Expo '74, officially known as the International Exposition on the Environment, Spokane 1974, was a world's fair held May 4, 1974, to November 3, 1974 in Spokane, Washington in the northwest United States. It was the first environmentally themed world's fair and attended by roughly 5.6 million people. The heart of the fair park grounds was located on Canada Island, Havermale Island, and the adjacent south bank of the Spokane River, comprising present-day Riverfront Park, in the center of the city.
With the exception of two pavilions, all of the major buildings were modular structures assembled on the site. The fair had 5.6 million visitors and was considered a success, nearly breaking even, revitalizing the blighted urban core, and pumping an estimated $150 million into the local economy and surrounding region.
In proclaiming itself the first exposition on an environmental theme, Expo '74 distanced itself from the more techno-centric world's fairs of the 1960s. The environmental theme was promoted in several high-profile events

Governor Evans, Secretary Dent, Congressman Foley, Your Excellencies representing the nations from abroad, Your Eminence, all of the distinguished guests and all of those here on this historic occasion for the opening of Expo '74:
I am honored to be here for a number of reasons: First, because the State of Washington, under the leadership of Governor Evans, I think is generally recognized to be the first State in the Nation in terms of trying to protect the environment. We congratulate this State, its Governor, and its legislators.
And then, it is a great privilege to be here on this sparkling, beautiful day to speak about what this particular occasion means, not only for now and the days ahead in this summer--when I hope that hundreds of thousands, and maybe millions, will come to see it but, looking down through the pages of history perhaps to the year 2000, 25 years from now, when we celebrate a new year that comes once in 1,000 years and when we look back to see what we did now to make that a new year that was not only the greatest new year for America but for every nation in the world.
Today, we speak of the environment in terms--as we should---of cleaning up the air and water, of a legacy of parks, of all of those other things that have to do with making our cities and our towns and our countryside more beautiful for our children and those that follow us.
The environment means all those things, but environment also means other things to people. It means, for example, for every family in America a job so that he can enjoy the environment around him. And there are those who sometimes say that the two are in conflict, that it is impossible to have a great, productive society like America--the most industrialized nation in the world--and a clean environment.

Rotary breaks ground on park fountain

The seed was planted nearly 30 years ago, but it wasn’t until Friday that city and Rotary Club officials broke ground on the Rotary Fountain in Riverfront Park.
Beneath an intermittent drizzle, the group gathered on a three-quarter-acre site that will be transformed into a $1.25 million interactive water fountain and plaza. It is scheduled to open in late May 2005, in time for the Northwest district Rotary conference.
Project designer Bob Perron was among those who watched as the first holes were dug into the cold, wet ground by Mayor Jim West, Dan Cadagan, Rotary Foundation project committee chairman, and other dignitaries. Perron, designer of Riverfront Park, had the vision of an elaborate entrance fountain in 1975.”There was not enough money in the budget then,” Perron said.
Perron, a resident of Portland and architect of that city’s Salmon Street Spring, said the idea resurfaced about 2½ years ago. The Rotary Club wanted to make a major contribution to the city.
The fountain and plaza are being funded by a public-private partnership between the Spokane Park Board and the Downtown Spokane Rotary Club 21. The fundraising has reached 96 percent of the needed amount, thanks to 415 donors, including 31 who each gave more than $5,000.
“This is by far the most significant project we have ever taken on,” Nancy Kennedy, Club 21 president said during the formal ceremony.
The fountain and plaza will bring a radically different look to the entrance of the park. It will cover an area from the Spokane River to Spokane Falls Boulevard on the south border and from the carousel to the “Christmas tree” on the west edge.
Harold Balazs, commissioned as the sculptor, has designed a work that will tell the story of the Spokane Falls and its relationship to native people.
“We were interested in a fountain that reflected in the history of the community,” said Perron, who has worked with Balazs on other architectural projects.
But unlike Perron’s original idea – sculptured children holding hands in water – the flat-deck Rotary Fountain will be run by computer and will be constantly changing. It will have about 140 water jets, sprays, misters, ground hugging fog and other features. It will stand on five stainless columns that are 24 feet high.
The fountain will be open for anyone who wants to play in the water, and will operate from 6 a.m. until midnight from mid-spring to mid-fall, temperature permitting. The fountain may be operated in winter with the mist creating ice formations.
Annual maintenance is estimated between $20,000 and $25,000, Cadagan said. Power alone would cost about $12,000 a year.
Perron said most of the construction is underground piping, which can be done in winter.
“This is going to be one of those things that brings ‘Wow!’ to the city,” West said.

U.N. Is Offering To Send a Force To Yugoslavia

The United Nations Security Council stepped up its efforts to end the fighting in Yugoslavia today by pledging to send a peacekeeping force of up to 10,000 soldiers to reinforce the current fragile cease-fire if the warring Serbs and Croats show they really want peace.
In doing so, the Council had to overcome the reservations of many of its third-world members who were worried about creating a precedent by intervening in what is essentially a civil war. Many of those countries, diplomats say, feared that the resolution today might encourage similar outside interferance in internal conflicts in the third world.
In the end, all 15 Council members voted to adopt a resolution strongly urging Yugoslavia's warring parties to adhere to the cease-fire agreement they signed in Geneva on Saturday and promising that if they do so, the council will be ready to send a new United Nations peacekeeping force to help maintain peace, as all sides in the conflict have said they want it to. The United Nations mediator, former Secretary of State Cyrus R. Vance, will return to Yugoslavia Sunday to make a final assesment. He plans to report to the Council probably by the end of next week, saying whether the current cease fire -- the 14th since the conflict began -- is holding up well enough to justify dispatch of peacekeepers.
In Yugoslavia today, sporadic fighting was reported in parts of eastern Croatia, but in general diplomats said it appeared that the cease-fire was still holding reasonably well. Units of the national army besieged in their barracks inside Croatia were reported crossing over to the Serbian side peacefully, as the cease-fire plan requires, under the eye of European Community monitors.
Traditionally, the United Nations will send peacekeeping forces to a conflict area only after a cease-fire has been agreed and if all parties say they want the world organization to help insure it sticks.
In Spain, the United Nations Secretary General, Javier Perez de Cuellar, warned that a Yugoslav peacekeeping operation might require up to 10,000 soldiers, making it one of the largest ever deployed, and could cost its members $200 million.
Currently the United Nations is owe $463 million by its members in unpaid contributions to its nine current peacekeeping operations, with the United States a total of $140 million in arrears. Within the next few weeks, the Council is expected to approve another major peacekeeping and election-monitoring operation, that one in Cambodia, that will probably add another billion dollars to the United Nations peacekeeping bill.
If a peacekeeping force is sent in, the United Nations officials say the forces will not be deployed in a straight line separating the two sides as they usually are, but in what they have referred to as "inkblots" around areas of strife, with the troops seeking to defuse ethnic tension between the rival communities.
That is because the United Nations sees such ethnically mixed areas as the most explosive parts of the country. Another factor is that the two sides could never agree which line the United Nations should hold, with the Croats wanting the force stationed along their traditional borders while the Serbs want the force stationed along the current battle lines, which would tend to defend the territory they have gained.
Unlike earlier drafts, the new resolution adopted today does not impose a mandatory oil embargo on Yugoslavia in an effort to compel the factions to stop fighting or try to strengthen the largely ineffectual arms blockade the Council has already ordered.
Some Council members, lead by India, found the text hard to accept, largely because they realized they were effectively committing themselves to vote next week to send a United Nations peacekeeping force into a civil war.
That touches a sensitive nerve in many third-world countries, which over the years have seen the United Nations become increasingly involved in what they regard as their domestic affairs at the urging of its Western members -- setting standards for human rights, supervising elections and monitoring environmental conduct despite Article 2 of the Charter, which forbids interference in domestic matters.
In agreeing to send the United Nations into Yugoslavia, diplomats say India worries whether it is creating a precedent that might one day lead to foreign intervention in its long dispute with Pakistan over Kashmir.
Similarly, Romania, this month's President, is concerned about whether today's resolution brings the United Nations closer to a role in settling the problems created by its Hungarian minority.
Such hesitations so irritated some of the new resolution's European sponsors that Britain's representative, Sir David Hannay, accused third-world members of irresponsibily wasting lives by failing to support the latest Yugoslavian peace efforts. -------------------- Yugoslavia Clashes Reported
BELGRADE, Yugoslavia, Nov. 27 (Reuters) -- The Yugoslav Army and Croatian forces fought sporadic battles in Croatia today, threatening a shaky cease-fire.
European Community monitors reported fighting in Osijek in eastern Croatia, in the central town of Nova Gradiska and in the coastal town of Ston, 25 miles north of the Adriatic port of Dubrovnik.
Croatian and Serbian press reports said there were battles in several other towns across Croatia and accused each other's forces of violating the cease-fire.
