identifying Findlay as the boyfriend. According to the station, the statement said Findlay broke off the relationship with Smith on Oct. 18 because he was not ready to assume the responsibilities of being a father. It also said he knew nothing about the killings.

Explorer 1 Overview

Explorer 1 was the first satellite launched by the United States when it was sent into space on January 31, 1958. Following the launch of the Soviet Union's Sputnik 1 on October 4, 1957, the U.S. Army Ballistic Missile Agency was directed to launch a satellite using its Jupiter C rocket developed under the direction of Dr. Wernher von Braun. The Jet Propulsion Laboratory received the assignment to design, build and operate the artificial satellite that would serve as the rocket's payload. JPL completed this job in less than three months.

The primary science instrument on Explorer 1 was a cosmic ray detector designed to measure the radiation environment in Earth orbit. Once in space this experiment, provided by Dr. James Van Allen of the University of Iowa, revealed a much lower cosmic ray count than expected. Van Allen theorized that the instrument may have been saturated by very strong radiation from a belt of charged particles trapped in space by Earth's magnetic field. The existence of these radiation belts was confirmed by another U.S. satellite launched two months later, and they became known as the Van Allen Belts in honor of their discoverer.

Explorer 1 revolved around Earth in a looping orbit that took it as close as 354 kilometers (220 miles) to Earth and as far as 2,515 kilometers (1,563 miles). It made one orbit every 114.8 minutes, or a total of 12.54 orbits per day. The satellite itself was 203 centimeters (80 inches) long and 15.9 centimeters (6.25 inches) in diameter. Explorer 1 made its final transmission on May 23, 1958.

I have had thoughts several times that I was onboard the Vincennes at the time it shot down that airliner and there is something about me not wanting to fire at the airliner.

I have had thoughts several times that after we bombed Osirak in 1981 and were heading back, I drew the Iraqi aircraft trying to intercept us back over the demolished reactor so that the Osirak air defenses would shoot at the Iraqis. They would think it was a second wave of attacker and start shooting them down. When I think of that, I think of that scene from "Flight of the Intruder" when they make the second pass through the city.
