The Fifth Amendment (Amendment V) to the United States Constitution is part of the Bill of Rights and, among other things, protects individuals from being compelled to be witnesses against themselves in criminal cases. "Pleading the Fifth" is thus a colloquial term for invoking the right that allows witnesses to decline to answer questions where the answers might incriminate them, and generally without having to suffer a penalty for asserting the right. This evidentiary privilege ensures that defendants cannot be compelled to become witnesses at their own trials.

AACHEN, FEDERAL REPUBLIC OF GERMANY

"Siegfried Baum" awoke six hours later to see three men wearing surgical garb. The effect of the anesthesia still heavy on him, his eyes could not focus properly.

"How are you feeling?" one asked. In Russian.

"What happened to me?" The major answered in Russian.

Ach so. "You were struck by a car and you are now in a military hospital," the man lied. They were still in Aachen, near the German-Belgian frontier.

"What . . . I was just coming out to-" The major's voice was that of a drunken man, but it stopped abruptly. His eyes tried to focus properly.

"It is all finished for you, my friend." Now the speaker switched to German. "We know you are a Soviet officer, and you were found in possession of classified government documents. Tell me, what is your interest in Lammersdorf?"

"I have nothing to say," replied "Baum" in German.

"A little late for that," the interrogator chided, switching back to Russian. "But we'll make it easy for you. The surgeon tells us that it is now safe to try a new, ah, medication for you, and you will tell us everything you know. Be serious. No one can resist this form of questioning. You might also wish to consider your position," the man said more harshly. "You are an officer in the army of a foreign government, here in the Federal Republic illegally, traveling with false papers, and in possession of secret documents. At the least, we can imprison you for life. But, given what your government is doing at the moment, we are not concerned with 'least' measures. If you cooperate you will live, and probably be exchanged back to the Soviet Union at a later date for a German agent. We will even say that we got all our information due to the use of drugs; no harm could possibly come to you from this. If you do not cooperate, you will die of injuries received in a motor accident."

"I have a family," Major Andre Chernyavin said quietly, trying to remember his duty. The combination of fear and drug-induced haze made a hash of his emotions. He couldn't tell there was a vial of sodium pentothol dripping into his IV line, and already impairing his higher brain functions. Soon he would be unable to consider the long-term consequences of his action. Only the here and now would matter.

"They will come to no harm," Colonel Weber promised. An Army officer assigned to the Bundesnachrichtendienst, he had interrogated many Soviet agents. "Do you think they punish the family of every spy we catch? Soon no one would ever come here to spy on us at all." Weber allowed his voice to soften. The drugs were beginning to take effect, and as the stranger's mind became hazy he would be gentle, cajoling the information from him. The funny part, he mused, was that he'd been instructed on how to do this by a psychiatrist. Despite the many movies about brutal German interrogators, he hadn't had the least training in a forceful extraction of information. Too bad, he thought. If there was ever a time I need it, it is now. Most of the colonel's family lived outside Kulmbach, only a few kilometers from the border.

The Stolen Valor Act of 2005 (the Act), signed into law by President George W. Bush on December 20, 2006,[1] is a U.S. law that broadens the provisions of previous U.S. law addressing the unauthorized wearing, manufacture or selling of military decorations and medals. It is a federal offense which carries a punishment of prison time and/or a fine; the scope previously covered only the Medal of Honor.

The Act was first introduced into the United States Congress's House of Representatives on July 19, 2005 by Representative John Salazar, a Democrat from Colorado, as H.R. 3352.[2][3] It was introduced into the Senate by Senator Kent Conrad, a Democrat from North Dakota, on November 10, 2005 as S. 1998.[4][5] The Senate version was passed unanimously on September 7, 2006.[5][6] The Senate version then went to the same House Judiciary Committee that held the House version. The Act briefly stalled, but the House subsequently passed the Senate version, S. 1998, on December 6, 2006.[7]

The purpose of the Act is to strengthen the provisions of 18 U.S.C. § 704 by broadening its scope and strengthening penalties. Specific new provisions in the Act include: granting more authority to Federal law enforcement officers, extending scope beyond the Medal of Honor, broadening the law to cover false claims whereas previously an overt act had to be committed, covering mailing and shipping of medals, and protecting the reputation and meaning of military heroism medals.[3][5]

The need for the Act came about because of large numbers of fake military heroes in the United States. For example, as of June 2, 2006 there were only 120 living Medal of Honor recipients, but there were far more known imposters.[8][9][10] There are also large numbers of fake Navy SEALS[11][12] and Army Special Forces,[13] among others.

The Orders and Medals Society of America (OMSA), an organization of collectors, had opposed the bill in its current form. OMSA is of the opinion that the changes to 18 U.S.C. § 704 included wording that implied that any movement or exchange of medals would be illegal

The President. This morning Director Porter Goss offered his resignation as the Director of the Central Intelligence Agency. I've accepted it.

During the course of his tenure, I've established a very close personal relationship with Porter, which is very important for the Director of the CIA. He's spent a lot of time here in the Oval Office. He's told me—he's given me his candid advice. I appreciate his integrity. I appreciate the honor in which—that he brought to the job.

Porter's tenure at the CIA was one of transition. He's helped this Agency become integrated into the intelligence community, and that was a tough job. And he's led ably. He's got a 5-year plan to increase the number of analysts and operatives, which is going to help make this country a safer place and help us win the war on terror. He's instilled a sense of professionalism. He honors the proud history of the CIA, an organization that is known for its secrecy in accountability. I am confident that his successor will continue the reforms that he's put in place, and as a result, this country will be more secure.

We've got to win the war on terror, and the Central Intelligence Agency is a vital part of that war. And so I want to thank you for your service.

[At this point, Director Goss made brief remarks.]

May 4, 2005, was the day I went to the Kent Police department for help. I named George W. Bush specifically as one of the people harassing me. The policeman didn’t ask me any questions. He dumped me off at the St. Francis hospital in Federal Way where the first thing they did was secretly drug my food.

The White House on Tuesday issued a carefully worded defense of its decision to revoke CNN reporter Jim Acosta’s press credentials shortly after the network sued President Donald Trump’s administration over the matter.

The drama stems from last week’s combative press conference, during which Trump repeatedly lashed out at reporters for clamoring to ask questions.

Although press secretary Sarah Huckabee Sanders initially accused Acosta of improperly laying his hands on a female intern attempting to take the microphone from him, in its most recent statement the White House shifted its argument to accuse Acosta of simply being rude.
