On June 8, 1959, the US Navy fired a Regulus I missile from the USS Barbero (SSG-317) and directed it to land at the Naval Auxiliary Air Station at Mayport, Florida, near Jacksonville. While the sub was docked at Norfolk, Virginia, Postmaster General Arthur Summerfield helped place two blue and red metal containers, holding 3,000 letters, inside the sub’s missile prior to the flight.
The missile was fired from the submarine shortly before noon and arrived at Mayport twenty-two minutes later. The 3,000 letters inside the missile were identical letters from the Postmaster General that were addressed to President Eisenhower, Vice President Nixon, cabinet members and top federal officials, all members of congress, Supreme Court justices, U.S. governors, postmasters generals from around the world and the officers and crew of the Barbero. Summerfield’s letter was an enthusiastic announcement of the experiment, which had not been publicly announced beforehand. Summerfield’s office received several letters from stamp collectors who complained that they had not been given the opportunity to place items aboard the flight. In the four decades since the flight, some of the Regulus I letters have found their way into public hands. Some made their way to dealers that year and were sold at over $100. The letter addressed to the secretary of the Smithsonian Institution remains in the National Postal Museum’s collections.
Ostensibly an experiment in communication transportation, the Regulus’ mail flight sent a subtle signal that in the midst of the Cold War, the US military was capable of such accuracy in missile flight that it could be considered for use by the post office. The missile employed a then state-of-the-art guidance system that could precisely deliver a thermonuclear weapon from a distance of 600 miles. The trip from the USS Barbero to Mayport was only 100 miles in distance, but it helped to illustrate another possible use for the weapons technology. The space used for the containers was space that was originally designed to hold the missile’s nuclear warhead.
Postmaster General Summerfield was ecstatic over the possibilities of postal uses for the technology, claiming that “This peacetime employment of a guided missile for the important and practical purpose of carrying mail, is the first known official use of missiles by any Post Office Department of any nation. Before man reaches the moon, mail will be delivered within hours from New York to California, to Britain, to India or Australia by guided missiles.” Summerfield’s enthusiasm notwithstanding, the 1959 USS Barbero test firing was the only incidence of using a missile to carry mail in the US.

I AM making public today the report of the President's Air Policy Commission.
This report represents the conclusions of five distinguished citizens after 5 months of hearings and deliberation covering the broad field of aviation as it affects the defense and economy of the Nation. The report includes both an appraisal of the present status of our air establishment, military and civil, and a comprehensive body of recommendations for future action.
The rapid development of aviation in recent years requires us to give careful consideration to our national aviation policies to insure the greatest possible benefits for the United States and the world. The Government's 1949 program outlined in the budget includes $5.2 billion for national defense aviation activities. This represents almost one-half of the new spending authority requested for national defense.
Budget requests for civilian aviation provide for increased research, improved airport facilities, and continued modernization of the Federal airways system. Funds to provide for the installation of new air traffic control and navigation and landing aids, which will provide greater safety and regularity of service, are again included in the budget. I am sure that the Commission's report will be helpful to the Government in further developing a long-range aviation policy.
The members of the Commission have given freely of their time and energy to. the study of important issues concerning the future of United States aviation. Their judgments should be studied with care by the Congress and the people of the United States. All of us are indebted to the Commission members for their valuable report.

Dear Mr.______________:
The rapid development of aviation in recent years has made many of our former concepts out of date. At the same time, there exists a danger that our national security may be jeopardized and our economic welfare diminished through a lowered aircraft production and a failure of the aircraft industry to keep abreast of modern methods, with consequent retarding of the development of air transportation. There is an urgent need at this time for an evaluation of the course which the United States should follow in order to obtain, for itself and the world, the greatest possible benefits from aviation.
It is for these reasons that, upon the recommendation of the Secretaries of State, War, Navy, and Commerce and of the Air Coordinating Committee, I am creating a temporary Air Policy Commission to make an objective inquiry into national aviation policies and problems, and to assist me in formulating an integrated national aviation policy. Because of your knowledge of our national needs and our industrial capabilities, as well as your public-spirited concern for the national welfare, I ask you to serve on this Commission.
The Air Policy Commission should study, among other pertinent aspects of the problem, such questions as the current and future needs of American aviation, including commercial air transportation and the utilization of aircraft by the armed services; the nature, type, and extent of aircraft and air transportation industries that are desirable or essential to our national security and welfare; methods of encouraging needed developments in the aviation and air transportation industry; and improved organization and procedures of the Government that will assist it in handling aviation matters efficiently and in the public interest.
The final recommendations of the Commission must, however, go beyond the limits of any one phase of aviation. They should be so broad in scope and purpose that they will assist in revising old policies and in framing new ones, and will serve as a guide for formulating a carefully considered national air policy.
Because of the urgency of the problem, I request the Commission to complete its studies in time to submit its final recommendations to me by January 1, 1948. In its work the Commission will have the full cooperation of all agencies of the Government, including the Air Coordinating Committee, which has been making detailed studies of aviation policies and problems.
Although the Commission will organize its own regular staff and secretariat, the Secretary of Commerce will provide any special staff assistance which may be needed, as well as office headquarters and routine administrative services.
