The U.S. military DD-214 form that I received from the official personnel records center contains a primary speciality number of 1189, which was created for this official federal undercover identity I am still using. Subtracting 59 from 1189 produces 1130, which is the billet number for a regular commissioned U.S. Navy officer with the U.S. Navy SEAL qualification.

Aiding and Abetting the Investment of Dirty Money: Mens Rea and the Nonracketeer under RICO Section 1962 (a)
Section 1962(a) of the Racketeer Influenced and Corrupt Organizations Act (RICO) prohibits the investment by a racketeer of income earned from racketeering crimes. Traditionally, this section has been applied only to racketeers. In two recent cases, however, the courts have faced the question of holding nonracketeers, such as lawyers and investment advisors acting in the ordinary course of their business, liable for aiding and abetting the investment of such "dirty money." In at least one of these cases, the court ruled that nonracketeers could be held liable. The central problem raised by such a conclusion is whether such persons, whose actions in aid of investments may be blameless except for the origin of the money being invested, act with the requisite mens rea to criminalize their conduct. This Note examines the proper standard for mental culpability for nonracketeers under the statute. It first briefly reviews the RICO statute as a whole and the
courts' broad constructions of it. Focusing on Section 1962 (a) and the nonracketeer, the Note then finds in the legislative history an intent to apply a standard that would require a nonracketeer to have a "stake in the enterprise" in order to be held liable. The Note goes on to examine the "stake in the enterprise" concept as developed in federal criminal law, specifically in cases involving sellers of goods to criminals, and concludes that mere knowledge of the identity of the investor and the source of the funds is insufficient for nonracketeer liability. Under the "stake in the enterprise" concept, there must be intent to profit from the criminality of the racketeer's activities. Finally, the Note, looking again to the seller-of-goods cases for guidance, examines what evidence is necessary to prove such intent.

§ 1511. Return alive of person declared missing or dead
(a) Pay and Allowances.— Any person (except for a person subsequently determined to have been absent without leave or a deserter) in a missing status or declared dead under subchapter VII of chapter 55 of title 5 or chapter 10 of title 37 or by a board appointed under this chapter who is found alive and returned to the control of the United States shall be paid for the full time of the absence of the person while given that status or declared dead under the law and regulations relating to the pay and allowances of persons returning from a missing status.
(b) Effect on Gratuities Paid as a Result of Status.— Subsection (a) shall not be interpreted to invalidate or otherwise affect the receipt by any person of a death gratuity or other payment from the United States on behalf of a person referred to in subsection (a) before February 10, 1996.

This occurred on a day 59 days after 4/14/87. It was also 30 days after 5/13/87, the date I think I finished my escape from Africa, and it reminds me of my theory that I had to literally kill a lion with my bare hands when I was thrown into a cage with one. I have been thinking that I have done that more than once, and when - somehow - I was prompted to write about it, by who ever can prompt me somehow, I guess through some form of communication we established before I was hynoptized, I wrote about one other time I killed a large cat with my bare hands. I started thinking I was supposed to write about an artificial and symbolic memory of when I accidently hit a dog on its backbone with a machete after the dog ran in front of me just as I swung the machete to chop a stick. But what I wrote about was of doing some kind of flip or side-flip or some kind of somersault over the charging lion and I snapped its spine with my fist when it raced underneath me. I
am reminded of a time at Microsoft when a coworker rushed over to my desk to tell me his pet had died and I don't remember the type of animal, but he said something about it being a big cat. I was confused by the whole conversation. I just hope I remember how to do that if they try it again. Lot of crazy stuff going on around me out there every day, here behind the lines of insurrection of insurgent-controlled King County, Washington.

Conflict in the Third World can pose serious threats to our security interests. Low intensity conflicts, which take place at levels below conventional war, but above routine peaceful competition among states, can be particularly troublesome.
The attached report, prepared pursuant to section 1311 of the National Defense Authorization Act of 1987, responds to legislation passed by the Congress in 1986. It describes actions taken, and ongoing, as a result of our experience with low intensity conflicts over the last several years and highlights a broad-range effort to address problems associated with low intensity conflict and our Special Operations Forces. In that regard, in June of this year, I approved a new national policy and strategy for low intensity conflict and established a Board for Low Intensity Conflict that is chaired by my National Security Adviser. The essential elements of our low intensity conflict policy and strategy are described in the report.
We have also activated the new Unified Command for Special Operations, improved our special operations capabilities, and established the office of the new Assistant Secretary of Defense for Special Operations and Low Intensity Conflict.
More work lies ahead. The United States must continue to respond to challenges arising from low intensity conflict -- to defend our interests and support those who put their lives on the line in the common cause of freedom. For the United States to be effective in this most important undertaking, there must be public understanding and strong congressional support. I hope this report will contribute to a broader understanding of low intensity conflict and the support that our policy requires.

The President. Part of this wonderful celebration is music, fireworks, family, friends, no speeches. But I just want to welcome you here tonight and say what an immense pleasure and pride it is for Hillary and for me to have you here.

And let me just say one little thing seriously. Every Fourth of July, I try to take a little time to think about what this country means in a special way. And today, I finished a biography I've been reading of our second President, John Adams. He's the first person who ever lived in this house, in 1800. He died on the 50th anniversary of our Declaration of Independence, on July the 4th, 1826, the same day President Jefferson died. They were great friends. And they died, on the same day, as they had lived: loving this country. And what I want to ask all of you to think about is what we can do to make sure that this country's still here 200 years from now. That's our job.

Everyone was most cordial. Senate Armed Services Committee Chairman Richard Russell set the tone for the session: "I understand from Senator Byrd that you are a Virginia boy." U-2 Pilot Francis Gary Powers, making his first public appearance since his release from captivity in the Soviet Union, smiled back. Then, in a soft drawl, he told his story. Committee members asked a few gentle questions, and sent him on his way with their paternal blessings. It was all over in 90 minutes.
The way had been paved for Powers by Central Intelligence Agency Director John McCone in two days of closed-door testimony. McCone assured the committee that Powers had lived up to his $30,000-a-year CIA contract. During and after his Moscow trial. Powers had been criticized in the U.S. for admitting too much. But McCone provided the committee with a memorandum explaining that U-2 pilots had been instructed, in case of misadventure, to "surrender without resistance," "adopt a cooperative attitude," and to feel "perfectly free to tell the full truth" about the nature of their missions and their employment by the CIA—withholding only some of the specifications of the U-2 itself.* Powers himself could add little to what was already known about his flight and capture. He could remember "feeling, hearing, and just sensing an explosion." When he looked up, everything he saw "was orange." Said he: "I had never seen anything like this before, and I am sure
there was an explosion. I feel that the explosion was external to the aircraft and behind me, but I don't really know." After a desperate struggle. Powers managed to bail out of his U2. His treatment by his Russian captors, he said, had been "much better than I expected." He won applause from the spectators in the packed Senate caucus room when he said: "There was one thing that I always remembered while I was there, and that was that I am an American." Powers left the hearing room exonerated by the committee of any misconduct.
Back home in Pound, Va., townspeople were planning a welcoming ceremony to be held after Powers' release from Georgetown University Hospital, where he was sent for a physical examination. Having passed all his other tests, Powers was free to remain in the CIA if he wished, free to collect some $50,000 in back pay. Asked how he would spend it, Powers replied: "Slowly." Then he disappeared into a waiting Government car—leaving behind him a persistent feeling that some of his story remained untold.

The Engineer As President

Phil Condit, an engineer who spearheaded development of Boeing's newest commercial jetliner by insisting that customers play a major role in its design, says he will bring the same philosophy to the Boeing corporate presidency.
Condit, who has been with Boeing for 21 years, was elected president and a member of the company's board of directors yesterday.
One of Condit's first assignments as president, according to Shrontz, will be to get better acquainted with Boeing's defense and space business. That division has suffered in the past year as many programs were canceled or cut. The company has gotten the division back into the black and is looking for ways to expand its work.
"We can play a bigger role in the military market," he said.

NASA is conducting a variety of activities designed to study the approaching Comet C/1996 B2 Hyakutake and will share this information, and on-going amateur and student observations of the comet, with the general public.
Discovered on January 30 by Japanese amateur comet hunter Yuji Hyakutake using powerful binoculars, the comet is expected to be as bright or brighter than the stars of the Big Dipper. The comet will make its closest approach to Earth on March 25 at a distance of about 9.3 million miles. It should be visible (weather and light pollution permitting) as a dimly glowing cloud in the northern night sky to the left of the handle of the Big Dipper, as seen from North America.

Comet Hyakutake ( formally designated C/1996 B2) is a comet discovered on January 30, 1996, which passed very close to Earth in March of that year. It was dubbed The Great Comet of 1996; its passage near the Earth was one of the closest cometary approaches of the previous 200 years. Hyakutake appeared very bright in the night sky and was widely seen around the world. The comet temporarily upstaged the much anticipated Comet Hale-Bopp, which was approaching the inner solar system at the time.
Scientific observations of the comet led to several discoveries. Most surprising to cometary scientists was the first discovery of X-ray emission from a comet, believed to have been caused by ionised solar wind particles interacting with neutral atoms in the coma of the comet. The Ulysses spacecraft unexpectedly crossed the comet's tail at a distance of more than 500 million km from the nucleus, showing that Hyakutake had the longest tail known for a comet.
Hyakutake is a long-period comet. Before its most recent passage through the solar system, its orbital period was about 17,000 years, but the gravitational influence of the giant planets has increased this period to 100,000 years.

An American spacecraft is on its way to Mars and a planned landing there on the next Fourth of July, when it should deliver the first remotely controlled roving vehicle designed to traverse the landscape of another planet.
If the unmanned craft, Mars Pathfinder, reaches its destination, it would be making the first landing on Mars in 20 years, since the two Vikings set down on the russet plains in 1976. Pathfinder's roving vehicle, called Sojourner, is expected to photograph the Martian rocks and find out what they are made of.
The $196 million Pathfinder began its seven-month, 310-million-mile journey early Wednesday with a successful launching at Cape Canaveral, Fla. Liftoff came at 1:58 a.m., two days late because of bad weather and computer software problems.

As the US presidential election race enters its final weeks, both major party candidates have been attempting to play up their lighter sides.
As part of a gag-laden appearance on the David Letterman show, Republican hopeful George W Bush unveiled a fantasy "to do" list if he is elected to the White House.
This included stocking the library with plenty of large-print books, a self-deprecating reference to his alleged illiteracy, and giving the Oval office "a good scrub" - a thinly veiled allusion to the Monica Lewinsky affair.
