Mueller takes helm of troubled FBI

WASHINGTON, D.C. — Robert Mueller took charge of the FBI on Tuesday, becoming the sixth director of the law-enforcement agency that has been plagued by recent blunders.
Justice Department and bureau officials said Mueller was sworn in during a private early-morning ceremony in Atty. Gen. John Ashcroft's office.
Mueller, who was nominated by President Bush, was unanimously confirmed a month ago by the Democrat-led Senate.
An FBI official said Mueller's schedule this week was filled with meetings but that he wants to meet with the media, possibly next week.
A formal swearing-in ceremony for Mueller, with Bush expected to attend, may be held in October, the official said.
Mueller, a veteran of the Justice Department, began a 10-year term. He succeeds Louis Freeh, who stepped down in June after serving nearly eight years of his 10-year term.

CENTRAL ISLIP, N.Y. — A former low-level security analyst with the FBI's Las Vegas office admitted Tuesday that he stole agency records that were later sold to mob figures, criminal defendants, lawyers and the targets of grand jury investigations in New York and elsewhere.
Less than three months after his arrest, the analyst, James J. Hill, pleaded guilty in federal district court to four separate counts: conspiracy to steal FBI records, theft of records, conspiracy to obstruct justice and obstruction of justice, said Stephen C. King, an assistant U.S. attorney.
The documents involved cases ranging from mortgage fraud to marijuana trafficking and prostitution.
As part of his plea, Hill, 51, told Judge Denis R. Hurley that he had used computers in the Las Vegas FBI office to steal the documents and that he began selling them in 1999 to a former FBI agent, Michael Levin, who was working as a private investigator in Las Vegas. According to investigators, Levin, in turn, sold the documents to others.
Hill said during his plea that at first he had provided Levin with license plate numbers and addresses of people connected with investigations, but that he had later provided what are called 302s, reports on the status of cases. He was paid about $25,000 for the documents, the FBI has said, though it has not released details of the transactions.
"I took the documents belonging to the FBI without permission," Hill said in a subdued voice as he entered his plea. "I knew that what I was doing was wrong and illegal. I am truly sorry for what I did."

WASHINGTON — Veteran Justice Department prosecutor Robert Mueller took charge of the FBI Tuesday, becoming the sixth director of the troubled law enforcement agency that has been plagued by a recent series of blunders.
Justice Department and FBI officials said Mueller was sworn in during an early morning private ceremony in Attorney General John Ashcroft's office across the street from FBI headquarters.
Mueller, who was nominated by President Bush and who was unanimously confirmed a month ago by the Democratic-led Senate, has vowed to restore public confidence in the FBI.
The agency has been shaken by a series of blunders, ranging from misplaced files in the case of Oklahoma City bomber Timothy McVeigh, to lost or stolen weapons and laptops, to a Russian spy within its own ranks. It faces a number of investigations by the Justice Department's inspector general.
An FBI official said Mueller's schedule this week already had been filled with various meetings but that he wanted to meet with the news media, possibly next week.
A formal swearing-in ceremony for Mueller, with Bush expected to attend, probably will be held in October, the official said.
Justice Department spokeswoman Mindy Tucker said that Ashcroft, during the 15-minute ceremony, talked about how it was a "special moment" for him because he understands the importance of the job and Mueller's high caliber.
Mueller succeeded Louis Freeh, who stepped down in June after serving nearly eight years out of his 10-year term. Mueller also has a 10-year term as FBI chief.
Mueller had long planned to start his new job Tuesday, after first recovering from surgery for prostate cancer on Aug. 2, the day of his confirmation, and then finishing up his work as U.S. attorney in San Francisco.

Ryan Newman figures he’ll sing the words of an old, but familiar Peaches and Herb tune – “Reunited, and it feels so good” – when he climbs into his No. 39 Stewart-Haas Racing (SHR) Chevrolet with his former crew chief Matt Borland at the helm of his race team for his 12th full season in the NASCAR Sprint Cup Series.
Newman and Borland were reunited as a duo during the final four races of the 2012 season for the first time since the end of the 2006 Sprint Cup campaign. The results included four finishes of 12th place or better, including two top-fives. The duo hopes to improve on that trend during the 2013 season and perhaps even recapture the success it enjoyed together in the recent past.
During its first tenure, this unique pairing of engineering majors – Newman a graduate of Purdue University in West Lafayette, Ind., and Borland a graduate of the General Motors Institute of Technology in Flint, Mich. – was a force on the racetrack.
In their five full seasons together in the Sprint Cup Series from 2002 to 2006, Newman and Borland combined to produced 12 victories, 37 poles, 52 top-five finishes and 83 top-10s. It also generated top-10 finishes in the season-ending points after each of its first four seasons of full-time competition.
There’s no doubt the engineer duo has a technical understanding that sparked and sustained its past success. The two speak a common language, and Newman hopes that will help him return to his pole-winning and race-winning form in his fifth full-season at SHR and his first with the new 2013 Chevrolet.

There was no change to the entry at Monaco and no change on pole position with Ayrton Senna fastest in his McLaren-Honda. There was a surprise in second place with the Pirelli-shod Tyrrell-Honda of Stefano Modena ahead of Riccardo Patrese's Williams-Renault, Nelson Piquet's Benetton-Ford, Nigel Mansell (Williams), Gerhard Berger (McLaren) and the Ferrari of Alain Prost. The top 10 was rounded off by the Benetton of Roberto Moreno, Jean Alesi's Ferrari and Andrea de Cesaris in his Jordan.
Modena made a good start but Senna took the lead with Modena second ahead of Patrese, Mansell and Prost. Berger ran into Piquet at the first corner and Piquet was out. Berger would disappear soon afterwards. After stopping for repairs he was charging back when he hit the wall in the Swimming Pool area while trying to wipe his visor. Modena suffered badly from traffic and so fell back to Patrese. Pierluigi Martini was the cause and he became the first man in F1 history to get a 10-second stop-go penalty, which meant going into the pits and waiting 10 seconds before being allowed back onto the track.
On lap 30 Prost overtook Mansell for fourth place but otherwise the order was stable until lap 43 when Modena's engine blew up in the tunnel. Patrese hit the oil and spun wildly. This left Senna with a huge advantage over Prost with Mansell, his engine problem suddenly curing itself, beginning to charge. Alesi continued his lonely race in fourth and Moreno did the same in fifth.
On lap 63 Mansell dived ahead of Prost with a wild manoeuvre but Prost was smart enough to keep out of the way of the errant Williams. Prost's race was ruined when he had to pit to have a wheel tightened and so he finished fifth behind Senna

The helicopters would open the war. They had to take out Iraq's early warning net, and they had to get it all.
At ten seconds before 2:38 in a moonless sky over Iraq, eight US AH-64 Apache helicopters zeroed in on their targets. On their forward-looking infrared screens appeared the images of two Iraqi radar sites just north of Saudi Arabia, placed there to detect intruding fighters. They were linked to four Iraqi fighter bases and to the Intelligence Operations Center in Baghdad.
The unseen Apaches hovered low, four miles south of the radars. At the controls of Number 976, 1st Lt. Tom Drew broke radio silence. "Party in ten," he said. On cue, ten seconds later, the helicopters unleashed a salvo of laser-guided Hellfire missiles. "This one's for you, Saddam ," muttered CW03 Dave Jones, the pilot of another Apache.
The shots, fired in the predawn hours of January 17, 1991, marked the start of Operation Desert Storm and were among the most critical of the war, blinding Iraq's early warning net at a key moment. US Central Command relied entirely on the Apaches and USAF special operations helicopters to do the job. "If something had happened and we didn't do 100 percent [destruction]," said one gunner, CW04 Lou Hall, "a lot of people were going to get hurt."
The Apaches did achieve 100 percent destruction, or close to it. Eyewitnesses report that, when the Hellfires hit the targets, the radar bases evaporated in clouds of smoke and flame. In the four and a half minutes it took to complete the task, the Apaches had, in the words of Gen. H. Norman Schwarzkopf, "plucked out the eyes" of Iraq's Soviet-supplied air defenses.
Nearly 100 allied planes, arriving twenty-two minutes after the raid, roared through the gaping hole in Iraq's network and raced north to strike critical, first-night targets. Air Force F-117s, relying on their stealthiness, already had penetrated Iraqi airspace and were nearing Baghdad by the time the Apaches fired, but destruction of the early warning sites greatly eased the task of nonstealthy allied planes sent into action that night.

Without doubt, they got the drop on the Iraqis, who were looking skyward for fast movers, not for helicopters. It is believed they noticed something resembling "ground clutter" on their screens about two minutes before they were hit but were still trying to figure it out when the Hellfires arrived.

“Oh, shit,” Starkey said, and was appalled by the watery weakness in his voice and the skin-crawl that had started near the base of his testicles sad was now working up into his belly. 99.4% communicability, he thought. It played insanely over and over in his mind. And that meant 99.4% excess mortality, because the human body couldn’t produce the antibodies necessary to stop a constantly shifting antigen virus. Every time the body did produce the right antibody, the virus simply shifted to a slightly new form. For the same reason a vaccine was going to be almost impossible to create.

One of them was maybe thinking about what to make for supper, and whoever was supposed to check her work was maybe thinking about trading the family car. Anyway, Cindy, the last coincidence was that a man at the Number Four security post, a man named Campion, saw the numbers go red just in time to get out of the room before the doors shut and mag-locked. Then he got his family and ran. He drove through the main gate just four minutes before the sirens started going off and we sealed the whole base. And no one started looking for him until nearly an hour later because there are no monitors in the security posts—somewhere along the line you have to stop guarding the guardians or everyone in the world would be a goddam turnkey—and everybody just assumed he was in there, waiting for the sniffers to sort out the clean areas from the dirty ones. So he got him some running room and he was smart enough to use the ranch trails and lucky enough not to pick any of the ones where his car could get bogged down. Then someone had to make a command decision on whether or not to bring in the State Police, the FBI, or both of them and that fabled buck got passed hither, thither, and yon, and by the time someone decided the Shop ought to handle it, this happy asshole—this happy diseased asshole—had gotten to Texas, and when they finally caught him he wasn’t running anymore because he and his wife and his baby daughter were all laid out on cooling boards in some pissant little town called Braintree.
