DIGITAL COMPUTERS

The computer can be considered as the heart of the fire control system (fig. 3-1). All modern-day fire control systems have a computer. Some systems have the older analog computer as the fire control computer, while the newer systems have the digital computer as the fire control computer.

The function of the computer in the fire control system, whether it be analog or digital, is the same - to solve the fire control problem and coordinate the overall functioning of the fire control system. However, the digital computer has certain advantages over the analog computer, which makes it more suitable to fire control. One of the main advantages is the ability of the digital computer to solve more than one problem at a time, whereas the analog computer cannot switch from one problem to another without losing computation time. Analog computers are better suited to handling single problems involving continuous quantitative computation, while digital computers are better suited to handling multiple problems involving logical decisions.

INTRODUCTION TO DIGITAL COMPUTERS

A computer is any device capable of accepting information, applying mathematical operations to that information, and obtaining results of these operations. Therefore, a computer must have an input, processing, and output section.

Before any problem can be solved by a computer, the quantities must be expressed in terms of common units; that is, digital computation is the process in which digits alone are used to solve the problem.

Basically, the purpose of a digital computer is the same as that of any other computational aid. However, it is more accurate within practical limits of speed. Computers can perform thousands of repetitive computations involving hundreds of thousands of digits without making an error. Further, they can store millions of items of information for future use.

Digital computers also have limitations in that a continuous variable cannot be processed. Simple and explicit instructions (programming) must be provided for each operation that is to be performed. Instructions, as to where information is stored, how to use it, what to do with it, and what step is required next, are sometimes more complicated than the problems for which the computer is used to solve. Approximations and rounding off are also problems encountered with computers.

A digital computer performs its calculations by counting and comparing. With this simple capability, it can add, subtract, multiply, divide, and make logical decisions. Therefore, to perform computations with a digital computer, all that is needed is a method that enables the machine to count, compare, and transfer a digit from one place to another.

In addition to the analog versus digital classification just mentioned, computers can also be classified according to the purpose for which they are intended. A special-purpose computer is one intended to solve one problem or a predetermined small number of problems. It is usually connected permanently. A general-purpose computer is one intended for a variety of applications. It is normally programmed for each individual application.

In the past, problems in the fire control field were solved by special purpose computers. However, the advent of the digital computer has changed this. General-purpose digital computers are used widely aboard Navy ships in weapon system applications.

Fellow Americans, thank you very much for the opportunity to be with you tonight to discuss a subject which, in my opinion, towers in importance above all others. It is the subject of international atheistic communism. It deals with the problem of destroying the conspiracy against the people of America and free men everywhere…

…[M]any of you have been engaged in this all-out fight against communism long before I came on the scene. You have been engaged in what may well be the final Armageddon foretold in the Bible-that struggle between good and evil, between life and death, if you please.

At the start, let me make clear that in my opinion no special credit is due those of us who are making an all-out fight against this Godless force-a force which seeks to destroy all the honesty and decency that every Protestant, Jew and Catholic has been taught at his mother’s knee. It is a task for which we can claim no special credit for doing. It is one which we are obligated to perform. It is one of the tasks for which we were brought into this world-for which we were born. If we fail to use all the powers of mind and body which God gave us, then I am sure our mothers, wherever they are tonight, may well sorrow for the day of our birth…

We know that the major aim of communism, as stated by its atheistic leaders more than 30 years ago, is to create a Red China, thence a Red Asia, wash it with a Red Pacific-and then enslave America.

In this connection let us take a look at the magnitude of Russian success and the enormity of our disaster in China. This is the disaster to which Mr. Acheson refers as the dawning of a new day; the disaster to which Mr. [Owen] Lattimore [an East Asia scholar at Johns Hopkins University] refers as a “limitless horizon of hope.”

For whom is Mr. Acheson’s new day dawning? Who faces Lattimore’s limitless horizon of hope? Not China. Not the forces of democracy in America, but the military masters of the Soviet Union.

The question in the mind of a man elected to represent the people of this Nation and indirectly the people of the world is, Why is this so?

Is it because we are less intelligent than the Communists? Is it because we can’t match them in courage? Is it because their devotion to atheism is greater than our devotion to God? Is it because we are less willing to stand up and fight for what we think is right? Ladies and gentlemen, the answer to all those questions is “No.” Then what is the answer? Is it in our leadership? To that my answer is “Yes,” and I challenge anyone to find another answer.

I have been naming and presenting evidence against those leaders who have been responsible for selling into Communist slavery 400,000,000 people-those leaders responsible for the creation of Communist steppingstones to the American shores.

Those in power in Washington say that this is not so; that those are not the men. Now if I have named the wrong men, then the American people are entitled to know who is responsible for the tremendous Communist victory in Asia and the dismal American defeat-the greatest defeat any nation has suffered in war or peace.

It is essential, therefore, that we put the spotlight of exposure on those who are responsible for this disaster. This is important, not for the purpose of exposing past failures, but because those same men are now doing America’s planning for the future. Unfortunately they have be-come so deeply entrenched that almost every power of the Government is used to sabotage any attempt to expose and root them out…

…I have tried to give you the highlights of a difficult and dangerous situation that exists. You have as a flaming backdrop to my remarks the facts of the world as you find them today. Communism is no longer a creeping threat to America. It is a racing doom that comes closer to our shore each day. To resist it we must be intelligently strong.

Such strength will come only from men and women dedicated to the wholehearted defense of democracy. The average American who constitutes the heart and soul of this Nation is so dedicated. We must be sure that those who seek to lead up today are equally dedicated. We cannot survive on half loyalties any more than we can find the facts of Communist conspiracy with half-truths.

A Clinton Email Defense That Turned Defensive

In a career that has been punctuated by uncomfortable, emotionally freighted spectacles, Hillary Rodham Clinton’s news conference on Tuesday explaining her use of private email to do her job as secretary of state was far from the most gawk-worthy.

She began by opining on the diplomatic furor of the day, a reminder that in the four years she was typing out missives on her smartphone, she was also representing America’s national interests around the globe. Her voice measured, she conceded at the outset that it probably would have been “smarter” not to work from a private email account. And she speculated that ordinary Americans would understand her concern for keeping private matters private, like her yoga poses or her mother’s funeral.

But Mrs. Clinton’s attempt to put a whirlwind of questions and critical news reports behind her — and to get back to mustering enthusiasm ahead of her expected announcement that she will make another run at the White House — devolved, over the course of 21 minutes, into an exchange of sharp-toned questions and increasingly defensive responses, both in what she said and in her demeanor in saying it.

Standing at the United Nations with a tapestry of Picasso’s “Guernica” behind her, Mrs. Clinton frequently lowered her eyes to the notes she had positioned before her in a black binder, or looked off into the middle distance. She resorted to lawyerly argument, insisting that she had followed all the relevant laws, rules and regulations. She offered new assertions and details for Republicans and journalists to chew over.

Above all, she asked the public to trust her: to take her word that the 30,000-odd emails that she said she had deleted were truly personal, not professional or political; truly private, not merely embarrassing.

“No one wants their personal emails made public, and I think most people understand that and respect that privacy,” she said.

Mrs. Clinton, who has seemed to have a phobia about being treated like a candidate too soon, avoided directly answering questions about how the email issue had affected her thinking about 2016.

And yet over the course of her brief appearance, which several cable television networks carried live, she seemed to become a presidential candidate again in real time: She was fielding questions in a defensive posture for the first time in two years.

She was doing, in other words, what candidates under fire must do. And she did not look happy.

Mrs. Clinton has done well under other high-profile, stressful moments. In 1994, she held a 66-minute news conference to deal with mounting questions about the Whitewater land deal.

“I do feel like I’ve always been a fairly private person leading a public life,” she said at the time, explaining that this had led her “to perhaps be less understanding than I needed to of both the press and the public’s interest, as well as right to know, things about my husband and me.”

In the view of Mrs. Clinton and her allies, the news media and the public will be getting even more than they are entitled to from her email correspondence at the State Department. The emails she has turned over to be vetted and then publicly released went “above and beyond” what was required of her, she said, and would be enough to provide what she called “unprecedented insight” into the work and life of a cabinet member.

Her implication was not an unheard-of argument from her: that she was being held to an unfair standard, beyond what is expected of other federal officials.

Mrs. Clinton worked hard to set the terms of Tuesday’s news conference. It was held at the United Nations after she had given a much-ballyhooed speech at a conference on women’s rights. She quickly swiveled to what she called “a matter in the news today,” but then made it clear that she was speaking of the latest effort by Senate Republicans to thwart a nuclear deal the Obama administration is negotiating with Iran. She aligned herself firmly with Mr. Obama, briefly putting herself back in familiar partisan territory.

But while her delivery and tone were steady, the new information Mrs. Clinton revealed — that she had deleted around half of her emails from her time as secretary of state — made it impossible for her to put the subject to rest for good.

“Looking back, it would’ve been better if I’d simply used a second email account and carried a second phone, but at the time, this didn’t seem like an issue,” Mrs. Clinton said, a refrain she returned to throughout the news conference.

Within Mrs. Clinton’s circle, several people had urged her to respond faster to the email story, perhaps on television with a friendly interviewer. Others expressed hope that she would decide that it was time to build the kind of aggressive media operation that an out-and-out campaign demands.

In any case, this was not to be the sort of news conference that Gov. Chris Christie of New Jersey gave after reports that an aide had been involved in lane closings at the George Washington Bridge.

It had taken eight days for Mrs. Clinton to make herself available for questions. And long before the questions ran out, she began packing up her binder.

As a reporter asked about a former ambassador to Kenya who was fired over infractions that included using personal email for business, Mrs. Clinton signaled that she was done.

“That is not an accurate representation of what happened,” she said to the reporter, David Shuster, a journalist who made a derogatory statement involving Mrs. Clinton’s daughter, Chelsea, during the 2008 presidential campaign.

As others called out more questions, she said, “Thank you!” and walked off.

I understand that this is something in the nature of, well, shall we say "a roast," and I don't know whether Jim is prepared for that yet or not. Here you are. And therefore, I would like to ask all of you—you know—there's still a long way to go on our honeymoon, and Nancy says he's "Y and H." [Laughter] So, even though it's a roast.-

Mr. Brady. I never do.

201 - Statement About the Final Report of the National Commission on Fire Prevention and Control

July 12, 1973

THE National Commission on Fire Prevention and Control has recently completed a comprehensive, 2-year study to determine how best to reduce the destructive effects of fire in this country. The Commission's final report, called "America Burning," was presented to me today, and I want to commend the Commission members and 'their capable Chairman, Richard E. Bland, for this valuable analysis of the fire safety and fire loss problem.

Indicative of the need for all Americans to work together to do a better job in combating the fire menace is the Commission's finding that annual loss of life and property due to fires is higher per capita in the United States than in any other major industrialized country. Each year in America, an estimated 12,000 persons--many of them children and elderly people--perish in fires; some 300,000 more are burned badly enough to require medical treatment. Fire is also one of the greatest wasters of our natural resources. The total cost of destructive fire in this country, in financial terms, is estimated at more 'than $I I billion a year; its cost in human terms is beyond calculation.

One of the Commission's principal conclusions is that we need to place more emphasis on fire prevention, rather than simply on reacting to fires after 'they start. Its report recommends that fire departments and other public agencies and civic groups should step up their efforts in establishing and enforcing fire prevention codes and in educating all our citizens to prevent fires.

I concur with the Commission's strong feeling that fire prevention and control should continue to be primarily the responsibility of local communities. Revenue sharing, I am happy to note, provides local governments with increased resources to meet this basic imperative of community protection more effectively.

The report also calls for an increased Federal response to the fire problem, and the Commission's proposals in this regard will receive careful consideration by my Administration. Much is already being done at the Federal level to lend assistance to State and local governments to deal with this problem, but the excellent study this Commission has conducted will certainly be helpful in improving the effectiveness of our efforts still further.

I urge all appropriate Federal, State, and city officials across the country, as well as leaders in other fields who are concerned with these problems, to study the analysis of the fire problem as outlined in the Commission's report. A concerted national effort to improve our methods of fire prevention and control could result not only in vast savings of human lives, property, and environmental quality but also in greater peace of mind for every American home and community.

The 1973 Fire, National Personnel Records Center


On July 12, 1973, a disastrous fire at the National Personnel Records Center (NPRC) destroyed approximately 16-18 million Official Military Personnel Files (OMPF).


No duplicate copies of these records were ever maintained, nor were microfilm copies produced. Neither were any indexes created prior to the fire. In addition, millions of documents had been lent to the Department of Veterans Affairs before the fire occurred. Therefore, a complete listing of the records that were lost is not available. However, in the years following the fire, the NPRC collected numerous series of records (referred to as Auxiliary Records) that are used to reconstruct basic service information.

The Fire:

Shortly after midnight, on July 12, 1973, a fire was reported at the NPRC's military personnel records building at 9700 Page Boulevard in St. Louis, MO. Firefighters arrived on the scene only 4 minutes and 20 seconds after the first alarm sounded and entered the building. While they were able to reach the burning sixth floor, the heat and the smoke forced the firefighters to withdraw at 3:15am. In order to combat and contain the flames, firefighters were forced to pour great quantities of water onto the exterior of the building and inside through broken windows. The fire burned out of control for 22 hours; it took two days before firefighters were able to re-enter the building. The blaze was so intense that local Overland residents had to remain indoors, due to the heavy acrid smoke. It was not until July 16, nearly four and a half days after the first reports, that the local fire department called the fire officially out.

During the long ordeal, firefighters faced severe problems due to insufficient water pressure. Exacerbating the situation, one of the department's pumper trucks broke down after 40 hours of continuous operation. Numerous times, the fire threatened to spread down to the other floors; but firefighters were successful in halting its advance. In all, it took the participation of 42 fire districts to combat the disastrous blaze. Due to the extensive damages, investigators were never able to determine the source of the fire.

The Aftermath:

The National Archives focused its immediate attention on salvaging as much as possible and quickly resuming operations at the Page facility. Even before the final flames were out, staff at the NPRC had begun work towards these efforts. All requests and records shipments from other government agencies were temporarily halted, and certain vital records were removed from the burning building for safekeeping. These included the NPRC's operating records, a computer index for a major portion of the NPRC's holdings, and more than 100,000 reels of morning reports for the Army (1912-1959) and Air Force (1947-1959). The latter proved especially important in the days following, as NPRC's officials determined that the fire damage had been worst among the Army and Air Force records for this same time period. As such, on July 23, 1973, the Government issued a Federal Property Management Regulations Bulletin (FPMR B-39) halting Federal agencies from disposing of records that might be useful in documenting military service. Such records have proved vital in efforts to reconstruct basic service information for requestors.

On July 23, the NPRC awarded a construction contract to clear and remove the remains from the ruined sixth floor. That same day, employees, previously on administrative leave, returned to work to assist in recovery efforts and resume reference services. The removal and salvage of water and fire damaged records from the building was the most important priority, and such efforts were overseen by a specially appointed project manager. Their work led to the recovery of approximately 6.5 million burned and water damaged records.

Following the fire, the most immediate concern in the center revolved around water. In order to combat the blaze, firefighters had been forced to pour millions of gallons of water into the building. To stop sporadic rekindling of fire, firefighters continued spraying water on the building until late July. In addition, broken water lines continued to flood the building until they could be capped. Water damage was heaviest on the 5th floor but was spread throughout the building. Standing water, combined with the high temperatures and humidity of a typical St. Louis summer, created a situation ripe for mold growth. As paper is highly susceptible to mold, officials sprayed thymol throughout the building to control any outbreak.

Controlling the spread of mold was one concern; but, so too, was the issue of how to dry the millions of water-soaked records. Initially, NPRC staffers shipped these water-damaged records in plastic milk crates to a temporary facility at the civilian records center on Winnebago, where hastily constructed drying racks had been assembled from spare shelving. When it was discovered that McDonnell Douglas Aircraft Corporation in St. Louis had vacuum-drying facilities, the NPRC diverted its water damaged records there for treatment. The vacuum-dry process took place in a chamber that had previously been utilized to simulate temperature and pressure conditions for the Mercury and Gemini space missions. The chamber was large enough to accommodate approximately 2,000 plastic milk cartons of water and fire damaged records. Once inside, McDonnell Douglas technicians lowered the air in the chamber to the freezing point and then filled the room with hot dry air, which squeezed out the water molecules. For each chamber load, they were able to extract approximately 8 pounds of water per container - the equivalent of nearly 8 total tons of water for each session. In addition to utilizing two more supplemental drying chambers at McDonnell Douglas, the NPRC also sent records to a National Aeronautics and Space Administration (NASA) facility in Ohio for drying.

Towards Reconstruction:

As part of the reconstruction effort, the NPRC established a "B" registry file (or Burned File) to index the 6.5 million recovered records. So too, the NPRC established a separate temperature controlled "B" file area to protect and safeguard the damaged records. Later, in April 1974, the NPRC established the "R" registry file (or Reconstructed File) to further assist with reconstruction efforts. Since then, staffers have placed all newly reconstructed records into the "R" registry file and stored them in an area separate from the "B," or burned, files.

In the months following the fire, the NPRC initiated several new records recovery and reconstruction efforts, including the establishment of a new branch to deal with damaged records issues. As many military personnel records had been partially or completely destroyed by the fire, the new branch's central mission was to reconstruct records for those requesting service information from the NPRC. While some staffers sought to recover such information from documents and alternate sources outside of the NPRC, others searched through the center's organizational files for records to supplement the destroyed OMPFs.

These alternate sources have played a vital role in the NPRC's efforts to reconstruct service files. Some of the more important records used by the NPRC to supplement damage files include: Veterans Administration (VA) claims files, individual state records, Multiple Name Pay Vouchers (MPV) from the Adjutant General's Office, Selective Service System (SSS) registration records, pay records from the Government Accounting Office (GAO), as well as medical records from military hospitals, entrance and separation x-rays and organizational records. Many work hours were spent making these sources usable. Efforts included: the transfer of records to the NPRC, screening projects and securing access to VA computer records.

In terms of loss to the cultural heritage of our nation, the 1973 NPRC Fire was an unparalleled disaster. In the aftermath of the blaze, recovery and reconstruction effort took place at an unprecedented level. Thanks to such recovery efforts and the use of alternate sources to reconstruct files, today's NPRC is able to continue its primary mission of serving our country's military and civil servants.

INTERRUPTS. - Interrupts in the computer system cause main program intervention, which causes the program to jump to the INTERRUPT ENTRANCE REGISTER. During an interrupt, an instruction, designated by the condition causing the interrupt, is executed.

An external interrupt results from an external device placing a signal on an external interrupt line. Appropriate action is generally taken by the interrupt program. Internal input/output interrupts are generated by the input/output section of the computer whenever a buffer, which has been initiated with a monitor imposed, terminates. Other conditions also cause internal interrupts, which are discussed in the following paragraphs.

A synchronizing interrupt (not associated with an input or output channel) is provided on the computer through a single line. Whenever certain events occur at some external device, which requests the computer to perform a given routine, this synchronizing input is used to alert the computer. When this occurrs, control is transfered to the instructions located in control memory address 00016 (synchronizing interrupt entrance register).

Conventionally, all interrupt entrance locations are filled with one of two types of instructions:

To ignore the interrupt, a set interrupt lockout instruction is used and the program will continue with normal execution of instructions since the program address register (P-register) is not affected by the interrupt itself.

#HISTINT: The National Security Act of 1947

On July 26, 1947, President Harry S. Truman signed the National Security Act of 1947 (P.L. 80-235, 61 Stat 496), which later became the charter of the U.S. national security establishment. The National Security Intelligence Reform and Terrorism Prevention Act of December 2004 significantly altered the National Security Act, creating the Office of the Director of National Intelligence.

This landmark legislation of 1947 reorganized and modernized the U.S. armed forces, foreign policy, and the Intelligence Community apparatus. It directed a major reorganization of the foreign policy and military establishments of the US government. It also created many of the institutions that U.S. presidents would find useful when formulating and implementing foreign policy, such as the National Security Council (NSC), the US Air Force, and the National Military Establishment(renamed the Department of Defense in 1949). In the intelligence field, the act ratified President Truman's creation (in 1946) of the post of Director of Central Intelligence (DCI), and transformed the Central Intelligence Group into the statutory Central Intelligence Agency (CIA), the nation’s first peacetime intelligence agency.

The proposed act generated sharp debates in the Executive Branch and Congress. Several compromises were struck in order for it to win passage. These compromises would have far-reaching implications for the Intelligence Community.

Once passed, the National Security Act established:

that CIA would be an independent agency under the supervision of the NSC;

that CIA would conduct both analysis and clandestine activities, but would have no policymaking role and no law enforcement powers;

a line between foreign and domestic intelligence and assigned these realms, in effect, to the CIA and the Federal Bureau of Investigation, respectively;

that the DCI would be confirmed by the Senate and could be either a civilian or an officer on detail from his home service.

The National Security Act of 1947 went into effect on September 18, 1947.

A Look Back … The National Security Act of 1947

President Harry S. Truman signed the National Security Act of 1947 (P.L. 80-235, 61 Stat 496) on July 26, 1947. The act – an intricate series of compromises – took well over a year to craft. It remained the charter of the U.S. national security establishment until significantly altered with the passage of the National Security Intelligence Reform and Terrorism Prevention Act of December 2004, which created the Office of the Director of National Intelligence.

This landmark legislation reorganized and modernized the US armed forces, foreign policy, and the Intelligence Community apparatus. It directed a major reorganization of the foreign policy and military establishments of the US government. And it created many of the institutions that US presidents would find useful when formulating and implementing foreign policy.

Saturday, August 22, 1992

At 1:00 a.m., Idaho State Police CRT arrives back at the command post and brings with it the three deputy marshals and the body of Deputy Marshal Degan. Thereafter, the marshals are taken to the Boundary County Hospital for examination and then are taken back to their condominium at Schweitzer Mountain, arriving at approximately 3:00 a.m. Sometime in the afternoon, FBI agents interview the marshals involved in the August 21 incident. A criminal complaint is filed charging Weaver and Harris with murder of Deputy Marshal Degan in violation of 1: U.S.C. 111, 1111 and 1114.At 4:45 a.m., the HRT advance team arrives at (cut off…)

At 9:00, a.m., HRT Commander Rogers briefs HRT members at the National Guard Armory, Bonners Ferry, Idaho. The Rules of Engagement are still being drafted.

At 10:30 a.m., the HRT and SOG are assembling the operations plan.At 2:40 p.m., the operations plan, including Rules of Engagement, are sent to FBI Headquarters and the Marshals Service for review.

Between 2:30-3:30 p.m., the HRT sniper/observers briefed on approved Rules of Engagement and depart on foot to their observation posts on the mountain.

From 5:07 p.m. to 5:22 p.m., the HRT sniper/observer teams arrive at their positions on the ridge overlooking the Weaver cabin. At approximately 5:58 p.m., HRT sniper/observer Lon Horiuchi fires round which wounds Randy Weaver. Seconds later, Horiuchi fires a round which kills Vicki Weaver and wounds Kevin Harris.

At 6:30 p.m., an Armored Personnel Carrier (“APC”) arrives at the cabin area. FBI hostage negotiator delivers message over loud speaker that there are arrest warrants for Randy Weaver and Kevin Harris and asks Weaver to accept negotiations telephone.

At 8:00 p.m., HRT sniper/observer teams and SOG personnel are withdrawn from their mountain observation posts because of the cold weather. During the evening, FBI SWAT teams are deployed around the command post and control access to the road leading to the Weaver cabin.

DEPARTMENT OF JUSTICE REPORT ON INTERNAL REVIEW REGARDING THE RUBY RIDGE HOSTAGE SITUATION AND SHOOTINGS BY LAW ENFORCEMENT PERSONNEL


Soon after learning of the August 21 incident at Ruby Ridge, the FBI officials in Washington, D.C. evaluated the information made available to them and decided to deploy its Hostage Rescue Team ("HRT") to Idaho to deal with the crisis. HRT members assumed their position around the Weaver compound late in the afternoon of August 22, 1992 but before doing so they were instructed that their conduct was to be governed by specially formulated Rules of Engagement ("Rules"). These Rule sinstructed the HRT snipers that before a surrender announcementwas made they could and should shoot all armed adult malesappearing outside the cabin. Operating under these Rules on August 22, an FBI sniper/observer fired two shots in quick succession. The first shot was at an armed adult male whom he believed was about to fire at a HRT helicopter on an observation mission. The first shot wounded Randy Weaver while in front of a building at the Weaver compound known as the birthing shed. The second shot was fired at Harris while Harris was retreating into the Weaver cabin. The second shot seriously wounded Harris and killed Vicki Weaver who was behind the cabin door.

Following this shooting incident FBI officials spent the next eight days attempting to convince Weaver and Harris to surrender to federal authorities. Finally, due largely to the efforts of non-governmental negotiators, Harris and Weaver surrendered on August 30 and August 31 respectively. Thereafter, the FBI completed its searches of the cabin and surrounding areas. During the following month, the FBI also conducted an internal review of the shooting incident to determine if the sniper had responded appropriately.

Our review found numerous problems with the conduct ofthe FBI at Ruby Ridge. Although we concluded that the decision to deploy the HRT to Ruby Ridge was appropriate and consistent with Department policy, we do not believe that the FBI's initial attempts at intelligence gathering at the scene were sufficiently thorough. We also found serious problems with the terms of the Rules of Engagement in force at Ruby Ridge. Certain portions of these Rules not only departed from the FBI's standard deadly force policy but also contravened the Constitution of the United States. In addition, we found these Rules to be imprecise and believe that they may have created anatmosphere that encouraged the use of deadly force thereby having the effect of contributing to an unintentional death.

With regard to the two shots fired on August 22, we concluded that the first shot met the standard of "objective reasonableness" the Constitution requires for the legal use of deadly force but that the second shot did not satisfy thatstandard. It is our conclusion that the sniper/observer who took the second shot intended to shoot Kevin Harris but accidentally killed Vicki Weaver whom he did not see behind the curtained door. We also found the internal FBI review of the shooting incident has not been sufficiently thorough and reached incorrect conclusions about the second shot.

Often, this is the first indication of a problem in a particular subsystem. For example, if the guided missile fire control system (GMFCS) computer is experiencing a hardware problem that affects input data, during the section of the OSCOT where intersystem designation is attempted from the gun fire control system (GFCS) to the GMFCS, the GMFCS is unlikely to lock on to the target from the GFCS because of erroneous data. In this situation, another combat system test might be attempted. One such test is a GFCS/GMFCS Intersystem Designation Test (CS-XX/W-XX). This test verifies the accuracy of the transmission of target position data between the gun fire control system and the missile fire control system. Major components of each system are exercised during the test and a hard-copy printout of fire control parameters (range, bearing, elevation, and so forth) can be obtained from the computer printer.

History of Tonopah

Tonopah Springs, later the site of one of the richest booms in the West, was an Indian campground for many years, long before Jim Butler spent a chilly night here.

A number of stories exist as to how Butler discovered the ore. The most popular version is that Butler's mule wandered away and when Butler found the ornery critter, he noticed an outcropping that appeared to be heavily laced with silver. Butler took a number of samples. The date was May 19, 1900. This quiet start belied the actual importance of the discovery. Butler firmly believed he had discovered an important silver deposit but he had trouble convincing the assayer he visited in nearby Klondike. The assayer told him the samples were worthless, consisting mainly of iron, and he threw them into the back of his tent.

Butler was still convinced that his find was genuine.

On his way back to his Monitor Valley ranch, he stopped at Tonopah Springs once more to gather samples. Back at his ranch, Butler put the samples on his windowsill. Not too much time passed before Tasker Oddie, later to be governor of Nevada, stopped at the ranch and spied the ore samples. He offered to pay for another assay and Butler agreed to this. Butler, in turn, offered Oddie a quarter interest of the assay. Oddie heartily agreed. He took the ore samples to William Gayhart, an Austin assayer, and offered Gayhart a quarter interest in his quarter. Gayhart found the assay ran as high as $600 a ton. When Oddie was notified of the value of the samples, he immediately sent an Indian runner to Butler's ranch to alert him of the rich find. Butler did not react rapidly. He stayed at his ranch to complete the hay harvest and did not even bother to file claims on the lode site!

News of the discovery traveled to Klondike and soon, scores of eager prospectors were searching around Tonopah Springs, to no avail, for Butler's lode.

Butler finally went to Belmont, and on August 27, 1900, he and his wife filed on eight claims near the springs. Six of these - Desert Queen, Burro, Valley View, Silver Top, Buckboard, and Mizpah - turned into some of the biggest producers the state has ever had. Work was begun on the Mizpah mine in October 1900, and a camp called Butler formed nearby. On Christmas Day, 1900, 14 men were living in the camp including Butler and Tasker Oddie, Nye County's new District Attorney. Butler decided to lease out all of his claims for one year, from December 1900, to December 1901. Soon, the cry of "Jim, how about a lease?" was heard throughout the bustling camp. Oddie and Butler were partners, receiving a 25% royalty on all gold and silver mined from the Butler claims.

The town of Butler began to grow by leaps and bounds. By January 1901, there were 40 men in the camp. The first stagecoach, coming from Sodaville, arrived in Butler on March 24, 1901, with seven passengers. It was a two day trip, with an overnight stay at Crow Springs. The camp consisted of seven shacks, a number of tents and a population of 60. Within weeks, the population had grown to 250. A post office (Willie Sinclair, postmaster), named Butler, opened at the booming camp on April 10, 1901. It was not until March 3, 1905, that the post office changed its name to Tonopah.

By the summer of 1901, Butler was beginning to make its mark on Nevada's silver production figures.

The mines around the town produced almost $750,000 in gold and silver in 1901, and for the next 40 years, the Tonopah mines were consistent producers. The town now had six saloons, restaurants, assay offices, lodging houses, a number of doctors, lawyers and a rapidly swelling population of 650. The first wedding took place on November 14 when Harry Stimler and Eleanor Whitford were married.

A newspaper came to the town on June 15, 1901, when W.W. Booth, who had published a paper in Belmont, set up the Tonopah Bonanza. The first issue had this greeting: "With this issue, the Tonopah Bonanza glides down the typographical ways and into the sea of journalism. Whether its voyage will be a calm and prosperous one, time along will tell. The Bonanza will at all times act as a free lance, giving credit whenever merited and censure when called for. Our policy in politics will be for the best of the country. That the paper will meet with public favor or condemnation is left to the opinion of the reader and advertiser. We have done our best and sincerely hope it will meet with your approval." The paper listed Butler as its place of publication until March 1905. Booth took over the postmaster duties from Sinclair and served until 1905.

1902 was also very prosperous for the booming town.

Jim Butler had sold out the claims, which were all consolidated and gave birth to a new company, the Tonopah Mining Company. It was incorporated in Delaware, with stock listed on both the Philadelphia and San Francisco exchanges. The company, with J.H. Whiteman as president, controlled 160 acres of mineral-bearing ground around the Tonopah district. The company also had holdings in the Tonopah-Goldfield Railroad and controlled mining companies in Colorado, Canada, California and Nicaragua. The mine workings at Tonopah consisted of three deep shafts with more than 46 miles of lateral workings. The deepest of the three shafts was 1,500'. The ore mined at the site was shipped to Millers, where it was treated in a 100-stamp mill. This facility was used by the company's mines until suitable treatment facilities were built at Tonopah.

The Tonopah-Belmont Mining Company was also formed in 1902.

The company was based in New Jersey and had C.A. Heller as president. The company's property, 11 claims covering more than 160 acres, was on the east side of the property owned by the Tonopah Mining Company. There were two deep vertical shafts, 1,200' and 1,700', with workings covering almost 39 miles. The company also had to ship its ore to Millers until 1912, when its own 60-stamp mill was built at Tonopah. The mill had a capacity of 500 tons. During its years of activity, 1912-1923, it was regarded as one of the country's best equipped and most efficient silver cyanide mills.

Tonopah's mines maintained very high yearly production until the Depression brought a slowdown.

Mine production from 1900 to 1921, the peak years, was almost $121 million. The biggest single year was 1913, when almost $10 million in gold, silver, copper and lead was mined. By World War II, only four major mining companies were operating. A huge fire in October 1942 destroyed the Tonopah Extension mill and property, and spread to a nearby hotel, causing $100,000 in damage. At the end of the war, even these companies had left. The final blow came in 1947 when the Tonopah and Goldfield Railroad folded and its rails were torn up.

Not much mining activity has taken place in Tonopah since then. In 1968, Howard Hughes and his Summa Corporation bought 100 claims in Tonopah, including the Mizpah, Silver Top, and Desert Queen mines. Hopes for a mining revival soon faded after core samples and nothing more were taken. A few of the old mines were re-timbered but never reopened. As of now, total production from the Tonopah district is just more than $150 million, a figure few other places could boast.

Tonopah was one of Southern Nevada’s most prosperous mining communities, drawing hundreds of prospectors from its founding in 1900. Silver was first discovered on May 19, 1900, by prospector Jim Butler who was travelling through the area. On an overnight stop, Butler discovered silver outcroppings near the Tonopah Springs. When Butler’s friend Tasker Oddie (later Nevada Senator and Governor) had Butler’s sample assayed, it was found to be worth $50-$600 per ton.

That August, Butler and his wife staked eight claims in Tonopah. Mrs. Butler christened the first three claims Desert Queen, Burro, and Mizpah. The Mizpah became Tonopah’s largest producer over the next forty years. Later that year, Butler leased his claims for one year, collecting 25% of the royalties from the gold and silver ore that was mined.

The fundamental characteristic of an analog computer is similar to the subject in some areas; for example, it duplicates geometry, dynamic behavior, or some other aspect of the subject. The basic operating principle of an analog computer is continous measurement of quantities.

Analog computing elements can be employed in weapons and fire contro systems whenever problems of calculations from continous data, simulation, or control are encountered.

This continous calculation requires that the fire control computer be designed for a particular system, which reduces its versatility. Analog fire control computers are not general purpose computers. Several quantities are continuously measured in the fire control system (such are range, bearing, and elevation of the target) and always applied to the same inputs of the analog computer. Inside the computer, the manipulations are continuously performed, and the results are continuously performed, and the results are continously available as outputs, to be fed where needed.

So, the people listening to me in bugged Kent apartment 'could' have done something when I was starving, it is something like that, but there is something more here I need to conceptualize.

Although, maybe they did do something, maybe someone really did put that quarter on the seat of my Jeep, as a message to call someone who cares.

And DAMN if "Superman Returns" doesn't start off with something similar to what I wrote the other day. The shuttle stays connected to the carrier aircraft and takes them both up higher into the atmosphere. I wrote something about the Pegasus doing that to the Stargazer in 1994, presuming that happened to me.
