Top 10 CIA Myths

Hollywood has produced some incredibly entertaining portrayals of the lives of CIA officers. The veil of secrecy surrounding the work of real-life intelligence officers lends itself to speculation, and the gaps created are quickly filled in with fiction. These fictional depictions often lead to the solidification of the inaccurate perspectives that most people have of the CIA.

In our effort to remain as transparent as possible, we’re debunking 10 of the most common misconceptions people have about the CIA. It may surprise some to discover that we are not the gun-toting, globetrotting, martini-drinking spies frequently portrayed on the silver screen.

Myth 1: The CIA spies on US citizens

The CIA’s mission is to collect information related to foreign intelligence and foreign counterintelligence. By direction of the president in Executive Order 12333 of 1981, and in accordance with procedures approved by the Attorney General, the CIA is restricted in the collection of intelligence information directed against US citizens. Collection is allowed only for an authorized intelligence purpose; for example, if there is a reason to believe that an individual is involved in espionage or international terrorist activities. The CIA's procedures require senior approval for any such collection that is allowed, and, depending on the collection technique employed, the sanction of the Director of National Intelligence and Attorney General may be required. These restrictions have been in effect since the 1970s.

The FBI has the lead on intelligence matters in the United States, especially those directed against US citizens. The CIA does not collect information concerning the domestic activities of US citizens, but its foreign intelligence collection mission can be conducted anywhere.

Myth 2: The men and women who work for the CIA are spies and agents

Citizens who work for the CIA are officers – not agents or spies. All employees, from operations officers, to analysts, to librarians and public affairs, are considered CIA officers.

So, who is a CIA agent? Our operations officers recruit well-placed human assets with access to information. These spies are agents. They provide critical information about their country to help America. Operations officers are CIA employees who spot, recruit, and handle foreign agents. They are experts in understanding human nature, emotions, intentions, and motivations.

Foreign agents/spies are invaluable. The information they provide plays a critical role in developing and implementing US foreign and national security policy. Spies risk imprisonment, the loss of their job, reputation, or family and friends. Some are even at risk of execution if caught.

Myth 3: All CIA officers recruit and handle agents

Some people who work for the CIA recruit and handle agents, which is the job of an operations officer. While the number of employees at CIA is classified, we can tell you that the variety of careers here is similar to that of a major corporation. CIA officers work as analysts, scientists, engineers, economists, linguists, mathematicians, secretaries, accountants, computer specialists, targeting officers, inventors, developers, cartographers, cyber exploitation officers, architects, data engineers, IT technicians, human resources, auditors, psychologists, environmental safety officers, nurses, physicians, psychiatrists, cyber security officers, security protective service (federal police) officers, polygraph examiners, attorneys, paralegals, logistics officers, researchers, communications officers, editors, graphic designers, videographers, instructors, automotive mechanics, librarians, historians, museum curators, and more!

Myth 4: All CIA officers are quiet, mysterious, live undercover and lie about where they work

While some officers do live undercover, many do not. And while some of us may be able to confirm that we work for the CIA, we may have to deny you details. Actually, for the majority of our officers, working at the CIA is very similar to working any other nine-to-five job in terms of logistics and lifestyle. The work we do may be secret, but our lives aren’t. CIA officers lead typical lives – we have kids and pets, we workout at the gym, watch movies, eat out, spend time with friends, and do volunteer work. We come from a variety of backgrounds and an array of educational expertise.

PERRY, Okla. -- Bad luck dogged bombing suspect Timothy James McVeigh as he drove northbound toward the Kansas border Wednesday morning in a battered yellow Mercury Marquis with a rusted fender and no license plate. Bad luck's name was Trooper Charlie Hanger.

Hanger, a 22-year veteran of the Oklahoma Highway Patrol, is a road hawk -- the sort of alert patrolman who takes his job so seriously that everyone in his hometown has either been stopped by him or knows someone who has.

"I don't think there's a fun-loving person in this county who hasn't looked up at Charlie from the driver's seat at some point in their life," said Marty Casteel, 38, a farmer. "He's a fair man, mind you, but he's a ticket-writing machine."

Rare external investigation finds wrongdoing in the CIA's watchdog office

On a spring day in late April 2014, officials at the CIA’s watchdog office slapped yellow crime-scene tape and heavy-duty combination locks on an employee’s office door after security walked him out of the building for allegedly accessing information he wasn’t supposed to have.

But more than five years later, external investigators reviewed the case and concluded that Andrew Bakaj, a former attorney in the CIA Office of the Inspector General, was retaliated against by his bosses who were hoping to expose and ferret out whistleblowers inside the office.

A new unclassified summary of a years-long investigation conducted by the Department of Homeland Security’s Office of Inspector General, which does not cite Bakaj by name, says that the CIA watchdog “opened a ‘retaliatory investigation’” into an employee who was cooperating with a separate review of the office.

At the time, the intelligence community’s inspector general, which conducts independent audits and reviews across the spy agencies, was investigating concerns about potential evidence manipulation at the CIA inspector general’s office, issues that Bakaj and others, some of whom still remain anonymous, had raised.

The Department of Homeland Security’s inspector general was called in to make an impartial decision about whether Bakaj’s resulting administrative suspension and loss of clearance was retaliation for cooperating with investigators.

Mark Zaid, Bakaj’s attorney and a co-founder of Whistleblower Aid, a nonprofit law office, confirmed that his client is the subject of the summary. “The CIA retaliated against Bakaj, a national security whistleblower, and has finally been held to account for its misconduct.”

While the CIA’s watchdog office rarely makes headlines, it serves an important internal oversight role within the intelligence community. Since President Trump was elected, the directors of the 17 intelligence agencies have been under pressure to not question or contradict the president, and those who have done so, like the president’s Director of National Intelligence Dan Coats and his second-in-command Sue Gordon, have been forced to leave.

However, complicated questions over who watches the watchers, and how to protect whistleblowers with access to classified information, had persisted over many years prior to Trump’s election. Many believe that protecting whistleblowers and supporting their ability to go through the proper channels to raise concerns could prevent major leaks like the 2013 disclosure of classified NSA documents by former contractor Edward Snowden.

“The U.S. government should promote the success of this national security whistleblower action in order to deter any future Ed Snowdens,” said Zaid, Bakaj’s attorney.

The inspector general system within the intelligence community has several layers. Each agency has its own inspector general to investigate and audit matters ranging from fraud to the CIA’s rendition and interrogation program. There is also an inspector general who coordinates community-wide reviews within the office of the director of national intelligence.

When Bakaj started at the CIA in 2012, he was directed to ensure the agency was complying with President Barack Obama’s new directive to protect whistleblowers with access to classified information who expose fraud, waste and abuse. His subsequent dismissal and attempts at redemption demonstrate the problems with protecting whistleblowers with access to classified information.

According to four sources familiar with the matter, Bakaj’s problems began in 2014 when his colleagues approached him about concerns that multiple senior employees at the CIA inspector general’s office were involved in facilitating or covering up evidence mishandling in one of its investigations of a contractor. Bakaj ended up speaking with colleagues at the intelligence community inspector general’s (ICIG) office about the concerns, some of which made their way to Congress.

Bakaj’s superiors at the CIA watchdog office subsequently interfered in interviews with the ICIG, according to the sources, in order to try and find out who the whistleblowers were. Afterward, Bakaj’s security clearance was suspended and he was put on administrative leave. He didn’t work for over a year before he decided to retire and enter private practice — he is now a managing partner at Compass Rose Legal Group — but he has not given up on getting to the bottom of what happened.

Bakaj was not alone in his complaints about the CIA’s inspector general. Jonathan Kaplan, another former investigator in the CIA’s watchdog office, filed his own reprisal complaints against the agency in 2015.

The National Geospatial Intelligence Agency’s inspector general is handling his investigation. Kaplan says he doesn’t expect to hear the outcome until winter, but hopes for a similar result.

“While ‘reprisal’ affects me on a personal level, the real issue is how to improve protections for whistleblowers across government and the intelligence community specifically,” Kaplan wrote in an email. “Existing policy was inadequate to protect Andrew and I.”

Prior to the publication of DHS’s conclusions, acting CIA Inspector General Christopher Sharpley resigned in the summer of 2018. During his congressional confirmation hearing, he testified that he was unaware of any reprisal complaints against him. ProPublica reported that he may have misled Congress, and was aware of the ongoing investigations into not just Bakaj’s case but Kaplan’s as well, citing letters from their attorneys sent to Congress.

The CIA declined to comment on the new DHS inspector general report, but asserted its confidence in Sharpley after his resignation.

Dan Meyer, the former head of whistleblower engagement at the intelligence community inspector general’s office, declined to comment on the specifics of Bakaj’s case. However, he described DHS’s finding as “ominous,” particularly because there are other public examples of inspectors general retaliating against their employees. The trend “shows a decline in professionalism among IGs,” wrote Meyer in a statement.

President Trump has not appointed a full-time chief to lead the CIA inspector general’s office. The acting inspector general, Christine Ruppert, served as legal counsel to the office at the time the agency closed Bakaj’s original reprisal complaint in 2015.

While the full conclusions and recommendations of the DHS inspector general remain classified, the public substantiation of wrongdoing at the highest levels of the CIA’s watchdog office is significant.

“Whistleblowers need engaged guardians inside the government — and that requires a trustworthy arbiter to protect them,” wrote Irvin McCullough, a national security analyst for the Government Accountability Project, a nonprofit whistleblower protection organization. “Andrew has dedicated his career to building a bridge for the whistleblowers who come after him, and inspectors general across the community should take note of this landmark finding.”

So, I've have established clearly that my official United States Navy documents as Kerry Burgess indicate I began on 03/24/1990 separation leave from active duty United States Navy.

I have described the memories I still have in my conscious mind of visualizations of that final day.

My enlistment did not end officially until 05/14/1990 but I had almost 2 years vacation time saved up and I used it all at the end of my enlistment. Since I would not be returning to a US Navy base, I was separated and on leave beginning 03/24/1990. I still had an official United States Navy identification card but I was ordered to return it by postal mail after 05/14/1990.

The point here is to describe my theory that the day I can visualize leaving the now-defunct Charleston Naval Station, South Carolina, flinging my uniform hat from the overpass after I drove through the main security checkpoint of the base, was the day Friday 03/23/1990.

I think it was my first thought after waking up this morning that I used to date Julia Roberts a long time ago.

I also have these unexplained thoughts that I was a fighter pilot in the U.S. military, although I'm not sure which service, but I may have been in two different branches over time. I am also confused about thoughts that I may have been a helicopter pilot. What's next? A space shuttle pilot? Seems like a lot for someone that is only 40. And, while I am not sure when this divergence happened, I am reasonably certain it was before I turned 33. So I must have been a pretty busy guy. Especially because I have thoughts that I was some kind of mathmetician too. I have these thoughts too that I was captured by enemy forces at some point and tortured while in captivity.

Today I've been joined by the First Lady and by children of people who work for our Federal Government, because we are especially concerned about how the children of America are reacting to the terrible events in Oklahoma City. Our family has been struggling to make sense of this tragedy, and I know that families all over America have as well.

We know that what happened in Oklahoma is very frightening, and we want children to know that it's okay to be frightened by something as bad as this. Your parents understand it. Your teachers understand it. And we're all there for you, and we're working hard to make sure that this makes sense to you and that you can overcome your fears and go on with your lives.

From independent counsel Kenneth Starr's report to the House on President Clinton. Some of the language in these documents is sexually explicit.

I. There is substantial and credible information that President Clinton lied under oath as a defendant in Jones v. Clinton regarding his sexual relationship with Monica Lewinsky.

(1) He denied that he had a "sexual relationship" with Monica Lewinsky.

(2) He denied that he had a "sexual affair" with Monica Lewinsky.

(3) He denied that he had "sexual relations" with Monica Lewinsky.

(4) He denied that he engaged in or caused contact with the genitalia of "any person" with an intent to arouse or gratify (oral sex performed on him by Ms. Lewinsky).

(5) He denied that he made contact with Monica Lewinsky's breasts or genitalia with an intent to arouse or gratify.

(ix) Friday, February 28, 1997

Ms. Lewinsky testified that her next sexual encounter with the President occurred on Friday, February 28, 1997, in the early evening.(40) The President initiated this encounter by having his secretary Betty Currie call Ms. Lewinsky to invite her to the White House for a radio address. After the address, Ms. Lewinsky and the President kissed by the bathroom. The President unbuttoned her dress and fondled her breasts, first with her bra on and then directly. He touched her genitalia through her clothes, but not directly, on this occasion. Ms. Lewinsky performed oral sex on him.(41) On this day, Ms. Lewinsky was wearing a blue dress that forensic tests have conclusively shown was stained with the President's semen.
