In addition to those song lyrics this morning, I do remember a scene from one of my dreams. I was in a house, I didn't recognize it but it was really fancy and I guess I didn't recognize it because I had never lived in any place like it, or something like that. I was moving across the floor passing a staircase and I had a blanket over me, with an opening at the front so I could see where I was going. As I was moving towards a hallway, a pair of feet appeared in front of me. I think it was my mother. I was trying to make it to the hallway because I was hunting a deer, which made no sense because I was inside, and the hallway gave me a perfect shot to a deer that was at the other end of the hallway. I don't remember what my mother said, if anything, but sometime around that point, I remember someone telling me I was clever. I don't remember anything else happening in the dream after that.

Remarks at a Groundbreaking Ceremony for the United States Institute of Peace

Thank you all. Please be seated. Mr. Secretary, thank you for your kind introduction. And thank you for inviting me to join you to break ground for the United States Institute of Peace's new home. I'm really pleased to be here. I appreciate what you do to resolve conflict and support new democracies and to build peace by promoting effective diplomacy. And speaking about effective diplomacy, it seems like you used some to get this special piece of land. I congratulate you on picking a wonderful site.
I thank Robin West, the Chairman; Dick Solomon, the President. Members of the Board of Directors, thank you for being here. I'm so pleased to be with the Secretary of State, Condoleezza Rice, and some of her predecessors. Thank you for being here. I appreciate Admiral Mullen joining us. I want to thank members of my administration for coming. Madam Speaker, you grace us with your presence. Thank you for coming. I also want to pay homage to Ted Stevens for helping to secure the funding for this important site, as well as Members of the United States Senate who have joined him here and Members of the House. I appreciate Reverend Lovett, Father Hesburgh, members of the diplomatic corps, ladies and gentlemen.
The Institute of Peace was founded in 1984. It was during the last great ideological struggle of the 20th century. This was the struggle against Soviet communism, a struggle that was eventually won by freedom because of peace through strength and because of the help of the Institute of Peace.
We're in a different struggle today, but we're in an ideological struggle against violent extremism. The U.S. Institute of Peace is playing an important role, and I thank you for that. In Afghanistan, you're helping a young democracy establish the rule of law and strengthen public education and build a civil society. In Iraq, you're helping the nation overcome the legacy of decades of tyranny by strengthening government institutions and promoting peaceful engagement. And although the struggle against violent extremism is in its early years, there's no doubt in my mind, freedom will again prevail, and your help is going to be important.
In this struggle, we're guided by a clear principle: Freedom is universal. We believe that freedom is the birthright of every man, woman, and child. Free societies are peaceful societies. Freedom helps supplant the conditions of hopelessness that extremists exploit to recruit terrorists and suicide bombers. People who live in liberty are less likely to turn to ideologies of hatred and fear. And that is why the United States is leading and must continue to lead the cause of freedom for the sake of peace.
September the 11th, we saw how the lack of freedom in other lands can bring death and destruction to our own land. Our most solemn obligation is to protect the American people. That is why we're pursuing and bringing to justice terrorists. We're fighting them overseas so we don't have to face them here in the United States of America.
But the effort requires more. It requires using the power of liberty to marginalize extremists. And the best way to do so is to use our national resources to strengthen the institutions of freedom. That's what I want to talk to you about today--briefly, you'll be pleased to hear.
Institutions, of course, include a democratic system of government, a vibrant free press, independent judiciary, a free enterprise system, places of worship where people are free to practice their faith. These institutions include an education system that provides citizens a link to the world, health infrastructure that combats plagues like HIV/AIDS and malaria, and women's organizations that help societies take advantage of the skills and talents of half their population.
We're helping nations across the world build these institutions, and we face three challenges as we do so. First of all, there are developing nations, many on the continent of Africa, that are facing extreme poverty and health epidemics and humanitarian catastrophes and are therefore vulnerable to extremists who take advantage of chaos and instability.
Secondly, there are nations like Colombia and Lebanon and Pakistan that are facing transnational threats from drug cartels or terrorist networks that seek safe haven on their territory and threaten to overwhelm their institutions.
And thirdly, there are nations like Afghanistan and Iraq, where we removed dangerous regimes that threatened our people and now have a special obligation to help them build free societies that their--that become allies in the fight against these extremists.
It's in America's vital interest to help all these nations combat ideologies of hate. It's in our security interest to eliminate safe havens for terrorists and extremists. It's in our national interest to develop institutions that allow them to govern their territories effectively and improve their lives.
We've been making transformations over the last 8 years to make these capabilities more real and more effective. We're transforming the United States military so we can deliver justice to the terrorists in a more effective way. We're transforming America's capabilities to help poor and struggling societies become healthy and prosperous.
And we've seen those effective transformations through the Emergency Plan for AIDS or malaria initiative or the Millennium Challenge Account. The Millennium Challenge Account represents a different approach to development. It rewards nations that govern responsibly and fight corruption and invest in the health and education of their people and use the power of free markets and free trade to lift the people out of poverty.
One thing in common for all these programs is, we insist upon results, and we measure. And the results are coming in, and millions of people are benefiting from this foreign policy initiative. And they deserve to be fully supported by the United States Congress.
We're also transforming America's capabilities to helping emergency--emerging democracies build free institutions while under fire from terrorists and under pressure from state sponsors of terror. And this is a new challenge that we face at the start of the 21st century. And as we've adopted to meet these new circumstances, there have been successes and setbacks, and we've learned some lessons.
One lesson is that before nations under fire from terrorists can make political and economic progress, their populations need basic security. Sometimes local security institutions, with training and equipment and support from the outside, can handle the task. Take, for example, Colombia. Colombia and America launched an ambitious program that helped rescue that country from the brink of becoming a failed state. Plan Colombia, which started under my predecessor, made it clear that the United States would help the Colombian Government modernize its military and fight the FARC terrorists, expand education opportunity, provide Colombians with alternatives to a life of terror and narcotrafficking. Congress has an opportunity to strengthen these efforts, and I strongly urge them to send a clear and sound message to the people of Colombia and the region that we stand with them by passing the Colombia free trade agreement.
In other situations, America is training international peacekeepers so they can deploy to provide security in troubled regions. We've started what's called the Global Peace Operations Initiative. The whole idea is to work to train international peacekeeping forces so they can do the work necessary to provide stability and security, so institutions can advance. So far, we've trained more than 40,000 peacekeepers, and the plan is to train 75,000 additional.
These instances where America has removed regimes that threaten us, American troops may need to play a direct role in providing security. In Iraq, 2006, the country was descending into sectarian chaos. So we launched the surge--30,000 additional troops to work with Iraqi forces to protect the Iraqi people from terrorists, insurgents, and illegal militias. Today, because we acted, violence in Iraq is down to its lowest point since late March of 2004. Civilian deaths are down. Sectarian killings are down. Security has improved, as well as the economy. Political reconciliation is taking place at the grassroots and Federal level. And as the Iraqi security forces are becoming more capable, our troops are beginning to come home under a policy of return on success.
A lesson we've learned is that civilian expertise is vital to strengthening the institutions of freedom. In Iraq and Afghanistan, we've developed an important tool to tap into civilian expertise called Provincial Reconstruction Teams. PRTs bring together civilian, diplomatic, and military personnel. They move into communities that our military has cleared of terrorists. They help ensure that security gains are followed with real improvements in daily life by helping local leaders create jobs and deliver basic services and build up local economies.
PRTs are uniquely suited to situations like Afghanistan and Iraq. In the future, civilian expertise will be needed in other countries where we do not have ongoing military operations. At the moment, we lack the capability to rapidly deploy civilian experts with the right skills to trouble spots around the world. We launched what's called a Civilian Stabilization Initiative, which is being run out of the State Department in the Office of Reconstruction and Stabilization.
One element of the new office is an Active Response Corps, made up of civilian experts from many Government Agencies who deploy full-time to at-risk countries. This corps will eventually include 250 personnel from the Departments of State and Justice, Agriculture, Commerce, AID, and other civilian agencies with relevant expertise.
Another element is the Standby Reserve [Response] * Corps, which is a reserve force of current and former Government employees who volunteer to be an on call supplemental force that can deploy for reconstruction and stabilization missions on short notice.

And finally, this initiative will include a new Civilian Reserve Corps that will function much like our military reserve. It will be made up of American citizens with critical skills, such as police officers and judges and prosecutors and engineers and doctors and public administrators. The corps will give people across America who do not wear the uniform a chance to serve in the defining struggle of our time.
Legislation authorizing the Civilian Reserve Corps has passed the House of Representatives. It's awaiting action in the Senate. And I strongly urge Congress to pass this bipartisan legislation as soon as possible.
Another lesson is, is that in aiding the rise of strong and stable democracies requires that--the efforts of much more than Washington, DC. It requires the efforts of other governments and nonorganizational--nongovernmental organizations and people around the world.
The work of democratic development is the work of all free nations. This is precisely the message that Secretary Rice and I have been carrying around the world. We're rallying other nations to train peacekeepers to support Afghanistan and Iraq and to act boldly to alleviate hunger and poverty.
I'm going to the G-8 in Japan in the month of July. The last G-8, our partners stood up and made strong commitments to help Africa deal with malaria and HIV/AIDS. They have yet to make good on their commitments. And I will remind them, it's one thing to make a promise; it's another thing to write the check. And the American Government expects our partners to live up to their obligations.
The work of democratic development sometimes requires young democracies under siege to band together with partnerships to deal with common threats. And this is the approach we're taking in Central America. We've encouraged nations threatened by narcotraffickers to cooperate in protecting their people. The supplemental that's being debated in the Congress will help further this effort by linking Mexico and Central America with U.S. to have a joint strategy, protecting our hemisphere from narcotraffickers and the terrorists that they ultimately yield. I asked Congress to approve the request quickly in the supplemental without putting unreasonable conditions on the vital aid.
One thing is for certain: That if we expect democracies to prevail, to marginalize the extremists, countries--it requires countries to have good, strong democratic leaders. And the best way to encourage that is to have them come to our colleges and universities. We've made good progress about changing the student visa regime after 9/11. We've increased the number of students coming here. And it's in our interest that we continue to increase the number of students coming to study in the United States.
And finally, the work of democratic development is the work of nongovernmental organizations, like the U.S. Institute of Peace. Obviously, these organizations can go into countries where it's harder for governments to operate. So it's very important for this Government and future Governments to always be a strong and steady partner to nongovernmental organizations and groups like the U.S. Institute of Peace.
The work of democratic development is the great cause of our time, and we shouldn't shy away from it. And we must be confident in our ability to help others realize the blessings of freedom. My big concern is that the United States becomes isolationist and nervous; we don't support those values that have stood the test of time. The Institute of Peace, I hope, will make sure that never happens.
Our fellow citizens can help in many ways. They can join an organization like this one. They can join the civilian reserve. They can become--like thousands of other compassionate citizens--become soldiers in the armies of compassion by helping HIV/AIDS victims or help educate people around the world. Or they can make the noble choice that has sustained freedom for generations and join the United States military. However they choose to serve, advancing the cause of liberty is necessary to advance the cause of peace.
I'm honored to be with you today. Looking forward to coming back someday to see this building when it's built. Thanks for your efforts. Thanks for your mission. May God bless you all.

THANK YOU very much. I can't tell you how very much I appreciate the privilege of another visit to Aberdeen Proving Ground. This is my third visit. The last one, I think, was somewhere in the neighborhood of 1943, when I was here with a number of Senators and Congressmen to witness the same sort of demonstration with the new weapons at that time that we have been witnessing today.
I want to compliment the Commanding General of this post on the presentation which he made to us this morning on the technical side. I am very sure that we have a number of newspapermen with us today who had a liberal education on projectory, and the gun at one end and the target at the other. And I am sure that most of them have learned all about mathematics, when we saw that wonderful machine that agrees with Einstein--somebody told me that it would arrive at the same result in a very short time that Einstein would in a lifetime. That is one of the great things that came out of the war.
I was visiting Detroit one time, and interviewing Henry Ford on the war effort at that time. This was back in late 1942 or early 1943, when we were trying to get tractors and ordnance, and the automobile companies were transferring their production lines from automobiles to wartime implements.
Knowing that Henry Ford was a pacifist, I asked him what he thought about the conditions with which we were faced. He said that he thought we had to meet the conditions, but he was very certain that things would come out of the tremendous effort which ourselves and our allies had put forth that would be of great benefit to civilization. And that has been absolutely true.
One of the things that has come out of that effort, in this country particularly, has been peace terms between the Army, Navy, and Air Force. If nothing else had been accomplished in that war but that, it would have been one of the worthwhile products of that terrible struggle.
I notice here that unification works completely. I was told that the Army, Navy, and Air Force were cooperating in the experiments which are going on at this station. Talking about the Air Force, I served myself in the Army cafeteria back here, in the style I was accustomed to in 1917 and 1918.
It has been a very satisfactory visit to me, and I hope it has been an education to all those who came along with me. I hope it will be my privilege at some later date to visit installations of a similar nature which have to do with naval experiments and air experiments as specialties. I am very much interested in field artillery and small weapons. And for your information, I was at Fort Sill in 1917 and 1918, and in 6 months they gave me a university education on ballistics and projectories. So to some extent-I say, to some extent--I could understand what those highly educated gentlemen were talking about this morning when they gave us those lectures.
I hope you will all go home with a feeling that we are putting forth all these efforts for peace, and not with any idea of destroying any other nation or any other government.
I have just had the privilege of meeting five Korean veterans, who are here in front of me. All of them have spent various lengths of time in Korea, all of them have been hurt, all of them have recovered, and all of them are making good soldiers here on this post. That is something to be proud of.
I was just saying to the Commanding General of this post that there is nothing that appeals to me more than a man in uniform who is proud of that uniform and who wears it as if he is proud of it.
And there is nothing in the world more disgusting to me than to see a slouchy man in uniform. That is the only thing I ever fuss about in Washington--and I don't have to do that very often, I am happy to say.
You men here, at least today--in this weather, no matter how bad it is--are wearing your uniforms as if you were proud of them, and that makes me proud to be your Commander in Chief.

I won't make the mistake I made last week; I'll say my few words up here. Last week I sat down where I was to sign, then said the few words, and then was reminded by all the gentlemen with the cameras that they hadn't heard anything because I wasn't in front of the microphones. [Laughter]
Well, before we get started with that, I want all Americans and everyone present to know that I am a strong believer in safety belts. It isn't true though that I have one on my saddle. [Laughter]
The White House press corps seems to have an interest in any facts and figures that I use, so I hope they report on the numbers I'm about to give, because you simply won't hear any figures more important than these. Nearly 50,000 people were killed on our highways last year. Now, out of this statistic comes an even more chilling one. Drunk driving. Drunk drivers were involved in 25,000 of those fatalities, in addition to 750,000 injuries a year. In other words, half of all automobile deaths involve drunk drivers.
During this short ceremony at least one person will be killed by a drunk driver. I'm afraid to think who it may be. All of us have heard the tragic stories about the young mother with her new baby, the grandmother out with her grandchildren, or the father and son going to Little League practice killed by a drunken driver.
Americans are outraged that such slaughter of the innocent can take place on our highways. Our anger and frustration are matched only by the grief of those who have lost loved ones in such accidents. But there are useful preventive measures we can take. The highway safety campaign that we're launching is aimed at the areas where a little prevention can pay big returns in saving lives and reducing injuries.
First, we intend to hit hard at the major threat on our highways, the drunken driver. So, today I am announcing the formation of a commission to lead this effort and to act as a catalyst for grass roots action, for even though drunk driving is a problem nationwide, it can be solved only at the State and local level. Yet the Federal Government also has a role to play. John Volpe, the former Secretary of Transportation, himself has agreed to be the Chairman of this important panel. With his leadership and that of the rest of the commission, we will advocate a strong approach to reducing drunk driving accidents across the country.
Some accidents of course will inevitably persist. But let me give you another interesting statistic. About half of all the people who die in passenger cars, light trucks, or vans could have been saved if they had been wearing seat belts. Think of it—half. They could have been saved with just one little click of the buckle. And so, the second part of our traffic safety program is to make motorists more aware of the importance of safety belts and their effectiveness in saving lives.
When I was Governor of California—and I can hear my staff now saying, oh, no, no, here we go again— [laughter] —but back when I was Governor of California, about 25 percent of all Americans used safety belts. Today only 10 percent of our people are wearing them. We're going to get that percentage back up there where it was and then go higher.
What is already heartening about this effort to make our highways safer in the support of organizations—or is the support, I should say, of organizations of the private sector. Citizens at the grass roots are organizing to help State and local authorities expand their fight against the drunken driver.
The mood of the Nation is ripe to make great headway against this problem, and that's exactly what we intend to do. By working together we can look forward to creating greater safety on our streets and highways.
And now, I am going to sign the proclamation that creates the commission on wearing safety belts and drunk driving.

I have not had any similar aches and pains as this problem with my shoulder, which still lingers slightly, in a long time. The funny part about this is that in the days leading up to this observation, over the span of several hours during two days, as best I recall, I was experiencing an extensive line of thought about Kerry Burgess having returned. The real Kerry Burgess and not me pretending and lying about being Kerry Burgess and lying because I do not have any alternative except to maintain this identity and who can prove anyway that I am not Kerry Burgess?
The extensive line of thought was that Kerry Burgess suddenly appeared in my living room and he was almost in a state of shock because, for him, the Stargazer aircraft had just made contact with the ground after spiraling down to the Earth from forty thousand feet above and then being vaporized by the sudden impact. I walked over to him and explained that he was all right and he called me "Tom" but he wasn't sure because I look a lot different now and I explained that I am not Tom and that I am supposed to be him, Kerry Burgess, and I have the memory of Kerry Burgess, until 1990, but I have specific knowledge of Tom Reagan, and so I am neither. I am someone completely different. We discussed how I am one of the undercover identities that was created for Kerry Burgess and that he helped design.
The real Kerry then wanted to know where Tom was and I explained that I think Tom does not exist right now, similar to how you did not exist in this world until a few minutes ago and that this is the year 2010 and you have not existed in this world since the year 1994. I also explained that Tom Reagan emerged from the 27 June 1994 crash almost immediately after the crash but then Tom died again in 1998. Instead of the real Tom Reagan emerging again in 1998, this person I am now emerged and I went to work in this identity.
I was also thinking about where Tom Reagan went in 1998 and he did emerge but he is very far away and has been there by himself all this time and he is on his way back. Unlike the real Kerry Burgess that emerged after 16 years, Tom Reagan has aged naturally and he looks normal as he would have for someone who has aged 16 years. Kerry Burgess emerged at the same age as he was in 1994.
So the funny part is that, during all that thinking, sometime, I am pretty certain was on 30 October 2010, Kerry Burgess was standing in my living room and he wanted to know why I had the matches laid out on my keyboard.

Damn, my left shoulder has really started hurting the past hour or longer. It is something that is close to my shoulder, actually, but under the clavicle and the pain in on my back to, about where the shoulder blade would be. The pain is almost bad enough that I cannot really move my left arm, although it is not that bad. The feeling may be closer to a muscle spasm in the area of my left shoulder blade.

Damn, my left shoulder has really started hurting the past hour or longer. It is something that is close to my shoulder, actually, but under the clavicle and the pain in on my back to, about where the shoulder blade would be. The pain is almost bad enough that I cannot really move my left arm, although it is not that bad. The feeling may be closer to a muscle spasm in the area of my left shoulder blade.

About three days ago I laid out some matches on my keyboard because I was worried about the power going out and not being able to find my way around to look for a light. That was more than three days ago, I guess as I think about it because I remembered to buy some candles after that at the grocery store and that was more than three days ago.

I see a listing for the King County in Washington State and there is also a listing for a King County in Texas, but nothing in Georgia, which I assume is the state the deputy sheriff is located that is the lead character in the "The Walking Dead" television series.

I have signed into law S. 3036, the Susan B. Anthony Dollar Coin Act of 1978. This act authorizes the Secretary of the Treasury to replace the current dollar coin with the "Anthony dollar," a smaller, more easily handled coin. I am confident this act—and the new dollar—will substantially improve our coinage system as well as cutting Government coin production costs.
I am particularly pleased that the new dollar coin will—for the first time in history—bear the image of a great American woman. The life of Susan B. Anthony exemplifies the ideals for which our country stands. The "Anthony dollar" will symbolize for all American women the achievement of their unalienable right to vote. It will be a constant reminder of the continuing struggle for the equality of all Americans.

Background and Status
On July 26, 1972, NASA selected Rockwell's Space Transportation Systems Division in Downey, Calif., as the industrial contractor for the design, development, test and evaluation of the orbiter. The contract called for fabrication and testing of two orbiters, a full-scale structural test article, and a main propulsion test article. The award followed years of NASA and Air Force studies to define and assess the feasibility of a reusable space transportation system.
NASA previously (March 31, 1972) had selected Rockwell's Rocketdyne Division to design and develop the Space Shuttle main engines. Contracts followed to Martin Marietta for the external tank (Aug. 16, 1973) and Morton Thiokol's Wasatch Division for the solid rocket boosters (June 27, 1974).
In addition to the orbiter DDT&E; contract, Rockwell's Space Transportation Systems Division was given contractual responsibility as system integrater for the overall Shuttle system.
Rockwell's Launch Operations, part of the Space Transportation Systems Division, was under contract to NASA's Kennedy Space Center for turnaround, processing, prelaunch testing, and launch and recovery operations from STS-1 through the STS-11 mission.

The AH-64 Apache was designed to be an extremely tough survivor under combat. The prototype Apache made its first flight in 1975 as the YAH-64, and in 1976, Hughes received a full-scale development contract. In 1982, the Army approved the program, now known as AH-64A Apache, for production. Deliveries began from the McDonnell Douglas plant at Mesa, Ariz., in 1984 — the year Hughes Helicopters became part of McDonnell Douglas.
A target acquisition and designation sight/pilot night-vision sensor and other advanced technologies added to its effectiveness in the ground support role. To reduce costs and simplify logistics, the Apache used the same T700 engines as the Army’s Sikorsky UH-60 Black Hawk utility helicopter and its naval cousin, the SH-60 Seahawk.
Highly maneuverable and heavily armed, the combat-proven Apache helicopter is the backbone of the U.S. Army’s all-weather, ground-support capability. The AH-64D Apache Longbow, which first flew as a prototype on May 14, 1992, provided a quantum leap in capability over the AH-64A. The Apache Longbow’s fire-control radar and advanced avionics suite gave combat pilots the ability to rapidly detect, classify, prioritize, and engage stationary or moving enemy targets at standoff ranges in nearly all weather conditions. There is also an international Apache export version.
Over the years, the Apache has been enhanced with advanced technology to make the helicopter more survivable, deployable and easier to maintain. The AH-64 Apache is the most advanced multirole combat helicopter for the U.S. Army and a growing number of international defense forces.
In 2003, the Army accepted the first advanced technology Boeing AH-64D Apache Longbow, referred to as Block II. The Block II version incorporated advanced avionics, digital enhancements and communications upgrades.
In 2011, Boeing delivered the first AH-64D Apache Block III multirole attack helicopter to the Army. Block III brought superior flight performance and increased networked communications capabilities. The AH-64D Apache Block III was renamed the AH-64E Apache “Guardian” in 2012.
In 2012, Boeing also received all-new fuselages for the first AH-64E helicopters, incorporating a variety of small but important modifications to accommodate AH-64E configuration changes, such as enhancements to the extended forward avionics bays and slots for new electronics. More than 100 AH-64Es had been produced as of October 2014.

Statement on House of Representatives Passage of Intelligence Reform Legislation

Tonight the House joined the Senate in passing legislation that will close a critical gap in our intelligence collection, and I appreciate their efforts to complete the legislation before the August recess. The Director of National Intelligence, Mike McConnell, has assured me that this bill gives him what he needs to continue to protect the country, and therefore, I will sign this legislation as soon as it gets to my desk.
I also want to remind Congress that our work on reforming the Foreign Intelligence Surveillance Act is not complete. When Congress returns in September, we need to work together on additional reforms, including the important issue of providing meaningful liability protection to those who are alleged to have assisted our Nation following the attacks of September 11, 2001.

Remarks on Presenting the Congressional Gold Medal to Navajo Code Talkers

Thank you very much. Today America honors 29 Native Americans who, in a desperate hour, gave their country a service only they could give. In war, using their native language, they relayed secret messages that turned the course of battle. At home, they carried for decades the secret of their own heroism. Today we give these exceptional marines the recognition they earned so long ago.
I want to thank the Congress for inviting me here, Mr. Speaker. I want to thank Senators Campbell, Bingaman, and Johnson and Congressman Udall for their leadership. I want to thank Sergeant Major McMichael—distinguished guests, ladies and gentlemen, welcome to Washington, DC.
The gentlemen with us, John Brown, Chester Nez, Lloyd Oliver, Allen Dale June, and Joe Palmer, represented by his son Kermit, are the last of the original Navajo Code Talkers. In presenting gold medals to each of them, the Congress recognizes their individual service, bravely offered and flawlessly performed.
With silver medals, we also honor the dozens more who served later with the same courage and distinction. And with all these honors, America pays tribute to the tradition and community that produced such men, the great Navajo Nation.
The paintings in this rotunda tell of America and its rise as a nation. Among them are images of the first Europeans to reach the coast and the first explorer to come upon the Mississippi. But before all these firsts on this continent, there were the first people. They are depicted in the background as if extras in the story. Yet, their own presence here in America predates all human record. Before others arrived, the story was theirs alone.
Today we mark a moment of shared history and shared victory. We recall a story that all Americans can celebrate and every American should know. It is a story of ancient people called to serve in a modern war. It is a story of one unbreakable oral code of the Second World War, messages traveling by field radio on Iwo Jima in the very language heard across the Colorado plateau centuries ago.
Above all, it's a story of young Navajos who brought honor to their nation and victory to their country. Some of the Code Talkers were very young, like Albert Smith, who joined the Marines at 15. In order to enlist, he said, "I had to advance my age a little bit." At least one Code Talker was overage, so he claimed to be younger in order to serve. On active duty, their value was so great and their order so sensitive that they were closely guarded. By war's end, some 400 Navajos had served as Code Talkers; 13 were killed in action, and their names, too, are on today's roll of honor.
Regardless of circumstances, regardless of history, they came forward to serve America. The Navajo code itself provides a part of the reason. Late in his life, Albert Smith explained, "The code word for America was ‘Our Mother.' ‘Our Mother' stood for freedom, our religion, our ways of life, and that's why we went in."
The Code Talkers joined 44,000 Native Americans who wore the uniform in World War II. More than 12,000 Native Americans fought in World War I. Thousands more served in Korea, Vietnam, and serve to this very day. Twenty-four Native Americans have earned the highest military distinction of all, the Medal of Honor, including Ernest Childers, who was my guest at the White House last week. In all these wars and conflicts, Native Americans have served with the modesty and strength and quiet valor their tradition has always inspired.
That tradition found full expression in the Code Talkers—in those absent and in those with us today. Gentlemen, your service inspires the respect and admiration of all Americans, and our gratitude is expressed for all time in the medals it is now my honor to present.

DHAHRAN, Saudi Arabia — Pinpoint missiles slammed into a concrete bomb shelter in Baghdad early today, and Iraq said 500 civilians were killed. The United States said the site it bombed was a bunker used as a military command center.
The tragedy, together with other reports of continuing civilian deaths, is sure to inflame the debate over the war's costs and tactics.
In Washington, Defense Secretary Dick Cheney said allied forces hit the bunker in Baghdad with two bombs. It had been recently painted in camouflage and was "plugged into" Saddam Hussein's military communications system, Cheney said.
"We don't feel we attacked the wrong bunker or we made a mistake," Marine Brig. Gen. Richard I. Neal told reporters in Riyadh. "I can't explain if there were civilians in there why they were in there."
The 500 deaths, if confirmed, would by far be the single biggest loss of civilian life reported in the war.
"The loss of civilian lives in time of war is a truly tragic consequence," White House spokesman Marlin Fitzwater said.
But he added: "Saddam Hussein created this war, he created the military bunkers and he can bring this war to an end."

Remarks on the Unveiling of the Domestic Violence Hotline and an Exchange With Reporters

The President. Thank you, Candice. Thank you, Secretary Shalala. Thank you, Senator Kennedy, Senator Leahy, Representative Conyers. I want to thank Bonnie Campbell for doing such a great job as the Director of the Violence Against Women Office at the Justice Department. And I thank the Attorney General and Associate Attorney General John Schmidt and the others at Justice who have supported this endeavor for the first time. I want to thank you, Ellen Fisher, and your entire team for your hard work and your leadership. We are counting on you.
I want to thank all the brave women in this audience who have survived the horrors and the fears of domestic violence and who have gone on to work, like Candice, as advocates. And I want to thank the men and the women who are here today, some in law enforcement, some in other walks of life, who are here because they believe in this effort and they want to support it.
I was just sitting here thinking how many of you had the same reaction to Candice that I did. She sort of stepped up here and started talking; it sounded like another ordinary speech—I've done thousands of these now in the last 22 years—and it was almost hypnotic, just a calm, even-voice narrative that seemed almost unbelievable except for those of you who have lived through it so often.
When I gave the State of the Union Address and asked the American people to look beyond the present battle over the budget to the real challenges facing our country, not just our Government but our country, I pointed out that our first and foremost challenge now and perhaps forever will be to have good, strong families and to give childhood back to all the children in this country. Most of us have known the joys of—some of the joys of family life. And anybody who's been in a family knows that none of them are perfect. But there's a world of difference between a family with its joys and its problems and a family terrorized by violence and abuse.
For all the economic problems facing poor children in America, I would rather them be poor in homes with loving parents than have their childhoods robbed by violence in their homes. So I say again to all of you, this is not a women's issue; this is an issue for families and for children and for men as well. And it is an American challenge that we have to face.
This issue has been swept under the rug for too long. We have tried to take it out into the daylight, to let people talk about it, to give people a chance to find courage in the efforts of others and to know where they can find help. That's what the Violence Against Women Act in the 1994 crime bill was all about. And again, I thank Bonnie Campbell and all those at Justice who have supported those endeavors.
It's also what our efforts in the crime bill to train people locally to be more sensitive to this are all about. We're making progress now. We're actually getting a core group of police officers and prosecutors and judges who really understand this problem and how it should be dealt with. This past September, Federal prosecutors used the Violence Against Women Act to help ensure that a man convicted of severe violence against his wife was actually sentenced to life in prison. So I think that we need to continue this effort.
The second thing we need to do is to make sure that women who are struggling to take control of their own lives know how to do it. And for all the reasons that Secretary Shalala said, this number—this hotline will make a difference to women everywhere, whether they're isolated in rural areas, whether they're in big cities without enough money for a quarter for a telephone call; everywhere that people can see this number they will be able to use it.
So I guess what I'd like to do now is to wrap up my remarks and say that we're really, all of us, here for people who aren't here. And my greatest hope about this press conference is that people out there across America will see it tonight or hear about it, and if they are victims of domestic abuse or if they suspect that someone they know and care about is a victim of domestic abuse, they will pick up the phone and call this number: 1-800-799-CARE.

The President. SAFE, I mean. [Laughter] I can't read. Maybe it will get overused and we'll have to have two. [Laughter]
If this hotline—if one person does this and it saves their lives, if one person winds up safe, it will have been worth the effort. But all of you in this room know that it's not one person, that there are thousands and thousands and thousands of people out there.
I'm going to be very interested to see what the report is after 1 month and 2 months and 3 months. And I'm going to ask to get a report: how many calls, how many people out there, feeling alone and lonely and bereft and abandoned will dial that; how many people will commit to memory 799-SAFE and dial it, because I believe that all of us, even those of you who are advocates, may well be surprised by the sheer numbers, the volume of calls.
So I ask you as you leave today to reaffirm our common commitment to an end to domestic violence; to reaffirm our common commitment to saying to people, you must not raise your hand in violence against members of your family in your home; and to reaffirm our commitment to get this number everywhere. I want schoolchildren to know that there is a 1-800-799- SAFE. I want every police officer to know there's a 1-800-799-SAFE. I want every mayor to know it. I want every church leader to know it. I want it to be emblazoned in the synagogues and all the houses of worship in America. I want people to know this number. This is a way that we can bring the marvels of modern technology to solve a very old problem in a profoundly human way.
So again, I say, I thank all of you for your efforts. As you know, it means a lot to me personally. But it will only count if everyone in America who needs to know this number, knows it; and if everybody who needs to know it, knows it and feels that they can use it; and then that the people on the other end of the line do their job. I'm convinced that people on the other end of the line will do their job. [Laughter] And I'm convinced those of you who are out there in the fields will continue to do your job.
So I ask you to celebrate today, but remember, there's a lot of doctors and teachers and police officers and others that we need to gather into this great American family committed to doing away with this problem. I think—I will say again, if we can do this, and then we can make some progress on the real issue, which is getting every man in America to make a personal pledge never to raise a hand in violence in the home, this is a problem that America has that can actually be solved. And I think all of you are going to hasten the day when we do it.

The President. Yes.
Q. Following up on what the speaker said, could you or your family or your mother have benefited from a service like this when you were growing up, considering the problems that were in your household?
The President. The honest answer is, I don't know. I think that—I think, yes, because at that time in our country's history, most women were too embarrassed to talk about it. They didn't know that anybody else—they didn't know if anybody else had the problem, and if they did, they had no way of finding out who they were. And I think that the sense of shame, the ambivalence that "Maybe somehow this must be partly my fault," or "This is my burden to bear," that "This is not anything that I can get out of "— I think that's how it would have been most helpful.
I had a—my mother was one of the most remarkably resilient and self-reliant people I knew, but I think she came of age at a time when women in America simply didn't know that there was any way out of this. And I bet you there's still a lot of women out there who just don't know that there's any way out of this. So I would think that would have been the most important thing that would have helped us.

Audience member. I wonder if you could just take a moment and speak to the fact that with the billions of women who are battered, those that are the least addressed are those that are deaf, and that there is also a TDD line——

The President today accepted with deepest appreciation and regret the resignation of Attorney General William French Smith, effective upon the confirmation of his successor.
The President announced his intention to appoint William French Smith, upon his resignation as Attorney General, to the President's Foreign Intelligence Advisory Board.
The text of the exchange of letters follows:
Dear Bill:
It is with deep regret that I accept your resignation as Attorney General, effective upon the confirmation of your successor.
You have served in a fine tradition with extraordinary distinction. You may take justifiable pride in your contribution to the public good through your many accomplishments at Justice.
Particularly noteworthy among these have been: the strengthening of Justice as a Department through reorganization and improved management procedures; the consolidation of the FBI and the Drug Enforcement Agency in the increased attack on organized crime drug trafficking; the establishment of Law Enforcement Coordinating Committees to promote maximum cooperation among Federal, state and local authorities; the successful international negotiation of important mutual law assistance and extradition treaties; the development and promotion of an historic legislative reform of our criminal laws; the vigorous enforcement of civil rights laws through more productive and effective remedies; the emphasis on economic realism in antitrust policy combined with a more vigorous attack on anti-competitive activities than ever before; and the development of a comprehensive reform of the Nation's immigration laws.
You have indeed enforced the laws fully, effectively, and impartially—while advancing beneficial changes through the Congress and urging proper restraints upon the courts.
While I will deeply miss your continued participation as a member of the Cabinet, I appreciate your offer to participate in the 1984 campaign. And I am especially pleased that you have agreed to serve as a member of the President's Foreign Intelligence Advisory Board. We will all benefit from your continued wise counsel.
Nancy and I extend to you and Jean our very best wishes. We of course look forward to many years of continuing close friendship.

For me—building upon so many years of close friendship and personal association-service in your Cabinet has been both a great honor and a personal pleasure. However, it is now time for me to return to private life. Among the several reasons why I must do so is the strong conviction that the interests of the country require that you run and be re-elected. I have been involved in that process since 1966, and I do not want 1984 to be an exception. This would not be possible in my present position.
As your Attorney General, I have continually kept in mind the words of our first President in offering this post to the Nation's first Attorney General. George Washington wrote to Edmund Randolph that "the due administration of justice is the firmest pillar of good government." With your support and the assistance of the exceptionally fine appointees you named to posts in this Justice Department, we have done our utmost to enforce the laws fully, effectively, and impartially—and to urge beneficial changes upon the Congress and proper restraints upon the courts. When I went downstairs a few minutes ago to the vending machine, that "Phantom Shitter"-looking cretin at the front desk was making a lot of noise that I guess was to ensure that I knew he was sick with some kind of repiratory ailment. That observation is troubling because it probably means that I am going to be poisoned soon, or that I have been already, and that I was poisoned so that my immune system would be low enough to catch whatever he is breathing out into the atmosphere. Microsoft was doing the same thing to me, probably with the help of McDonald's, when I was working there at Microsoft and they would time their biological warfare against me around the time someone sick would come to work. Their hope being that the biological warfare they were waging against me would not raise any suspicions that I had been murdered.
