The Saverne Affair (German: Zabern-Affäre; French: Affaire de Saverne) was a crisis of domestic policy which occurred in the German Empire at the end of 1913. It was caused by political unrest in Saverne (German: Zabern) in Alsace-Lorraine, where two battalions of Prussian Infantry Regiment 99 were garrisoned, after a second lieutenant insulted the Alsatian population. The military reacted to the protests with arbitrary illegal acts. These infringements led to a debate in the German Reichstag about the militaristic structures of German society, as well as the position of the leadership of the Empire in relationship to Kaiser Wilhelm II. The affair not only put a severe strain on the relationship between the imperial state of Alsace-Lorraine and the remainder of the German Empire, but also led to a considerable loss of prestige of the Kaiser.


The causes of the Saverne Affair

The nineteen-year-old Second Lieutenant Günter Freiherr von Forstner spoke disparagingly about the inhabitants of Saverne on October 28 during a troop induction. He said to his soldiers, "If you are attacked, then make use of your weapon; if you stab such a Wackes in the process, then you'll get ten marks from me." (Note: Wackes is a German derogatory term for a native Alsatian and was considered inflammatory enough that German military regulations prohibited its use.)

In addition, he warned his men with seemingly aggressive language against French agents, who wanted to recruit them for the Foreign Legion.

Public indignation and an unyielding military

On November 6, the two local newspapers, the Elsässer Anzeiger and the Zaberner Anzeiger, informed the public about these events. The population protested strongly against this treatment by the Prussian military in the next few days. The Statthalter (governor) of Alsace-Lorraine, Karl von Wedel, urged the commander of the regiment, Adolf von Reuter, as well as the commanding general, Berthold von Deimling to transfer the second lieutenant. From the viewpoint of the military, however, this was not consistent with the honor and the prestige of the German Imperial Army. Lieutenant von Forstner was sentenced to merely six days of house arrest (and the public was not informed of even this token punishment, which gave the impression that Forstner had gone completely unpunished). The official statement of the authorities in Strasbourg on November 11 played down the incident, and interpreted "Wackes" as a general description for quarrelsome people. Eleven days later, ten members of the Fifth Company of Infantry Regiment 99 were arrested and accused of reporting secrets about the Saverne affair to the press.

Unimpressed by these actions, the Alsatian public continued to protest. As a further provocation, Lieutenant Forstner showed himself to the public again after his house arrest, accompanied by an escort of four armed soldiers, by order of the garrison command. Lieutenant Forstner was repeatedly derided and abused, above all by youthful demonstrators, during his appearances outside the barracks, without the local police authorities being able to prevent it. Colonel Adolf von Reuter asked the leader of the local civil administration, Director Mahler, to restore order with the aid of the police, or else he would have to take measures himself. As an Alsatian, Mahler sympathized with the population and denied the request, since the protesters were behaving peacefully and had committed no violations of the law.

The situation escalates

On November 28, a huge crowd of people again assembled before the barracks, which led this time to an inappropriate counter-reaction of the troops. Von Reuter instructed Second Lieutenant Schadt, who had command of the sentries at that time, to disperse the crowd. Schadt called the sentries to arms and demanded the crowd three times to disperse. The soldiers drove the crowd across the courtyard of the barracks into a side street, under threat of force of arms, and arrested a great number of people without any legal basis. Among the prisoners were the president, two judges and a prosecuting attorney of the Saverne court, who had accidentally gotten into the crowd when leaving the court building. Twenty-six of the arrested people were locked up in a coal cellar overnight. The editorial rooms of one of the local newspapers which had publicized Forstner were also illegally searched by soldiers after hints from an informant. A state of siege hung over the city, and machine guns were displayed in the streets.

Course of Events

The first reactions of the Kaiser

Emperor Wilhelm II was hunting on the estate of Max Egon Fürst zu Fürstenberg in Donaueschingen at the time. Although this trip had been organized long before the events in Saverne, Wilhelm's lack of interest left a bad impression. According to rumors, the Empress Auguste Viktoria had even ordered a train to take her to her husband so she could persuade him to return to Berlin. According to the historian Wolfgang Mommsen, Wilhelm II underestimated the political dimension of the incident in Alsace at this point in time. The reports which the Statthalter (governor) of Alsace-Lorraine, Karl von Wedel, sent to Donaueschingen, in which he described the incidents as excessive as well as unlawful, were answered so as to play for time. Wilhelm II wanted to wait for the report from the military headquarters in Straßburg (Strasbourg) first.

On November 30, the Prussian War Minister, Erich von Falkenhayn, General Berthold Deimling and some other high-ranking officers arrived in Donaueschingen and six days of discussions began. The public became even angrier because of that, since the Kaiser apparently only wanted to hear the viewpoint of the military. Chancellor Theobald von Bethmann Hollweg, who had been passed over and who came more and more under pressure, joined the conference shortly before it ended. The result was disillusionment from the view of the critical classes of the population; the Kaiser approved of the behavior of the military officers and saw no reason to believe that they had exceeded their authority. Deimling sent a brigade general to Saverne, who restored civilian authority on December 1.

Forstner's second false step

On December 2, military practice was held in Saverne. The scene was watched from the street by Karl Blank, a journeyman shoemaker, who broke out laughing at the sight of the young, finely dressed Forstner, and some inhabitants that were standing around joined in. As a result, the second lieutenant lost control, struck down Blank with his saber and gave him severe head injuries. That new act of aggression further intensified the affair.

Forstner was sentenced to merely 43 days of arrest by a military court in the first trial, and in the appellate trial, the verdict was reversed completely. Although he had been accompanied by five armed soldiers and Blank was unarmed, as well as paralyzed on one side, the judge interpreted his actions as self-defense, since the shoemaker had been guilty of insulting the crown. Within military circles, Forstner received encouragement, since he had defended the honor of the army with his act of violence.

48-610 came off the Lockheed production line at Burbank, California in late 1948 and was accepted by the Air Force’s MATS Atlantic Division on December 22, 1948. It was immediately bailed on contract to Lockheed for shuttle flights between McArthur Field, NY and Keflavik, Iceland in support of the Keflavik maintenance base. Upon return to the USAF in November 1949, it was flown to Burbank, California for conversion to VIP configuration and redesignated a VC-121A. The aircraft was assigned to the Washington National Airport based 1254 ATS (SM), where it was used by the Secretary of the Air Force, from February 1950 to November 1952.

Eisenhower, then President-elect, first flew on her during a marathon trip to Korea in late 1952. The seventy-four hour trip was veiled in secrecy and covered 18,000 miles between November 29 and December 14, 1952. 48-610 officially became the presidential aircraft in January 1953 and was named “Columbine”, after the official flower of Mrs. Eisenhower’s home state of Colorado. She was actually the second VC-121A used by Eisenhower named Columbine. The first, 48-614, was assigned to him during the early 1950’s when he served in Europe as the Supreme Commander, SHAPE. This aircraft is currently preserved at the Pima Air and Space Museum in Tucson, Arizona.

48-610 served as the presidential aircraft until replaced in November 1954 by the third Columbine, a VC-121E Super Constellation. She was designated the primary backup aircraft until November 1959, except for a short period in May and June of 1955 when Pan American operated the aircraft as “Clipper Fortuna”, with the civilian registration N9907F. President Eisenhower’s last flight on 48-610 occurred during a trip from Augusta, Georgia to Washington, DC on October 25, 1959.

First Air Force One sits in Arizona field

The first Air Force One that transported President Dwight D. Eisenhower across the country now sits in a field in southern Arizona that's part of the Marana Regional Airport according to Topix.com. The plane sits on a 10-acre parcel and is decaying under the glare of the sun. Airport manager Steve Miller noted, "I think it's one of these big secrets that, really, few people know that it's out there. It's sad that it's just sitting out there, considering its history over the past 70 years." The original Air Force One was built in 1948 in California and is a Lockheed VC-121 Constellation 48-610. It was re-designated a VC-121A and converted to carry VIP. The plane was named after the state flower of Colorado, Columbine II, since the first lady was fond of the flower. In 1953 it became the official presidential aircraft until it was replaced in 1954 and became the primary backup plane. The plane carried Eisenhower for the final time on October 25, 1959

Lockheed Constellation Was First Airplane To Carry The Designation

A Lockheed VC 121 Constellation built in 1948 that is baking in the Arizona sun was reportedly the first airplane in the nation's history to carry the designation "Air Force One."

The online news aggregator The Blaze reports that, according to Steve Miller, manager of the Marana Regional Airport (KAVQ) in Marana, AZ, the airplane is "one of those big secrets that really, few people know."

According to a report in the Arizona Daily Star, the Connie ... named Columbine II after the state flower of Colorado where Mamie Daud was married to Dwight Eisenhower at her parents' home ... was used for a short time by Pan Am as an airliner before being converted for VIP use by the government. While previous Presidents had used airplanes for travel, the VC 121 was the first to be designated "Air Force One" with President Eisenhower aboard.

The Constellation last flew as a Presidential transport on October 25, 1959.

They don't torture you with primarily physical pain, such as beatings, etc. Physical torture is easy to resist. For a while at least. If you are good, you can resist it for a long time. Depends on how far they take it though. But the real bastards look to get in your head and really screw with you. And they have weeks and months and years to just screw with your head and screw with your head because they are lunatics and this doesn't come goddamned close to describing how bad it was.

I woke up this time thinking, partially visualizing, flying an F-14 Tomcat over the ocean somewhere. I can almost visualize another F-14 flying on my wing. Suddenly, the other F-14 exploded but I can't actually visualize that part. I think both people parachuted out of that aircraft. Apparently another missile hit my aircraft, blew off the canopy, and knocked me unconscious. Then I can almost see us traveling straight down towards the ocean surface and the RIO in the seat behind me was yelling at me to wake up. I pulled up and engaged the two aircraft that fired at us. One was hit by my Sparrow but the other Sparrow missed. I went in and finished off the other one up close. I returned to the carrier and landed safely, and then passed out from a moderate concussion with blood running out from underneath my cracked helmet.

Or the RIO had been knocked out to from the explosion that tore off the canopy. What I was hearing was someone on the carrier yelling at me over the radio to pull up before I crashed into the ocean. The RIO woke up and I asked him if he was ok or he asked me if I was ok.

Abstract

In June 1930 Einstein visited Cambridge where he stayed with Eddington who, three months before, had shown that Einstein’s supposedly static universe of 1917 was not stable. This forced Einstein to rethink his cosmology. He spent January and February 1931 at Pasadena. There, he discussed cosmology intensely with Tolman, conscious that he had to replace his original model of 1917. However, at the end of February he still had not made up his mind about an alternative. The Albert Einstein Archives of Jerusalem (AEA) hold an undated draft, handwritten by Einstein, which I date to the beginning of January 1931. In this draft Einstein hopes to have found a solution to the cosmological problem: a stationary, dynamic universe in expansion. His model was stationary because particles leaving a given volume were replaced by particles created out of the vacuum, anticipating an idea of Bondi, Gold and Hoyle published in 1948. He saw the cosmological term as energy reservoir. However, he then realised that his calculations contained a numerical error. When the error was corrected his steady-state-model collapsed.

Introduction

Einstein’s diary of January 3, 1931, holds a cryptic statement: Arbeiten am Institut. Zweifel an Richtigkeit von Tolmans Arbeit über kosmologisches Problem. Tolman hat aber Recht behalten. (Work at the Institute. Doubt about correctness of Tolman’s work on the cosmological problem. But Tolman was right.) Einstein had just arrived in Pasadena, where he would be spending January and February before returning to Berlin. Six months before, Eddington had shown that Einstein’s static universe of 1917 was unstable. Thus Einstein had to rethink his cosmology, for him that was a tortuous path. In Pasadena, Tolman was Einstein’s man for cosmological discussions. In which respect was Tolman right and Einstein wrong? An inconspicuous draft in the Albert Einstein Archives of Jerusalem (AEA) might hold the clue. Einstein had most probably hoped to have found an ingenious way out of the cosmological problem by postulating a steady state universe with everlasting creation of new matter. But it turned out to be a mirage caused by an error in calculation.

AARON: James Erskine?

JAMES ERSKINE: Yes?

AARON: Good afternoon, sir. I'm with the Department of Water and Power. Computer is telling me we've got some surges affecting some houses. Do you mind if I take a look at the main line out back?

JAMES ERSKINE: Take a look. I need you to get it fixed. We need the power turned on. Come on. We're throwing a birthday party here and it's like the Middle Ages.
