Statement on Signing the Authorization for Use of Military Force Against Iraq Resolution of 2002

Today I have signed into law H.J. Res. 114, a resolution "To authorize the use of United States Armed Forces against Iraq." By passing H.J. Res. 114, the Congress has demonstrated that the United States speaks with one voice on the threat to international peace and security posed by Iraq. It has also clearly communicated to the international community, to the United Nations Security Council, and, above all, to Iraq's tyrannical regime a powerful and important message: the days of Iraq flouting the will of the world, brutalizing its own people, and terrorizing its neighbors must—and will—end. Iraq will either comply with all U.N. resolutions, rid itself of weapons of mass destruction, and in its support for terrorists, or it will be compelled to do so. I hope that Iraq will choose compliance and peace, and I believe passage of this resolution makes that choice more likely.
The debate over this resolution in the Congress was in the finest traditions of American democracy. There is no social or political force greater than a free people united in a common and compelling objective. It is for that reason that I sought an additional resolution of support from the Congress to use force against Iraq, should force become necessary. While I appreciate receiving that support, my request for it did not, and my signing this resolution does not, constitute any change in the long-standing positions of the executive branch on either the President's constitutional authority to use force to deter, prevent, or respond to aggression or other threats to U.S. interests or on the constitutionality of the War Powers Resolution. On the important question of the threat posed by Iraq, however, the views and goals of the Congress, as expressed in H.J. Res. 114 and previous congressional resolutions and enactments, and those of the President are the same.
Throughout the past months, I have had extensive consultations with the Congress, and I look forward to continuing close consultation in the months ahead. In addition, in accordance with section 4 of H.J. Res. 114, I intend to submit written reports to the Congress on matters relevant to this resolution every 60 days. To the extent possible, I intend to consolidate information in these reports with the information concerning Iraq submitted to the Congress pursuant to previous, related resolutions.
The United States is committed to a world in which the people of all nations can live in freedom, peace, and security. Enactment of H.J. Res. 114 is an important step on the road toward such a world.

ACLU: Sex In Restroom Stalls Is Private
In an effort to help Sen. Larry Craig, the American Civil Liberties Union is arguing that people who have sex in public bathrooms have an expectation of privacy.
Craig, of Idaho, is asking the Minnesota Court of Appeals to let him withdraw his guilty plea to disorderly conduct stemming from a bathroom sex sting at the Minneapolis airport.
The ACLU filed a brief Tuesday supporting Craig. It cited a Minnesota Supreme Court ruling 38 years ago that found that people who have sex in closed stalls in public restrooms "have a reasonable expectation of privacy."
That means the state cannot prove Craig was inviting an undercover officer to have sex in public, the ACLU wrote.
The Republican senator was arrested June 11 by an undercover officer who said Craig tapped his feet and swiped his hand under a stall divider in a way that signaled he wanted sex. Craig has denied that, saying his actions were misconstrued.

Washington State Leads Nation in Seat Belt Usage; Gov. Locke Unveils New Holiday Traffic Safety Campaign
Gov. Gary Locke today announced that Washington state drivers lead the nation in seat belt usage. The governor also unveiled a new holiday traffic safety campaign targeting drunken drivers.
According to the National Highway Traffic Safety Administration, Washington has the highest seat belt use rate in the country at 93 percent, up more than 12 percent since May 2002. The national seat belt use rate is 75 percent. This increase has resulted in 22 saved lives, according to Washington Traffic Safety Commission estimates. The number of traffic deaths from May 2002 through September was 289, compared with the previous 13-year average of 311 for that time period.
The increase in seat belt use is attributed to seat belt enforcement legislation signed by Locke and “Click it or Ticket,” a media and enforcement campaign managed by the Washington Traffic Safety Commission. The seat belt legislation, sponsored by Rep. John Lovick (D-Mill Creek), went into effect in June.
The “Click it or Ticket” campaign was a collaborative effort between the commission and local, regional and state law enforcement agencies. Before these recent state efforts, seat belt usage in Washington had been around 82 percent for six years running.
“Our highly successful seat belt campaign has saved two dozen lives and thousands of state and local taxpayer dollars,” Locke said. “We’re pleased that the public has responded to the stepped up enforcement and simple message that seat belts save lives.”
Building on the success of the “Click it or Ticket” campaign, Locke today unveiled a new holiday driver outreach program titled “Drive Hammered, Get Nailed.”

In Donald Rumsfeld’s new book, Known and Unknown, out February 8, Rumsfeld offers an account of George W. Bush’s early interest in Iraq. This was just days after the 9/11 attacks. There were no apparent reasons for Bush to focus on Iraq, instead of on the actual perpetrators of the attacks.

As many as six assistant coaches at Penn State allegedly witnessed "inappropriate behavior" between Jerry Sandusky and boys, stretching as far back as the 1970s, NBC News has learned.
It is unclear if any of the men made a report to higher-ups at Penn State before the sex-abuse scandal erupted in 2011.
The information, which comes from court documents and multiple sources with direct knowledge of legal proceedings, raises new questions about how long the abuse went on, why no one stopped it and whether there could be even more victims than previously known.
Sandusky — who worked in the football program at Penn State under legendary head coach Joe Paterno for three decades — is serving 30 to 60 years in prison after being convicted of molesting 10 boys he met through a charity starting in 1994.
But sources told NBC News that one former Penn State assistant coach witnessed an incident in the late 1970s. Three other coaches — who have gone on to work in the NFL and at Division I colleges — allegedly saw inappropriate conduct between Sandusky and boys in the early and mid-1990s.
