If we could just figure out a better way to travel to orbit without these silly rocket boosters, we would be well on our way to exploring more of the solar system and other solar systems. There has got to be a cheap and safe way to cheat gravity. Sometimes I think I know how to do it, but I just can't remember.

Letter to the Speaker of the House of Representatives Requesting Funds for the National Strategy for Pandemic Influenza Preparedness and Response

Dear Mr. Speaker:

Today, I outlined a strategy to address the threat of avian and pandemic influenza. This strategy is designed to meet three critical goals: to detect and contain outbreaks before they spread across the world, to protect the American people by stockpiling vaccines and antiviral drugs and accelerating the development of new vaccine technologies, and to ensure that Federal, State, and local communities are prepared for potential domestic outbreaks.

To provide the necessary resources to immediately begin the implementation of this strategy, I ask the Congress to consider the enclosed requests, totaling $7.1 billion, for the Departments of Health and Human Services, Agriculture, Defense, Homeland Security, the Interior, State, and Veterans Affairs, as well as for International Assistance Programs.

I hereby designate the proposals in the amount requested herein as emergency requirements, and I urge the Congress to act expeditiously on this request to ensure the country is prepared for this growing danger.

The details of this request are set forth in the enclosed letter from the Director of the Office of Management and Budget.

Remarks on the National Strategy for Pandemic Influenza Preparedness and Response in Bethesda, Maryland

Thank you all. Michael, thank you very much for your introduction. And thanks for the warm reception here at the National Institute of Health. It's good to be back here again.

For more than a century, the NIH has been at the forefront of this country's efforts to prevent, detect, and treat disease, and I appreciate the good work you're doing here. This is an important facility, an important complex, and the people who work here are really important to the security of this Nation. The scientists who have been supported by the folks who work here have developed and improved vaccines for meningitis and whooping cough and measles and mumps and rubella and chicken pox and other infectious diseases. Because of the revolutionary advances in medicine, pioneered with the help of the NIH, Americans no longer fear these dreaded diseases; many lives have been saved.

At this moment, the men and women of the NIH are working to protect the American people from another danger, the risk of avian and pandemic influenza. Today I have come to talk about our Nation's efforts to address this vital issue to the health and the safety of all Americans. I'm here to discuss our strategy to prevent and protect the American people from a possible outbreak.

I appreciate members of my Cabinet who are here. More importantly, I appreciate the hard work you've done on this issue—Secretary Rice, Secretary Johanns, Secretary Mineta, Secretary Nicholson, Secretary Chertoff.

I appreciate the fact that Dr. J.W. Lee, Director-General of the World Health Organization, has joined us. Dr. Lee, thank you for being here. I want to recognize Dr. David Nabarro, the Senior United Nations System Coordinator for Avian and Human Influenza. Thanks for being here. This is—you're about to hear me talk about the international scope of response and detection necessary to protect not only our own people but people around the world. And the fact that these two gentlemen are here is an important signal.

I want to thank Dr. Elias Zerhouni, he's the Director of the NIH—doing a fine job. I want to thank Julie Gerberding, who's the Director of the Centers for Disease Control and Prevention. I appreciate Dr. Rich Carmona, the U.S. Surgeon General; Dr. Tony Fauci, Director of the National Institute of Allergy and Infectious Diseases. I want to thank Dr. Bruce Gellin, Director of the National Vaccine Program Office. I want to thank Dr. Andy von Eschenbach, who is the Acting Director of the FDA and the Director of the National Cancer Institute.

I appreciate all the members of the health care community who have joined us today. I want to thank State and local officials who are here. I particularly want to thank Senators Specter and Kennedy for coming, as well as Congressmen Linder, Burgess, and Price.NM Appreciate you all taking time to be here.

Most Americans are familiar with the influenza or the "flu" as a respiratory illness that makes hundreds of thousands of people sick every year. This fall as the flu season approaches, millions of our fellow citizens are once again visiting their doctors for the annual flu shot. I had mine. For most, it's just simply a precautionary measure to avoid the fever or a sore throat or muscle aches that come with the flu. Seasonal flu is extremely dangerous for some, people whose immune systems have been weakened by age or illness, but it is not usually life-threatening for most healthy people.

Pandemic flu is another matter. Pandemic flu occurs when a new strain of influenza emerges that can be transmitted easily from person to person and for which there is little or no natural immunity. Unlike seasonal flu, most people have not built up resistance to it. And unlike seasonal flu, it can kill those who are young and healthy as well as those who are frail and sick.

At this moment, there is no pandemic influenza in the United States or the world. But if history is our guide, there is reason to be concerned. In the last century, our country and the world have been hit by three influenza pandemics, and viruses from birds contributed to all of them. The first, which struck in 1918, killed over a half-a-million Americans and more than 20 million people across the globe. One-third of the U.S. population was infected, and life expectancy in our country was reduced by 13 years. The 1918 pandemic was followed by pandemics in 1957 and 1968, which killed tens of thousands of Americans and millions across the world.

Three years ago, the world had a preview of the disruption an influenza pandemic can cause when a previously unknown virus called SARS appeared in rural China. When an infected doctor carried the virus out of China, it spread to Vietnam and Singapore and Canada within a month. Before long, the SARS virus had spread to nearly 30 countries on six continents. It infected more than 8,000 people and killed nearly 800. One elderly woman brought the virus from Hong Kong to Toronto, where it quickly spread to her son and then to others. Eventually, four others arrived with the virus, and hundreds of Canadians fell ill with SARS, and dozens died.

By one estimate, the SARS outbreak cost the Asian-Pacific region about $40 billion. The airline industry was hit particularly hard, with air travel to Asia dropping 45 percent in the year after the outbreak. All this was caused by a limited outbreak of a virus that infected thousands and lasted about 6 months. A global influenza pandemic that infects millions and lasts from 1 to 3 years could be far worse.

Scientists and doctors cannot tell us where or when the next pandemic will strike or how severe it will be, but most agree, at some point, we are likely to face another pandemic. And the scientific community is increasingly concerned by a new influenza virus known as H5N1 or avian flu that is now spreading through bird populations across Asia and has recently reached Europe.

This new strain of influenza has infected domesticated birds like ducks and chickens as well as long-range migratory birds. In 1997, the first recorded outbreak among people took place in Hong Kong, when 18 people became infected and 6 died from the disease. Public health officials in the region took aggressive action and successfully contained the spread of the virus. Avian flu struck again in late 2003 and has infected over 120 people in Thailand, Cambodia, Vietnam, and Indonesia, and killed more than 60. That's a fatality rate of about 50 percent.

At this point, we do not have evidence that a pandemic is imminent. Most of the people in Southeast Asia who got sick were handling infected birds. And while the avian flu virus has spread from Asia to Europe, there are no reports of infected birds, animals, or people in the United States. Even if the virus does eventually appear on our shores in birds, that does not mean people in our country will be infected. Avian flu is still primarily an animal disease. And as of now, unless people come into direct, sustained contact with infected birds, it is unlikely they will come down with avian flu.

While avian flu has not yet acquired the ability to spread easily from human to human, there is still cause for vigilance. The virus has developed some characteristics needed to cause a pandemic. It has demonstrated the ability to infect human beings, and it has produced a fatal illness in humans. If the virus were to develop the capacity for sustained human-to-human transmission, it could spread quickly across the globe.

Our country has been given fair warning of this danger to our homeland and time to prepare. My responsibility as the President is to take measures now to protect the American people from the possibility that human-to-human transmission may occur. So several months ago, I directed all relevant departments and agencies in the Federal Government to take steps to address the threat of avian and pandemic flu. Since that time, my administration has developed a comprehensive national strategy, with concrete measures we can take to prepare for an influenza pandemic.

Today I am announcing key elements of that strategy. Our strategy is designed to meet three critical goals: First, we must detect outbreaks that occur anywhere in the world; second, we must protect the American people by stockpiling vaccines and antiviral drugs and improve our ability to rapidly produce new vaccines against a pandemic strain; and third, we must be ready to respond at the Federal, State, and local levels in the event that a pandemic reaches our shores.

To meet these three goals, our strategy will require the combined efforts of government officials in public health, medical, veterinary, and law enforcement communities and the private sector. It will require the active participation of the American people. And it will require the immediate attention of the United States Congress so we can have the resources in place to begin implementing this strategy right away.

The first part of our strategy is to detect outbreaks before they spread across the world. In the fight against avian and pandemic flu, early detection is our first line of defense. A pandemic is a lot like a forest fire: If caught early, it might be extinguished with limited damage; if allowed to smolder undetected, it can grow to an inferno that spreads quickly beyond our ability to control it. So we're taking immediate steps to ensure early warning of an avian or pandemic flu outbreak among animals or humans anywhere in the world.

In September at the United Nations, I announced a new International Partnership on Avian and Pandemic Influenza, a global network of surveillance and preparedness that will help us to detect and respond quickly to any outbreaks of the disease. The partnership requires participating countries that face an outbreak to immediately share information and provide samples to the World Health Organization. By requiring transparency, we can respond more rapidly to dangerous outbreaks.

Since we announced this global initiative, the response from across the world has been very positive. Already, 88 countries and 9 international organizations have joined the effort. Senior officials from participating governments recently convened the partnership's first meeting here in Washington.

Together, we're working to control and monitor avian flu in Asia and to ensure that all nations have structures in place to recognize and report outbreaks before they spread beyond human control. I've requested $251 million from Congress to help our foreign partners train local medical personnel, expand their surveillance and testing capacity, draw up preparedness plans, and take other vital actions to detect and contain outbreaks.

A flu pandemic would have global consequences, so no nation can afford to ignore this threat, and every nation has responsibilities to detect and stop its spread.

Here in the United States, we're doing our part. To strengthen domestic surveillance, my administration is launching the National Bio-Surveillance Initiative. This initiative will help us rapidly detect, quantify, and respond to outbreaks of disease in humans and animals and deliver information quickly to State and local and national and international public health officials. By creating systems that provide continuous situational awareness, we're more likely to be able to stop, slow, or limit the spread of the pandemic and save American lives.

The second part of our strategy is to protect the American people by stockpiling vaccines and antiviral drugs and accelerating development of new vaccine technologies. One of the challenges presented by a pandemic is that scientists need a sample of the new strain before they can produce a vaccine against it. This means it is difficult to produce a pandemic vaccine before the pandemic actually appears, and so there may not be a vaccine capable of fully immunizing our citizens from the new influenza virus during the first several months of a pandemic.

To help protect our citizens during these early months when a fully effective vaccine would not be available, we're taking a number of immediate steps. Researchers here at the NIH have developed a vaccine based on the current strain of the avian flu virus. The vaccine is already in clinical trials. And I'm asking that the Congress fund $1.2 billion for the Department of Health and Human Services to purchase enough doses of this vaccine from manufacturers to vaccinate 20 million people.

This vaccine would not be a perfect match to the pandemic flu because the pandemic strain would probably differ somewhat from the avian flu virus it grew from. But a vaccine against the current avian flu virus would likely offer some protection against a pandemic strain and possibly save many lives in the first critical months of an outbreak.

We're also increasing stockpiles of antiviral drugs such as Tamiflu and Relenza. Antiviral drugs cannot prevent people from contracting the flu. It can— but they can reduce the severity of the illness when taken within 48 hours of getting sick. So in addition to vaccines, which are the foundation of our pandemic response, I am asking Congress for a billion dollars to stockpile additional antiviral medications, so that we have enough on hand to help treat first-responders and those on the frontlines, as well as populations most at risk in the first stages of a pandemic.

To protect the greatest possible number of Americans during a pandemic, the cornerstone of our strategy is to develop new technologies that will allow us to produce new vaccines rapidly. If a pandemic strikes, our country must have a surge capacity in place that will allow us to bring a new vaccine on line quickly and manufacture enough to immunize every American against the pandemic strain.

I recently met with leaders of the vaccine industry. They assured me that they will work with the Federal Government to expand the vaccine industry, so that our country is better prepared for any pandemic. Today, the NIH is working with vaccine makers to develop new cell-culture techniques that will help us bring a pandemic flu vaccine to the American people faster in the event of an outbreak. Right now most vaccines are still produced with 1950's technology using chicken eggs that are infected with the influenza virus and then used to develop and produce vaccines. In the event of a pandemic, this antiquated process would take many, many months to produce a vaccine, and it would not allow us to produce enough vaccine for every American in time.

Since American lives depend on rapid advances in vaccine-production technology, we must fund a crash program to help our best scientists bring the next generation of technology on line rapidly. I'm asking Congress for $2.8 billion to accelerate development of cell-culture technology. By bringing cell-culture technology from the research laboratory into the production line, we should be able to produce enough vaccine for every American within 6 months of the start of a pandemic.

I'm also asking Congress to remove one of the greatest obstacles to domestic vaccine production, the growing burden of litigation. In the past three decades, the number of vaccine manufacturers in America has plummeted as the industry has been flooded with lawsuits. Today, there is only one manufacturer in the United States that can produce influenza vaccine. That leaves our Nation vulnerable in the event of a pandemic. We must increase the number of vaccine manufacturers in our country and improve our domestic production capacity. So, Congress must pass liability protection for the makers of lifesaving vaccines.

By making wise investments in technology and breaking down barriers to vaccine production, we're working toward a clear goal: In the event of a pandemic, we must have enough vaccine for every American.

The third part of our strategy is to ensure that we are ready to respond to a pandemic outbreak. A pandemic is unlike other natural disasters; outbreaks can happen simultaneously in hundreds or even thousands of locations at the same time. And unlike storms or floods, which strike in an instant and then recede, a pandemic can continue spreading destruction in repeated waves that can last for a year or more.

To respond to a pandemic, we must have emergency plans in place in all 50 States and every local community. We must ensure that all levels of government are ready to act to contain an outbreak. We must be able to deliver vaccines and other treatments to frontline responders and at-risk populations.

So my administration is working with public health officials in the medical community to develop effective pandemic emergency plans. We're working at the Federal level. We're looking at ways and options to coordinate our response with State and local leaders. I've asked Mike Leavitt—Secretary Leavitt—to bring together State and local public health officials from across the Nation to discuss their plans for a pandemic and to help them improve pandemic planning at the community level. I'm asking Congress to provide $583 million for pandemic preparedness, including $100 million to help States complete and exercise their pandemic plans now, before a pandemic strikes.

If an influenza pandemic strikes, every nation, every State in this Union, and every community in these States must be ready.

To respond to a pandemic, we need medical personnel and adequate supplies of equipment. In a pandemic, everything from syringes to hospital beds, respirators, masks, and protective equipment would be in short supply. So the Federal Government is stockpiling critical supplies in locations across America as part of the Strategic National Stockpile. The Department of Health and Human Services is helping States create rosters of medical personnel who are willing to help alleviate local shortfalls during a pandemic. And every Federal department involved in health care is expanding plans to ensure that all Federal medical facilities, personnel, and response capabilities are available to support local communities in the event of a pandemic crisis.

To respond to a pandemic, the American people need to have information to protect themselves and others. In a pandemic, an infection carried by one person can be transmitted to many other people, and so every American must take personal responsibility for stopping the spread of the virus. To provide Americans with more information about pandemics, we're launching a new web site, pandemicflu.gov. That ought to be easy for people to remember: pandemicflu.gov. The web site will keep our citizens informed about the preparations underway, steps they can take now to prepare for a pandemic, and what every American can do to decrease their risk of contracting and spreading the disease in the event of an outbreak.

To respond to a pandemic, members of the international community will continue to work together. An influenza pandemic would be an event with global consequences, and therefore we'll continue to meet to develop a global response. We've called nations together in the past and will continue to call nations together to work with public health experts to better coordinate our efforts to deal with a disaster.

Now, all the steps I've outlined today require immediate resources. Because a pandemic could strike at any time, we can't waste time in preparing. So to meet all our goals, I'm requesting a total of $7.1 billion in emergency funding from the United States Congress. By making critical investments today, we'll strengthen our ability to safeguard the American people in the awful event of a devastating global pandemic and, at the same time, will bring our Nation's public health and medical infrastructure more squarely in the 21st century.

The steps I've outlined will also help our Nation in other critical ways. By perfecting cell-based technologies now, we will be able to produce vaccines for a range of illnesses and save countless lives. By strengthening our domestic vaccine industry, we can help ensure that our Nation will never again have a shortage of vaccine for seasonal flu. And by putting in place and exercising pandemic emergency plans across the Nation, we can help our Nation prepare for other dangers, such as a terrorist attack using chemical or biological weapons.

Leaders at every level of government have a responsibility to confront dangers before they appear and engage the American people on the best course of action. It is vital that our Nation discuss and address the threat of pandemic flu now. There is no pandemic flu in our country or in the world at this time, but if we wait for a pandemic to appear, it will be too late to prepare, and one day many lives could be needlessly lost because we failed to act today.

By preparing now, we can give our citizens some peace of mind knowing that our Nation is ready to act at the first sign of danger and that we have the plans in place to prevent and, if necessary, withstand an influenza pandemic.

The meeting at Munzinger Auditorium went well. They began by singing the National Anthem again, but this time most of them remained dry-eyed; it was simply a part of what would soon become ritual. A Census Committee was voted routinely with Sandy DuChiens in charge. She and her four helpers immediately began going through the audience, counting heads, taking names. At the end of the meeting, to the accompaniment of tremendous cheers, she announced that there were now 814 souls in the Free Zone, and promised (rashly, as it turned out) to have a complete “directory” by the time the next Zone meeting was called—a directory she hoped to update week by week, containing names in alphabetical order, ages, Boulder addresses, previous addresses, and previous occupations. As it turned out, the flow into the Zone was so heavy and yet so erratic that she was always two or three weeks behind.

The elective period of the Free Zone Committee was brought up, and after some extravagant suggestions (ten years was one, life another, and Larry brought down the house by saying they sounded more like prison terms than those of elective office), the yearly term was voted in. Harry Dunbarton’s hand waved near the back of the hall, and Stu recognized him.

Bellowing to make himself heard, Harry said: “Even a year may be too much. I have nothing at all against the ladies and gentlemen of the committee, I think you’re doing a helluva job”—cheers and whistles—“but this is gonna get out of hand before long if we keep gettin bigger.”

Glen raised his hand, and Stu acknowledged him.

“Mr. Chairman, this isn’t on the agenda, but I think Mr. Dunbarton there has an excellent point.”

I just bet you think he does, baldy, Stu thought, since you bought it up a week ago.

“I’d like to make a motion that we have a Representative Government Committee so we can really put the Constitution back to work. I think Harry Dunbarton should head that committee, and I’ll serve on it myself, unless someone thinks I’ve got a conflict of interest.”

An American space shuttle docked with a Russian space station for the first time today, doing it so flawlessly that space officials hope it will aid the joint ambitions of the Russian and American space programs.

Ten astronauts greeted one another with hugs, handshakes and kisses on the cheek, chattering away in Russian and English while speeding around the Earth at nearly five miles a second in the biggest craft ever assembled in space.

It was the first coupling of American and Russian spacecraft in two decades.

'Let them leave their cameras behind, for heaven's sake,' a bemused Russian astronaut aboard Mir said as his outpost filled with shuttle astronauts eager to record the event for posterity.

After chasing Mir for two days, the Atlantis astronauts were awakened today by ground controllers at 1:32 A.M., central daylight time, with the song 'From a Distance,' sung by Nanci Griffith. Houston also sent birthday greetings to the shuttle's pilot, Lieut. Col. Charles J. Precourt of the Air Force, who turned 40 today.

Shortly before 3 A.M., the shuttle's main maneuvering engines fired for 45 seconds, nudging the 100-ton shuttle to a position some nine miles behind and below Mir. At 4:30 A.M., a final firing sent the winged spaceship on a dead aim for the Russian outpost.

'We can see Mir's running lights,' Captain Gibson told Houston at 5:08 A.M.

Just after 6 A.M., Atlantis reached a holding position 270 feet below the big Russian outpost, which hung large and bright in the sunlight, its solar panels spread through space like wings.

The Mir astronauts then began broadcasting Russian folk songs to Atlantis.

Gazing out a Mir window, Dr. Norman E. Thagard, an American physician-astronaut aboard the Russian station, radioed that seeing Atlantis up close was 'quite an inspiring sight.'

Dr. Thagard flew up to Mir in a Russian rocket in March, the first American to do so. Today was Dr. Thagard's 107th day in space, far beyond the previous American endurance record of 84 days.

'Houston, we've started our approach,' Captain Gibson radioed at 7:23 A.M. as small steering jets fired. The shuttle began its final journey moving at about five inches a second, slowing as it neared the Mir to about one inch per second, a pace meant to bar an inadvertent collision.

Ground controllers a half world apart in Houston and Kaliningrad, Russia, outside Moscow, then gave the final go-ahead for docking.

As 10 orbiting astronauts anxiously watched their respective spacecraft through windows and television cameras, the two vehicles touched ever so gingerly at 8 A.M., right on schedule.

'Houston,' Captain Gibson radioed to ground controllers, 'we have capture.'

Applause broke out in Houston and Kaliningrad.

In space between the two spacecraft, a dozen hooks and latches turned the tenuous attachment into a tight grip, making a seal firm enough to prevent air leakage.

In close-up television pictures taken by Atlantis, Mir looked alien, its running lights blinking, its body covered with silvery appendages and antennas.

Inside, the three Mir astronauts floated in weightlessness in their blue uniforms as they were congratulated by Daniel S. Goldin and Yuri N. Koptev, the heads, respectively, of the National Aeronautics and Space Administration and the Russian Space Agency.

'It's a wonderful dream come true,' Mr. Goldin told the astronauts. 'I'm so proud of all of you.'

Gregory J. Harbaugh, one of the seven astronauts aboard Atlantis, reported at 8:42 A.M. that there were no indications of air leakage through the docking mechanism linking the two craft. The Mir astronauts concurred.

'O.K., here goes,' Captain Gibson said at 10 A.M. as he turned the crank to open the Atlantis hatch. It floated away, revealing the Mir astronauts at the other end of the docking tunnel.

Proclamation 2493 - Setting Aside Certain Lands for National Monument Purposes to be Administered as Part of the Ocmulgee National Monument

June 13, 1941

Whereas it appears that certain lands adjoining the Lamar Unit of the Ocmulgee National Monument in Georgia, which have been donated to the United States, contain evidence of an old Indian stockade and other objects of historical interest; and

Whereas it appears that it would be in the public interest to set such lands aside for national monument purposes:

Now, Therefore, I, Franklin D. Roosevelt, President of the United States of America, under and by virtue of the authority vested in me by section 2 of the act of June 8, 1906, ch. 3060, 34 Stat. 225 (U.S.C., title 16, sec. 431), do proclaim that the following-described lands in Bibb County, Georgia, are hereby set aside for national monument purposes and shall be administered as a part of the Ocmulgee National Monument:

Beginning at a concrete monument marking the southeast corner of the Lamar Unit of the Ocmulgee National Monument from which the most easterly corner of Macon City Limits in the center of Ocmulgee River bears approximately North 31 degrees 30' West 8560 feet, more or less; thence South 78 degrees 30' West 1500.0 feet along the south boundary of the Lamar Unit to the southwest corner thereof; thence South 11 degrees 30' East 290.4 feet; thence North 67 degrees 32' East 1527.85 feet to the point of beginning, containing 5 acres, more or less.

Warning is hereby expressly given to all unauthorized persons not to appropriate, injure, destroy, or remove any part or feature of this monument, and not to locate or settle upon any of the lands thereof.

The Director of the National Park Service, under the direction of the Secretary of the Interior, shall have the supervision, management, and control of the monument as provided in the act of Congress entitled "An act to establish a National Park Service, and for other purposes," approved August 25, 1916, 39 Stat. 535 (U.S.C., title 16, secs. 1 and 2), and acts supplementary thereto or amendatory thereof.

In Witness Whereof, I have hereunto set my hand and caused the seal of the United States to be affixed.

"It really is a waste of time," Barbara Archer said at her seat in the conference room. "F4 is dead, just her heart's still beating. We've tried everything. Nothing stops Shiva. Not a damned thing."

"Except the -B vaccine antibodies," Killgore noted.

"Except them," Archer agreed. "But nothing else works, does it?"

There was agreement around the table. They had literally tried every treatment modality known to medicine, including things merely speculated upon at CDC, USAMRIID, and the Pasteur Institute in Paris. They'd even tried every antibiotic in the arsenal from penicillin to Keflex, and two new synthetics under experimentation by Merck and Horizon. The use of the antibiotics had merely been t-crossing and i-dotting, since not one of them helped viral infections, but in desperate times people tried desperate measures, and perhaps something new and unexpected might have happened-but not with Shiva. This new and improved version of Ebola hemorrhagic fever, genetically engineered to be hardier than the naturally produced version that still haunted the Congo River Valley, was as close to 100 percent fatal and 100 percent resistant to treatment as anything known to medical science, and absent a landmark breakthrough in infectious-disease treatment, nothing would help those exposed to it. Many would suffer exposure from the initial release, and the rest would get it from the -A vaccine Steve Berg had developed, and through both modalities, Shiva would sweep across the world like a slow-developing storm. Inside of six months, the people left alive would fall into three categories. First, those who hadn't been exposed in any way. There would be few of them, since every nation on earth would gobble up supplies of the -A vaccine and inject their citizens with it, because the first Shiva victims would horrify human with access to a television. The second group would be those rarest of people whose immune systems were sufficient to protect them from Shiva. The lab had yet to discover any such individuals, but some would inevitably be out there-happily, most of those would probably die from the collapse of social services in the cities and towns of the world, mainly from starvation or from the panicked lawlessness sure to accompany the plague or from the ordinary bacterial diseases that accompanied large numbers of unburied dead

The third group would be the few thousand people in Kansas. Project Lifeboat, as they thought of it. That group would be composed of active Project members just a few hundred of them-and their families, and other selected scientists protected by Berg's -B vaccine. The Kansas facility was large, isolated, and protected by large quantities of weapons, should any unwelcome visitors approach.

Six months, they thought. Twenty-seven weeks. That's what the computer projections told them. Some areas would go faster than others. The models suggested that Africa would go last of all, because they'd be the last to get the -A vaccine distributed, and because of the poor infrastructure for delivering vital services. Europe would go down first, with its socialized medical-care systems and pliant citizens sure to show up for their shots when summoned, then America, then, in due course, the rest of the world.

"The whole world, just like that," Killgore observed, looking out the windows at the New York/New Jersey border area, with its rolling hills and green deciduous trees.

Tillman was the first football player to be killed in combat since Bob Kalsu of the Buffalo Bills in 1970. Tillman was posthumously promoted from Specialist to Corporal, and received the Silver Star and the Purple Heart.

Pat Tillman to Canton? It isn't necessary

The intent is certainly good, but the debate about his worthiness is uncomfortable

The re-energized campaign to get Pat Tillman into the Pro Football Hall of Fame undoubtedly springs from a well-intentioned place. Tillman's heroic life choices and tragic death symbolize a lot of things to a lot of people. His character and motives were unimpeachable.

Talk about getting Tillman into Canton crops up every now and then, and it's been a topic in the blogosphere again lately. (The College Football Hall of Fame inducted him in December and will honor him in its annual Enshrinement Festival in South Bend, Ind., next weekend.) But after the U.S. government subverted the real story of how Tillman died on a battlefield in Afghanistan in 2004, and after Tillman's family had to doggedly push until it got the truth, part of me looks at this current inside-football debate about his "worthiness" for the NFL's Hall and thinks this: If this is how "remembering" Pat Tillman is going to be, can we please leave him alone already? Before what he stood for gets hijacked again?

Pat Tillman was a very good football player and, by all accounts, a great person. Perhaps that's the way he should be remembered.

The last thing Tillman's story needs is another phony narrative about his life. A story such as his should need no embellishing. He enlisted because he wanted to help fight Osama bin Laden and terrorism. He was a hero, pure and simple, a millionaire

gitate, agitate, agitate," was the motto of Horace Mann, the 19th-century school reformer. During his tenure as Massachusetts secretary of education, beginning in 1837, he visited a thousand schools in six years and recorded his horrified reactions to the conditions he found. One school was so dangerous, he wrote, "the mice have forsaken it."

Public education in America has always been a fractious enterprise, and complaining about it is part of our heritage. The start of each new academic year is heralded with dire predictions about the public schools and alarming visions of cutbacks, shortages and bureaucratic ineptitude. But the system is also amazing, constantly reinventing itself to absorb changes in the country's population, economics and social and political theories. The public schools have been wonderful, they've been terrible, but they haven't been stagnant, and they aren't going away. Almost 90 percent of American children are educated in them, at a cost this year of $330 billion.

School is starting again, so not surprisingly it's the subject of several television documentaries. It's a good crop, which includes "Kindergarten," HBO Family's charming 13-part series of half-hours, and "School: The Story of American Public Education," PBS's comprehensive and excellent four- hour survey course, which begins tonight.

They faced modern Iraqi fighters, many built by the French and Soviets, hundreds of missile batteries and thousands of anti-aircraft guns. At one stage, Pentagon estimates suggested one in five aircraft in the first attack might be shot down.

Gen. CHUCK HORNER, Coalition Air Commander: We were filled with uncertainty. Our press had been telling us that our generals couldn't general, that our technology didn't work and our young people were no good. Now, we didn't believe it, but we worried about it because it was sort of imbued in our whole national psyche. Vietnam was a ghost we carried with us.

NARRATOR: The air planners' first targets were not the 400,000 Iraqi troops in and around Kuwait, but key strategic political and military targets in Baghdad and all over Iraq. Some hoped that for the first time in history, air power alone would bring victory.

Gen. BUSTER C. GLOSSON, Commander, Strategic Bombing Campaign: I thought the strategic campaign would not only work, but that it would be bordering on unbelievably successful. And that was based on the fact that technology had finally caught up with the vision that we had always had of how to apply a strategic air campaign.

Col. DAVID DEPTULA, Target Planner: Imagine Iraq like a human body. What happens if you take away somebody's ability to think, somebody's ability to communicate with the rest of the body? What happens if you sever their spinal cord? They can't function, right?

NARRATOR: Before the planes could attack, Task Force Normandy would fire the first shots of the war. Its Apache gunships had been training for months. Their mission was vital: to destroy at all costs two Iraqi radar sites that would otherwise give Baghdad an early warning of what was to come.

[1:00 A.M., January 17, 1991] It was a moonless night. Eight Apaches armed with Hellfire missiles took off towards Iraq. This is a pilot's eye view, videotape from one helicopter's night vision camera. The gunships flew just a few feet off the desert until they were eight miles from the radar dishes.

Lt. TOM DREW, Task Force Normandy: We slowed our air speed to about 40 knots, came up on line, all abreast, so we're all the same distance from the target. And at this point, I'm not looking through my goggles. I'm looking at a T.V. screen right in front of me. Watched the clock tick to zero and I gave the code word "Get some." The P-18 or 1RL131 Terek (also referred to by the NATO reporting name "Spoon Rest D" in the west) is a 2D VHF radar developed and operated by the former Soviet Union.


Development

The P-18 early warning radar is a development of the earlier P-12 radar, the P-18 radar being accepted into service in 1970 following the successful completion of the radars test program. The P-18 was developed by the SKB Design Bureau, a division of State Plant No.197 named after V. I. Lenin who developed the previous P-12, the predecessor of the current Nizhniy Novgorod Research Institute of Radio Engineering (NNIIRT). In 1979 a new secondary IFF radar the 1L22 "Parol" entered into service to complement the P-18, unlike the previous secondary radar NRS-12 (NATO "Score Board") the new interrogator was carried on a separate truck.


Description

The P-18 shares many similarities with the earlier P-12NA and like the P-12 it is mounted on two Ural-4320 truck chassis. The P-18 features many improvements over the P-12 including increased performance, precision and reliability. The radar was developed to work independently or as part of a C3 system directing SAM and aircraft to hostile targets, the truck mounted design provided the radar with high mobility.

Bill Clinton, the 42nd President of the United States, was impeached by the House of Representatives on two charges, one of perjury and one of obstruction of justice, on December 19, 1998. Two other impeachment articles, a second perjury charge and a charge of abuse of power, failed in the House. He was acquitted of both charges by the Senate on February 12, 1999.


Independent counsel investigation


A much-quoted statement from Clinton's grand jury testimony showed him questioning the precise use of the word "is." Contending that his statement that "there's nothing going on between us" had been truthful because he had no ongoing relationship with Lewinsky at the time he was questioned, Clinton said, "It depends upon what the meaning of the word 'is' is. If the—if he—if 'is' means is and never has been, that is not—that is one thing. If it means there is none, that was a completely true statement". Starr obtained further evidence of inappropriate behavior by seizing the computer hard drive and email records of Monica Lewinsky. Based on his conflicting testimony, Starr concluded that Clinton had committed perjury. Starr submitted his findings to Congress in a lengthy document (the so-called Starr Report), and simultaneously posted the report on the internet, replete with lurid descriptions of encounters between Clinton and Lewinsky. Starr was criticized by Democrats for spending $70 million on an investigation that substantiated only perjury and obstruction of justice. Critics of Starr also contend that his investigation was highly politicized because it regularly leaked tidbits of information to the press, in violation of legal ethics, and because his report included lengthy descriptions which were humiliating yet irrelevant to the legal case.

Supreme Court Gives No Hint Of Its Ruling In Paula Jones Case

WASHINGTON - Contending that a sexual-harassment lawsuit against President Clinton already has consumed "a lot" of the president's time, his lawyer urged the Supreme Court yesterday to delay the case until Clinton leaves office.

In a case with potentially enormous political implications, Clinton lawyer Robert Bennett said a trial on Paula Corbin Jones' lawsuit would interfere with the president's duties.

"I can tell you, the president has personally spent a lot of time on this case already," Bennett said.

Clinton is fighting hard for the delay as he works to define how his presidency will be remembered.

The 11th-floor New York Avenue law offices with a strategic view of Washington's majestic landmarks are a fair distance from the one-stoplight town of Lonoke, Ark. But these days there is little about Lonoke's most famous native daughter that is not known in the polished suites of Skadden, Arps, Slate, Meagher & Flom.

Piece by piece, President Clinton's top-dollar legal team has taken apart the life of Paula Jones, examining topics from her job history to her possible sex partners. They turned up a check she bounced when reimbursing the Arkansas government for personal calls made on state phones. They found previous employers who fired her for tardiness or other reasons. They scoured personnel records and discovered she typed only 24 words per minute and scored 121 out of 174 on an Arkansas state clerical examination.

Venturing into more salacious territory, they interviewed as many as a half-dozen men who claimed to have had sex with her, including some who said they met her casually at parties or bars and then engaged in quick encounters, according to people close to the case. One former boss signed an affidavit alleging that she pursued him at work and that they slept together. After their short-lived relationship ended, he fired her -- in part, he said, because she dressed too provocatively.

Now that the lawyers essentially have finished gathering evidence and made the final pretrial effort to get Jones's sexual harassment lawsuit thrown out, a picture has emerged of who the president's defense team is and where it is headed. Led by veterans of past high-profile political cases, the Clinton legal squad is following an aggressive and political risky strategy centered on Jones herself. After all the attention focused on a president linked by fact or rumor to a host of women -- most recently and most perilously Monica S. Lewinsky -- Clinton's lawyers hope to turn the spotlight with blinding intensity on the life of his most persistent accuser.

"Does her story make sense? It's always been our position to point out why it doesn't make sense," said Mitchell S. Ettinger, a Clinton attorney. "No one's going to argue they weren't in a room together. And you don't have to call her a complete liar. But everything she's said -- about her injuries to her job, her reactions to this, her reasons for filing suit -- it's not going to add up."

The President. Judge, I'm only going to speak for a moment or two because I know there aren't many in this group of friends and colleagues who need to be reminded of your accomplishments. But I do think it's important to formally note here the debt that this nation owes to you for a lifetime of devoted service.

The simple fact is that you've had one of the most distinguished careers in the history of the American judiciary. Not only that, you've handled some of the most important cases of our times, but you've handled them with distinction and character. And it's for this that history will remember you; and for this, today, that your countrymen thank you.

For example, only a short walk from here is the office where President Eisenhower told you that of all the crises in his own life, and he specifically mentioned the Normandy invasion, he had never felt so much public pressure as he did during the international campaign to thwart the course of justice in the Rosenberg espionage case.

I saw myself going through an induction process in the United States Marine Corps and I woke up understanding that I was dreaming of my actual experience in 1990. I saw a document that indicated I was being inducted to the United States Marine Corps with the officer grade of Chief Warrant Officer 2. I saw in the dream another document associated with my induction and that document indicated I had been assigned the informal name "Salesman."

Statement Upon Leaving George Washington University Hospital

April 11, 1981

As my stay at the George Washington University Hospital reaches its end, I want to express my deep and heartfelt appreciation to all who have contributed to my care. The entire staff at the hospital contributed to my comfort and recovery, and I will always remember their special efforts on my behalf.

I look forward, of course, to returning to the White House. And I return with a new respect for the men and women who serve in the medical profession and with tremendous gratitude for their dedication, professionalism, and genuine concern for their fellow man. They represent the best of America, and I am proud to know them.

Tim McCarthy and Tom Delahanty have returned home to their families and friends, and Jim Brady continues to make great progress. All of us have much to be thankful for, and we join in a salute to those who have made their life's work the care of their fellow man.

Note: The President returned to the White House by motorcade late Saturday morning after greeting and thanking hospital staff members assembled in the hospital.

My friends, before I begin the expression of those thoughts that I deem appropriate to this moment, would you permit me the privilege of uttering a little private prayer of my own. And I ask that you bow your heads:

Almighty God, as we stand here at this moment my future associates in the Executive branch of Government join me in beseeching that Thou will make full and complete our dedication to the service of the people in this throng, and their fellow citizens everywhere.

Give us, we pray, the power to discern clearly right from wrong, and allow all our words and actions to be governed thereby, and by the laws of this land. Especially we pray that our concern shall be for all the people regardless of station, race or calling.

May cooperation be permitted and be the mutual aim of those who, under the concepts of our Constitution, hold to differing political faiths; so that all may work for the good of our beloved country and Thy glory. Amen.

My fellow citizens:

The world and we have passed the midway point of a century of continuing challenge. We sense with all our faculties that forces of good and evil are massed and armed and opposed as rarely before in history.

This fact defines the meaning of this day. We are summoned by this honored and historic ceremony to witness more than the act of one citizen swearing his oath of service, in the presence of God. We are called as a people to give testimony in the sight of the world to our faith that the future shall belong to the free.

Since this century's beginning, a time of tempest has seemed to come upon the continents of the earth. Masses of Asia have awakened to strike off shackles of the past. Great nations of Europe have fought their bloodiest wars. Thrones have toppled and their vast empires have disappeared. New nations have been born.

For our own country, it has been a time of recurring trial. We have grown in power and in responsibility. We have passed through the anxieties of depression and of war to a summit unmatched in man's history. Seeking to secure peace in the world, we have had to fight through the forests of the Argonne to the shores of Iwo Jima, and to the cold mountains of Korea.

In the swift rush of great events, we find ourselves groping to know the full sense and meaning of these times in which we live. In our quest of understanding, we beseech God's guidance. We summon all our knowledge of the past and we scan all signs of the future. We bring all our wit and all our will to meet the question:

How far have we come in man's long pilgrimage from darkness toward the light? Are we nearing the light--a day of freedom and of peace for all mankind? Or are the shadows of another night closing in upon us?

Great as are the preoccupations absorbing us at home, concerned as we are with matters that deeply affect our livelihood today and our vision of the future, each of these domestic problems is dwarfed by, and often even created by, this question that involves all humankind.

This trial comes at a moment when man's power to achieve good or to inflict evil surpasses the brightest hopes and the sharpest fears of all ages. We can turn rivers in their courses, level mountains to the plains. Oceans and land and sky are avenues for our colossal commerce. Disease diminishes and life lengthens.

Yet the promise of this life is imperiled by the very genius that has made it possible. Nations amass wealth. Labor sweats to create--and turns out devices to level not only mountains but also cities. Science seems ready to confer upon us, as its final gift, the power to erase human life from this planet.

At such a time in history, we who are free must proclaim anew our faith. This faith is the abiding creed of our fathers. It is our faith in the deathless dignity of man, governed by eternal moral and natural laws.

This faith defines our full view of life. It establishes, beyond debate, those gifts of the Creator that are man's inalienable rights, and that make all men equal in His sight.

In the light of this equality, we know that the virtues most cherished by free people--love of truth, pride of work, devotion to country--all are treasures equally precious in the lives of the most humble and of the most exalted. The men who mine coal and fire furnaces, and balance ledgers, and turn lathes, and pick cotton, and heal the sick and plant corn--all serve as proudly and as profitably for America as the statesmen who draft treaties and the legislators who enact laws.

This faith rules our whole way of life. It decrees that we, the people, elect leaders not to rule but to serve. It asserts that we have the right to choice of our own work and to the reward of our own toil. It inspires the initiative that makes our productivity the wonder of the world. And it warns that any man who seeks to deny equality among all his brothers betrays the spirit of the free and invites the mockery of the tyrant.

It is because we, all of us, hold to these principles that the political changes accomplished this day do not imply turbulence, upheaval or disorder. Rather this change expresses a purpose of strengthening our dedication and devotion to the precepts of our founding documents, a conscious renewal of faith in our country and in the watchfulness of a Divine Providence.

The enemies of this faith know no god but force, no devotion but its use. They tutor men in treason. They feed upon the hunger of others. Whatever defies them, they torture, especially the truth.

Here, then, is joined no argument between slightly differing philosophies. This conflict strikes directly at the faith of our fathers and the lives of our sons. No principle or treasure that we hold, from the spiritual knowledge of our free schools and churches to the creative magic of free labor and capital, nothing lies safely beyond the reach of this struggle.

Freedom is pitted against slavery; lightness against the dark

The faith we hold belongs not to us alone but to the free of all the world. This common bond binds the grower of rice in Burma and the planter of wheat in Iowa, the shepherd in southern Italy and the mountaineer in the Andes. It confers a common dignity upon the French soldier who dies in Indo-China, the British soldier killed in Malaya, the American life given in Korea.

We know, beyond this, that we are linked to all free peoples not merely by a noble idea but by a simple need. No free people can for long cling to any privilege or enjoy any safety in economic solitude. For all our own material might, even we need markets in the world for the surpluses of our farms and our factories. Equally, we need for these same farms and factories vital materials and products of distant lands. This basic law of interdependence, so manifest in the commerce of peace, applies with thousand-fold intensity in the event of war.

So we are persuaded by necessity and by belief that the strength of all free peoples lies in unity; their danger, in discord.

To produce this unity, to meet the challenge of our time, destiny has laid upon our country the responsibility of the free world's leadership.

So it is proper that we assure our friends once again that, in the discharge of this responsibility, we Americans know and we observe the difference between world leadership and imperialism; between firmness and truculence; between a thoughtfully calculated goal and spasmodic reaction to the stimulus of emergencies.

We wish our friends the world over to know this above all: we face the threat--not with dread and confusion--but with confidence and conviction.

We feel this moral strength because we know that we are not helpless prisoners of history. We are free men. We shall remain free, never to be proven guilty of the one capital offense against freedom, a lack of stanch faith.

In pleading our just cause before the bar of history and in pressing our labor for world peace, we shall be guided by certain fixed principles. These principles are:

1. Abhorring war as a chosen way to balk the purposes of those who threaten us, we hold it to be the first task of statesmanship to develop the strength that will deter the forces of aggression and promote the conditions of peace. For, as it must be the supreme purpose of all free men, so it must be the dedication of their leaders, to save humanity from preying upon itself.

In the light of this principle, we stand ready to engage with any and all others in joint effort to remove the causes of mutual fear and distrust among nations, so as to make possible drastic reduction of armaments. The sole requisites for undertaking such effort are that--in their purpose--they be aimed logically and honestly toward secure peace for all; and that--in their result--they provide methods by which every participating nation will prove good faith in carrying out its pledge.

2. Realizing that common sense and common decency alike dictate the futility of appeasement, we shall never try to placate an aggressor by the false and wicked bargain of trading honor for security. Americans, indeed, all free men, remember that in the final choice a soldier's pack is not so heavy a burden as a prisoner's chains.

3. Knowing that only a United States that is strong and immensely productive can help defend freedom in our world, we view our Nation's strength and security as a trust upon which rests the hope of free men everywhere. It is the firm duty of each of our free citizens and of every free citizen everywhere to place the cause of his country before the comfort, the convenience of himself.

4. Honoring the identity and the special heritage of each nation in the world, we shall never use our strength to try to impress upon another people our own cherished political and economic institutions.

5. Assessing realistically the needs and capacities of proven friends of freedom, we shall strive to help them to achieve their own security and well-being. Likewise, we shall count upon them to assume, within the limits of their resources, their full and just burdens in the common defense of freedom.

6. Recognizing economic health as an indispensable basis of military strength and the free world's peace, we shall strive to foster everywhere, and to practice ourselves, policies that encourage productivity and profitable trade. For the impoverishment of any single people in the world means danger to the well-being of all other peoples.

7. Appreciating that economic need, military security and political wisdom combine to suggest regional groupings of free peoples, we hope, within the framework of the United Nations, to help strengthen such special bonds the world over. The nature of these ties must vary with the different problems of different areas.

In the Western Hemisphere, we enthusiastically join with all our neighbors in the work of perfecting a community of fraternal trust and common purpose.

In Europe, we ask that enlightened and inspired leaders of the Western nations strive with renewed vigor to make the unity of their peoples a reality. Only as free Europe unitedly marshals its strength can it effectively safeguard, even with our help, its spiritual and cultural heritage.

8. Conceiving the defense of freedom, like freedom itself, to be one and indivisible, we hold all continents and peoples in equal regard and honor. We reject any insinuation that one race or another, one people or another, is in any sense inferior or expendable.

9. Respecting the United Nations as the living sign of all people's hope for peace, we shall strive to make it not merely an eloquent symbol but an effective force. And in our quest for an honorable peace, we shall neither compromise, nor tire, nor ever cease.

By these rules of conduct, we hope to be known to all peoples.

By their observance, an earth of peace may become not a vision but a fact.

This hope--this supreme aspiration--must rule the way we live.

We must be ready to dare all for our country. For history does not long entrust the care of freedom to the weak or the timid. We must acquire proficiency in defense and display stamina in purpose.

We must be willing, individually and as a Nation, to accept whatever sacrifices may be required of us. A people that values its privileges above its principles soon loses both.

These basic precepts are not lofty abstractions, far removed from matters of daily living. They are laws of spiritual strength that generate and define our material strength. Patriotism means equipped forces and a prepared citizenry. Moral stamina means more energy and more productivity, on the farm and in the factory. Love of liberty means the guarding of every resource that makes freedom possible--from the sanctity of our families and the wealth of our soil to the genius of our scientists.

And so each citizen plays an indispensable role. The productivity of our heads, our hands and our hearts is the source of all the strength we can command, for both the enrichment of our lives and the winning of the peace.

No person, no home, no community can be beyond the reach of this call. We are summoned to act in wisdom and in conscience, to work with industry, to teach with persuasion, to preach with conviction, to weigh our every deed with care and with compassion. For this truth must be clear before us: whatever America hopes to bring to pass in the world must first come to pass in the heart of America.

The peace we seek, then, is nothing less than the practice and fulfillment of our whole faith among ourselves and in our dealings with others. This signifies more than the stilling of guns, casing the sorrow of war. More than escape from death, it is a way of life. More than a haven for the weary, it is a hope for the brave.

This is the hope that beckons us onward in this century of trial. This is the work that awaits us all, to be done with bravery, with charity, and with prayer to Almighty God.

Prince Paul Karadjordjevic, Serbo-Croatian Knez (Prince) Pavle Karadordevic (born April 27 [April 15, Old Style], 1893, St. Petersburg, Russia—died Sept. 14, 1976, Paris, France), regent of Yugoslavia in the period leading into World War II.

When Yugoslavia’s king Alexander I was assassinated (Oct. 9, 1934), Paul was appointed regent for his 11-year-old nephew Peter II. Although Paul’s sympathies lay with the British-French entente, he was forced to submit to Hitler’s demands and align his country with the Axis powers. On March 27, 1941, two days after signing a treaty with Germany, Paul was deposed by a conspiracy led by General DuÅ¡an Simovic and other air force officers. Paul fled to Greece, where he was captured by British forces after the war. After internment in Kenya he was released, and he settled in Paris.

The boots stopped in front of his cell.

His gaze rose slowly, taking in the faded jeans snugged down over the boots, the leather belt with the brass buckle (various astrological signs inside a pair of concentric circles), the jeans jacket with a button pinned to each of the breast pockets—a smiley-smile face on one, a dead pig and the words HOW’S YOUR PORK on the other.

At the same instant Lloyd’s eyes reluctantly reached Randall Flagg’s darkly flushed face, Flagg screamed “Boo! ” The single sound floated down the dead cellblock and then rushed back. Lloyd shrieked, stumbled over his own feet, fell down, and began to cry.

“That’s all right,” Flagg soothed. “Hey, man, that’s all right. Everything’s purely all right.”

Lloyd sobbed: “Can you let me out? Please let me out. I don’t want to be like my rabbit, I don’t want to end up like that, it’s not fair, if it wasn’t for Poke I never would have got into anything but small shit, please let me out, mister, I’ll do anything.”

“You poor guy. You look like an advertisement for a summer vacation at Dachau.”

Despite the sympathy in Flagg’s voice, Lloyd could not bring himself to raise his eyes beyond the knees of the newcomer’s jeans. If he looked into that face again, it would kill him. It was the face of a devil.

“Please,” Lloyd mumbled. “Please let me out. I’m starving.”

“How long you been shitcanned, my friend?”

“I don’t know,” Lloyd said, wiping his eyes with thin fingers. “A long time.”
