Thank you for that welcome. Well, thank you so much. What a beautiful day in Tennessee. Thank you all. Let me just first start off by recognizing two who have been introduced, two members of my Cabinet, both should be familiar to you all. First, the Secretary of Energy, Jim Watkins, who's doing an outstanding job not just in the field of energy but in education and so many other things, standing here next to me. And I heard that nice reception for the hometown kid -- [laughter] -- but we refer to him as the Secretary of Education, the distinguished former Governor Lamar Alexander. And you talk about a man who's doing a great job for his country.

I know that this is the district of a very distinguished Congresswoman, Marilyn Lloyd, who couldn't be with us. But I want to re-present three with whom I work very closely in the Congress, Congressmen Jimmy Quillen and Don Sundquist and Jimmy Duncan, who are also right down here on the end. And my thanks to Al Trivelpiece, the Director of Oak Ridge, and to Joe Coors, who's been introduced, of Coors structural ceramics. He just handed me a ceramic putter. [Laughter] And he said if this fails, and it will, I'll use it as a hammer. [Laughter] You know what that's all about.

But this agreement today is one that I hope to see repeated across the Nation. This agreement, that I'm going to witness, combines in one place the resources of Government with the energy and inventiveness of private enterprise. And you're pointing our country toward the next American century.

In the old era, now ending, many of America's best scientists were engaged in winning the cold war. Well, the new era will free up those priceless talents to concentrate on the technologies of tomorrow, improving productivity and guaranteeing our long-term prosperity. We will transform the arsenal of democracy into the engine of economic growth. It's going to take the right kind of investments, the kind we've been making for 3 years. And our future economic competitiveness demands that we invest in an area in which we've always led the world, and I'm talking about something you all know a lot about, research and development.

Our challenge now is to put more of these incredible technologies to work for the America of this decade and beyond. We've been busy sweeping away the obstacles that inhibit the transfer of technology from the Government over to the private enterprise sector. Two years ago, I signed a bill that allows private industry to take advantage of Government research. And there are 675 public-private agreements that are active today, 675.

And today, we witness another one. Coors Ceramics Company and the Oak Ridge National Lab are going to attack one of the obstacles to wider use of durable, efficient, and lightweight ceramic parts: machining ceramics without destroying their desirable qualities. Oak Ridge's high temperature materials lab, a world-class advanced materials testing facility, will be working with American industry to take the world lead in making precision ceramic parts. Ceramic parts will be vital to the longer lasting and more efficient engines of the future. And we're in a race with other nations for this multibillion dollar market, and we will get there first with the best products, thanks to the hard work of people right here, the imagination of these scientists.

And let me make this clear to the rest of the country, something that you all know: Getting there first, in this regard, means jobs, American jobs. Now, Coors moved here 2 years ago precisely to take advantage of the expertise and high-tech facilities here at Oak Ridge. And that means 85 new jobs here because of this partnership. And this is just one of the 25 cooperative agreements at this lab alone.

One of the reasons I'm here is to help get the message out. Our national technology initiative, which Admiral Watkins is spearheading and helping us spearhead, is bringing Government officials together with private businesses to let them know what Government can offer in technology. We must move these developments out of the laboratory and into the marketplace and create more American jobs. And that's what this is about.

I'm very, very pleased to be here with you all today. So without further ado, I'll be pleased to witness the signing of the agreement. I believe that's going to take place. Here it is. Thank you all very much.

So let me take this opportunity, thinking back a year just almost from this minute, when the ground war started, let me take this opportunity to thank the 6,700 Tennessee reservists and National Guard who were called up for Desert Storm and who served this State and served this country with such distinction.

It's a pleasure to be here in Knoxville, for what you've done here is a model for the Nation. This city combines in one place the enthusiasm of cutting-edge research, the resources of Government, and then the energy, the dynamic energy of the private enterprise. You are pointing our country toward the next American century.

We stand today at what I think most people would agree is a pivot point in history, at the end of one era and the beginning of another. As imperial communism died and as the clouds of the cold war part, America stands alone, the undisputed leader of the world. The old era demanded great sacrifices of our country; we met them, each and every one of them. But the new era opens up to us limitless possibilities, fresh challenges of the kind that have always brought out the best in America.

For the short term, of course, our challenge is to fire up the economy. I've put together a two-part plan, starting with a short-term package, seven commonsense steps to spur investment and create jobs. With inflation down and interest rates lower than they've been in 20 years, our plan offers incentives to business to buy equipment, upgrade their plants, and start hiring again. It offers a real boost to the housing market, often at the forefront of economic recovery, with a ,000 tax credit for first-time homebuyers.

I have asked the Congress to pass this plan by March 20th. You may have heard about other tax plans floated up on Capitol Hill. The House Democrats are offering 25 cents a day, literally, in income tax relief in exchange for cuts in Medicare, student loans, farm payments, and true to form, a large permanent tax increase. That plan will deepen the deficit by billion and cost jobs as well. That is a lose-lose proposition if ever there was one. Here in Knoxville, let me again remind the United States Congress: We are a month and a day away from the deadline. Help your country. Put politics aside for just those 31 days that it takes. No more games. Pass our plan and get this economy moving again all across the country.

But then we must look forward, beyond the short-term into the next century. Believe it or not, looking forward has become a more radical notion than it sounds. For some quarters, we hear the dim voice of defeatism, that tin trumpet sounding retreat. We're told that our future lies in turning away from the world, pulling down the shades, and hoping that the rest of the world just goes away. Well, don't be fooled by the tough talk and the patriotic bluster. Protectionism comes from fear, fear that American workers can't compete, fear that American ingenuity is spent, fear that we must turn away from the world because we can no longer lead the world. That's not the future that I see for the United States of America. The America of the future must embrace challenges, not cut and run. It must put back the frontiers of knowledge and technology and use our great strengths of individual initiative and determination. If we do, the America of the future will compete, and it will win.

This century has taught us many lessons. But above them all stands an overarching truth: If America is to succeed economically at home, we must lead economically abroad. Now, our leadership ensures markets for American products and jobs for American workers. And it gives us room to spread our wings and show the world what we can do. Let us never forget: Our national symbol is the eagle; it is not the ostrich.

Each generation of Americans makes an implicit compact with the generations that follow. We pledge that their opportunities will be greater than ours. Our generation will make good on that pledge but only if we continue to lead the world.

So for the last 3 years, my administration has been laying the foundation for America's continued leadership. We've approached this pivot point in history, this moment of unparalleled opportunity, with a positive strategy to build on the enduring strengths of the American people, our capacity for hard work, our cutting-edge technology, our willingness to take risks. To continue as the world's economic leader we must excel in two vital areas: education and technology. That's where our future lies. Our strategy must target both, and it does.

American science is the best in the world. We've got to make sure that the same is true of American science education. Tomorrow's marketplace will demand workers highly skilled in math and science. Tennesseans know the importance of that, and I thank you for lending me your Governor and U.T. president, Lamar Alexander. He's on the cutting edge. He's out front in trying to revolutionize the schools in this country. Through our America 2000 education strategy, we're getting that education message to the rest of the country.

Working with the Nation's Governors, Secretary Alexander and I set six ambitious education goals, done on a bipartisan basis, wasn't Republican, Democrat, liberal, conservative. The Governors came together under Lamar's leadership, and we came up with these goals. And one of the most important ones was this: By the year 2000, American students will be first in the world in math and science. The budget that I've recently submitted to Congress calls for more than billion in math and science education programs. That's more than a 120-percent increase over the past 3 years for programs at the precollege level.

Just 2 years ago, when I was last here in your wonderful city, I mentioned that our Energy Secretary, Jim Watkins, had joined up with U.T. and Oak Ridge to start a new math and science academy for America's teachers. Once again, Tennessee set the pace for our country. To better train teachers, we plan to double the number of math and science instructors receiving federally assisted in-depth instruction in their field. This year, almost half the Nation's precollege math and science teachers will receive some federally funded training.

In the old era now ending, many of our best scientists helped America win the cold war. The new era will free up those priceless talents to transform the arsenal of democracy into the engine of economic growth. That is the mission, that is the challenge of the nineties.

It will take the right kind of investments, the kind we've been making for years, for 3 years. And these have been tough decisions. This year, I've asked for a freeze on discretionary domestic spending -- got to do that for the overall budget -- which means that any increases have to be the result of hard thinking about priorities. Well, we've done the hard thinking, and we've made a fundamental decision. Our future economic competitiveness demands that we invest today in one of our greatest strengths, research and development. And I've asked for a record investment in R D, billion next year alone.

Now, let me give you just a few examples of what this means. This year we're investing 3 million to assist private enterprise in the development of a high-performance computing system 1,000 times more powerful than today's computer. And such a system will forecast droughts and hurricanes, design better aircraft, unlock the riddle of the genome.

We're investing more than billion for research in energy technologies to improve energy efficiency, nuclear fusion, clean coal technologies, and alternatives to petroleum.

We're investing almost .5 billion in transportation R D. To relieve our overburdened highways and airports, we're stimulating research in new transportation technologies such as intelligent vehicle-highway systems and high-speed rail. Some of you unintelligent drivers beware; you may be replaced.

We're increasing investment in biotechnology research for a total of more than billion, so that we continue to lead the world in conquering disease and relieving world hunger. Now, this research can pay dividends undreamed of just a few years ago, not only in health care but in manufacturing, energy, and in environmental protection. One recent development: microorganisms that emit light signals when they encounter pollution in the environment.

And there's much more, substantial increases for the superconducting super collider, agricultural research, and the development of advanced materials. We will double the budget for the National Science Foundation, home to some of our most fantastic scientific and technological advances.

And for a generation, when Americans have looked to the future, they have looked to the stars. Well, we're intensifying our efforts to explore the Moon and the planets, a quest that not only lifts our spirits but brings tangible benefits in new technology and economic growth.

These incredible technologies can't just sit in the science books; they need to work for America. And so, we're moving them out of the laboratory and into the marketplace. We've been busy sweeping away the obstacles that block the transfer of technology from the Government to private enterprise. And just over, I think it was 2 years ago, I signed a bill that allows private industry to take competitive advantage of Government research.

There are 675 public-private agreements active today. In fact, I had a great morning. I just witnessed another one out at Oak Ridge this morning. The Coors Structural Ceramics Company and Oak Ridge will be perfecting a new ceramic material that's tougher than steel. In fact, Coors has decided to locate in this area to be near the scientists and facilities at Oak Ridge. And in doing that, Coors joins more than 20 other companies that have moved to your area for the same reason. And that's the bottom line of these agreements: jobs for Knoxville, jobs for America.

Our national technology initiative brings Government officials together with private businesses to let them know what Government can offer in new technology. This initiative will take advantage of the irreplaceable resources at our national labs, including Oak Ridge, to foster technological excellence.

But make no mistake, Government has no business setting what's known as an industrial policy, where you pick winners and losers and protect favorite industries from market forces, no business doing that. The lightning pace of today's economy is too quick. It's too vital for the deadening hand of the bureaucrat. We will continue to lead only if we give the marketplace full play. A competitive market cuts fat, it encourages efficiency, and it rewards innovation.

That's why for 3 years we've tried to encourage private venture capital. You know, America taxes capital gains at a rate higher than any of our world competitors. And yet the same pessimists who complain we can't compete still stand in the way of lower capital gains taxes. So, let's put an end to that self-defeating nonsense. Congress must lower that capital gains tax to create jobs, and the time to lower it is right now.

Finally, we've asked Congress to make the R E tax credit a permanent part of the Tax Code. For private companies, this credit reduces the cost of research and development by as much as 20 percent. American businesses must be able to plan for the future knowing those savings are secure.

Each one of these measures has world-shaping implications. There is a strategy for a competitive, vigorous America, and it springs from a vision of what our future should be. The great blessing of our country is that we Americans have the power to create our own future. We have that extraordinary opportunity, once again, to guarantee that when our children attend school, they receive the best education in the world and that when they leave school, they enter a growing economy with good jobs of their choosing. Let us never forget, the future we plan for today belongs to them.

I am fortunate, very, very fortunate to be President of the United States at an exciting time in our country's marvelous history. The world still looks to this great country for leadership. And we have so much to be grateful for, and I am proud to serve as your President.

John D. Long, a South Carolina State Senator, appeals his conviction for violating and conspiring to violate the Racketeer Influenced and Corrupt Organization (RICO) Act, 18 U.S.C. § 1962(c) and (d). Long assigns the following errors: his Senate seat, described in the indictment as an Office of Senate, was not an "enterprise" as defined by the Act; the activities of his office do not affect interstate commerce; the court improperly admitted tapes of recorded conversation; and the jury should not have been furnished transcripts of the tapes. We affirm.


Long and Billy Dean Roark, a Senate employee, were charged with accepting bribes, in violation of South Carolina law, paid to induce Long to procure state jobs for the persons who gave the bribes. Roark pled guilty and testified against Long.


The evidence disclosed the following undisputed facts. Roark urged an acquaintance to buy a state job from Long. This man told an agent of the Federal Bureau of Investigation about Roark's suggestion and agreed to act as an informant for the FBI. Wearing a tape recorder, the informant met several times with both Roark and Long, and he paid $700 to Long and $800 to Roark in return for Long's promise to get him a state job. The informant then introduced Roark and Long to an FBI agent who said he was looking for state employment. The agent also had several meetings with Long and Roark, all of which were taped by a body recorder. At one of these meetings, the agent paid Long $500 as a down payment for a state job. Although both the informant and the agent obtained interviews with state agencies, including the state Alcohol Beverage Control Commission, neither was given state employment before the grand jury returned the indictments against Roark and Long.

On Thursday, in an interview on the CBS News program "This Morning," Smith said that she had agreed to let the authorities search her home on Wednesday but that she did not know what they were looking for.

With her husband by her side for the interview, she denied knowing anything about the whereabouts of their two sons.

"I did not have anything to do with the abduction of my children," Smith said in the interview.

"I don't think that any parent could love my children more than I do, and I would never even think about doing anything that would harm them," she added. "It's really painful to have the finger pointed at you when it's your children involved."

By one o’clock on the afternoon of June 29, he had the cotleg free. At the end the bolt had given with stupid ease and the leg had clanged to the floor of his cell and he had just looked at it, wondering what in God’s name he had wanted it for in the first place. It was about three feet long.

He took it to the front of the cell and began to hammer furiously against the blued-steel bars. “Hey!” he yelled, as the clanging bar gave off its deep, gonglike notes. “Hey, I want out! I want to get the fuck out of here, understand? Hey, goddammit, hey! ”

He stopped and listened as the echoes faded. For a moment there was total silence and then from the holding cellblock came the rapturous, hoarse answer: “Mother! Down here, Mother! I’m down here!”

“Jeeesus! ” Lloyd cried, and threw the cotleg into the corner. He had struggled for hours, practically destroyed his fingers, just so he could wake that asshole up.

He sat on his bunk, lifted the mattress, and took out a piece of rough bread. He debated adding a handful of dates, told himself he should save them, and snatched them up anyway. He ate them one by one, grimacing, saving the bread for last to take that slimy, fruity taste out of his mouth.

When he was done with this miserable excuse for a meal, he walked aimlessly to the right side of his cell. He looked down and stifled a cry of revulsion. Trask was sprawled half on his cot and half off it, and his pants legs had pulled up a little. His ankles were bare above the prison slippers they gave you to wear. A large, sleek rat was lunching up on Trask’s leg. Its repulsive pink tail was neatly coiled around its gray body.

Lloyd walked to the other corner of his own cell and picked up the cotleg. He went back and stood for a moment, wondering if the rat would see him and decide to go off where the company wasn’t quite so lively. But the rat’s back was to him, and as far as Lloyd could tell, the rat didn’t even know he was there. Lloyd measured the distance with his eye and decided the cotleg would reach admirably.

“Huh!” Lloyd grunted, and swung the leg. It squashed the rat against Trask’s leg, and Trask fell off his bunk with a stiff thump. The rat lay on its side, dazed, aspirating weakly. There were beads of blood in its whiskers. Its rear legs were moving, as if its ratty little brain was telling it to run somewhere but along the spinal cord the signals were getting all scrambled up. Lloyd hit it again and killed it.

Starkey closed his eyes. Vic Hammer was… had been… his son-in-law. How was he supposed to tell Cynthia about this? I’m sorry, Cindy. Vic took a high dive into a cold bowl of soup today. Here, have a “downer.” You see, there was a goof. Somebody made a mistake with a box. Somebody else forgot to pull a switch that would have sealed off the base. The lag was only forty-some seconds, but it was enough. The box is known in the trade as a “sniffer.” It’s made in Portland, Oregon, Defense Department Contract 164480966. The boxes are put together in separate circuits by female technicians, and they do it that way so none of them really know what they’re doing. One of them was maybe thinking about what to make for supper, and whoever was supposed to check her work was maybe thinking about trading the family car. Anyway, Cindy, the last coincidence was that a man at the Number Four security post, a man named Campion, saw the numbers go red just in time to get out of the room before the doors shut and mag-locked. Then he got his family and ran. He drove through the main gate just four minutes before the sirens started going off and we sealed the whole base. And no one started looking for him until nearly an hour later because there are no monitors in the security posts—somewhere along the line you have to stop guarding the guardians or everyone in the world would be a goddam turnkey—and everybody just assumed he was in there, waiting for the sniffers to sort out the clean areas from the dirty ones. So he got him some running room and he was smart enough to use the ranch trails and lucky enough not to pick any of the ones where his car could get bogged down. Then someone had to make a command decision on whether or not to bring in the State Police, the FBI, or both of them and that fabled buck got passed hither, thither, and yon, and by the time someone decided the Shop ought to handle it, this happy asshole—this happy diseased asshole—had gotten to Texas, and when they finally caught him he wasn’t running anymore because he and his wife and his baby daughter were all laid out on cooling boards in some pissant little town called Braintree. Braintree, Texas. Anyway, Cindy, what I’m trying to say is that this was a chain of coincidence on the order of winning the Irish Sweepstakes. With a little incompetence thrown in for good luck—for bad luck, I mean, please excuse me—but mostly it was just a thing that happened. None of it was your man’s fault. But he was the head of the project, and he saw the situation start to escalate, and then

Larry Underwood pulled around the corner and found a parking space big enough for the Datsun Z between a fire hydrant and somebody’s trash can that had fallen into the litter. There was something unpleasant in the trash can and Larry tried to tell himself that he really hadn’t seen the Stiffening dead cat and the rat gnawing at its white-furred belly. The rat was gone so fast from the sweep of his headlights that it really might not have been there. The cat, however, was fixed in stasis. And, he supposed, killing the Z’s engine, if you believed in one you had to believe in the other. Didn’t they say that Paris had the biggest rat population in the world? All those old sewers. But New York did well, too. And if he remembered his misspent youth well enough, not all the rats in New York City went on four legs. And what the hell was he doing parked in front of this decaying brownstone, thinking about rats anyway?

Five days ago, on June 14, he had been in sunny Southern California, home of hopheads, freak religions, the only c/w nightclubs in the world with gogo dancers, and Disneyland. This morning at quarter of four he had arrived on the shore of the other ocean, paying his toll to go across the Triborough Bridge. A sullen drizzle had been falling. Only in New York can an early summer drizzle seem so unrepentantly sullen. Larry could see the drops accreting on the Z’s windshield now, as intimations of dawn began to creep into the eastern sky.

The planchette jerked again, almost pulling their fingers from it, and skittered to the upper-lefthand corner of the paper.

“Wowie,” Nadine said. “Did you feel—”

They did, all of them did, although neither Rachel nor Jane Fargood would talk to her about it later. And she had never felt particularly welcome in either girl’s room after that night. It was as if they were both a little afraid to get too close to her after that.

The planchette suddenly began to thrum underneath their fingers; it was like lightly touching the fender of a smoothly idling car. The vibration was steady and disquieting. It was not the sort of movement a person could cause without being fairly obvious about it.

The girls had grown quiet. Their faces all wore a peculiar expression, an expression common to the faces of all people who have attended a séance where something unexpectedly genuine has occurred—when the table begins to rock, when unseen knuckles rap on the wall, or when the medium begins to extrude smoky-gray teleplasm from her nostrils. It is a pallid waiting expression, half wanting whatever it is that has begun to stop, half wanting it to go on. It is an expression of dreadful, distracted excitement… and when it wears that particular look, the human face looks most like the skull which always rests half an inch below the skin.

“Stop it!” the horse-faced girl cried out suddenly. “Stop it right now or you’ll be sorry!”

And Jane Fargood screamed in a fear-filled voice: “I can’t take my fingers off it! ”

Someone uttered a little burping scream. At the same instant Nadine realized that her own fingers were also glued to the board. The muscles of her arms bunched in an effort to pull the tips of her fingers from the planchette, but they remained where they were.

“All right, the joke is over,” Rachel said in a tight, scared voice. “Who—”

And suddenly the planchette began to write.

It moved with lightning speed, dragging their fingers with it, snapping their arms out and back and around in a way which would have been funny if it weren’t for the helpless, caught expressions on all three girls’ faces. Nadine thought later that it was as if her arms had been caught in an exercise machine. The writing before had been in stilted, draggling letters—messages that looked as if they had been written by a seven-year-old. This writing was smooth and powerful… big, slanting capital letters that slashed across the white page. There was something both relentless and vicious about it.

The last word howled itself across the page in inch-high capital letters and then the planchette whirled from the tablet, leaving a long streak of graphite behind like a shout. It fell on the floor and snapped in two.

There had been an instant of shocked, immobile silence, and then Jane Fargood had burst into high, weeping hysterics. The thing had ended with the housemother coming upstairs to see what was wrong; Nadine remembered, and she had been about to call the infirmary for Jane when the girl had managed to get hold of herself a little.

Through the whole thing Rachel Timms had sat on her bed, calm and pale. When the housemother and most of the other girls (including the horse-faced girl, who undoubtedly felt that a prophetess is without much honor in her own land) had left, she had asked Nadine in a flat, strange voice: “Who was it, Nadine?”

“I don’t know,” Nadine had answered truthfully. She hadn’t had the slightest idea. Not then.

“You didn’t recognize the handwriting?”

“No.”

“Well, maybe you just better take that… that note from beyond or whatever it is… and go back to your room.”

“You asked me to sit down!” Nadine flashed at her. “How was I supposed to know anything like… like that would happen? I did it to be polite, for God’s sake!”

Rachel had had the good grace to flush at that; she had even offered a little apology. But Nadine had never seen much of the girl after that, and Rachel Timms had been one of the few girls Nadine had ever felt really close to during her first three semesters at college.

From then until now she had never touched one of these triangular spiders made of pressed fiberboard.

But the time had… well, it had slouched around at last, hadn’t it?

Yes indeed.

Heart beating loudly, Nadine sat down on the picnic bench and pressed her fingers lightly to two of the planchette’s three sides. She could feel it begin to move under the balls of her fingers almost immediately, and she thought of a car with its engine idling. But who was the driver? Who was he, really? Who would climb in, and slam the door, and put his sun-blackened hands on the wheel? Whose foot, brutal and heavy, shod in an old and dusty cowboy boot, would come down on the accelerator and take her… where?

Nadine, beyond help or hope of succor, sat upright on the bench at the crest of Flagstaff Mountain in the black trench of morning, her eyes wide, that feeling of being on the border stronger than ever. Anthony Blunt, in full Anthony Frederick Blunt, also called (1956–79) Sir Anthony Blunt (born Sept. 26, 1907, Bournemouth, Hampshire, Eng.—died March 26, 1983, London), British art historian who late in his life was revealed to have been a Soviet spy.

While a fellow of Trinity College, Cambridge, in the 1930s Blunt became a member of a circle of disaffected young men led by Guy Burgess, under whose influence he was soon involved in espionage on behalf of the Soviet Union. His public career was brilliant. From 1937 he published scores of scholarly papers and books by which he largely established art history in Great Britain. He was an authority on 17th-century painting, particularly that of Nicolas Poussin. During World War II he served in MI-5, a military intelligence organization, and was able to supply secret information to the Soviets and, more importantly, to give warning to fellow agents of counterintelligence operations that might endanger them.

What I started thinking last month, during December 2012, is how I finally resolved my relation to Joseph Wayne Burgess.

I have written several times that I started thinking that Joseph was my second uncle and I wrote that I wasn’t really certain if that was accurate. I didn’t really think it through more beyond that point.

Last month I started thinking extensively on that topic.

I started thinking that he is indeed my uncle but he is biologically my half-uncle and not my second uncle as I had before written.

What I started thinking over several different periods of thought is that he and my biological father, whom I had never met before 1989 and whom I guess I had never met since and certainly not in the past decade, are biological half-brothers.

That means Joseph Burgess and Prince Charles would be biological half-brothers, according to that line of thought.

Joseph Burgess and my biological [ father ], my thinking goes, have the same biological father but they have different biological mothers.

I was raised to believe Joseph Burgess was my biological father but according to thoughts I had last month extensively he would have been actually my biological half-uncle.

His biological father would be my biological grandfather.

I was stationed at the United States Navy base in Great Lakes Illinois and as a United States Navy Fire Controlman 3rd Class Petty Officer I was attending the Class A school for the Fire Controlman occupational rating and which teaches the fundamentals of the computer equipment that rating maintains for the weapons systems of United States Navy warships and other ships that have defensive weapons systems.


That must have been the summer of 1986 and I think was about four to six weeks after I had arrived in Illinois after I had left an earlier school in Orlando Florida.

Ernie Matthews, who operates the prison electric chair, is having a crisis of conscience about his role as state executioner. His unrequited love for Joan Wright, another prison employee, adds to his depression. She in turn loves Johnny Martin, the warden's chauffeur and a trustee eligible shortly for parole. When the despondent Matthews goes to a local road house after an execution to get drunk, he's taunted by a sadistic reporter, and a brawl results. Because Johnny came to Matthews' aid in the fight, the parole board, pressured by the press, turns down his expected release, and Johnny reacts bitterly, forcing the warden to rescind his privileges. When Johnny's mentally challenged cell mate Big Billy strangles a sadistic warder, it is only Johnny's intervention that keeps a second guard from being killed. Another vindictive convict, Gus Barth, the only living witness to Johnny's heroism, spitefully hides the truth, hoping that Johnny goes to the electric chair.

UNION, S.C. — Authorities Friday remained frustrated in the search for two children who apparently were abducted by a gunman in a carjacking.

Sheriff Howard Wells said there were no suspects in the Tuesday night disappearance of Michael Smith, 3, and his brother Alexander, 14 months.

Sightings of possible suspects near Union and in North Carolina produced nothing, and police continued to conduct searches and talk to family members looking for clues, Wells said.

He said nobody, including the parents of the children-David Smith, 24, and Susan Vaughan Smith, 23-had been ruled out as possible suspects. But Wells also said he had no suspects.

"This is bizarre," James Oppy, the FBI agent in charge in South Carolina, said of the circumstances surrounding the alleged kidnapping.

Wells said investigators have talked several times with the boys' mother. Wells said Susan Smith has changed her story as to some details of the events, but he would not elaborate.

Federal and state law enforcement sources told The State newspaper of Columbia, S.C., that Susan Smith did not pass a lie-detector test when questioned Thursday.

Both parents were given lie-detector tests during questioning Thursday, sources said. The father passed the test, but the mother did not. Her test was inconclusive, the sources added.

Wells reported that Susan Smith said she was driving to a male friend's house at the time of the incident, about 9:15 p.m. Tuesday, but he was not home. The man, who was not identified, was questioned and is not a suspect, the sheriff said.

The sheriff, who characterized the case as "very frustrating," said there are some unanswered questions about the reported kidnapping in the small, close-knit mill community of 10,000, known as the "city of hospitality."

A particular puzzle, he said, is the disappearance of the car. Wells said that with the massive publicity, it's unusual that the car is missing this long.

Also, questions linger about why someone would steal a car in the rural community when there were no reports of robberies or other crimes at the same time, and why a carjacker would let Susan Smith go and not the children.

Female Navy Combat Pilot Dies In Crash

October 27, 1994 By New York Times News Service.

WASHINGTON — One of the Navy's first female combat pilots was killed in a training accident off Southern California on Tuesday, the Navy said Wednesday.

The pilot, Lt. Kara Hultgreen, 29, of San Antonio, crashed into the sea as she was preparing to land her F-14 Tomcat on the aircraft carrier Abraham Lincoln. The F-14's radar-intercept officer, Lt. Matthew Klemish, ejected and was rescued by Navy helicopters.

Navy officials said the cause of the accident, which occurred at 3 p.m. in fair weather, was under investigation.

Lt. Hultgreen, who completed F-14 pilot training in July, was part of the first class of women allowed to fly Navy fighter jets in combat missions.

In April 1993, Defense Secretary Les Aspin lifted the last barrier to female pilots flying combat missions and serving aboard warships. Until then, female aviators in the Army, Air Force and Navy were limited to training and other non-combat jobs. The Marine Corps had no female pilots.

Lt. Hultgreen was one of two women among the 14 pilots in Fighter Squadron 213, an F-14 unit based at Miramar Naval Air Station outside San Diego.

Before being tapped to fly the F-14, the fighter plane that actor Tom Cruise made famous in the movie "Top Gun," Lt. Hultgreen flew EA-6A jets based at Key West Naval Air Station in Florida that help to train Navy ship crews to detect enemy aircraft or missiles.

But Lt. Hultgreen, who graduated from the University of Texas with a degree in aerospace engineering, hoped to one day become an astronaut.

UNION, S.C. — Authorities remain frustrated in the search for two children who apparently were abducted by a gunman in a carjacking.

Sheriff Howard Wells said Friday there were no suspects in the Tuesday night disappearance of Michael Smith, 3, and his brother, Alexander, 14 months.

Sightings of possible suspects near Union and in North Carolina produced nothing, and police continued to conduct searches and talk to family members looking for clues, Wells said.

He said nobody, including the parents of the children-David Smith, 24, and Susan Vaughan Smith, 23-had been ruled out as possible suspects. But Wells also said he had no suspects.

"This is bizarre," James Oppy, the FBI agent in charge in South Carolina, said of the circumstances surrounding the alleged kidnapping.

Wells said investigators have talked several times with the boys' mother. Wells said Susan Smith has changed her story on some details of the events, but he would not elaborate.

"We had some questions about her story and talked with her several times," he said.

Federal and state law enforcement sources told The State newspaper of Columbia, S.C., that Susan Smith did not pass a lie-detector test when questioned Thursday.

Both parents were given lie-detector tests during questioning Thursday, sources said. The father passed the test, but the mother did not. Her test was inconclusive, the sources added.

Wells reported that Susan Smith said she was driving to a male friend's house at the time of the incident, about 9:15 p.m. Tuesday, but he was not home. The man, who was not identified, was questioned and is not a suspect, the sheriff said.

The sheriff, who characterized the case as "very frustrating," said there are some unanswered questions about the reported kidnapping in the small, close-knit mill community of 10,000, known as the "city of hospitality."

A particular puzzle, he said, is the disappearance of the car. Wells said that with the massive publicity, it's unusual that the car is missing this long.

"It's hard to imagine that the car is in this county, unless it's well hidden," he said.

Also, questions linger about why someone would steal a car in the rural community when there were no reports of other crimes at the same time, and why a carjacker would let Susan Smith go and not the children.

According to Susan Smith, the man said he didn't have time to remove the boys, and he promised not to hurt them.

Oppy said it seems unusual for a man wanting a car for transportation to drive away with two children in it.

Female Combat Pilot's Death Sparks Debate

WASHINGTON — The death of one of the Navy's first female combat pilots on Tuesday has rekindled tensions within the military over the decision to expand the roles available to women, even though the cause of the accident is not yet known.

Navy officials from Honolulu to Washington are going out of their way to defend the pilot, Lt. Kara Hultgreen, against what they say are spurious accusations about her flight record-and to defend the new roles for women in general.

Several news organizations in Southern California have received faxes, apparently from disgruntled male aviators, raising questions about her flight tests.

As friends, relatives and a high-level delegation of Navy officers gathered Saturday in San Antonio at a memorial service for the 29-year-old aviator, many expressed anger at the largely anonymous campaign to challenge her fighter-jock credentials.

"She was very highly regarded," Lt. Matthew Klemish, the plane's radar-intercept officer who ejected safely, said in a brief telephone interview. He refused to discuss the accident.

The accusations underscore the depth of resentment some male pilots still feel toward permitting women into their fraternity.

Investigators suspect engine problems caused Hultgreen to lose control of her F-14 Tomcat and crash into the sea as she was preparing to land on the aircraft carrier Abraham Lincoln 40 miles southwest of San Diego.

But they cannot be sure whether mechanical problems or pilot error was to blame until the plane is raised from the ocean. Her body has not been recovered.

A lot is at stake in this inquiry. Some male pilots have complained that the first group of women allowed to fly combat missions since the Pentagon lifted a ban last year has received preferential treatment from a Navy hierarchy eager to push them through the training pipeline to erase the stain of the Tailhook sexual harassment scandal. Navy officials adamantly deny this.

The crash also underscores that even in peacetime, operating complex weapons of war is a hazardous business. Ten F-14 aviators have died in training accidents since 1992.

By nearly all accounts, Hultgreen was handling the pressure of her pioneer position with aplomb. In April, Hultgreen narrowly failed on her first attempt to qualify for carrier missions. Navy officials say about 25 percent of all Navy pilots fail on their first try. But in July, Hultgreen passed easily, and was assigned to Fighter Squadron 213, an F-14 unit at Miramar Naval Air Station in San Diego.

"We were a little apprehensive at first about women driving the plane, but she got a hold of that thing and knew what she was doing," Capt. Tom Sobieck, who commanded Hultgreen's F-14 training squadron, said in a telephone interview. "She was a really fine airplane driver."

Hultgreen warned her superiors against allowing any leniency toward women. Rear Adm. Robert Hickey, commander of the Nimitz carrier battle group in San Diego, recalled the lieutenant telling him last year: "Guys like you have to make sure there's only one standard. If people let me slide through on a lower standard, it's my life on the line. I could get killed."

In an interview, Tor Hultgreen, the pilot's father, said "She was not intimidated, and felt she was capable of doing whatever any man could do."

Senate Report Chides Director For Ames Case

WASHINGTON — Convicted spy Aldrich Ames was a bumbling, buffoonish secret agent who had more in common with Peter Sellers' Inspector Clousseau than James Bond or George Smiley, according to a declassified Senate Intelligence Committee report made public Tuesday.

The 150-page report on the worst spy scandal in CIA history includes an account of Ames' accidentally leaving a briefcase with information about a Russian undercover agent on a New York subway.

Committee Chairman Dennis DeConcini (D-Ariz.) said the report "paints a picture which will come as a shock to most Americans" and one that warrants CIA Director James Woolsey's replacement if he doesn't take recommended steps to reform the agency soon.

The Intelligence Committee, which spent eight months investigating the case, accused the CIA of "gross negligence" from beginning to end.

DeConcini said there are 23 agency officials who bear responsibility for the Ames debacle, but the only disciplinary action taken by Woolsey was to issue letters of reprimand to 11, seven of whom are retired.

"I believe my decisions were fair and just," Woolsey said Tuesday at a news conference in Pittsburgh. "We should put cases and decisions behind us and move on to the challenges of managing counterintelligence."

According to the report, Ames told the committee in a jailhouse interview that a career selling life-and-death secrets to the Russians began in April 1985 when he strolled into the Soviet Embassy in Washington and left a note with his name and CIA title on it.

He said he gave the Soviets all his most valuable information at the outset of his treachery without any specific request for money in return. Eventually, he got tens of thousands of dollars in cash payments.

Though the Soviets began executing and imprisoning CIA operatives behind the Iron Curtain soon after Ames identified them, the agency didn't get around to checking on Ames for six years.

Ames was kept on the job even though he was a notorious heavy drinker who slept off liquid lunches at his desk, the report said.

Ames, who has been sentenced to life imprisonment without parole, told committee interrogators he stayed at work late and routinely downloaded classified information from agency computer files and stuffed his briefcase full of classified documents.

The report said former CIA Directors William Casey, William Webster and Robert Gates and former acting CIA Director Richard Kerr-who were in charge of the agency from 1986 to 1991, "must ultimately bear the responsibility for the lack of an adequate investigative response."

In their report, DeConcini, Vice Chairman John Warner (R-Va.) and the 15 other Intelligence Committee members recommended two dozen major changes in CIA operations and procedures.

These include firing personnel with chronic drinking problems, conducting background checks on people with compromising and continuing personal problems, searching staff leaving and entering CIA premises and ending heavy reliance on polygraph tests, which Ames boasted of beating twice.

These and other proposals for reforming the agency will be taken up by a presidential panel to be appointed this month.

Accompanying the committee report was a transcript of an interview with Ames last Aug. 5.

Ames said that, after receiving an initial payment of $50,000 from the Soviets, he "gathered up from my desk documents, cables, traffic . . . reflecting virtually all of the most important cases that we had and gave it to them with no preconditions.

"I said nothing about, you know, give me more money or what to do. I just said here (are) . . . virtually all of our intelligence officer cases, GRU (Soviet Military Intelligence) officers, KGB officers all around the world."

Though he never gave them information of such value again, the Soviets and later Russian intelligence officials continued to pay him and at one point informed him in a written note that they had set aside $2 million for him.

He said that during the years he was stationed in Rome, he would take original classified documents out of CIA offices in shopping bags, then meet with his Soviet controller over drinks and exchange his bags of documents for bags of money. He routinely would fly to Switzerland to deposit large sums of cash in unnumbered bank accounts taken out in his own name-all without the CIA ever noticing.

The report said the Ames case showed the CIA is "a system and a culture unwilling and unable to face, assess and investigate the catastrophic blow Ames had dealt to the core of its operations."

Ames disclosed that he almost got into trouble for a bumbling episode that had nothing to do with his treachery.

While stationed in Washington, he had one or two meetings a month at a safe house in the Bronx with a Russian agent doing intelligence work for the CIA in New York. Ames customarily carried documents used in debriefing the Russian agent in the false bottom of a briefcase.

Once, tired from an Amtrak ride from Washington, he realized after getting on a New York City subway headed to the Bronx that he needed batteries for his tape recorder.

"So I jumped out of the subway and went in and I bought the batteries," he said, "and then I realized I left my briefcase!"

He went to the safe house and called the CIA's New York office.

"We were worried to death because the reason the safe house was up in the Bronx was because the Soviet residential complex was nearby," he said.

"I went back down to the base chief's apartment. They were waiting for me along with a couple of guys from the (FBI). We were drafting a little ad to go down in the bottom of the front page of The New York Times. And while we were doing that, we got a call from the bureau. A school teacher in Queens had found this briefcase and called the FBI."

Scam Artist Swindles War Vet

Chicago — Posing as an undercover CIA agent who needed money to "help the country," a Chicago man swindled $100,000 over four years from an elderly World War II veteran with strong patriotic feelings, the Cook County state's attorney's office said Wednesday.

The 79-year-old victim cashed his life insurance policy, took advances on his Visa card, and borrowed from friends to pay the scam artist, George Evans, 38, of 4331 S. Federal St., the state's attorney's office said.

Evans was first arrested last year, when he received 4 years probation after pleading guilty to financial exploitation and theft by deception, said Assistant State's Atty. Delores Robinson of the Elder Abuse Unit.

On Wednesday, Evans was back in court for pulling another ruse on the war veteran. He was sentenced to 7 years in prison for violation of probation.

Robinson, who characterized the victim as "easily manipulated," said Evans buttressed his charade by calling the veteran and pretending to be George Bush, Dan Quayle, Thurgood Marshall, Colin Powell and other high-ranking federal officials.

In The Wake Of An American Tragedy

The news hit the nation Thursday evening like a blow to the heart. Michael and Alexander Smith of Union, S.C., had been found dead in their parents' car at the bottom of a local lake, and their mother had confessed to the murders.

The story of the two little boys whose mother said had been kidnapped in a carjacking touched a universal chord. Across the country, people who had prayed for the brothers and cried over them, parents who had hugged their children a bit more tightly because of them, felt sadness, shock and betrayal at the grim outcome.

But perhaps most surprising is that anyone was surprised at all. For the stark truth is that in America today the phenomenon of parents killing children is no rarity.

The Tribune's Killing Our Children series last year found that of the 61 Chicago-area children killed in 1993, 16 were killed by a parent.

From little Joseph Wallace, hanged by his mother in Chicago last year to 2-year-old Daryl Bell Jr. of Waukegan, beaten to death by his dad in April, the stories have paraded across the pages of the newspaper, chilling readers to the bone.

The South Carolina case also managed to scratch the ugly sore of racism, because of Susan Smith's description of the phantom carjacker/kidnapper as a black man. In the aftermath, black Americans are rightly angered by that characterization and the assumptions underlying it.

But what gripped the hearts of most people, black and white, who followed the story was concern for the two lost boys. And despite the tragic outcome and the bleak statistics it calls to mind, that concern is something to be proud of.

Again and again, when tragedy strikes-and particularly when children are at risk-the country shows the better part of its nature.

The interest in this case grew not from voyeurism but from a collective understanding that in some way we all are parents, and all children deserve our care. Worse than the deaths of two children, worse than the violence that took them, would be to lose that belief.

For Bush Offspring, Political Foes Can't Kill Criminals Fast Enough

WASHINGTON — Put the Bush boys, Jeb and Junior, down as fledgling politicos who are establishing the tone for this peevish election season.

Down in Texas, George W. Bush is striving to unseat Democratic Gov. Ann Richards, while in Florida, Jeb Bush is leading the state's Democratic governor, Lawton Chiles, by an increasing margin.

Jeb (that's John Ellis Bush in Kennebunkport shorthand) is lately attacking Chiles on the death-penalty question, always a favorite with Republicans. But Jeb-and his brother-have brought an updated twist to the debate, since their Democratic rivals in fact support the death penalty.

Problem is, to hear the Bush boys tell it, Lawton Chiles and Ann Richards aren't killing folks at a sufficient rate.

Jeb is running a television ad in which the mother of Elisa Nelson, a 10-year-old murder victim, blames Chiles because the man convicted of the killing 13 years ago has not been executed. Larry Mann is on Death Row.

"We're still waiting for justice," Wendy Nelson says in the ad. "We won't get it from Lawton Chiles because he's too liberal on crime."

Chiles has signed 16 death warrants and presided over eight executions since his 1990 election.

Whenever possible, he points out that as many convicted murderers have been executed in his first term as were done away with in the first terms of his predecessors, Republican Bob Martinez and Democrat Bob Graham.

Still, Chiles says he doesn't feel compelled to hold a news conference and "brag about putting people to death."

And Jeb Bush, when asked, acknowledges that there is nothing Chiles or any governor can do to speed the state-sanctioned killing of Mann, whose case remains tied up in appeal.

OK, the ad is dishonest and exploitative, but Bush insists it's a good way to elevate the public discussion of crime, the issue most voters maintain is their primary concern.

Brother George is exhibiting a similar strategy in Texas, arguing that the Democratic governor isn't doing enough to get more convicted murderers into the end zone.

It's a hard sell, even for a Bush. Richards, a Texas-style liberal, has presided over 45 executions in her four years in Austin.

That's one a month and sets a standard for the 50 states. But it's not good enough for George W., who apparently thinks the governor ought to show up at the execution site and strap the bad guys into Old Sparky herself.

Early in the campaign, Bush showed his devotion to public safety by offering viewers an ad that staged the fictional abduction of a fictional woman by a fictional man in a fictional parking lot.

Some of this behavior might be familiar to Illinois voters, who have learned from their own Republican governor that women-at least Democratic women-can't be tough on crime.

Out in California, Democrat Kathleen Brown, who opposes the death penalty, lashed back at GOP Gov. Pete Wilson's soft-on-crime argument by announcing in a TV debate that her daughter was a rape victim and her son had been mugged.

Illinois Democrat Dawn Clark Netsch has yet to play that sort of card against Republican Gov. Jim Edgar, who kicked off his re-election campaign with the execution of mass murderer John Wayne Gacy.

It's pretty primitive stuff, but all the indications are that it's potent politics.

You could argue that capital punishment-now permitted in 37 states-hasn't had much effect on the murder rate in this country. Certainly it's no safer in places like Texas and Florida than it is in, say, Iowa.

Politically, however, the argument is about over. Even New York Gov. Mario Cuomo, a Democrat who has vetoed a capital punishment bill in each of the last 12 years, has signaled he is prepared to adopt the let-the-legislature-decide approach.

What the Brothers Bush are up to is a transparent attempt to recast the crime debate at a time when Democrats from President Clinton on down are embracing the death penalty.

Republicans saw the issue slipping away from them in 1992, when then-Gov. Bill Clinton, a "new Democrat," returned to Little Rock, Ark., in the middle of his White House campaign to make sure no one missed the execution of a cop-killer.

In 1990 The Forces of Iraq invaded and conquered the country of Kuwait. Fearfull of a continued drive through Saudi Arabia, American forces were immediately dispatched and plans made for the defense of the US's oil-rich ally. From the beginning USAF special operations personnel were present. USAF Combat controllers handled all of the air traffic at King Fahd airport during the buildup of Allied forces. During that time, they handled the busiest airport in the history of the world, some days handling as many as 1,800 operations per day ( that equates out to 75 operations an hour, or an aircraft taking off or landing at intervals of less than a second between each operation!!! ). After the buildup they moved to Al Jouf Airfield, just south of the Iraqi/Saudi border, preparing to handle battle-damaged aircraft returning from the first night of the air war.

Although the supreme allied commander, General Schwartzkopf, had a dislike of special forces, he allowed them some missions early in the war. The iraqi border was ringed by an array of high-tech long-range radars that could warn the iraqi command of incoming bombers and attak aircraft. In order to minimize the Iraqi response the element of surprise was needed and that meant destroying the radars before the Iraqis knew aircraft were on the way. In an excellent example of inter-service coordination, 4 USAF MH-53J's lead eight US Army AH-64 Apaches through the Iraqi front lines and near to two long range randar complexes in an operation named "Eager Anvil".

The Pave lows marked a precise spot with bundles of chem-sticks and then moved off to a close orbit. Using the chemsticks to precisely update their internal navigation systems, the Apaches were able to destroy both radar stations completly within ten seconds of each other. The combined team of Pave Low and Apache were the first American and Allied aircraft across the border during the air war.

Boy crusader Matt works for the Daily News and always breaks the big story. The only trouble is that he usually has the wrong information and the paper must print a retraction. But this time he thinks that he is on the right track. On patrol with his cop friends, they find the body of millionaire Edward Abbott in a cheap boarding house. It could be suicide or murder and Matt goes with murder, but the inquest goes with suicide. So Matt is out of a job, but in love with Jane and goes with his hunches - which put him in the middle of more killings.
