Murray seeks $1 billion for VA

U.S. Sen. Patty Murray yesterday sent a letter to the White House asking President Bush to shore up a $1 billion shortfall in Department of Veterans Affairs health-care funding.

Murray, D-Wash., said the deficit could be addressed in an emergency-spending bill in the Senate in the days before the Fourth of July recess.

The shortfall for the current fiscal year, which ends Sept. 30, was disclosed by VA officials last week, prompting Murray to accuse the Bush administration of either "deliberate misdirection or gross incompetence."

Yesterday, Murray held a rally outside the Puget Sound VA Health Care System hospital in Seattle

I wonder if that's the same day I remember graduating from United States Navy basic training in Orlando.

Must have been.

The uncertainty in my mind is because of vague memories I still have about those last days before we left.

I can still visualize that last day, had my seabag and sunglasses on and the company commander sending us off and I can visualize myself walking for the last time out the door of that barracks we had been in for 8 weeks.

I went across base to begin Basic Electricity and Electronics School for the Electronics Technician occupation rating, a rating I chose because it was one of only two ratings in the Advanced Electronics Field, along with Fire Controlman, and the ET rating required several more weeks of electronics training than FC and I found that appealing to me. Several weeks later, being completely unprepared for unhindered access to cheap alcohol, having been sheltered from alcohol and then on my own with no old woman screeching at me, with no closed door in her house I could ever escape to away from her, I let myself get kicked out of school and sent out to the fleet to work in the deck department as a non-rated sailor. Working my butt off, as since 14 years old, from my own personal initiative and with no personal role models in my past experience, I had become accustomed to regular employment, I was allowed to select a rating to aspire for and I chose the gun/missile Fire Controlman (FC) (in the last days of the Fire Control Technician Missiles (FTM) rating) and worked my way back up and my next fleet assignment was with a bunch of push-button technicians whose career track had been the same as my original aspirations with the ET rating. They went to school for several courses of instruction and were advanced to Petty Officer Third Class (E-4 paygrade after entering recruit training as E-3 paygrade) without ever working a day in the fleet. I had spent over a year - a total of 419 days to be exact - on a shakedown period for the USS Taylor FFG-50 where I had many responsibilities including being responsible for the boatswain locker, helmsman, lookout, repair locker personnel, damage control, others.

All I know for certain is my official military records tell me I was transferred from basic training by the United States Navy on Monday, July 16, 1984.

The previous Friday was the 13th.

The details I vaguely recall are about how my company, C155, finished the course of instruction several days before the other company's finished. The reason, I vaguely recall, is that several companies began the course of instruction during the same week but on different days of the week. So we started on a day before the others started and we finished a few days before the last company finished. If we started on a Monday then others started on Friday. So we finished on a Monday and they finished on a Friday. But we all graduated on the same day, which I believe was a Friday and I have reason to believe was the 13th. I can't imagine we were goofing off for over a week waiting for the other company to finish the course. K076 was the female company I remember starting with us on the same day and I think they were in the same large classroom with us for classroom instruction. I remember a vast number of sailors being on the field for graduation ceremony and my company was a large group of sailors.

The answer might be out there somewhere on the internet but I can't find it.

Back to STS-82 Flight Day 04 Highlights:

On Saturday, February 15, 1997, 7:00 a.m. CST, STS-82 MCC Status Report # 9 reports:

Early this morning, astronauts Greg Harbaugh and Joe Tanner completed a 7 hour, 27 minute spacewalk in the cargo bay of the Shuttle Discovery to replace and install several new engineering components in the Hubble Space Telescope.

After being awakened late Friday afternoon, Harbaugh and Tanner completed the checkout of their spacesuits well ahead of schedul, allowing them to start the second spacewalk of the flight at 9:25 p.m. Central time, almost one hour ahead of schedule.

Harbaugh and Tanner went right to work, replacing a degraded Fine Guidance Sensor and a failed Engineering and Science Tape Recorder with new spares. Payload controllers verified that the new Fine Guidance Sensor and the new tape recorder were healthy and ready to support the telescope's scientific efforts. The astronauts also installed a new unit known as the Optical Control Electronics Enhancement Kit, which will further increase the capability of the new Fine Guidance Sensor.

During the spacewalk, the astronauts and flight controllers took note of cracking and wear incurred by thermal insulation which protects several areas of the telescope. The part of the telescope which is in the direction of travel and always exposed to the sun has experienced slight cracks and delamination during almost seven years of time on orbit. Flight controllers and Hubble project managers are evaluating whether some repair work might be performed to certain portions of the telescope's insulation during the final spacewalks of the flight.

As Harbaugh and Tanner neared the end of their work in the cargo bay, Discovery's small maneuvering jets were fired for about 20 minutes to gently raise Hubble's altitude by about 1.8 nautical miles. The reboost effort by Commander Ken Bowersox and Pilot Scott Horowitz will be performed again near the end of the final two spacewalks and should raise Hubble's altitude by a total of about five nautical miles. Harbaugh and Tanner returned to Discovery's airlock at 4:52 A.M., with more than 14 hours of spacewalk servicing time having been logged during the first two excursions in the Shuttle's cargo bay.

The astronauts will begin an eight-hour sleep period at 9:25 this morning and will be awakened at 5:25 this afternoon for the third spacewalk by Mark Lee and Steve Smith. They will replace an ailing Data Interface Unit, swap out another science and engineering tape recorder for a new solid state recorder and will replace a faulty Reaction Wheel Assembly for a new unit to help steer the telescope to its targets.

Discovery and the Hubble Space Telescope continue to orbit the Earth every 90 minutes at an altitude of approximately 370 statute miles with all of the Shuttle's systems still operating in excellent condition.

On Saturday, February 15, 1997, 5:00 p.m. CST, STS-82 MCC Status Report # 10 reports:

With two spacewalks complete, the STS-82 crew has met the minimum success criteria for the second Hubble Space Telescope servicing mission, but still has plenty of work left to do.

Tonight, astronauts Mark Lee and Steve Smith will leave the crew cabin for their second spacewalk of the flight. Lee and Smith are scheduled to install a new Data Interface Unit in HST and swap out a science and engineering tape recorder with a new solid state recorder. Unlike the older reel-to-reel recorder, the new digital recorder has no reels, no tape or moving parts to wear out and unlimited lifetime. Data is digitally stored in computer-like memory chips until HST's operators at the Goddard Space Flight Center play it back. Lee and Smith also will replace a Reaction Wheel Assembly that failed late last year with a new unit to help steer the telescope to its targets.

The Hubble Space Telescope was designed for on-orbit servicing with three maintenance scenarios in mind. They are incorporating technological advances into the science instruments as was done with the installation of the Space Telescope Imaging Spectrograph and the Near Infrared Camera and Multi-Object Spectrometer, replacing items such as the tape recorders and reaction wheels which normally degrade over time; and correcting random equipment failures or malfunctions.

If there is time during the spacewalk, Lee and Smith may perform some simple operations to assist engineers in planning for the possibility of performing some repairs to the aging thermal covering of the telescope. Controllers and astronauts have noticed areas on the telescope where the insulation is peeling. The tasks include bringing materials that could be used for the repair back into the crew cabin, assessing how brittle the insulation is and testing how well Kapton tape adheres to the insulation.

The spacewalk is officially scheduled to begin at 10:20 p.m., but for the first two EVAs, crew members completed their preparations early so that they were ready to begin between 9 and 9:30 p.m.

Also during the sixth day of the mission, Commander Ken Bowersox and Pilot Scott Horowitz will fire the small steering jets in the next phase of the effort to reboost the telescope. The first reboost burn raised Hubble's altitude by about 1.8 nautical miles, and a second unplanned burn, which was required to move Discovery a safe distance from some orbital debris, raised the orbit another half mile. Overall, flight controllers plan to raise HST's orbit about 7 statute miles.

Spokane astronaut Michael P. Anderson has been eulogized as a humble, deeply religious and inspirational man who lived out his dream.

For the past year, local artist Dorothy Fowler has used those descriptions to help her create an 8-foot-high, 600-pound bronze statue of Anderson. Her work was unveiled Sunday afternoon in the breezeway between the Opera House and Convention Center.

“It’s beautiful,” Anderson’s widow, Sandy, said after the one-hour dedication ceremony. “She did a really good job capturing the spirit of my husband.”

Anderson, a Spokane native and 1977 Cheney High School graduate, was one of seven crew members killed when the space shuttle Columbia exploded upon re-entry on Feb. 1, 2003.

For several days the past week I had decided to make another excursion to downtown Spokane.

I have to take 2 metro bus routes to get over there to downtown and then the same 2 to get back and I haven't been downtown Spokane very often, probably about a half-dozen times.

So I had a plan of what I was going to look for but I also wanted my trip to coincide with the day that new snowfall was possible.

The TV news had reported for several days that new snowfall was possible that day Friday so that was the objective of my plan, to travel over there if snowfall looked likely that day.

We've been in somewhat of a snowfall drought so far this season so traveling there made the day seem somewhat more random.

The whole point was to not check the numbers until I got back.

I still remember how suddenly the snowfall arrived yesterday. Perhaps my vantage point on the metro bus diminished that. I couldn't see outside in the direction ahead of the bus. But it was a sudden outburst of snow.

I got off the bus in the south-side of downtown Spokane and after a few steps, my right foot slipped on the sidewalk, looking down, seeming in slow motion to it all, to see a narrow corridor exposing under the snow a shiny gray metal plate.

I didn't fall but, in what seemed to be slow motion, my right-foot was sliding forward and my left-foot planted firmly behind me and I felt my left knee gently reach the pavement and then I reached out to a railing with my right hand and brought myself back up. A few hours later I discovered that astronaut statue.

I didn't even notice that shop on that first day I walked along that sidewalk on Sprague Avenue in downtown Spokane.

I had never before walked along that area of the city until that day 15 December 2017.

I captured image 2017_Nk20_DSCN3356.jpg with my small camera just a few moments before I walked into that Spaceman Trap, as it were.

In the heavy snowfall, having got off the metro bus a few moments earlier, I was alert mainly to only the other pedestrians on the sidewalk near me and to the street signs pointing me to my destination, all new to me that day as I walked through the city.

I walked along there and suddenly, and in what seemed to be very slow motion, my foot skidded along the sidewalk, and I found myself in a kneeling position with one knee on the sidewalk. My right hand thrust out to a railing to help me return to an upright walking position.

A few hours later is when I first discovered the statue.

We've had a winter thaw around here this month and I've been meaning to go back there and capture images of that metal plate but I haven't got around to it.

I didn't even notice Spaceman Coffee that first day. That day 15 December 2017 I got back home and thinking about the statue I had first discovered that day I decided to look closer at that area of the city, several blocks away from the statue, and that was when I noticed the Google images of the photography shop and that photography studio had a spacesuit in the lobby. I traveled back there on 25 December 2017 and that was when I discovered Spaceman Coffee.

Baby squirrels can't jump at exit 107.

Damnedest thing today. During the 9 AM hour today I started hearing a low noise from outside my apartment patio door window.

After a few minutes I figured out there was a squirrel trapped on my patio.

My patio is sunken below ground level and the squirrel apparently couldn't jump back up to ground level and to freedom. Instead it started clawing on my patio door window.

Then I noticed there was a larger squirrel perched over the trapped squirrel. There is usually a cat sitting there on that ledge of my patio when I look outside at night.

What do I see more often in my sleeping dreams, cats or stairs? Definitely stairs. Ascending stairs, descending stairs, hallways, sometimes escalators, (myself standing in front of ascending escalator with another traveler at descending escalator as I hear him exclaim "Oh no!") more than escalators I see myself in an elevator pushing buttons and almost always never getting to the floor I want to go to. Cats show up in my sleeping dreams sometimes, probably not as often as stairs but I haven't been keeping count. Cats are usually looking at me. All those themes seem fairly new. I don't recall introspective details from ten years ago, for instance, about such detail in sleeping dreams.

So anyway I was going to ignore the squirrel for a while and see if it would free itself.

After a few more minutes I looked back through the venetian blinds and the smaller squirrel had stopped clawing my window and was just sitting quietly in the middle of the patio floor and looking up at the larger squirrel still at its post on the patio ledge.

I decided to toss out a piece of furniture on the patio toward the patio wall and see if the squirrel could use it to scale the concrete wall back to ground level.

I was concerned the squirrel would dart inside here to my apartment, but nope, it then started literally bouncing off the patio wall.

Apparently motivated by my movements as I unlocked the patio door and then started sliding back the patio door, watching the larger squirrel turn and flee out of my sight, and then sliding back the patio screen as I moved closer to the patio the squirrel was jumping up and down as it bounced itself off the concrete wall and then finally it made it up and over the ledge and back to ground level.

What is the significance of making that observation specifically today?

None that I know of. I have lived here for several years and that is the first time I have made that sort of observation.

That day I remember getting into the middle of a swamp with snakes dropping out of trees all around me must be from some battle. They were everywhere. I had seen plenty of snakes in my day, usally lying right in front of my path, but this one day was just insane. This one place I used to go squirrel, down in this heavily wooded creek in a valley was just crazy with snakes, but the squirrel hunting was the best around. I figured that was probably why the hunting was so good, because no one wanted to get in there with the snakes. Anyway, there at the end of that really bad day, I had to cross over this submerged wooden bridge. I couldn't even see the bridge because the water was so dark. I could just see myself dropping through the bridge into the water below, where it was writhing with snakes. The snakes represent either, or both, AAA flak or missiles. Marginally, there is some symbolism with Sidewinders, but these were cottonmouths. Maybe that is the distinction, they were just as deadly as Sidewinders, but were a different type.

There was good hunting in the front yard, they were red squirrels and I enjoyed those the most, but there wasn't many of them and that section of woods wasn't very expansive. In the back yard, with the creek and valley, there was a lot of room to explore, but there was only gray squirrels back there.

It was in the woods in front of the house that I figured out that if I swept away the leaves from a small area where my feet which be, I wouldn't have to wait as long for the red squirrels to start moving again. Before that, they always heard my feet rustling the leaves and wouldn't move.

Sometimes I would see a squirrel, gray I think, hopping around the tree in our front yard, but they usually stayed away.

We used to go to Sonic every day for lunch when I was in high school.

Damn. I killed a lot of squirrels. And I mean a LOT. Countless. I remember bringing home one day 6 of those red squirrels and there is something else in my memory that I just can't quite remember. The word 'special' comes to mind but I don't want to use it.

You see, Lindsay Dawn Mackenzie hates the British royalty. That's why she has played along with her fake birthdate for so long. She reports her birth year is 1978 but is 1975. That's why the actor from the 1993 "Star Trek" has a 1975 birthdate.

My biological father, whom I don't think I have ever actually met, and that I know I had never actually met before 1989, also hates the British monarchy, his biological mother.

He resents her for sending him off to be raised by the butler, basically,

I don't know why he resents me. He certainly resented me in the year 2006. He sure as hell resents me here in the year 2013.

I wrote once before in a private email about the question I posed to myself about whether the sudden realization that my life in DeQueen Arkansas would make me also resent my biological relations to the British monarchy and I was thinking again just today that I do not resent them.

I was thinking back today to my life growing up in DeQueen and really the only things I did not like about it was things I could have changed personally. So if I resent anybody then I should resent myself.

I think back to that trailer park we lived and why should I resent anything about that? Sure, we weren't wealthy by any means but so what? Why did I deserve to live a life of luxury?

I think back to that trailer we lived in and I think about the nights I would try to sleep at night and I would hear the rats that infested that place scratching on the walls and that wasn't very pleasant. I didn't have any control over that life as an eight year old but why should I blame Thedia for that? She was working to support two kids as a single mother and I never had any reason to complain about her.

Eventually we moved into a house in DeQueen residential areas, after she and the Vietnam veteran finally divorced, the guy whose birthdate was July 20th, and that house was bug-infested and rodent-infested but it was better than that trailer.

I've had a lot of thoughts in recent months about her that really disturb me, thoughts about truths I would discover in the 1990's and that were blocked from my conscious awareness sometime later. I still am not certain about the truth and I have not written anywhere about the really bad suspicions I have.

So anyway, we moved to DeQuincy Avenue to a rental house and that is when I got some payback against the dirty rats.

Ah, that was the big change there. The new Kerry, you sons-of-bitches wall-scratching rodents. You met you match now. Now I got a BB gun.

In the back room of that house is where the garbage was stored until the trucks carried it off. At some point I discovered a hole in the floor where the rats would come up from beneath the house to go for the garbage.

I would sit there for hours and wait for the sorry little bastards to raise their heads from the hole and I would shoot them with my BB gun. After a couple times, I was dissatisfied with that approach because I would either miss or they would see me and drop back in the hole without getting shot.

I wanted to cut notches in the wood of my BB gun for confirmed kills.

So that's when I got patient. I would wait for the little bastards to crawl all the way out of the hole and onto the floor and they would get hit by a copper ball bearing projectile from my air rifle. One time, I hit one but didn't kill and it ran towards me and into the bags of trash behind me and I had kick things out of the way so I could stomp it to death as it scurried around the room trying to find an escape.

After a while I starting leaving pieces of cheese next to the hole to bait them out so I could shoot them with my BB gun. I had quite a few notches cut into the wood of the shoulder stock.

Henry laughed defiantly. "I ain't been trailed this way by wolves before, but I've gone through a whole lot worse an' kept my health. Takes more'n a handful of them pesky critters to do for yours truly, Bill, my son."


Last summer, when I was feeling more confusion than despair, I put that excerpt into my journal to try to cheer myself up. The better part of my youth before the military was spent trekking through the wooded swamps of south Arkansas evading the cottonmouths and copperheads and other pesky critters in pursuit of adventure worthy of a Jack London novel. That was freedom out there despite the danger. My favorite story from London was To Build A Fire. I thought about that story a lot during my youth as I stood at my deer stand with frozen toes. White Fang is a close second and I remember admiring Henry in that story.

I was reminded of that journal entry I made last year when I was reading yesterday about the Google-Microsoft lawsuit over one of their suits. There is something in there about Google wanting to chase that guy "like wolves" and it just reminds of how much I wonder who was reading my journal. I've known it was happening for a long time, I just didn't know who was doing it. Eventually I would realize that I have the same level of privacy as Truman Burbank. And it just keeps getting worse. I can live through this I think, but damn, you spying bastards could at least do something to take the edge off all this. I can visualize you all out there scratching your heads saying to someone else "We've tried nothing and we're all out of ideas."

There is just something that gnaws at my mind so much about that.

I want to so badly remember that day.

Why I would want to remember, I don't know.

Sitting here now I can only guess there was some other part of my life at that time I was happy about.

And they sort of conflict seriously and screw up my mind today.

I haven't figured out precisely where that Sangamo manufacturing facility was in West Union South Carolina but I am thinking a lot about the H. Mac Johnston Industrial Park that is north of Union South Carolina proper. The map indicates that the Union County Printworks is located there and at the intersection of Highway 176 and Highpoint Drive. Highpoint Drive ends at Mulberry Drive and Mulberry Drive is also labeled as 'Union County Dept Prison Farm Rd.' Union County Jail is listed on the map near the end of that road.

I don't know why I would remember being at Sangamo anyway and I don't remember that name. The company seems to have ceased to exist in 1975 when it was bought by another company and that company seems to have been bought by Itron. But, as with the memory of Antlers Oklahoma, it is possible I could read 'Sangamo' on an electricity meter on that house. I also might remember it as they told me when I went to the company in Union South Carolina to fix the computer printer that they are the company that used to make the Sangamo meters. Something like that. The is a Sangamo credit union in Union SC and I guess that is because that plant used to be there.

At 12:30 p.m., Susan told her mother that she and David were going to run errands. Susan did not tell her mother that Sheriff Wells had sent for her. Susan was taken to another safe house for another interrogation.

Susan was dressed in jeans and a hooded sweatshirt and brought to her latest interrogation a newly revised statement that said the same things as her previous statement, the only change being that the name "Monarch Mills" had been changed to "Carlisle". Agent Logan asked Susan if she had anything else to add to her statement and she said no. At that point, Sheriff Wells was summoned to speak with Susan.

Susan was beginning to be worn down by the intensive and lengthy interrogations. Susan had also been facing increasingly skeptical news reporters who had started to pressure her for an explanation of Sheriff Wells' statement regarding the unspecified inconsistencies in her story.

It's not bad enough the 9.2 years for this recent deployment. There is also the constant danger. Make no mistake about it - I have some of the worst possible enemies a person in the U.S. military can have.

And for what? I have the support of the U.S. Navy, but still. My job isn't to be protected by the military. I have a dangerous job but for what? What do I have to show for it? Nothing. I live in a cage. I worry about the safety of the woman I love and I don't even get to see her. All for what? What is the goddamned point to it all? What is the POINT?? All I have done is to make the people I care about a target. This country couldn't give a goddamned about my life. They don't give a crap about freedom because they don't deserve it. They won't let me live free, so why the fuck do they deserve to be free. I haven't seen my wife in over 9 damned years and I STILL HAVE NO GODDAMNED IDEA WHEN I WILL SEE HER AGAIN!!!! ALL I HAVE ARE THESE GODDAMNED PAPARAZZI MOTHERFUCKERS 24 HOURS A GODDAMNED DAY!!!!

The Confession

At 12:30 p.m., Susan told her mother that she and David were going to run errands. Susan did not tell her mother that Sheriff Wells had sent for her. Susan was taken to another safe house for another interrogation.

Susan was dressed in jeans and a hooded sweatshirt and brought to her latest interrogation a newly revised statement that said the same things as her previous statement, the only change being that the name "Monarch Mills" had been changed to "Carlisle". Agent Logan asked Susan if she had anything else to add to her statement and she said no. At that point, Sheriff Wells was summoned to speak with Susan.

Susan was beginning to be worn down by the intensive and lengthy interrogations. Susan had also been facing increasingly skeptical news reporters who had started to pressure her for an explanation of Sheriff Wells' statement regarding the unspecified inconsistencies in her story.

At 1:40 p.m., Sheriff Wells and Susan met in a small room in the Family Center of the First Baptist Church, located on the same street as the Union County Courthouse. Sheriff Wells and Susan sat on folding chairs, knee to knee, facing one another and talked.

Sheriff Wells confronted Susan about her story of the carjacking. Wells told Susan that he knew that Susan's story of the black carjacker was a lie. He told her that she could not stop at the red light at the Monarch intersection if there were no other cars on the road.

Over the course of our history, some 41 million Americans have served--and more than a million have died--so that we might live in freedom. We are the beneficiaries of their courage, their sacrifice, and their vigilance; and so are countless freedom-loving people around the world.

In the past century alone, through two world wars and the long, tense struggle of the Cold War; on the front lines in Korea, Vietnam, Beirut, Grenada, Panama, Somalia, Haiti, the Persian Gulf, and the Balkans, our brave men and women in uniform have risked their lives to protect U.S. interests, assist our allies, promote peace, and advance our ideals. Thanks to their extraordinary record of service, more people now live under democratic rule than at any other time in history. And today, America is a stronger Nation in a more secure world because of our veterans.

President Kennedy once said, "Democracy is never a final achievement. It is a call to untiring effort, to continual sacrifice and to the willingness, if necessary, to die in its defense." Today we give thanks to the veterans of our Armed Forces for showing that willingness. Whether serving on bases and in ports at home or deployed across the globe, they have endured hardship and danger to protect our Nation and assist our allies. The story of America has been written, in large part, by the deeds of our veterans--deeds that bind us to our past, inspire us in the present, and strengthen us to meet the challenges of the future.

In honor of those who have served in our Armed Forces, the Congress has provided (5 U.S.C. 6103 (a)) that November 11 of each year shall be set aside as a legal public holiday to honor America's veterans. On Veterans Day, we pay tribute to all those who have served in our Armed Forces, and we remember with deep respect those who paid the ultimate price for our freedom. America's veterans have answered the highest calling of citizenship, and they continue to inspire us with the depth of their patriotism and the generosity of their service.

The B41 was a thermonuclear weapon deployed by the United States Strategic Air Command in the early 1960s.

Development

The development of the Mk 41 began in 1955 with a USAF requirement for a Class B (high-yield, over 10,000 lb/4,545 kg) weapon. It was based on the "Bassoon" test device first fired in the Redwing Zuni test of 27 May 1956. An ICBM warhead version of the weapon was cancelled in 1957.

Composition

The Mk 41 was the only three-stage thermonuclear weapon fielded by the U.S. It had a deuterium-tritium boosted primary, probably with lithium-6-enriched deuteride fuel for the fusion reaction. Two versions were deployed, Y1, a "dirty" version with a tertiary stage encased with U-238, and Y2, a "clean" version with a lead-encased tertiary.

It was the highest-yield nuclear weapon ever deployed by the United States, with a maximum yield of 25 megatons.

Physical characteristics

The weapon was 12 ft 4 in (3.76 m) long, with a body diameter of 52 in (132 cm). It weighed 10,670 lb (4,850 kg). It was carried only by the B-52 Stratofortress and B-47 Stratojet. It could be deployed in free-fall or retarded (parachute) configuration, and could be set for airburst, groundburst, or laydown delivery.

Service life

The Mk 41 (designated B41 from 1968 on) entered service in 1961. About 500 of these weapons were manufactured between September 1960 and June 1962. The Mk 41 was progressively phased out of service from 1963 in favor of the B53 nuclear bomb. The last B41s were retired in July 1976.

The B41 was a thermonuclear weapon deployed by the United States Strategic Air Command in the early 1960s.

Development

The development of the Mk 41 began in 1955 with a USAF requirement for a Class B (high-yield, over 10,000 lb/4,545 kg) weapon. It was based on the "Bassoon" test device first fired in the Redwing Zuni test of 27 May 1956. An ICBM warhead version of the weapon was cancelled in 1957.

Composition

The Mk 41 was the only three-stage thermonuclear weapon fielded by the U.S. It had a deuterium-tritium boosted primary, probably with lithium-6-enriched deuteride fuel for the fusion reaction. Two versions were deployed, Y1, a "dirty" version with a tertiary stage encased with U-238, and Y2, a "clean" version with a lead-encased tertiary.

It was the highest-yield nuclear weapon ever deployed by the United States, with a maximum yield of 25 megatons.

Physical characteristics

The weapon was 12 ft 4 in (3.76 m) long, with a body diameter of 52 in (132 cm). It weighed 10,670 lb (4,850 kg). It was carried only by the B-52 Stratofortress and B-47 Stratojet. It could be deployed in free-fall or retarded (parachute) configuration, and could be set for airburst, groundburst, or laydown delivery.

Service life

The Mk 41 (designated B41 from 1968 on) entered service in 1961. About 500 of these weapons were manufactured between September 1960 and June 1962. The Mk 41 was progressively phased out of service from 1963 in favor of the B53 nuclear bomb. The last B41s were retired in July 1976.

Rotary breaks ground on park fountain

The seed was planted nearly 30 years ago, but it wasn’t until Friday that city and Rotary Club officials broke ground on the Rotary Fountain in Riverfront Park.

Beneath an intermittent drizzle, the group gathered on a three-quarter-acre site that will be transformed into a $1.25 million interactive water fountain and plaza. It is scheduled to open in late May 2005, in time for the Northwest district Rotary conference.

Project designer Bob Perron was among those who watched as the first holes were dug into the cold, wet ground by Mayor Jim West, Dan Cadagan, Rotary Foundation project committee chairman, and other dignitaries. Perron, designer of Riverfront Park, had the vision of an elaborate entrance fountain in 1975.”There was not enough money in the budget then,” Perron said.

Perron, a resident of Portland and architect of that city’s Salmon Street Spring, said the idea resurfaced about 2½ years ago. The Rotary Club wanted to make a major contribution to the city.

The fountain and plaza are being funded by a public-private partnership between the Spokane Park Board and the Downtown Spokane Rotary Club 21. The fundraising has reached 96 percent of the needed amount, thanks to 415 donors, including 31 who each gave more than $5,000.

“This is by far the most significant project we have ever taken on,” Nancy Kennedy, Club 21 president said during the formal ceremony.

The fountain and plaza will bring a radically different look to the entrance of the park. It will cover an area from the Spokane River to Spokane Falls Boulevard on the south border and from the carousel to the “Christmas tree” on the west edge.

Harold Balazs, commissioned as the sculptor, has designed a work that will tell the story of the Spokane Falls and its relationship to native people.

“We were interested in a fountain that reflected in the history of the community,” said Perron, who has worked with Balazs on other architectural projects.

But unlike Perron’s original idea – sculptured children holding hands in water – the flat-deck Rotary Fountain will be run by computer and will be constantly changing. It will have about 140 water jets, sprays, misters, ground hugging fog and other features. It will stand on five stainless columns that are 24 feet high.

The fountain will be open for anyone who wants to play in the water, and will operate from 6 a.m. until midnight from mid-spring to mid-fall, temperature permitting. The fountain may be operated in winter with the mist creating ice formations.

Annual maintenance is estimated between $20,000 and $25,000, Cadagan said. Power alone would cost about $12,000 a year.

Perron said most of the construction is underground piping, which can be done in winter.

“This is going to be one of those things that brings ‘Wow!’ to the city,” West said.

As hundreds of patrons glided under the soft glow of multicolored lights, twinkling across the ice at the base of a 60-foot Christmas tree, Riley Witt couldn’t resist a comparison.

“It’s beginning to be the Rockefeller corner of Spokane,” said Witt, the architect of the wandering, 645-foot ice skating ribbon, which opened at Riverfront Park on Friday night.

Before the first skates carved the fresh ice, Spokane Mayor Dave Condon and parks President Chris Wright, toting a giant pair of shears, snipped through a wide red ribbon and officially kicked off the multimillion-dollar venue, the first of its kind on the West Coast.

A graceful routine by the Lake City Figure Skating Club followed, drawing applause as the skaters moved in unison to a rock ’n’ roll edition of “Walking in a Winter Wonderland.”

Condon said he was impressed by the turnout.

“It’s exciting to see all the citizens down here and finally get this open,” Condon said. “It’s also great to see something unique like the ice ribbon. You don’t see many places that have them.”

The outdoor feature, which includes a 3,519-square-foot area shaped like a pond to skate on, is also unique in that it features slight inclines and declines.

Scott and Stacey Turk brought their three young children Friday night. They expressed approval of the unique layout.

“It’s great. We’re talking about coming back,” said Scott Turk, unlacing his daughter’s skates. “It’s more than we could have imagined.”

“The downhill side is really fast. Most of the skaters are beginners, so that incline can be exciting,” he added.

Bianca Soto, a 25-year-old competitive figure skater from Coeur d’Alene, traversed the ribbon in a series of spins and twirls.

She said the rink is the curviest she’s ever skated on.

“It’s fun and unique,” she said. “But if you’re not a good skater, you could do a nosedive on some of those inclines.”

The first of five major projects at Riverfront Park, the ice ribbon also features a concessions and ticket facility. Outside, it has heaters and three fire pits.

An ice lounge was available Friday night, dispensing hot cocoa on a bar made of ice, also featuring tables and chairs made of ice.

“I haven’t seen Riverfront Park this festive in at least a decade,” Condon said.

Remarks on Signing the Organized Crime Control Act

Sport - Part 2

Thinking again overnight one detail became clearer in my mind about the year 1990.

My official records from the United States National Archives, they sent to me three years ago, documents when my separation leave began.

I wrote about how I couldn't recall the precise date I first started work at a civilian job in Greenville South Carolina.

A document from the United States Social Security Administration I received back in the year 2006 got me thinking about that. That document lists the civilian employers I had in the past and which included from the year 1990 up to Microsoft Corporation beginning December 1998.

So the detail that became clearer in my mind last night is consistent with my closer examination of the calendar of the year 1990.

The day 01 April 1990 was a Sunday.

So that must be the day I wrote about traveling with Jim Shea out to Seneca South Carolina for the very first service call of the contract my employer (according to my federal documents) had just taken over to service computer equipment for First Federal Savings and Loan in South Carolina.

That is consistent for two reasons.

One is because I remember a training period before the service contract began.

The other is because I recall the urgency needing me to be available to work with Jim Shea in the Greenville office.

The second point is reinforced by the facts I remember associated with meeting with Dan Benbow.

I found out I could interview for employment but I was needed there in Greenville as soon as possible. At the time I was still waiting in a temporary duty barracks as my honorable discharge from the United States Navy was being processed.

I can still recall going to the office and asking another Petty Officer who worked in the office if I could take the day off so I could go to Greenville for the employment interview. He said I could not take off and so I asked if I could use a leave day for that and that is what happened. I either recall now or I recall now that I once wrote that I traveled to Greenville for the Thursday interview with Dan Benbow, which the calendar says is 22 March 1990.

So since my separation leave began on Saturday then Friday must have been my last day and that must be the day I recall driving the rental car from Charleston South Carolina to Greenville.

I had to do that because my employer had an employee from Texas in town to train us (very lightly) on the equipment and I would have needed to be there on Monday. The following Sunday was the 1st of April.

Yesterday I misspoke about not recalling more of my recent sleeping dreams.

Recently there was again that constant recurring element of hallways and passageways and corridors and elevators and stairwells.

The location and setting is always different.

But the elements are always the same.

Recently it was a common pattern of roadway structures.

Sometimes the setting is urban and sometimes I can see open skies.

But the structures are always complex.

Massive bridges and overpasses.

Complex tunnels of concrete I am usually walking through although sometimes I sense I am driving but I cannot think now of a previous instance where I visualized a vehicle.

Before Spokane Mayor Dave Condon cut the ribbon Saturday to signal the reopening of the revamped Looff Carrousel, hundreds of post-Junior Lilac Parade patrons strolling through Riverfront Park were given a quick history lesson.

On a jumbo screen near the Carrousel, a short video clicked through highlights in the city’s history. “It’s your turn to take a ride back into Spokane history,” said Spokane Parks director Leroy Eadie, speaking from the screen.

The Carrousel is indeed one of Spokane’s older artifacts, having arrived in Spokane in 1909, retired halfway through the century only to be brought back after Expo ’74. Now, housed in a new $7 million glass rotunda, it is a highlight of the recent redevelopment in Riverfront Park.

Since the Carrousel’s closure last year, the ride has been repainted and refurbished, a feature that impressed carousel expert and consultant Bette Largent.

“This is one of the best openings I’ve seen,” Largent told the crowd. “Spokane has set a precedent for carousels.”

Hundreds rode the steeds Saturday, the sunny skies and nearby festivities boosting the opening. Rides cost $2.

The Looff Carrousel features 54 horses, two Chinese Dragon chairs, a giraffe, a tiger and a and a go-round version of ring-toss.

“This has been a special place with memories for thousands of people in the Spokane area, including myself,” Condon said. “And that will continue.”

When I was last asleep, and I think was my waking dream just before I got up and out of bed, was of me being injured and I have been wondering ever since why I specifically saw the actor Eric Stoltz give me a United States military Bronze Star medal and I was lying on what seemed to be the ground. I have struggled with the sense though that I was actually in a hospital bed but in the dream I was clearly out in the field somewhere and as part of a US military operation. There were other people about but he is the only specific person I recall. He handed me the medal and I remember telling him that I would give it back when I got my own medal. Someone, a person that was never actually established in the dream, seemed to suggest that I would actually receive the US Navy Cross medal. In the dream, I had been injured after enemy forces hit me with a bayonet in the chest and as I think back about it now, because of where I was hit in the sternum, of which I was aware of sutures from surgery, should have been fatal. Ever since waking up though, I have been thinking that dream actually represents Kerry Burgess in the hospital

It is such an honor to come to a hospital like Walter Reed, for a couple of reasons. One is to meet the wounded who have made a decision to sacrifice for this Nation's security and for freedom in the world. It is an honor to meet their parents or their wives, their children—brave souls who support their loved one with all their heart.

It's an honor to be with the doctors and nurses of this fantastic facility who are doing unbelievable work in helping bring these people back on their feet, back into their communities.

One of the most important things for a Commander in Chief is to be able to say to a loved one, "If your son or daughter or husband or wife gets injured, you'll get the best possible care as quickly as possible." Every time I come to Walter Reed, it confirms that which I know, which is, we're providing the very best—the best care, the best compassion. We're moving these soldiers from the battlefield to hospitals as quickly as we can so they can begin their rehab.

And it's fantastic to go upstairs. The spirit is strong. The attitudes are terrific. Several soldiers told me today—badly injured soldiers—they want to get well quickly and get back on their duty stations in Iraq, want to serve our Nation.

It is so refreshing and great to be here. I want to thank you, General, for your hospitality.

Why Bush stopped flying remains a mystery

WASHINGTON — Officers who flew fighter-jet patrols in the early 1970s with George W. Bush describe him as a gung-ho warrior and a gifted pilot who was popular in his Texas Air National Guard unit.

"He was a hell of a good pilot," one of Bush's former commanding officers, Walter B. "Buck" Staudt, recalled in December 2000, shortly after Bush was elected president. In 1971, he rated among the top 10% of fellow pilots. (Related: President Bush's military records)

The positive descriptions of Bush's military service make his sudden decision to quit flying in the spring of 1972 — two years before his pilot commitment was up — all the more puzzling.

Why 1st Lt. Bush stopped flying F-102 fighters remains murky despite the release on Friday of more than 400 pages of records detailing his Guard service from the time he enlisted until he was discharged.

An examination by USA TODAY of all the Bush records released to the public and interviews with pilots, Bush's Guard comrades and military personnel experts suggests Bush was treated differently from most pilots:

Bush was accepted into pilot school even though he scored in the 25th percentile on a standardized test. The test was given to all prospective pilots and there was no specific score that disqualified a candidate. In addition, Bush had two arrests for college pranks and four traffic offenses before applying for pilot training. Former and current military pilots say it was uncommon for an applicant to be approved for training with such a record.

There is no record of a formal procedure called a "flying evaluation board," which normally would have been convened once Bush stopped flying in April 1972.

Bush's records do not show he was given another job in the Air Guard once he quit flying. Pilots and Bush comrades say his records should reflect some type of new duties he was assigned.

Asked for an explanation about why Bush stopped flying, the White House said Bush "served admirably" in the Guard, was given permission by commanders to fulfill his obligations in ways that did not involve flying and was honorably discharged. "President Bush is proud of his service," said Dan Bartlett, communications director.

'Highly unusual' circumstances

Bush, whose father was in Congress at the time, was selected for Air Force pilot training, a highly competitive process, despite the speeding tickets and automobile accidents. He had also been arrested for two incidents considered college pranks: stealing a wreath in New Haven, Conn., and rowdiness at a college football game.

The combination of arrests and traffic violations and the score in the bottom quarter of those who took the pilot exam usually would have cast doubt on most applicants who were applying for pilot training, four former and current National Guard fighter pilots and one former Air Force pilot said. All served in the 1970s.

After Bush stopped flying fighter jets in April 1972 and did not take an annual physical examination required of all pilots, the Air Force should have required a hearing known as a flying evaluation board to determine his fitness to fly. Because the federal government spent hundreds of thousands of dollars to train each pilot, it typically did not allow them to stop flying without a formal proceeding. Bush's records do not mention a flying evaluation board.

The president's advisers and friends have explained that Bush stopped flying because his unit was phasing out the F-102 in 1972. They also say he was not able to get a required flight physical in Alabama, where his records show he was granted permission to train in the fall of 1972. Bartlett said there was no need for a physical exam because Bush stopped flying.

Guard records, however, show pilots in Bush's unit in Texas were still flying the F-102 in 1974, a year after Bush left the Guard.

And Bush would likely have been able to get a flight doctor in Alabama to give him a physical. The White House released records last week showing that Bush had received a dental exam at Dannelly Air National Guard Base in Montgomery, Ala., in January 1973.

Pilots who stop flying are given other Guard duties. In Air Force jargon, it's called DNIF, or Duties Not to Include Flying, which is a written order. There is no indication in Bush's records that his supervisors assigned him another job. Aides say Bush has told them that once he stopped flying, he performed "odds and ends" for commanders whose names he can't recall.

So far just one Alabama Guard member, John Calhoun, has come forward with specific recollections of seeing Bush on duty at Dannelly. He said he saw him eight to 10 times from May to October 1972.

John Richardson, a former Air Guard, Air Force and Air Reserve fighter pilot who served from 1978 to 2001, said regulations for Air Guard pilots during the early 1970s were much more relaxed than they are today. But even by the standards of the time, Richardson said, Bush's selection for pilot training and the circumstances under which he stopped flying are "highly unusual."

When Bush joined the National Guard in 1968, the United States was losing more than 250 troops a week in the Vietnam War. The combat deaths disproportionately excluded the sons of privileged families, some of whom used family connections to enlist in the Guard, which was rarely called for Vietnam duty. At that time, before the all-volunteer military was created, the Pentagon used draftees to fill its need for forces in Vietnam.

When Bush applied for membership in the Texas Air National Guard, it was collegial, almost exclusively white and, like other Air Guard units around the USA, far less professional than today.

"The attitude of a typical unit was more like a flying club than a professional military organization," said Chuck Devlaming, a Florida attorney who served two tours of duty in Vietnam and flew fighters for the Air Force and Air Guard from 1968 to 1988.

Devlaming also said, however, that it would be inaccurate to describe Bush or his comrades as performing safe duty during wartime. Flying a fighter jet anywhere, he said, is inherently dangerous.

The unit that Bush was assigned to in Texas, the 147th Fighter Group, defended the continental USA from enemy bomber attacks. Its pilots flew a hard-to-fly fighter jet called the F-102 Delta Dagger. Because most pilots who flew for the Air Guard were part-time officers who had other jobs, commanders were more lax about records and the whereabouts of pilots than Air Force pilots.

Bush's peers remember him as a good flier who, in his first two years as a pilot in 1970-71, flew his share of missions from Ellington Air Force Base in Houston.

Failed to retake physical

Then something happened.

In the spring of 1972, Bush's records show he stopped showing up for drills at his unit in Texas at about the time he requested a transfer to an Alabama Air National Guard unit. Military records indicate he requested the transfer so he could work for the political campaign of Winton "Red" Blount, a Republican candidate for the Senate and a friend of Bush's father.

Bush's last flight physical, taken in 1971, expired on July 6, 1972. He did not renew it, as required of all military pilots, which is noted in his National Guard records. He was suspended from flying in August for missing the exam.

One of the lighter moments of Virginia Woolf's life is when she took part in a very public practical joke cooked up by her brother Adrian Stephen and his friend and classmate Horace Cole. On February 10, 1910, the three of them, along with three other friends, dressed up as a group of foreign diplomats from Abyssinia and British Foreign Office officials. The six disguised friends requested to be taken on a tour of the H.M.S. Dreadnought, the most important warship in England at the time. The captain and crew of the ship were fooled, and they showed Woolf and company the secret areas of the ship. The group even imitated the foreign language! Horace could not let the joke end there. He alerted the press about what they had done, and this photograph was printed in The Daily Mirror.

Alexandra Harris, too, ends her book with an account of Woolf’s rise to pre-eminence as the contested subject of academic literary research: “Politicised, feminised, romanticised, sexualised, castigated, vindicated – the posthumous Virginia Woolf was the figurehead of opposing causes.”

These comments reinforce my impression that academic literary biographers have so many competing academics looking over their shoulders that they diminish the value of their biographies by acknowledging their short shelf life. So let me declare that I am still happy with the first biography of Virginia Woolf, by her nephew Quentin Bell: two slim volumes, written at the urging of Leonard Woolf, published in the early seventies. A talented artist and a fine literary stylist – the author of books on Ruskin and Bloomsbury – Bell declared at the outset that he would steer clear of literary criticism.

His trump card was that he grew up close to Virginia, a member of her and his mother Vanessa’s extended family and of the Bloomsbury group that was their milieu. He was blessed also with a fine sense of the comic – similar, it seems, to his aunt’s. Nothing else can account for Virginia’s taking part (at the age of twenty-eight, before her marriage) in the Dreadnought Hoax, devised by Horace Cole, a friend of her brother Adrian.

Quentin’s account of the hoax, in chapter “1910–June 1912” begins:

On the morning of 10 February 1910, Virginia, with five companions, drove to Paddington Station and took a train to Weymouth. She wore a turban, a fine gold chain hanging to her waist and an embroidered caftan. Her face was black. She sported a very handsome moustache and beard. Of the other members of the party three – Duncan Grant, Anthony Buxton and Guy Ridley – were disguised in much the same way.

Buxton was impersonating the Emperor of Abyssinia; Woolf, Grant and Ridley, members of his court. Adrian played a bearded British interpreter; Cole, a Foreign Office official.

When the train arrived at Weymouth, a flag lieutenant advanced to their carriage door and saluted the Emperor with becoming gravity… There was a barrier to restrain the crowd and the Imperial party proceeded with dignity to where a little steam launch lay in readiness to carry it out to the fleet anchored in the Bay. On H.M.S. Dreadnought… they inspected the Guard of Honour. The Admiral turned to Adrian and asked him to explain the significance of certain uniforms to the Emperor.

“Entaqui, mahai, kustufani,” said Adrian, and then discovered that his stock of Swahili, if it was Swahili, was exhausted. He sought inspiration. It came, and he continued:

“Tahli bussor ahbat tahl aesque miss. Erraema, fleet use….”*

Bell helpfully decodes Adrian’s mangled Latin in a footnote: “‘Talibus orabat talisque miserrima fletus.’ Aeneid iv, 437.”

“Prince Sanganya” (above, left) is Virginia Woolf (Virginia Stephen, as she then was). Next to her (left to right) are Duncan Grant, Adrian Stephen (Virginia’s brother), as the translator, Anthony Buxton, Guy Ridley and Horace de Vere Cole, as a Foreign Office attaché.

Having carried off the hoax, and feeling the joke had gone far enough, the fake Abyssinians agreed on secrecy. All except Cole, who alerted the press (and seems to have supplied them with posed photographs of the group), whereupon it became a public scandal. The family was outraged; questions were asked in parliament; and naval officers, their honour impugned, subjected one of the hoaxers (Duncan Grant) to a ritual flogging on Hampstead Heath. Virginia “had entered the Abyssinian adventure for the fun of the thing,” writes Bell, “but she came out of it with a new sense of the brutality and silliness of men.”
