SPD Officers' notes detail Frank Straub mess

SPOKANE, Wash. – New documents are giving insight into the work relationship between former Spokane Police Director of Communications and Public Information Monique Cotton and former Police Chief Frank Straub.

Cotton resigned from her current position as the Spokane Parks Department spokeswoman on Monday. She took the Parks Dept. position in the spring of 2015 after alleging that her previous boss, Spokane Police Chief Frank Straub tried to kiss her.

KREM 2 News made a public records request for documents that focused on Cotton’s time in the police department. In them, KREM 2 looked into claims of complaints about Straub to see if they dated back before April 2015 when Cotton asked the mayor for a meeting. In that meeting, she alleged sexual harassment by Straub.

Personal notes from Lieutenant Joe Walker and Captain Dan Torok shed new light into how members of the department viewed the relationship between Straub and Cotton.

Captain Torok said he received a group text from Straub on August 23, 2013. He said it appeared that it was only meant for Cotton. It said, “See you soon. Love you. You are an awesome partner and best friend. You always will be."

A minute later Torok noted that he received another text. It read, “Dan you are totally awesome as well. I love you. Good advice on both of your parts."

Torok wrote in his notes, it was immediately followed by another text that read, “Group hugs this morning at the briefing.” Torok’s notes reveal his reaction. He wrote, "The Chief had never told me that he loved me. In fact no boss has ever said that to me. It was apparent that he was trying to create the impression that he knew he was in a group text mode."

Reichert jumps into congressional race on Republican ticket

King County Sheriff Dave Reichert announced today that he will run for Congress on the Republican ticket in a bid to replace outgoing Republican U.S. Rep. Jennifer Dunn.

Political observers have named the 53-year-old sheriff as a top Republican contender, following Dunn's surprise announcement Friday that she would not seek a seventh term representing the 8th District, which covers much of South and East King County and parts of Pierce County.

Reichert made the announcement at a noon news conference today in Bellevue.
