§ 1511. Return alive of person declared missing or dead
(a) Pay and Allowances.— Any person (except for a person subsequently determined to have been absent without leave or a deserter) in a missing status or declared dead under subchapter VII of chapter 55 of title 5 or chapter 10 of title 37 or by a board appointed under this chapter who is found alive and returned to the control of the United States shall be paid for the full time of the absence of the person while given that status or declared dead under the law and regulations relating to the pay and allowances of persons returning from a missing status.
(b) Effect on Gratuities Paid as a Result of Status.— Subsection (a) shall not be interpreted to invalidate or otherwise affect the receipt by any person of a death gratuity or other payment from the United States on behalf of a person referred to in subsection (a) before February 10, 1996.

(a) Charges and Specifications.— Charges and specifications against an accused in a military commission under this chapter shall be signed by a person subject to chapter 47 of this title under oath before a commissioned officer of the armed forces authorized to administer oaths and shall state—
(1) that the signer has personal knowledge of, or reason to believe, the matters set forth therein; and
(2) that such matters are true in fact to the best of the signer’s knowledge and belief.
(b) Notice to Accused.— Upon the swearing of the charges and specifications in accordance with subsection (a), the accused shall be informed of the charges and specifications against the accused as soon as practicable.

(a) Each armed force has court-martial jurisdiction over all persons subject to this chapter. The exercise of jurisdiction by one armed force over personnel of another armed force shall be in accordance with regulations prescribed by the President.
(b) In all cases, departmental review after that by the officer with authority to convene a general court-martial for the command which held the trial, where that review is required under this chapter, shall be carried out by the department that includes the armed force of which the accused is a member.

Edward VIII (Edward Albert Christian George Andrew Patrick David; later The Duke of Windsor; 23 June 1894 – 28 May 1972) was King of the United Kingdom and the British Dominions, and Emperor of India
Edward was officially invested as Prince of Wales in a special ceremony at Caernarfon Castle on 13 July 1911.
When the First World War (1914–18) broke out, Edward had reached the minimum age for active service and was keen to participate. He had joined the Grenadier Guards in June 1914, and although Edward was willing to serve on the front lines, Secretary of State for War Lord Kitchener refused to allow it, citing the immense harm that would occur if the heir to the throne was captured.
Despite this, Edward witnessed trench warfare firsthand and attempted to visit the front line as often as he could, for which he was awarded the Military Cross in 1916. His role in the war, although limited, made him popular among veterans of the conflict. Edward undertook his first military flight in 1918 and later gained his pilot's licence.

Pentagon can't explain apparent mystery plume off California coast

Los Angeles, California (CNN) -- The Pentagon is unable to explain images of what witnesses took to be a high-altitude rocket launched off the coast of Southern California at sunset Monday, officials said.
But John Pike, a defense expert who is director of GlobalSecurity.org, said he believes he has solved the mystery.
"It's clearly an airplane contrail," Pike said Tuesday afternoon. "It's an optical illusion that looks like it's going up, whereas in reality it's going toward the camera. The tip of the contrail is moving far too slowly to be a rocket. When it's illuminated by the sunset, you can see hundreds of miles of it ... all the way to the horizon.
"Why the government is so badly organized that they can't get somebody out there to explain it and make this story go away. ... I think that's the real story," Pike added. "I mean, it's insane that with all the money we are spending, all these technically competent people, that they can't get somebody out there to explain what is incredibly obvious."

Sailor burned in aircraft carrier fire
HONOLULU - The Navy says a fire aboard the USS George Washington aircraft carrier has left one sailor with minor burns and 23 others with heat stress. The Navy said Friday that sailors extinguished the fire several hours after flames were spotted Thursday in the rear of the nuclear-powered ship. It says the carrier's propulsion plant was not damaged and the fire did not threaten the safety of the ship's nuclear reactor.

Propaganda, the coordinated attempt to influence public opinion through the use of media, was skillfully used by the Nazi Party in the years leading up to and during Adolf Hitler's leadership of Germany (1933–1945). Nazi propaganda provided a crucial instrument for acquiring and maintaining power, and for the implementation of their policies, including the pursuit of total war and the extermination of millions of people in the Holocaust.
Chronology
In opposition (1919-33)
Nazi leader Adolf Hitler devoted two chapters of his 1925/26 work Mein Kampf, itself a propaganda tool, to the study and practice of propaganda. He claimed to have learnt the value of propaganda as a World War I infantryman exposed to very effective British and ineffectual German propaganda. The argument that Germany lost the war largely because of British propaganda efforts, expounded at length in Mein Kampf, reflected then-common German nationalist claims. Although untrue – German propaganda during World War I was mostly more advanced than that of the British – it became the official truth of Nazi Germany thanks to its reception by Hitler.
Mein Kampf contains the blueprint of later Nazi propaganda efforts. Assessing his audience, Hitler writes in chapter IV:
"Propaganda must always address itself to the broad masses of the people. (...) All propaganda must be presented in a popular form and must fix its intellectual level so as not to be above the heads of the least intellectual of those to whom it is directed. (...) The art of propaganda consists precisely in being able to awaken the imagination of the public through an appeal to their feelings, in finding the appropriate psychological form that will arrest the attention and appeal to the hearts of the national masses. The broad masses of the people are not made up of diplomats or professors of public jurisprudence nor simply of persons who are able to form reasoned judgment in given cases, but a vacillating crowd of human children who are constantly wavering between one idea and another. (...) The great majority of a nation is so feminine in its character and outlook that its thought and conduct are ruled by sentiment rather than by sober reasoning. This
sentiment, however, is not complex, but simple and consistent. It is not highly differentiated, but has only the negative and positive notions of love and hatred, right and wrong, truth and falsehood."
As to the methods to be employed, he explains:
"Propaganda must not investigate the truth objectively and, in so far as it is favourable to the other side, present it according to the theoretical rules of justice; yet it must present only that aspect of the truth which is favourable to its own side. (...) The receptive powers of the masses are very restricted, and their understanding is feeble. On the other hand, they quickly forget. Such being the case, all effective propaganda must be confined to a few bare essentials and those must be expressed as far as possible in stereotyped formulas. These slogans should be persistently repeated until the very last individual has come to grasp the idea that has been put forward. (...) Every change that is made in the subject of a propagandist message must always emphasize the same conclusion. The leading slogan must of course be illustrated in many ways and from several angles, but in the end one must always return to the assertion of the same formula."
Hitler put these ideas into practice with the reestablishment of the Völkischer Beobachter, a daily newspaper published by the Nazi Party (NSDAP) from February 1925 on, whose circulation reached 26,175 in 1929. It was joined in 1926 by Joseph Goebbels's Der Angriff, another unabashedly and crudely propagandistic paper.
During most of the Nazis' time in opposition, their means of propaganda remained limited. With little access to mass media, the party continued to rely heavily on Hitler and a few others speaking at public meetings until 1929. In April 1930, Hitler appointed Goebbels head of party propaganda. Goebbels, a former journalist and Nazi party officer in Berlin, soon proved his skills. Among his first successes was the organization of riotous demonstrations that succeeded in having the American anti-war film All Quiet on the Western Front banned in Germany.
In power (1933-39)
Before World War II, Nazi propaganda strategy stressed several themes. Their goals were to create external enemies (countries that allegedly inflicted the Treaty of Versailles on Germany) and internal enemies (Jews). Hitler and Nazi propagandists played on the anti-Semitism and resentment present in Germany. The Jews were blamed for things such as robbing the German people of their hard work while themselves avoiding physical labour.
At war (1939-45)
Until the conclusion of the Battle of Stalingrad on February 4, 1943, German propaganda emphasized the prowess of German arms and the humanity German soldiers had shown to the peoples of occupied territories. Pilots of the Allied bombing fleets were depicted as cowardly murderers, and Americans in particular as gangsters in the style of Al Capone. At the same time, German propaganda sought to alienate Americans and British from each other, and both these Western nations from the Soviets. One of the primary sources for propaganda was the Wehrmachtbericht, a daily radio broadcast that described the military situation on all fronts.
After Stalingrad, the main theme changed to Germany as the sole defender of what they called "Western European culture" against the "Bolshevist hordes". The introduction of the V-1 and V-2 "vengeance weapons" was emphasized to convince Britons of the hopelessness of defeating Germany.

The Seattle City Attorney's Office has decided not to press charges against Bill Gates' father after the community leader apologized for a hit-and-run collision and paid for damages.
According to documents obtained by KIRO-TV, the incident happened in August.
Investigators say they found Bill Gates Sr.'s Mercedes near Seattle Center, wedged against another car, with the engine running and the keys in the ignition.

A retreat is a commonly used term for a place of refuge for those in the Survivalist subculture or movement. Retreats are also sometimes called Bug-Out Locations (BOLs).
Evacuation to a retreat
While some survivalists recommend living at a rural retreat year-round, most survivalists cannot afford to do so. Therefore, they rely on keeping a well-stocked retreat, and plan to go there "at the 11th hour", as necessary. They keep a bug-out bag handy, and may have a dedicated bug-out vehicle (BOV). This is a vehicle that the owner keeps prepared in the event of the need for an emergency evacuation. Typically a BOV is equipped with a variation on the bug-out bag that includes additional automotive supplies, clothing, food and water. Survivalists tend to favor four wheel drive trucks and SUVs due to their greater off-road abilities. In the event of a nuclear catastrophe, survivalists may opt into maintaining an older vehicle since it most likely lacks critical electronic components that would otherwise be "fried" by the electromagnetic pulse that accompanies a nuclear explosion.

On November 8th, 2010 off the coast of southern California, a contrail illuminated by the setting sun was captured on video by a television cameraman and aired on Los Angeles television station KCBS-TV. It appeared to be traveling toward the upper atmosphere and appeared to originate approximately 35 miles west of Los Angeles. Many news organizations described the sighting as an apparent missile launch.
