WASHINGTON — President Bush signed the most sweeping overhaul of the nation's intelligence-gathering apparatus in half a century on Friday, a move that he said would bolster America's defenses against "stateless networks" of terrorists.

Bush signed the bill at a morning ceremony attended by more than 300 people, including families of those who died in the Sept. 11 attacks and members of Congress and the Sept. 11 commission.

"Under this new law, our vast intelligence enterprise will become more unified, coordinated and effective," Bush said. "It will enable us to better do our duty, which is to protect the American people."

He added that the bill continued the "essential reorganization" of U.S. government.

"A key lesson of September the 11th, 2001, is that America's intelligence agencies must work together as a single, unified enterprise," Bush said.

Description: The Pegasus air-launched space booster is carried aloft under the right wing of NASA's B-52 carrier aircraft on its first captive flight from the Dryden Flight Research Center, Edwards, California. The first of two scheduled captive flights was completed on November 9, 1989. Pegasus is used to launch satellites into low-earth orbits cheaply. In 1997, a Pegasus rocket booster was also modified to test a hypersonic experiment (PHYSX). An experimental "glove," installed on a section of its wing, housed hundreds of temperature and pressure sensors that sent hypersonic flight data to ground tracking facilities during the experiment’s flight.

Project

Description: NASA B-52, Tail Number 008, was an air launch carrier aircraft, "mothership," as well as a research aircraft platform that had been used on a variety of research projects. The aircraft, a "B" model built in 1952 and first flown on June 11, 1955, was used on some of the most significant research projects in aerospace history. The aircraft was retired on December 17, 2004 in a ceremony at the Dryden Flight Research Center, after nearly 50 years of flight test and research. It was both the oldest B-52 still on flight status, and had the lowest flight time of any B-52.

Obama lands hefty sum for 3-book deal / For $1.9 million, senator-elect will write 2 for adults and 1 for children

CHICAGO - U.S. Sen.-elect Barack Obama, whose 1995 book jumped onto best-seller lists after his keynote address to the Democratic National Convention, has landed a three-book deal worth $1.9 million.

Crown Publishing Group and Random House Children's Books, divisions of Random House, announced Friday that Obama will write two books for adults and one for children.

He'll be paid an $850,000 advance for each adult book and $200,000 for the children's book, said Obama spokesman Robert Gibbs.

Today, I have signed into law S. 2845, the ''Intelligence Reform and Terrorism Prevention Act of 2004'' (the ''Act''). The Act strengthens the intelligence and counterterrorism capabilities of the United States, including by appropriate implementation of the recommendations in the Report of the National Commission on Terrorist Attacks Upon the United States, often called the 9/11 Commission.

Many provisions of the Act deal with the conduct of United States intelligence activities

299 - Statement by the President on Establishing the Committee on Government Contract Compliance.

I HAVE today signed an Executive order creating the Committee on Government Contract Compliance.

The purpose of this order is to secure better compliance by contractors and subcontractors with certain provisions now required in their contracts with the U.S. Government. For nearly 10 years it has been mandatory to include in such contracts a clause obligating the contractor to practice nondiscrimination in the performance of his contract. The clause specifically forbids discrimination because of race, creed, color, or national origin; relates to the various aspects of employment; and extends to subcontracts as well as to original contracts.

The inclusion of this nondiscrimination clause in Government contracts has been helpful in reducing the practice of discrimination. In the past, however, compliance has not been secured by any system of uniform regulation, or inspection, common to all the contracting agencies of the Federal Government, and widely understood by contractors and their employees.

The present order is designed to correct this deficiency. It places the primary responsibility for securing compliance with the nondiscrimination clause with the head of each contracting agency of the Federal Government. This is as it should be, for this is where the primary responsibility rests for securing compliance with contractual provisions generally. The same means used to obtain compliance generally can be used by the contracting agencies to obtain compliance with the nondiscrimination clause. The Committee will be expected to examine and study the compliance procedures now in use and to recommend to the department and agency heads changes that will strengthen them. As part of its functions, the Committee may confer with interested persons. Recommendations of this Committee are subject to review under certain conditions by the Director of Defense Mobilization, so that our efforts towards eliminating discrimination in employment will at all times aid in increasing defense production.

The creation of this Committee on Government Contract Compliance is one more. step in the program I have undertaken to use the powers conferred on the Executive by the Constitution and the statutes to eliminate the practice of discrimination in connection with activities of the Federal Government. The Fair Employment Board of the Civil Service Commission carries this responsibility with respect to the Federal Government as an employer. The President's Committee on Equality of Treatment and Opportunity in the Armed Services pointed the way toward ending discrimination in our fighting forces. In fulfilling a contract with the Federal Government a contractor should follow the national policy of equal treatment and opportunity. It is my hope and my belief that the Committee on Government Contract Compliance will show us the way.
