Whistleblower Protection Act of 1989 - Separates the Office of Special Counsel from the Merit Systems Protection Board. Empowers the Special Counsel to represent and act as legal counsel on behalf of employees alleging prohibited personnel practices, especially whistleblowers. Revises current law with respect to the Special Counsel to reflect its advocate status.
Authorizes the Board to grant protective orders to protect a witness or other individual from harassment either during a proceeding before the Board or during a Special Counsel investigation. Requires the Board, when it considers alternative places for conducting hearings or proceedings, to select the place closest to the location of the individual involved, unless the total administrative costs to the Government in conducting such hearings or proceedings would be less elsewhere.
Authorizes the Special Counsel to file a petition with the Board against an official for: (1) engaging in prohibited personnel practices; (2) violating a law within the jurisdiction of the Special Counsel; or (3) failing to comply with an order of the Board. Sets forth procedures for disciplining such officials.
Authorizes the Special Counsel to apply to the Board to enforce a court subpoena.
Prohibits the Special Counsel from intervening in cases without the employee's consent.
Prohibits the Special Counsel from providing information concerning any person making an allegation of a prohibited personnel practice without the consent of such person, except when necessary because of imminent danger to public health or safety or of imminent criminal act.
Prescribes procedures for the Special Counsel when disclosures are made by persons other than an employee, former employee, applicant for employment, or employee who obtained information in connection with official duties.
Requires the Special Counsel to report annually to the Congress on its activities.
Establishes requirements for the Special Counsel to make public certain information, including noncriminal matters.
Authorizes employees who have been adversely affected by a prohibited personnel practice to bring an action before the Board (instead of or in addition to taking such action to the Special Counsel).
Requires whistleblowers to show that their disclosure was a contributing factor in adverse actions against them in order to prove reprisal.
Authorizes Federal agencies to give preference in granting transfers to whistleblowers.

Robert A. Millikan (22 March 1868 – 19 December 1953) was an American experimental physicist, and Nobel laureate in physics for his measurement of the charge on the electron and for his work on the photoelectric effect.
Charge of the electron
Starting in 1908, while a professor at the University of Chicago, Millikan worked on an oil-drop experiment in which they measured the charge on a single electron. Professor Millikan took sole credit, in return for Harvey Fletcher claiming full authorship on a related result for his dissertation. Millikan went on to win the 1923 Nobel Prize for Physics, in part for this work, and Fletcher kept the agreement a secret until his death. After a publication on his first results in 1910, contradictory observations by Felix Ehrenhaft started a controversy between the two physicists. After improving his setup he published his seminal study in 1913.
The elementary charge is one of the fundamental physical constants and accurate knowledge of its value is of great importance. His experiment measured the force on tiny charged droplets of oil suspended against gravity between two metal electrodes. Knowing the electric field, the charge on the droplet could be determined. Repeating the experiment for many droplets, Millikan showed that the results could be explained as integer multiples of a common value (1.592 × 10-19 coulomb), the charge on a single electron. That this is somewhat lower than the modern value of 1.602 176 53(14) x 10-19 coulomb is probably due to Millikan's use of an inaccurate value for the viscosity of air.
Although at the time of Millikan's oil-drop experiments it was becoming clear that there exist such things as subatomic particles, not everyone was convinced. Experimenting with cathode rays in 1897, J.J. Thomson had discovered negatively charged 'corpuscles', as he called them, with a charge to mass ratio 1840 times that of a hydrogen ion. Similar results had been found by George FitzGerald and Walter Kaufmann. Most of what was then known about electricity and magnetism, however, could be explained on the basis that charge is a continuous variable; in much the same way that many of the properties of light can be explained by treating it as a continuous wave rather than as a stream of photons.
The beauty of the oil-drop experiment is that as well as allowing quite accurate determination of the fundamental unit of charge, Millikan's apparatus also provided a 'hands on' demonstration that charge is actually quantized. The General Electric Company's Charles Steinmetz, who had previously thought that charge is a continuous variable, became convinced otherwise after working with Millikan's apparatus.
Photoelectric effect
When Einstein published his seminal 1905 paper on the particle theory of light, Millikan was convinced that it had to be wrong, because of the vast body of evidence that had already shown that light was a wave. He undertook a decade-long experimental program to test Einstein's theory, which required building what he described as "a machine shop in vacuo" in order to prepare the very clean metal surface of the photo electrode. His results confirmed Einstein's predictions in every detail, but Millikan was not convinced of Einstein's interpretation, and as late as 1916 he wrote, "Einstein's photoelectric equation... cannot in my judgment be looked upon at present as resting upon any sort of a satisfactory theoretical foundation," even though "it actually represents very accurately the behavior" of the photoelectric effect. In his 1958 Book of discoveries on science experiments, however, he simply declared that his work "scarcely permits of any other interpretation than that which Einstein had originally suggested, namely that of the semi-corpuscular or photon theory of light itself."
Since Millikan's work formed some of the basis for modern particle physics, it is ironic that he was rather conservative in his opinions about 20th century developments in physics, as in the case of the photon theory. Another example is that his textbook, as late as the 1927 version, unambiguously states the existence of the ether, and mentions Einstein's theory of relativity only in a noncommittal note at the end of the caption under Einstein's portrait, stating as the last in a list of accomplishments that he was "author of the special theory of relativity in 1905 and of the general theory of relativity in 1914, both of which have had great success in explaining otherwise unexplained phenomena and in predicting new ones." He is also credited with measuring the value of Planck's constant by using photoelectric emission graphs of various metals.

MANAMA, Bahrain - The U.S. Navy today destroyed two offshore Iranian oil platforms, sank a defending Iranian patrol boat and bombed two Iranian frigates. Iran attacked oil facilities off Sharjah and fired on at least two U.S. vessels.
The U.S. attack on the Persian Gulf oil platforms came in retaliation for a mine explosion that tore a hole in a U.S. frigate last week, injuring 10 crewmen.
The White House said three U.S. warships ships blasted each Iranian platform. No U.S. casualties were reported in the attacks, and the Iranians fled prior to the shelling, the White House said.
Iran said a number of oil workers aboard the two platforms were killed or injured. It gave no details.
Defense Secretary Frank C. Carlucci said a U.S. helicopter also was fired upon during the raid but was not hit.
One U.S. warship fired missiles at two approaching Iranian jet fighters, but the fighters reversed course; it was unclear whether they were hit, Carlucci said.
He said an Iranian patrol boat fired on the U.S. cruiser Wainwright, which took part in the attack on one of the platforms. The Wainwright was not hit.

United Airlines Flight 232 was a scheduled flight from Stapleton International Airport in Denver, Colorado, to O'Hare International Airport in Chicago, with continuing service to Philadelphia International Airport. On July 19, 1989, the DC-10 (Registration N1819U) operating the route crash-landed in Sioux City, Iowa, after suffering catastrophic failure of its tail-mounted engine, which led to the loss of all flight controls. 111 people died in the accident
The crew guided the crippled jet to Sioux Gateway Airport and lined it up for landing on one of the runways. However, without flight controls, they were unable to slow down for landing, and were forced to attempt landing at much too high a speed and rate of descent. On touchdown, the aircraft broke apart, caught fire, and rolled over. The largest section came to rest in a cornfield next to the runway.
On final descent, the aircraft was going 240 knots and sinking at 1,850 feet per minute, while a safe landing would require 140 knots and 300 feet per minute. Fitch needed a seat for landing; Dvorak offered up his own, as it could be moved to a position behind the throttles. Dvorak sat in the cockpit's jumpseat for landing. Unfortunately, right before touchdown, the aircraft began a downward phugoid and veered right. The flight crew had no time to react. The tip of the right wing hit the runway first, spilling fuel, which ignited immediately. The tail section broke off from the force of the impact, and the rest of the aircraft bounced several times, shedding the landing gear and engine nacelles and breaking the fuselage into several main pieces. On the final impact the right wing was sheared off and the main part of the aircraft skidded sideways, rolled over on to its back, and slid to a stop upside-down in a corn field to the right of Runway 22. Witnesses reported that the aircraft cartwheeled, but the investigation did not confirm this. News reports that the aircraft cartwheeled were due to misinterpretation of the video of the crash that showed the flaming right wing tumbling end-over-end and the intact left wing, still attached to the fuselage, rolling up and over as the fuselage flipped over.
Of the 296 people on board, 111 died in the crash. Most were killed by injuries sustained in the multiple impacts, but 35 people in the middle fuselage section directly above the fuel tanks died from smoke inhalation in the post-crash fire. Of those, 24 had no traumatic blunt-force injuries. The majority of the 185 survivors were seated behind first class and ahead of the wings. Many passengers were able to walk out through the ruptures to the structure, and in many cases got lost in the high field of corn adjacent to the runway until rescue workers arrived on the scene and escorted them to safety.
