THERE are a great many things in life we know are essentially meaningless but we do anyway, out of habit or laziness or pleasure. Assessing a president's first 100 days is one of those familiar exercises.
Anticipating a rash of media stories, both the White House and the Republicans rushed out with their own evaluations ahead of the actual magic marker on Friday. Predictably, the White House thought the boss was great, and the loyal opposition thought he was stumbling badly.
This columnist's analysis of Clinton's first 100 days comes down somewhere between these partisan views. The period had elements of both a fairly promising beginning and a chaotic waste of political momentum.
Clearly the president has problems when he is slipping in the polls and his administration team is not yet fully assembled. It doesn't help when his own budget director, Leon Panetta, admits that large portions of his economic plan may not pass Congress
