§ 1505. Further review
(a) Subsequent Review.— The Secretary concerned shall conduct subsequent inquiries into the whereabouts and status of any person determined by the Secretary under section 1504 of this title to be in a missing status.
(b) Frequency of Subsequent Reviews.— The Secretary concerned shall conduct inquiries into the whereabouts and status of a person under subsection (a) upon receipt of information that may result in a change of status of the person. The Secretary concerned shall appoint a board to conduct such inquiries.
(c) Action Upon Discovery or Receipt of Information.—
(1) Whenever any United States intelligence agency or other element of the Government finds or receives information that may be related to a missing person, the information shall promptly be forwarded to the office established under section 1501 of this title.
(2) Upon receipt of information under paragraph (1), the head of the office established under section 1501 of this title shall as expeditiously as possible ensure that the information is added to the appropriate case file for that missing person and notify
(A) the designated missing person’s counsel for that person, and
(B) the primary next of kin and any previously designated person for the missing person of the existence of that information.
(3) The head of the office established under section 1501 of this title, with the advice of the missing person’s counsel notified under paragraph (2), shall determine whether the information is significant enough to require a board review under this section.
(d) Conduct of Proceedings.— If it is determined that such a board should be appointed, the appointment of, and activities before, a board appointed under this section shall be governed by the provisions of section 1504 of this title with respect to a board appointed under that section.

(a) Charges and Specifications.— Charges and specifications against an accused in a military commission under this chapter shall be signed by a person subject to chapter 47 of this title under oath before a commissioned officer of the armed forces authorized to administer oaths and shall state—
(1) that the signer has personal knowledge of, or reason to believe, the matters set forth therein; and
(2) that such matters are true in fact to the best of the signer’s knowledge and belief.
(b) Notice to Accused.— Upon the swearing of the charges and specifications in accordance with subsection (a), the accused shall be informed of the charges and specifications against the accused as soon as practicable.

He dumped me off at the St. Francis hospital in Federal Way where the first thing they did was secretly drug my food. I found it very hard to restrain the urge to laugh shortly after I had eaten.

Acting on a complaint by leaders of an Indian tribe who say a private company had illegally taken fossils from tribal land, federal agents in South Dakota have seized the largest and best-preserved tyrannosaurus rex fossil ever found.
The seizure ignited a struggle involving the Justice Department, Indian leaders, scientists, a large fossil-dealer and many dinosaur enthusiasts.
The dispute centers on ownership of the remains of the dinosaur, which in life would have been more than 50 feet long.
Though such fossils are worth nothing in the ground, an important fossil like the South Dakota dinosaur could bring several million dollars, particularly from a museum abroad, paleontologists said.
More important, from the paleontologists' point of view, the specimen offers rare opportunities to learn more about the tyrannosaurus rex. Though care was taken in packing the bones, they said, they feared the bones might be damaged in the move.
Early Thursday, 30 FBI officials, under orders from U.S. Attorney Kevin Schieffer, sealed off the premises of the Black Hills Institute of Geological Research in Hill City, S.D.
They packed up the gigantic bones along with the company's files, photographs and specimens relating to the dinosaur.
Although paleontologists frequently criticize commercialized fossil collecting, many prominent paleontologist say the Black Hills Institute takes great care to preserve scientific assets and makes them available to scholars.

I have been trying to find the building I "remember" going to often in downtown Asheville NC but I cannot seem to find it. I see the map has buildings downtown labeled for the district court and for the US Marshals Service but I don't see that specific building near that location. I "remember" it was a midrise building and seemed to be one of the tallest or the tallest building downtown. I "remember the building was narrow and there was a point where you could stand in a hallway on one of the upper floors and see the mountains that surround downtown Asheville and you could see out the windows of opposite sides of the building while standing in that hallway. The closest building I can find is on a street named French Broad but I don't know. That building isn't as close to downtown as I am thinking is that other building.
That Marshals Service building is on French Broad Avenue though.

I cannot ever seem to recall the name of that company that was in that building that I would go to when they called me up there from my office in Greenville SC. I went there primarily, as I recall to replace cathode ray tubes in their mainframe computer terminals. One time I was changing a CRT in a terminal and I accidentally let the good CRT fall over and break. That time I was there to replace a functioning CRT with a different color CRT and after I took out the functioning monochrome CRT I accidentally let it fall over and break apart. I still had the replacement CRT so I was at least able to complete the assignment.
I think I found it. It doesn't seem to be a tall as I was thinking though. The location is consistent though. One one side of the building is College and the other is North Pack Square. There is some kind of monument across from the building which seems to form the Pack Square. That monument is vaguely familiar.
And Broadway. That narrow west side of the building is on Broadway street.

The credits indicate the train wreck occurs in Dillsboro North Carolina. That is is the general area of Asheville North Carolina but still quite a distance on the map. In between Dillsboro and Asheville is Waynesville. I have driven through Dillsboro before several times and there is also the filming scenes on the Blue Ridge Parkway which I have been to many times, especially in 1995 and 1997, so those must be artificial or converted memories. I was camping up around Boone North Carolina several times during the autumn and winter times which was 1995 and maybe as well as 1996.
The Blue Ridge Parkway is several miles to the north of Dillsboro but it runs just to the south of the outskirts of Asheville.
The actual location of the dam doesn't seem to be anywhere near the Blue Ridge Parkway which I have always thought was the filming location of the scenes leading up to the scene at the dam.
That building in downtown Asheville North Carolina must be the location where Deputy US Marshal was seriously injured during his fatal gunfight with the fugitive from US federal justice.

This is the closest shopping arcade but the whole area is an absolute monument to consumerism.
I had been thinking that the reason for the artificial memory of me being in that building and replacing a cathode ray tube in a mainframe computer terminal is because that artificial memory was designed as a reference to the 1984 film "Night of the Comet." There is a scene that I am thinking of and that I always think features a terminal device instead of the device that we today commonly refer to as the personal computer. The reason for having an artificial memory reference that scene is because the events on 19 January 1993 where Deputy US Marshal was shot by the fugitive that Deputy Marshal Burgess killed by almost instantaneous gunfire was an ambush that had been planned years in advance by the national traitor George Bush and because George Bush is guilty of capital crimes against the United States federal government.

Stacia A. Hylton, Nominee for Director, United States Marshals Service
Stacia A. Hylton currently operates her own consulting company, Hylton Kirk & Associates, after having served in federal law enforcement within the Department of Justice for 29 years. Previously, she served as the Federal Detention Trustee from 2004-2010. Prior to that, she served in a number of leadership positions within the U.S. Marshals Service from 1980-2004, including Acting Deputy Director, Assistant Director Prisoner Operations, Chief Deputy in the District of South Carolina, and Chief of Judicial Security Programs. She is a recipient of the Attorney General’s Edmund J. Randolph Award and the Presidential Rank Award for Distinguished Service. Ms. Hylton attended Northeastern University where she earned her Bachelor’s of Science degree in Criminal Justice in 1983.

Feds warn against ex-CIA operative's release

A disgruntled former CIA operative accused of dishing confidential documents to a New York Times reporter likely could spill more government secrets if not kept locked up pending his trial, the Justice Department warned in a court filing that casts the ex-operative as untrustworthy and dangerous.
The newly unsealed detention request underscores the federal government's unease about Jeffrey Sterling, claiming his "underlying selfish and vindictive motivations" could spur him to disclose more government secrets now that he faces a 10-count indictment in Virginia.
"The cost to national security and the danger posed to lives of certain individuals is simply too high not to require the defendant's detention in this matter," according to the filing, which was unsealed late Monday.
Given the criminal charges, "it is incomprehensible to believe that (Sterling) will not retaliate in the same deliberate, methodical, vindictive manner," said the filing.
"The threat of continued criminal activity by this defendant requires his detention."
Federal prosecutors had filed the motion in advance of Sterling's detention hearing on Monday in St. Louis, where he was arrested last week before the Dec. 22 indictment was made public. During the four-minute hearing, Sterling agreed to be returned to Virginia as soon as it's medically safe to fly with his recently surgically replaced knee.
A magistrate judge ordered Sterling to remain held without bond pending a full detention hearing once federal marshals escort him back to Virginia, where the Justice Department likely will renew its assertion that Sterling stay behind bars until tried.
Sterling's attorney said Tuesday that he would push for his client's pre-trial release on bond, insisting his client - fired by the CIA in 2002 after a stormy relationship with the agency - "is no threat to the community."
"If he was such a danger in the last 10 years, they could have charged him with something" before last month, said Edward MacMahon Jr.
Sterling, 43, is scheduled to be arraigned Friday in Virginia, though his whereabouts Tuesday were unclear. MacMahon said he was unaware whether Sterling had been extradited, and the U.S. Marshals Service keeps details of prisoner transfers hushed, citing security concerns.

Feds warn against ex-CIA operative's release

A disgruntled former CIA operative accused of dishing confidential documents to a New York Times reporter likely could spill more government secrets if not kept locked up pending his trial, the Justice Department warned in a court filing that casts the ex-operative as untrustworthy and dangerous.
The newly unsealed detention request underscores the federal government's unease about Jeffrey Sterling, claiming his "underlying selfish and vindictive motivations" could spur him to disclose more government secrets now that he faces a 10-count indictment in Virginia.
"The cost to national security and the danger posed to lives of certain individuals is simply too high not to require the defendant's detention in this matter," according to the filing, which was unsealed late Monday.
Given the criminal charges, "it is incomprehensible to believe that (Sterling) will not retaliate in the same deliberate, methodical, vindictive manner," said the filing.
"The threat of continued criminal activity by this defendant requires his detention."
Federal prosecutors had filed the motion in advance of Sterling's detention hearing on Monday in St. Louis, where he was arrested last week before the Dec. 22 indictment was made public. During the four-minute hearing, Sterling agreed to be returned to Virginia as soon as it's medically safe to fly with his recently surgically replaced knee.
A magistrate judge ordered Sterling to remain held without bond pending a full detention hearing once federal marshals escort him back to Virginia, where the Justice Department likely will renew its assertion that Sterling stay behind bars until tried.
Sterling's attorney said Tuesday that he would push for his client's pre-trial release on bond, insisting his client - fired by the CIA in 2002 after a stormy relationship with the agency - "is no threat to the community."
"If he was such a danger in the last 10 years, they could have charged him with something" before last month, said Edward MacMahon Jr.
Sterling, 43, is scheduled to be arraigned Friday in Virginia, though his whereabouts Tuesday were unclear. MacMahon said he was unaware whether Sterling had been extradited, and the U.S. Marshals Service keeps details of prisoner transfers hushed, citing security concerns.
Between the time Sterling joined the CIA in 1993 and when he was fired in 2002, Sterling worked on the agency's Iran Task Force as an operations officer, handling a human asset while involved in a clandestine program meant to prevent countries from obtaining nuclear weapons.
The indictment did not say specifically what information was leaked, but the dates and other details indicate the case centered on suspected leaks to James Risen, a Pulitzer Prize-winning reporter for The New York Times. His 2006 book "State of War" revealed details about the CIA's covert spy war with Iran. The book details how the CIA used a Russian scientist to try to deceive the Iranians but the plan apparently backfired. Prosecutors claim Sterling provided the author with false and misleading information.
MacMahon has refused to discuss whether Sterling was a source. Risen did not cooperate with investigators nor testify.
The leaks, according to the U.S. government's detention motion, came despite Sterling's numerous agreements in writing not to disclose classified information, knowing that doing so was illegal.

For years, he was a fixture in Lower Manhattan, as regular as the sunrise. Every morning, Najibullah Zazi would be there on Stone Street with his pastries and his coffee, his vending cart anchored to the sidewalk.
For many on Wall Street — young, old, all in a hurry, the charging bulls of Bowling Green — his was the first hello of the day. Affable and rooted, he lived for 10 years in the same apartment with his family in Flushing, Queens. His father drove a cab for more than 15 years.
He was, in other words, no brooding outcast, no sheltered, suggestible loner raised in a closed community.
He was the smiling man who remembered a customer liked his coffee large, light and sweet. He had a “God Bless America” sign on his cart. He was the doughnut man.
But prosecutors say Mr. Zazi, 24, who worked blocks from ground zero, was just as furtive an operative as the Sept. 11 hijackers when he traveled to Pakistan last year for terrorism training and returned to the United States with a plan to build bombs using beauty supplies and backpacks.
In fact, law enforcement officials, who fret about how to seal the borders of a free society from terrorists, say they find in Mr. Zazi a particularly harrowing challenge: a homegrown operative who travels freely, who is skilled with people, who passed an airport employee background check, who understands the patterns and nuance of American life so well that he gave multiple interviews to journalists for whom access and openness rarely seem like a disguise.
“This is one of the best countries in the world,” he told a reporter by telephone on Sept. 14 after the F.B.I. had identified him as a terrorism suspect. “It gives you every single right.”
Mr. Zazi, to date, has merely been charged, not proven guilty. And vast passages of his life remain unexplored, facts and experiences that could help explain his embrace of violence or undercut the government’s disturbing portrait of him.

New York (CNN) -- Terrorism suspect Najibullah Zazi pleaded guilty Monday to conspiring to detonate explosives in the United States.
In an appearance before a federal judge, Zazi, a native of Afghanistan who lived in Colorado, admitted his role in the conspiracy, saying, "In spring 2008, I conspired with others to join the Taliban, to fight along with the Taliban against the United States."
"We were recruited to al Qaeda instead," he said.
He pleaded guilty to three counts: conspiring to use weapons of mass destruction, conspiracy to commit murder in a foreign country and providing material support to a terrorist organization.
The terms of the plea deal were sealed. A law enforcement source told CNN that the threat of legal action against Zazi's associates and family played a role in his decision to cooperate with the government. The source said Zazi's parents faced potential immigration fraud charges. They were not facing deportation but did face the possibility of criminal penalties.
Sentencing is set for June 25.
Authorities have said Zazi had been under surveillance for months before his arrest September 19. Agents had followed him as he drove from Denver to New York.
Authorities said Zazi planned to be in New York with the intent of using an explosive device around September 11, 2009.
At Monday's news conference, Holder used Zazi's plea and the foiling of the conspiracy to defend the U.S. criminal justice system, which has been under fire after a Nigerian man allegedly tried to detonate a device aboard a flight from the Netherlands to Detroit, Michigan, on Christmas Day. The man, Umar Farouk AbdulMutallab, is being tried in civilian court. Republican leaders have said that AbdulMutallab should be treated as an enemy combatant and tried in a military tribunal.
"We are at war against a very dangerous and intelligent and adaptable enemy, and we must use every weapon available to us in order to win that war," Holder said. "In [the Zazi] case ... the criminal justice system has proved to be an invaluable weapon for discovering plots and incapacitating terrorists. ... We'll continue to use it to protect the American people from terrorism."

David N. Schramm, 1945-1997
David N. Schramm, one of the world’s leading astrophysicists, was killed Friday, Dec. 19, when the twin-engine plane he was piloting crashed outside of Denver. He was en route from his home in Chicago to his second home in Aspen, Colo. The cause of the crash is being investigated. Schramm, Vice President for Research and Louis Block Distinguished Service Professor in the Physical Sciences at the University of Chicago, was 52.
Schramm was a world leader in theoretical astrophysics and perhaps the leading authority on the Big-Bang model of the formation of the universe. He did important work across the discipline of astrophysics, and he is more responsible than any other individual for the recent merging of the fields of particle physics, nuclear physics and astrophysics in the study of the early universe.
Physicist Stephen Hawking said, “All I can say is that David was larger than life in many ways. His death is a great loss to physics, his friends and the Aspen Center for Physics.”
Michael Turner, Chairman of the department of Astronomy & Astrophysics at Chicago, said, “Dave was one of the giants of modern cosmology and a towering figure in astrophysics. He was also a tireless proponent of the importance of basic scientific research.”
Schramm’s most important work was in cosmology–the study of the very early universe–and the connection between particle physics, nuclear physics and cosmology.

Classic Clancy -- Jack Ryan Returns, And The Bad Guy This Time Is Japan

He's back!
Yes, all you fans of "The Hunt for Red October," "Patriot Games," and the rest of Tom Clancy's bestselling techno-thrillers. Clancy's newest, "Debt of Honor," is poised to assault bestseller lists yet again - not as a submarine, silent and stealthy, but as a nuclear warhead, the same kind that the Japanese are . . . oops!
We don't want to give away the plot here, though there is plenty of plot to give away, in what is probably Clancy's most complicated and ambitious international potboiler yet.
After the mean-spirited and sadistic "Without Remorse," it's a relief to have that novel's claustrophobic atmosphere lifted in a novel that will be long remembered for its energy and exuberance. Unfortunately, "Debt of Honor" also will be remembered for its xenophobia. Japanese villainy - corporate, political and military - is the central threat here, and there are so many racial slurs that you may think you're reading World War II propaganda.
Back in the land of acronyms
We're also back in the world of Clancy's favorite military-bureaucratic abbreviations: CINCPACFLT and ComSubPac and SSNs and ICBMs and ADCAPs, all rallying like mad to save America once again. So are the heroes of Clancy novels past, including the indomitable Jack Ryan, submariners Mancuso and Jones, and a certain mysterious CIA operative named John Clark, the alias of one of Clancy's favorite protagonists.
Clancy balances his politically incorrect plot by bringing in large numbers of women in key positions, from Ryan's prize-winning surgeon wife to important submarine and CIA operatives. The women are mostly paper figures, however, there just to provide feminine pronouns.
What sets this all in motion is a land purchase by a Japanese businessman named Yamata. With nice economy of structure, Clancy makes this purchase the subject of his first sentence: "In retrospect, it would seem an odd way to start a war."
It certainly would, except that by the time you've followed Clancy's line of reasoning through hundreds and hundreds of densely plotted pages, it doesn't seem odd at all; indeed, it makes sense.
Nobody, but nobody, is better than Clancy at the "gathering storm" technique of thriller fiction. Like a master chef, he starts simmering one pot after another on a vast stove-full of burners, returning occasionally for an adroit stir of the action in the nuclear sub, or the Japanese baths, or the international currency market - even the inner sanctum of the Oval Office.
Yes, it is the president, the well-meaning but militarily inexperienced President Durlin - any echoes, here? - who calls Ryan off the golf course and into action as national security adviser. And Ryan proceeds to advise like crazy, treading where the president will not dare, juggling coups in Africa and on the New York Stock Exchange, as well as all the other battle stations of air, land and sea.

If the ground rumbles Aug. 17, it may be because an estimated 2 million copies of Tom Clancy's new yarn, "Debt of Honor" (Putnam), are scheduled to be laid down in stores. The novel, which received a starred rave in last week's Publishers Weekly, puts the hero, Jack Ryan, in a war of wills set off by what the reviewer calls "a power-hungry Japanese financier."

Debt of Honor
Debt of Honor (1994) is a novel by Tom Clancy. It is a continuation of the series featuring his character Jack Ryan. In this installment, Ryan has become the National Security Advisor when the Japanese government (controlled by a group of corporate tycoons known as the Zaibatsu) goes to war with the United States.
The Japanese plan has three major components. First, units of Japan's Self-Defense Forces occupy the Marianas Islands, specifically Saipan and Guam. The invasion, conducted with commercial airliners, is virtually bloodless. Meanwhile, during a joint military exercise, Japanese ships "accidentally" launch torpedoes at two of the U.S. Navy’s Pacific Fleet aircraft carriers and two submarines at the conclusion of a joint U.S.-Japan naval exercise, destroying both submarines and crippling the carriers. This drastically reduces the U.S. capability to project power into the western Pacific.
An immediate retaliation is forestalled by the second element of the Japanese plan: an economic attack. Even as the military mission begins, the Japanese cabal engineers the collapse of the American stock market by exploiting flaws in the program trading systems at major brokerages, and then deletes all trade records. With a massive economic crisis, and panic and chaos in America's homeland, it is hoped that America will be too distracted to quickly respond to Japan's military adventures.
Japan immediately sues for a peaceful settlement, offering international talks and seemingly free elections in the Marianas, in attempt to stall and delay an American military response. Negotiators also secretly reveal to the Americans that Japan has obtained nuclear ballistic missile capability.

IN THE space of 48 hours Anders Behring Breivik emerged from the obscurity of an Oslo suburb to become the worst mass killer in peacetime Europe.
Breivik was born on February 13, 1979 and grew up in western Oslo where, until recently, he lived with his mother in the wealthy suburb of Skoyen. CAPE CANAVERAL, Fla. - The shuttle Discovery's five astronauts slept in orbit 300 miles above Earth today after a nighttime launch that sent the spacecraft thundering along the East Coast and into orbit.
The astronauts and ground controllers early today successfully completed testing a complex research satellite that scientists hope will tell them where and why Earth's ozone layer is shrinking.
The Upper Atmosphere Research Satellite, to be released into orbit by Discovery, is a $740 million effort to study Earth's deteriorating ozone layer and other stratospheric elements.

Louis Wellington Schalk Jr., 76, original chief test pilot for the A-12 Blackbird spy plane built by Lockheed's storied "Skunk Works" in 1962, died Friday
Schalk personally helped design the cockpit of the Blackbird and then on April 26, 1962, took the plane on its first test flight out of Area 51 at Groom Lake, Nev. After four more days of working out problems, Schalk took the Blackbird aloft again on April 30 for its first official flight. For many years, the Blackbird reigned as the fastest plane in the skies.

`Crashing Man' -- Crane Drops 11-Ton Sam Sculpture

The "Hammering Man," a 48-foot-tall tribute to American workers, toppled and was damaged yesterday afternoon when a lifting strap snapped as the work was hoisted into place at the new Seattle Art Museum.
The Mobile Crane Co. crane had lifted the 22,000-pound steel-and-aluminum sculpture from a flatbed truck and was holding it nearly vertical when the strap, made of thickly-woven fabric, broke.
The sculpture dropped to the street, its heavy steel feet gouging holes in the pavement, then fell across the top of the crane operator's cab.
The sculpture's fall was yet another problem for the new art museum. Its opening has been delayed by construction problems, and the museum contractor has asked for more money, because of the complex nature of the building design by celebrated architect Robert Venturi.

The Spetznaz team left the safe house in two small vans and drove south on the road to Lammersdorf. With their leader killed in a traffic accident, the second in command, a captain, had been delivered copies of the papers his boss had died to get, and fully briefed his men. They were quiet and tense. The officer had taken pains to explain to his men that their escape had been carefully planned, that once clear of the target they'd get to another safe house and wait for their Red Army comrades to arrive in five days. They were the cream of the Red Army, he'd told them, thoroughly trained to carry out dangerous missions behind enemy lines, hence valuable to the State. Every man had combat experience fighting in the mountains of Afghanistan, he reminded them. They were trained. They were ready.
The men accepted this speech as elite troopers usually did, in total silence. Chosen most of all for their intelligence, each of them knew that the speech was merely that. The mission depended largely on luck, and their luck had already gone bad. Every one of them wished that Major Chernyavin were there, and wondered if somehow the mission might have been blown. One by one, they set these thoughts aside. Soon every man was reviewing his part in the mission to destroy Lammersdorf.
The drivers were KGB agents well experienced at working in foreign lands, and wondering exactly the same thing. Both vehicles stayed together, driving conservatively, wary of vehicles that followed them. Each had a scanner radio tuned to the local police frequencies, and another for communicating with each other. The KGB officers had discussed the mission an hour before. Moscow Center had told them that NATO was not yet fully alerted. The lead driver, whose regular cover job was driving a taxi, wondered if a "full" NATO alert meant a parade through Red Square.
"Turning right now. Car three, close in. Car one, turn left at the next intersection and get ahead of them." Colonel Weber spoke over a tactical radio of the sort used by FIST-fire-support team-units. The ambush had been ready for several days now, and as soon as their targets had emerged from their safe house, the word had been flashed all over the Federal Republic. NATO establishments already on alert were brought to full battle-readiness. This could only be the opening move in a shooting war . . . unless, Weber admitted to himself, they were simply moving from one secure place to wait further in another one. He didn't know which way things would turn, though surely it had to begin soon. Didn't it?
The two trucks were now in a rural part of Western Germany, driving southeast through the German-Belgian Nature Park, a scenic route often traveled by tourists and sightseers. They had chosen this side road to avoid the military traffic on the major highways, but as they passed through Mulartshutte, the lead driver frowned as he saw a military convoy of tanks on low-hauler trailers. Strangely, the tanks were loaded backwards, with their massive guns facing aft. British tanks, he saw, new Challengers. Well, he hadn't expected to see any German Leopard tanks on the Belgian border. There had never been any possibility of preventing a German mobilization, and he tried to convince himself that the rest of the NATO countries had not moved as quickly as they could have. Ah, if this mission were successful, then NATO's communications would be seriously damaged, and maybe the armored spearheads would indeed come to rescue them. The convoy slowed. The driver considered pulling around them, but his orders were to be inconspicuous.

United Airlines Flight 232 was a scheduled flight from Stapleton International Airport in Denver, Colorado, to O'Hare International Airport in Chicago, with continuing service to Philadelphia International Airport. On July 19, 1989, the DC-10 (Registration N1819U) operating the route crash-landed in Sioux City, Iowa, after suffering catastrophic failure of its tail-mounted engine, which led to the loss of all flight controls. 111 people died in the accident
The crew guided the crippled jet to Sioux Gateway Airport and lined it up for landing on one of the runways. However, without flight controls, they were unable to slow down for landing, and were forced to attempt landing at much too high a speed and rate of descent. On touchdown, the aircraft broke apart, caught fire, and rolled over. The largest section came to rest in a cornfield next to the runway.
On final descent, the aircraft was going 240 knots and sinking at 1,850 feet per minute, while a safe landing would require 140 knots and 300 feet per minute. Fitch needed a seat for landing; Dvorak offered up his own, as it could be moved to a position behind the throttles. Dvorak sat in the cockpit's jumpseat for landing. Unfortunately, right before touchdown, the aircraft began a downward phugoid and veered right. The flight crew had no time to react. The tip of the right wing hit the runway first, spilling fuel, which ignited immediately. The tail section broke off from the force of the impact, and the rest of the aircraft bounced several times, shedding the landing gear and engine nacelles and breaking the fuselage into several main pieces. On the final impact the right wing was sheared off and the main part of the aircraft skidded sideways, rolled over on to its back, and slid to a stop upside-down in a corn field to the right of Runway 22. Witnesses reported that the aircraft cartwheeled, but the investigation did not confirm this. News reports that the aircraft cartwheeled were due to misinterpretation of the video of the crash that showed the flaming right wing tumbling end-over-end and the intact left wing, still attached to the fuselage, rolling up and over as the fuselage flipped over.
Of the 296 people on board, 111 died in the crash. Most were killed by injuries sustained in the multiple impacts, but 35 people in the middle fuselage section directly above the fuel tanks died from smoke inhalation in the post-crash fire. Of those, 24 had no traumatic blunt-force injuries. The majority of the 185 survivors were seated behind first class and ahead of the wings. Many passengers were able to walk out through the ruptures to the structure, and in many cases got lost in the high field of corn adjacent to the runway

Fires continue to break out at the tsunami-devastated nuclear power plant ahead of the crisis level being raised to 7 with one raging in a building close to one of the reactors.
As workers continue to battle in vain to bring the situation under control at the Fukushima plant, a blaze was discovered in a room filled with batteries close to No 4 unit.
Japanese officials admitted today that the spread of radiation from its crippled nuclear plant was out of control and that the government had raised the crisis level to the worst on the international scale.

Feds warn against ex-CIA operative's release

ST. LOUIS —
A disgruntled former CIA operative accused of dishing confidential documents to a New York Times reporter likely could spill more government secrets if not kept locked up pending his trial, the Justice Department warned in a court filing that casts the ex-operative as untrustworthy and dangerous.
The newly unsealed detention request underscores the federal government's unease about Jeffrey Sterling, claiming his "underlying selfish and vindictive motivations" could spur him to disclose more government secrets now that he faces a 10-count indictment in Virginia.
"The cost to national security and the danger posed to lives of certain individuals is simply too high not to require the defendant's detention in this matter," according to the filing, which was unsealed late Monday.
Given the criminal charges, "it is incomprehensible to believe that (Sterling) will not retaliate in the same deliberate, methodical, vindictive manner," said the filing.

Fukushima's reactor cores still too hot to open
Six months after the disaster that caused three meltdowns, efforts to stabilize the Japanese nuclear power plant continue.

On 11 March, a magnitude-9.0 earthquake struck off the coast of Sendai in Japan, knocking out power at the nearby Fukushima Daiichi nuclear plant. In the hours and days that followed, three of the plant's six reactors melted down, triggering a series of explosions and fires at the site. Six months later, what progress has been made to stabilize the plant, and what is yet to be done?
What is happening at the site right now?
On any given day, 2,500-3,000 workers are on site. Many are cleaning up radioactive debris scattered by the explosions. Others are installing and operating systems to decontaminate radioactive water. Still others are erecting a shroud over the Unit 1 reactor, to prevent further contamination from the meltdown spreading to the environment. Similar covers may follow at Units 2 and 3, which also melted down (see Video).
Are the reactors stable?
Not entirely, but they are much more stable than they were six months ago. After the earthquake, the three reactors operating at the time shut down, but their uranium fuel continued to decay and release heat. The systems that keep the fuel cool in an emergency stopped working, and in the first hours after the accident the fuel became so hot that it probably melted. The melting is thought to have created a mess at the bottom of the reactors and released hydrogen gas that eventually ignited, causing explosions.

Q: Can nuclear explosions cause earthquakes?
A: On January 19, 1968, a thermonuclear test, codenamed Faultless, took place in the Central Nevada Supplemental Test Area. The codename turned out to be a poor choice of words because a fresh fault rupture some 1200 meters long was produced. Seismographic records showed that the seismic waves produced by the fault movement were much less energetic than those produced directly by the nuclear explosion.
Analysis of local seismic recordings (within a couple of miles) of nuclear tests at the Nevada Test Site shows that some tectonic stress is released simultaneously with the explosion. Analysis of the seismic wavefield generated by the blast shows the source can be characterized as 70-80 percent dilational (explosive-like) and 20-30 percent deviatoric (earthquake-like). The rock in the vicinity of the thermonuclear device is shattered by the passage of the explosions shock wave. This releases the elastic strain energy that was stored in the rock and adds an earthquake-like component to the seismic wavefield. The possibility of large Nevada Test Site nuclear explosions triggering damaging earthquakes in California was publicly raised in 1969. As a test of this possibility, rate of earthquake occurrence in northern California (magnitude 3.5 and larger) and the known times of the six largest thermonuclear tests (1965-1969) were plotted and it was obvious that no peaks in the seismicity occur at the times of the explosions. This is in agreement with theoretical calculations that transient strain from underground thermonuclear explosions is not sufficiently large to trigger fault rupture at distances beyond a few tens of kilometers from the shot point.

5:20 p.m.:
Kaur joins a group of panicked, confused campers. They are running from the approaching gunman, his "POLICE" moniker crystal-clear to see from even middle distance.
"My first thought was: Why are the police shooting at us? What the hell?" she writes.
More than a dozen crowd into a dark corner of a camp building, and all lie down on the floor. She cries quietly — then sees her best friend from camp, a boy, through a window.
"I wondered if I should go out and bring him to me. I did not. I saw fear in his eyes," she writes.
5:25 p.m.:
Kaur says a burst of gunfire extremely close to the building triggers panic and the entire group leaps out of a far window. Several suffer injuries, including a girl with a broken ankle, but the shooter doesn't immediately pursue them. She takes new cover behind a low brick wall, telephones her mother on her cell phone, and sends a text to her father.
"Many were there," she writes. "I prayed, prayed, prayed. I hope that God saw me."
5:30 p.m.:
As the gunman picks off lone campers who run from their hiding spots as he draws near, many find themselves at the shoreline with only one apparent escape route — the water.
Kaur says the gunman tries to draw out the hiders near the brick wall, shouting, "I'm from the police!" Campers shout back, "Prove it!" He shoots at those who move. She lies still, on top of the legs of a teenage girl covered in blood.

On Thursday, November 3, 1994, the ninth day since the carjacking and disappearance of the Michael and Alex Smith, their parents, Susan and David rose early to prepare themselves for interviews on three television network morning programs. Susan and David sat together holding hands on the Russells' living room sofa during their interviews. On CBS This Morning, Susan was asked if she had any involvement in her son's disappearance. Susan answered the question by saying, "I did not have anything to do with the abduction of my children." Susan added that, "Whoever did this is a sick and emotionally unstable person." Although David and Susan were legally separated, when David was asked whether he believed his wife, he replied, "Yes, I believe my wife totally."
After the interviews, Susan and David had been scheduled to sit for an interview with the Union Daily Times, but Margaret Gregory called and cancelled the interview explaining that the couple were exhausted and had enough media attention for the day.
At 12:30 p.m., Susan told her mother that she and David were going to run errands. Susan did not tell her mother that Sheriff Wells had sent for her. Susan was taken to another safe house for another interrogation.
Susan was dressed in jeans and a hooded sweatshirt and brought to her latest interrogation a newly revised statement that said the same things as her previous statement, the only change being that the name "Monarch Mills" had been changed to "Carlisle". Agent Logan asked Susan if she had anything else to add to her statement and she said no. At that point, Sheriff Wells was summoned to speak with Susan.
Susan was beginning to be worn down by the intensive and lengthy interrogations. Susan had also been facing increasingly skeptical news reporters who had started to pressure her for an explanation of Sheriff Wells' statement regarding the unspecified inconsistencies in her story.

The presiding judge has ruled that Susan Smith is mentally competent to stand trial in the drownings of her two sons, even though the state's psychiatrist says she may try to sabotage her own defense if she takes the stand, because she wants to die.
Mrs. Smith, pale, listless and dependent on the anti-depressant drug Prozac to help her understand the court proceedings, is aware that she is on trial for her life, Judge William Howard of Circuit Court ruled today.
The judge pushed ahead with selecting a jury to hear the capital murder case, even as legal experts questioned whether a woman who seems so self-destructive is mentally ready to be tried. The experts also said that Mrs. Smith's use of the drug could be included as part of an appeal of a conviction.
Mrs. Smith, 23, has confessed to drowning her sons, Michael, 3, and Alex, 14 months, in a lake in late October, and then masking the crime for nine days by claiming that the children had been taken by a carjacker.
But some Union residents wonder whether the apparent instability of her mind is just another trick.
When the judge asked Mrs. Smith whether she understood the charges against her, she quietly answered, "Murder."
When he asked whether she understood the punishment she could receive if convicted, she responded, "The death penalty."
"At any time, have you not been able to understand your attorneys and they not been able understand you, because of your mental condition," Judge Howard asked.
"No, sir," Mrs. Smith said.
The judge said the anti-depressants that Mrs. Smith was now taking have helped her to understand the proceedings, because "she is rendered more rational."
"I find that Mrs. Smith is competent to stand trial and can proceed with this matter," he said.
Judge Howard asked Mrs. Smith's lawyer, David Bruck, whether she was cooperating in her defense. Mr. Bruck and his co-counsel Judy Clarke said that Mrs. Smith was doing so, but that she might not help herself if she was called to testify.
The lawyers are afraid that she may use the witness stand as a soapbox to beg the jury to sentence her to death.

UNION, S.C. -- A mother who said a carjacker dumped her on a lonely road and drove off with her two young sons confessed to killing the boys, her arrest warrant shows. Susan Smith, 23, was arrested Thursday in their slayings after two bodies were found in a car submerged in a rural lake, police said.
A police spokesman said two bodies, as yet unidentified, had been found in the back of the submerged car Smith was driving when she said she was stopped by a man who stole her vehicle and drove off with her two children, Michael, 3, and Alexander, 14 months, strapped in the back seat.
Earlier Thursday, police using horses and helicopters had searched a cemetery in neighboring Georgia for the children while a television report said the children's mother had failed a second lie detector test.
The police search near Macon, Ga., was the latest in a long line of tips and leads investigated by authorities.
An elderly man in the area told police he had seen a car matching the description of the one that was supposedly carjacked driving out of the Macon Memorial Cemetery a week ago.
FBI divers searched a murky pond at the cemetery, which was closely inspected by police on horseback and in helicopters, but they came up empty-handed.
But police did find the car and two bodies Thursday afternoon in a lake near Union, Wells said.
CNN, citing unidentified sources close to the case, said Thursday that Smith had failed two lie detector tests, however, apparently prompting a search of her home. One test was administered by the FBI and the other by state officials.

So far, the people of this small textile town in northwestern South Carolina have been unable to pray Mrs. Smith's two little boys home again.
Hundreds of law enforcement officers and volunteers have been searching the highways and deep forests of this rural piece of the state, hoping the carjacker released 14-month-old Alexander and 3-year-old Michael. But as of this evening, investigators still had no solid leads, and the worst crime in recent memory in pastoral, peaceful Union County remained unsolved.
Investigators have almost nothing that would lead them to the children. The crime scene vanished down the dark road.
"Very rarely do you have a crime and not have a crime scene to work," said Union County Sheriff Howard Wells. "I've been in law enforcement 20 years, and I've never had a case where there is so little to work on."

UNION, S.C., July 23— While the authorities searched for her two young sons, Susan Smith watched herself lie to the nation on a taped television newscast, and even smiled at the television screen, a counselor who had come to help her testified today in the penalty phase of Mrs. Smith's capital murder trial.
The counselor, Margaret Frierson, recalled that Mrs. Smith's incongruous smile occurred near the end of her nine days of lies, as news reporters were beginning to speculate that Mrs. Smith might be involved in the disappearance that she had blamed on a carjacker.
"The family was outraged," said Ms. Frierson, who works in the Columbia, S.C., office of the Adam Walsh Foundation, a center for missing and exploited children. "I just seemed to notice Susan smiling to herself as she watched herself on television."
Prosecutors in told the jury in the opening statements of the trial's sentencing phase today not to forget the "nine days of deceit," when Mrs. Smith covered up the killing of Michael, 3, and Alex, 14 months, by sending her hometown, and the nation, on a hunt for a carjacker who never existed.
The jury took just two and a half hours on Saturday to convict Mrs. Smith of two counts of murder, one for each boy, after prosecutors described how she had released the hand brake of her car and let the vehicle roll down a boat ramp into a lake, drowning the two boys who sat strapped inside.
In the sentencing phase, the same jury will decide whether Mrs. Smith should die in the electric chair or receive a life sentence. If the jury chooses the latter, Mrs. Smith will be eligible for parole after 30 years. She will then be 53 years old.
"We're going to go back over the nine days of lies, the nine days of deceit, the nine days of trickery, the nine days of begging this country to help her find her children, when the whole time they lay dead at the bottom of that lake," said the assistant prosecutor, Keith Giese. "Look at it in the eye, face to face, and see it for the unspeakable horror that it is."
