Sergey Pavlovich Korolyov, (born Jan. 12, 1907 [Dec. 30, 1906, Old Style], Zhitomir, Russia—died Jan. 14, 1966, Moscow, Russia, U.S.S.R.), Soviet designer of guided missiles, rockets, and spacecraft.

Korolyov was educated at the Odessa Building Trades School, the Kiev Polytechnic Institute, and the Moscow N.E. Bauman Higher Technical School, where he studied aeronautical engineering under the celebrated designers Nikolay Yegorovich Zhukovsky and Andrey Nikolayevich Tupolev. Becoming interested in rocketry, he and F.A. Tsander formed the Moscow Group for the Study of Reactive Motion, and in 1933 the group launched the Soviet Union’s first liquid-propellant rocket.

During World War II Korolyov was held under technical arrest but spent the years designing and testing liquid-fuel rocket boosters for military aircraft. After the war he modified the German V-2 missile, increasing its range to about 685 km (426 miles). He also supervised the test firing of captured V-2 missiles at the Kapustin Yar proving ground in 1947. In 1953 he began to develop the series of ballistic missiles that led to the Soviet Union’s first intercontinental ballistic missile. Essentially apolitical, he did not join the Communist Party until after Joseph Stalin’s death in 1953.

Korolyov was placed in charge of systems engineering for Soviet launch vehicles and spacecraft; he directed the design, testing, construction, and launching of the Vostok, Voskhod, and Soyuz manned spacecraft as well as of the unmanned spacecraft in the Cosmos, Molniya, and Zond series. He was the guiding genius behind the Soviet spaceflight program until his death, and he was buried in the Kremlin wall on Red Square. During his lifetime he was publicly known only as “the Chief Designer.” In accordance with the Soviet government’s space policies, his identity and his role in his nation’s space program were not revealed until after his death.

During his keynote speech at the Microsoft Windows Hardware Engineering Conference (WinHEC) 2005, Gates announced the general availability of Microsoft Windows XP Professional x64 Edition and Windows Server (TM) 2003 x64 Editions, and offered a glimpse at the opportunities created for software and hardware developers by these faster, more-secure and more-powerful operating systems. Gates also demonstrated how the next version of the Windows operating system, code-named “Longhorn,” will put even more of the power of 64-bit computing to work for people.

“The next decade will bring about a new wave of innovation in the technology industry through the increased security, greater reliability and faster performance enabled by 64-bit computing and continued advances in Windows,” Gates said. “‘Longhorn’ and the new x64-bit versions of Windows are the best foundation for a new generation of faster, more powerful hardware and software that expands the possibilities for computing and transforms the way we work and play.”

Third Decade of Windows to Transform the Way People Live, Work and Play

An audience of 2,800 developers, engineers and technology enthusiasts heard Gates trace the evolution of the Windows-based PC from a stand-alone “box” in the den to a range of connected devices in sizes and shapes that let people work and play in ways they never imagined two decades ago. Since the debut of Windows 1.0 in the fall of 1985, Gates explained, the PC has been transformed from a single-purpose machine for technology enthusiasts into an entertainment and productivity hub for people of all ages and interests — at home and at work. Most significantly, as these capabilities have grown, they have become increasingly accessible to people wherever and whenever they need them. Gates cited the growth of the Windows XP Media Center Edition, which has sold more than 2 million units, as a sign that the PC is rapidly gaining momentum as the hub for digital entertainment.

“Technology that was once locked away on centralized servers, like ultra-fast connectivity and high-performance computing power, is now right where people want it — on their desktops, in their living rooms and in their hands,” Gates said.

x64 Windows Increases Security, Computing Power

The ongoing evolution of the microprocessor — from 16 bit to 32 bit and now to 64 bit, which will be mainstream for both client and servers by the end of 2006 — will enable the industry to provide even more advanced computing experiences and address remaining challenges, Gates said. The new x64 versions of Windows will take advantage of 64-bit architecture advances that help block some of the most destructive worms and exploits of recent years. Users of x64 Windows also will realize dramatic improvement with processor-intensive applications, such as video editing and gaming, and when managing their growing stockpiles of e-mail, photos and other files on most PCs.

Innovative New Experiences for Tablet and Mobile PCs

The third decade of Windows will usher in similarly profound changes in PC hardware. Gates urged hardware-makers to embrace some of the latest innovations in mobile PC technologies to create a more natural PC experience and provide easier access to information, as well as to differentiate their products. In addition to highlighting recent releases from Toshiba TAIS Digital Products Division and HP that integrate Tablet PC technology into mainstream notebook PCs, Gates shared next-generation mobile Tablet PC features and hardware designs from Taiwan-based manufacturers Acer Inc. and ASUSTeK Computer Inc. (ASUS), and a prototype of an “ultra-mobile” Tablet PC. Details include the following:

Carry everywhere. An ultra-mobile concept PC set for 2007 makes the PC more personal, offers multiple modes of natural interaction, a 7-inch-wide screen and all-day battery life, and is always connected.

Always available. Acer’s next-generation Tablet PC quickly converts from a laptop to a slate-like computer and is ready for use instantly.

Auxiliary displays. An ASUS-designed auxiliary display concept for mobile and desktop PCs and peripheral devices, such as cell phones, remote controls, keyboards and watches, offers immediate access to calendars, recent e-mail, digital media and other data. It would also offer updates on the status of the PC while the machine is turned off or the lid of a mobile PC is closed.

Microsoft and hardware-makers are displaying many of these and other technologies that take advantage of “Longhorn” functionality in the Hardware Showcase and 64-bit Fast Lane booths at WinHEC.

“Longhorn” Transforms PC Fundamentals

Gates also emphasized the opportunities created for hardware manufacturers by the dramatic enhancements that Windows “Longhorn” will make to the fundamentals of computing. Planned fundamental changes include these:

Security. Integrated anti-malware will help shield PCs and their users from adware, spyware, “phishing” scams and other threats. Protected user accounts will greatly reduce the threat to users’ systems without affecting user productivity, while the more-secure startup process will help protect data and ensure that a PC running “Longhorn” hasn’t been tampered with.

Deployment. A single code base and hardware abstraction layer for all versions and languages will make desktop engineering easier. Image-based setup will replace manual installation of programs, while new tools and services will help large organizations greatly simplify operating system deployment to desktops — even those with different configurations and different languages.

Manageability. Integrated hot-patching technology will enable system administrators to update systems without rebooting the PC. These features, along with better automation and remote administration tools, will let administrators better handle daily desktop management tasks.

Gates illustrated how “Longhorn” is expected to make data more accessible and easy to act on in the following ways:

Visualization. Folders and icons graphically depict their actual content, providing live snapshots of the document to help users intuitively understand the state and contents.

Intuitive organization. Documents can be created or organized, based on metadata, in terms of their authors, subjects or keywords — or by artist, song title or album for music.

Advanced document technology. A set of advanced document technologies includes a cross-platform, open XML document format that allows customers to effortlessly create, share, print and archive documents. These “fixed layout” documents can be viewed or printed without the application in which they were created, while maintaining their advanced color and graphics.

Those attending WinHEC also received a developer preview of “Longhorn,” designed to accelerate development of hardware device drivers for the new operating system. The first beta release of “Longhorn” is planned for summer 2005.

Microsoft Builds Anticipation, Readiness for “Longhorn”

Gates called on hardware-makers to develop products that take advantage of all these innovations. He highlighted a range of investments that Microsoft is making to help industry partners deliver the advances enabled by “Longhorn” to their customers. Gates unveiled the following programs:

“Longhorn”-Ready PC Program. Microsoft announced guidance for hardware requirements for future “Longhorn”-Ready PCs. These hardware requirements include a modern CPU, 512 MB of RAM and “Longhorn” Display Driver-capable graphics. The “Longhorn”-Ready PC program will help customers make quality decisions when purchasing PCs before the release of “Longhorn.”

“Longhorn” Logo Program will designate products that are not only compatible with “Longhorn” but take advantage of new “Longhorn” capabilities. Qualifying for the new “premium” level logo will differentiate partner products with the clear, trusted promise of a great “Longhorn” computing experience and will be backed by Microsoft’s investments in high-impact marketing activities. Similar to the current Designed for Windows XP program, the “standard” level ensures products meet baseline standards for compatibility, reliability and security. Next-Gen Windows OS PC Design Competition. Microsoft and the Industrial Designers Society of America will spotlight developers of innovative PC designs in three categories: the Chairman’s Award, selected by Gates and his advisers; the Judge’s Award, selected by a distinguished panel; and the Public’s Choice, awarded to the finalist who receives the most votes on the Virtual Showroom Web page.

New Server Innovations Unveiled

Highlighting further innovation on the Windows platform, Microsoft also announced plans to release the public beta of Windows Server 2003 R2 shortly. In addition to the enhancements included in Service Pack 1, the updated release provides more options for connecting to and controlling identities and access management, managing branch servers, setting up and managing storage options, and developing applications inside and outside an organization’s traditional boundaries. R2 is scheduled to be available in the second half of 2005.

Chairman and Chief Software Architect Bill Gates today announced the general availability of Microsoft® Windows Server (TM) 2003 x64 Editions and Windows® XP Professional x64 Edition during his keynote address at the 14th annual Microsoft Windows Hardware Engineering Conference (WinHEC). The new editions mark a major advancement in computing by providing a single platform that can easily run new 64-bit applications and existing 32-bit applications at peak performance. With these new server and desktop operating systems, Microsoft and a broad array of partners are bringing cost-effective 64-bit computing from the fringes into the mainstream.

“This is a time of profound change in our industry. The move from 32-bit to 64-bit computing offers a dramatic improvement in performance and reliability, enabling people to use their PCs in exciting new ways at work and at home,” Gates said. “The introduction of Windows x64 editions, combined with a wide range of 64-bit applications and hardware, will help launch 64-bit computing into the mainstream.”

Customers Realize Breakthrough Performance, Reliability and Scalability

Today, many customers are looking for better ways to address increasing computing demands. In the enterprise, many common server workloads are straining the limits of 32-bit architecture.

“The release of Windows Server 2003 x64 Editions will be the gun that starts the race to 64-bit computing,” said Nathan Brookwood, principal analyst at Insight 64. “Once there is a generally available 64-bit version of Windows, we’ll start to see all the utilities and infrastructure applications moving to 64 bits. By the end of 2006, I anticipate that Windows Server 2003 x64 Editions will be the default operating system for most new Windows Server shipments.”

Early adopters of Windows Server 2003 x64 Editions have seen stronger, faster results for database and data-intensive server applications. The x64 version of Windows Server 2003 Terminal Services, for example, can accommodate up to 170 percent more users per server than its 32-bit predecessor.*

“As an all-electronic options exchange, the International Securities Exchange handles a massive amount of data on a daily basis. The Windows Server 2003 x64 Editions increased our capacity, helping ensure the best trading experience for our customers,” said Daniel Friel, chief information officer at International Securities Exchange.

Customers using Windows XP Professional x64 Edition are experiencing similar performance enhancements on the desktop in areas such as digital content creation, engineering, scientific computing and game development. For these customers, this translates into x64 Windows offering up to 32 times more physical memory and more than 1,000 times more virtual memory to work with, allowing them to work with massive datasets without needing to break the datasets into multiple portions.

“Sixty-four-bit computing is the next big step for the desktop,” said Rob Enderle, principal analyst for the Enderle Group. “It promises a substantial improvement for graphically intensive applications and the inherent improvements in reliability and security that we’ve come to expect with moves like this. It also will do amazing things for games, which will, when written to it, provide a vastly more realistic virtual reality then we have ever seen before.”

Wide Range of Options for Migration

Developing Windows Server 2003 x64 Editions and Windows XP Professional x64 Edition required close collaboration between Microsoft and industry leaders, including chip makers and hardware manufacturers. The new operating systems will run on 64-bit Intel® Xeon (TM) and Intel Pentium® 4 processors, as well as AMD Opteron processors and AMD Athlon (TM) 64 processors. Windows Server 2003 for Intel Itanium® processor-based systems remains the most robust Windows platform for customers who need the highest levels of performance, reliability and scalability for databases, business intelligence, enterprise resource planning and line-of-business applications.

Broad Industry Support for Shift to 64-Bit Computing

SQL Server Introduces Support Optimization for x64

Customers and partners will also be able to utilize the added performance and scalability of SQL Server (TM) 2000 Service Pack 4, which includes added support for AMD Opteron and Intel 64-bit Xeon. The additional functionality will allow users to run 32-bit applications on the 64-bit architecture, enabling them to get more from their existing investments today and easily grow tomorrow, without the software migration burdens typically associated with upgrading to new hardware architecture. Service Pack 4 will leverage the optimized resource management and performance synergy between the database and the processor architectures to provide SQL Server 2000 customers with increased scalability. Availability

Windows Server 2003 x64 Editions and Windows XP Professional x64 Edition are priced identically to their 32-bit counterparts and will be generally available beginning today.

In addition, customers who acquired a qualifying 32-bit version of Windows with x64 hardware are eligible to exchange it for the x64 version. Microsoft’s Volume Licensing customers may do this via their media kits; customers who acquired Windows from an original equipment manufacturer or system builder can receive their new software via the Technology Advancement Program. I WOULD like to say to the President that I wish my visit were long enough to visit all of the major States in Yugoslavia, but since I had to select two, naturally I wanted to pay my respects to the President of Serbia, the largest State, and then, of course, to Croatia, the second largest State.

I was very interested to learn that your country, this country, is somewhat like ours in that respect, that while it is one country, Yugoslavia, that the States are very competitive, what we call friendly competition, between Serbia and Croatia. for the businesses, the new businesses. I think that's good. We have a lot of that in' our country. It exists in California.

Mr. President, Madame Broz, and Your Excellencies, friends of Yugoslavia and the United States:

As we complete this visit of 2 days to Yugoslavia, I wish to express appreciation on behalf of Mrs. Nixon and myself and all the members of our party for the very warm reception we have received, both officially and from all the people of Yugoslavia that we have had the privilege to meet.

We shall always remember the welcome we received in Belgrade, in Zagreb, and at the President's birthplace, the third city we visited in Yugoslavia.

PRESIDENT TITO. I thought it was the second city.

PRESIDENT NIXON. After our visit, it will be the first city in Yugoslavia.

Speaking now officially, I believe that this visit has contributed significantly to as goal to which all of us are dedicated-better relations in every way between Yugoslavia and the United States, friendship, economic cooperation, and working together in the cause of peace and' progress.

But it has also been, it seems to me, very helpful and constructive on a much brooder scale, beyond the bilateral interests of the United States and Yugoslavia. Over the period of the last 25 years, it has been my privilege to meet and to talk with over 70 chiefs of state around the world. No chief of state or head of government that I have met has had more experience all over the world and has known more government leaders around the world than President Tito.

It has been very helpful to me to get his appraisal of the various trouble spots in the world and his best advice as to what policies could be adopted which could lead to peace and cooperation throughout the world.

It has been for us a very worthwhile visit, if only we had the opportunity to know this country, the beauty of the countryside, the warmth of its people. But the visit beyond that has had very great significance in contributing to our joint thinking about the problems of the world and how we can develop better approaches to them.

That is why I looked to a continuing discussion with President Tito on these problems in which he gives me his best judgment, and I, in return, share with him my thoughts on problems that we have. Because after all, despite differences in systems of government, we have common goals: peace in the world and the right of each nation, each people, to choose its own system of government without outside interference.

And now, to put this visit in perspective-President Tito, to all of us who knew him only by what we read and what we heard, has built a worldwide reputation as a leader of his nation in war. But I am convinced, after this visit, that his great legacy will be that he will be remembered in history as a man of peace.

That is why I would ask that you all join me in raising our glasses to peace and friendship between the United States and Yugoslavia, and to the world peace to which President Tito is dedicated and to which I am dedicated, working together, if possible, toward that great goal.

Mr. President, Mrs. Nixon, ladies and gentlemen, comrades:

First of all, I wish to thank you very much indeed for this sincere and warm toast on behalf of my wife, on behalf of my associates, and in my own name.

And now, at the same time, I have to say how sad we are--and this is not a very pleasant feeling to know--that your visit to our country has been, alas, too short and thus you have not had the possibility to see much of what our working people have achieved since the Second World War. But you could convince yourself everywhere you went--your visit to Belgrade, Zagreb, and Kumrovec--how much the people of this country appreciate and love the American people and the United States, and how much they appreciate you personally, Mr. President.

Our people have very close contacts and roots, so to say, with people of your country. From Yugoslavia they went in large numbers in the days when poverty reigned here--in Croatia, in Slovenia, and also in Serbia--they went to win their bread to the United States, in order to earn their bread there. Many remained there. Some of them returned. And those who returned, they were actually those who were the bearers of sympathies towards the people of the United States, because there they saw something new, they saw a new democracy which made it possible for every man to live a life worthy of a human being.

Of course, they didn't say that milk and honey flowed in that country. They also spoke of very hard work, but that the efforts that people working there were making enabled them to lead a life, the same life, as the one I have just described.

And now a few words about your visit. I share your opinion that your visit has been very successful. We had talks together, with our associates, also talks on these problems of bilateral and on international issues. And our talks were conducted in a spirit which permeates talks between leaders of countries having different social systems.

We talked about very acute, very difficult problems, which are now around the world and which are fraught with the danger of leading to a new tragedy for all mankind, and we agreed that all has to be done in order to preserve peace and all has to be done in order to insure that all questions under dispute, all conflicts are settled peacefully.

I think that the time has come when during their talks statesmen coming from countries having different social systems should try to find a way for solving all questions in the world in a peaceful way and also for eliminating all elements of escalation and aggravation, and we have such elements in both the Middle East and in the Far East.

I agree with your view, Mr. President, that it is our duty to work together and to do our utmost in order to insure the peaceful solution of international problems in order to promote detente, and to prevent tragedies similar to those which befell mankind during the First and Second World Wars.

As to bilateral questions, I think that we are on the best way. I share your opinion and our wish that these bilateral relations should be expanded still further. There is still very much room for promoting our relations, both in the economic field and in other fields, and also, in the field of political relations regarding the solution of international problems.

I think that sound economic cooperation in the interest of the two countries is also a very powerful factor in promoting better understanding with regard to many other issues.

And I think--I wish, Mr. President, that this visit of yours to our country, should yield fruitful results for our relations and I raise this glass to the health of the President of the United States of America, who, for the first time in history, visited this country as the representative of the friendly country of the United States, to the health of President Nixon, to the health of your associates, and to friendship and cooperation between the United States and Yugoslavia.

318 - Joint Statement Following Discussions With President Tito of Yugoslavia.

AT THE invitation of the President of the Socialist Federal Republic of Yugoslavia Josip Broz Tito, the President of the United States of America Richard M. Nixon, accompanied by Mrs. Nixon, and their party, paid an official visit to the SFR [Socialist Federal Republic] of Yugoslavia from 30 September to 2 October 1970. During his stay President Nixon visited, in addition to Belgrade, Zagreb and Kumrovec.

The meeting between the two Presidents, which took place in a cordial and frank atmosphere, provided an opportunity for frank talks on the most important contemporary international issues and on Yugoslav-American relations. These included the Middle East, South East Asia, East-West relations, European security, less developed countries, and bilateral problems. Each side presented its views in a candid manner.

Both sides agreed that negotiation rather than confrontation is indispensable for peaceful and just solutions of international problems.

It was also emphasized that co-operation on the basis of equality among independent and sovereign countries, is the sole basis on which relations and progress in today's world can be founded.

Presidents Tito and Nixon noted with satisfaction the growth of good and friendly relations between their two countries. They pointed out in particular that relations between the SFRY and the USA were fully based on the principles of independence and mutual respect which are also the fundamental principles of the Charter of the United Nations. The two presidents expressed the conviction that relations on such a basis were not only in the interest of the peoples of their two countries but constituted a significant factor for stability and peace in Europe and elsewhere in the world.

They resolved to continue to promote extensive bilateral relations. Concrete forms of cooperation were discussed, especially in the economic and scientific technological fields.

The two sides agreed that it was useful and desirable to continue the practice of broad exchanges of views and contacts in their mutual relations.

February 13, 1929, Congress only authorized the construction of fifteen cruisers and one aircraft carrier, a program accepted by President-elect Herbert Hoover.


By the time Hoover left office in March, 1933, the Navy was barely at sixty-five percent of the allowed treaty strength. Hoover's Administration was the only inter-war administration that did not authorize a single warship. Yet construction under Hoover continued despite the rejection by the Administration of every one of the Board's recommended building programs. By March, 1933, the Navy commissioned all eight of the heavy cruisers authorized in December, 1924, and two of the cruisers authorized on February 13, 1929. Although also authorized before President Hoover took office, the Navy launched the Ranger on February 25, 1933.
