Hastert formally leaves Congress

He says timing can cut election costs

Former House Speaker Dennis Hastert resigned from Congress Monday, formally setting in motion a rare special election to succeed him.

The veteran lawmaker said the timing of his resignation was based on the advice of attorneys, with the aim of saving taxpayers money on election costs.

Hastert suggested the special primary election to fill out the remainder of his term could be held on Feb. 5, the same day as Illinois' regular primary election, which will decide nominees for Hastert's long-term replacement as well.

The former speaker said he also decided to step down now because his interests in developing new national energy policies were being sidetracked in the Democratic-controlled Congress, which is focused on the presidential election campaign.

"I wanted to get some energy policy done, but everything is being done behind closed doors on a partisan basis," Hastert told the Tribune. "You know, it seems to get tougher as we move into a presidential election year, and so I figured it was time for me to go out and live the rest of my life."

Under state law, it's up to Gov. Rod Blagojevich to call a special election, and he has to set the date within five days of Hastert's resignation, which took effect at 10:59 p.m. Monday. By law, the seat must be filled within 120 days.

If Blagojevich chooses, there could be two primaries for Hastert's seat on Feb. 5 -- one for the short-term vacancy and one for the term that begins in January 2009. Just as for the regular primary, candidates will have to file candidacy petitions to get on the special primary ballot.

The dual nature of the campaigning -- for the special election and the regular primary -- may become costly for candidates, who will be forced to intensify their efforts because it is unlikely that a primary voter would vote for two separate candidates for the same office to cover different time spans.

Hastert said he had no immediate career plans but expects to devote time to creating the Hastert Center for Economics, Government and Public Policy at Wheaton College, his alma mater. The school also will house a library collection of his congressional papers.

Hastert, the longest-serving GOP House speaker, said he had not explored job opportunities because of the potential for conflicts of interest while still a member of Congress.

"I'm going to talk to some folks. I may serve on some boards. I really don't know," Hastert said. But, he said, he had no plans to eventually lobby his former colleagues after what he said was a two-year ban on such activities by ex-House members.

Hastert also said he has not decided on whether to endorse a potential successor among the Republican field.

Mate Parlov, who has died of cancer aged 60, was a Croatian Olympic and professional world lightheavyweight champion who earned his place in the history books by being the first world champion from a communist country.

He was born into what was then Yugoslavia in 1948 in the same year that communist leader Joseph Tito stunned the world by a show of national independence against Soviet dictator, Stalin.

Boxing from an early age Parlov, a clever southpaw who combined technical excellence with ring craft and decent punching power, won the Olympic lightheavyweight gold at Munich in 1972. Four years earlier, he lost to England's Chris Finnegan. The 6ft 2in Parlov also won European amateur titles.

After turning pro, Parlov gave early warning of his huge potential in the paid ranks when, in only his second contest, he stopped opponent Robert Amory - who had 23 previous bouts to Parlov's one - in five rounds.

Pundits really began to take notice when he gave American future world champion Matthew Saad Muhammad a torrid time during the pair's two clashes in Italy in May and December 1976, which resulted in a draw and points loss for Parlov who had, nonetheless, established his credentials as a world contender.

Parlov's date with destiny came courtesy of a man against whom many agreed Parlov was lucky to retain his WBC world crown, Britain's John Conteh.

In 1977, Conteh, then the reigning WBC lightheavyweight champion, refused to go through with a defence in Monaco against Argentinian challenger Miguel Angel Cuello, whom most British boxing experts agreed, Conteh would have certainly beaten.

Conteh was stripped of his title and saw the crown awarded to Cuello, whose limitations were brutally exposed on January 7, 1978, when Parlov knocked out the Argentinian in the ninth round in Milan to become world champion.

Six months later, in Belgrade's Red Star Stadium, on June 17, 1978, Parlov showed scant gratitude for Briton Conteh's unintentional title largesse on his behalf by winning a highly-disputed 15-round points verdict which most neutral ring pundits thought the Liverpudlian had deserved.

Parlov's first world title defence came at the hands of the American Marvin Johnson, who stopped him inside 10 rounds.

Parlov retired in in March 1980 and, having saved his ring earnings wisely, utilised his gregarious personality by opening a cafe in Pula, Croatia, where he often regaled his clientele with his favourite country and western songs.

His pro record was a highly respectable 24 wins, three losses and one draw.

I can think of two good examples of the hypocrisy that creeps into this "community standard" business. One was when former Mayor Jim West of Spokane said that he was scared to admit he was gay because he wouldn't have gotten elected. In public, he was an oppressor of gays, in private, he was gay. Another example of hypocrisy is Dick Cheney not only hunting without the proper license, but then blaming his staff for not having the proper permits.

Deviance describes actions or behaviors that violate cultural norms including formally-enacted rules (e.g., crime)


Neutralization theory

Gresham Sykes and David Matza's neutralization theory explains how deviants justified their deviant behaviors by adjusting the definitions of their actions and by explaining to themselves and others the lack of guilt of their actions in particular situations. There are five different types of rationalizations, which are the denial of responsibility, the denial of injury, the denial of the victim, the condemnation of the condemners, and the appeal to higher loyalties.

The denial of responsibility is the argument that the deviant was helplessly propelled into the deviance, and that under the same circumstances, any other person would resort to similar actions. The denial of injury is the argument that the deviant did not hurt anyone, and thus the deviance is not morally wrong, due to the fundamental belief that the action caused no harm to other individuals or to the society. The denial of the victim is the argument that possible individuals on the receiving end of the deviance were not injured, but rather experiences righteous force, due to the victim's lack of virtue or morals. The condemnation of the condemners is the act by which the deviant accuses authority figures or victims for having the tendency to be equally deviant, and as a result, hypocrites.

CHICAGO — Rep. J. Dennis Hastert on Thursday said he had felt like a "prisoner" of his office as House speaker, unable to enjoy the camaraderie of his fellow lawmakers.

As Hastert prepares to formally announce today his decision not to seek reelection to the Illinois seat he first won in 1986, he reflected on a political career in which he became the longest-serving Republican speaker.

After the 2006 election gave Democrats the majority, ending Hastert's eight-year reign as speaker, he lost the trappings of a grand office, plane service to and from Washington, and the security detail provided to the second in the succession line to the presidency (after the vice president).

But returning to the life of a simple congressman from Plano has been rewarding, Hastert said, letting him renew friendships with other members that hadn't been possible when lawmakers were looking to him for favors.

"When you are speaker, you're almost a prisoner in that office," Hastert said. "You really didn't go out of your office, because they had 26 people asking you for something without an appointment, just trying to grab you. You were vulnerable every time you walked out."

Now, he said, "I can get on the floor and talk with people and kind of touch everybody without the same people in your face asking for something all the time."

Still, Hastert said it was time to leave Washington and his diminished role in shaping policy.

"I see an awful lot of policy being made that, you know, I wouldn't do that," he said. "But that's what being in the majority and the minority are all about."

He said he planned to serve his full term, but he wouldn't rule out leaving early.

Hastert's public service has coincided with the evolution of his district from a rural to an increasingly exurban existence. He said he called on consensus-making skills learned while he was in a less-partisan statehouse.

"I'll tell you one thing, he never shortchanged Chicago," Democratic Mayor Richard M. Daley said recently. "He did not just exclude us because maybe we were a Democratic city or we vote for the opposite for national or statewide office. He was always a very good public servant."

Hastert said Democrats were able to gain control of Congress primarily because of American impatience with progress in Iraq -- not because of what some others have called a culture of corruption surrounding a powerful Republican Congress.

"The American people would like to see a war of three months and drop a bomb from 40,000 feet and say, 'We've done the job,' " Hastert said. "But to really make changes in government in a place like Iraq or Afghanistan is a long, hard, dirty process."

Hastert was serving as chief deputy whip to the powerful then-Rep. Tom DeLay of Texas, in the midst of President Clinton's impeachment process, when House Speaker-elect Bob Livingston (R-La.) withdrew in December 1998 amid disclosures of marital infidelity.

Hastert's pragmatism with his colleagues quickly earned him the speaker's post, from which he dealt with passage of the Bush tax cuts and expansion of Medicare to include prescription drugs, among other accomplishments.

Hastert, a supporter of former Massachusetts Gov. Mitt Romney's GOP bid for the presidency, said he believes Sen. Hillary Rodham Clinton of New York has "the upper leg" toward the Democratic nomination.

Opposition to the war is "being played out by every Democratic nominee for president," he said. "So next year is not going to be a particularly good year for Republicans. "That's not the reason I'm getting out, but we ought to face reality."

I just realized something else from watching "First Contact" again the other day on television. Those scenes where "Picard" seems to be sensing something from the "Borg," there is sort of a buzzing sound and I understood that is actually a pretty good analogy to how I feel when I am having a hard time concentrating. In that movie, though, I would describe his sensations are a very negative experience and while the inability to concentrate can be annoying, I would not equate the sensation to what "Picard" experiences. In fact, there is really nothing negative about the sensation I feel. Rather, I just do not like it when I can't concentrate, when my mind is not clear and focused. I hate that lack of focus and clarity. But yet, I don't think it means something negative, rather, it is something natural and that I like to have as part of....whatever it is. I will probably find it easier to live with once I remember what is the source of it. It's probably something I have had all my life, but I lost conscious awareness of it almost 10 years ago. That has probably been one of the objectiveness of suppressing my memory. To see if I retained that ability without understanding I had such an ability.
