Consolidation of power
The new government quickly installed a totalitarian dictatorship to Germany with legal measures establishing a co-ordinated central government, (see Gleichschaltung). On the night of 27 February 1933, the Reichstag building was set afire, and the Dutch council communist Marinus van der Lubbe was found inside; he was arrested, charged with arson, tried, and then decapitated. The fire immediately provoked the response of thousands of anarchists, socialists, and communists throughout the Reich; describing said free-speech exercises as insurrection, the Nazis imprisoned many to Dachau concentration camp. The public worried that the fire had been a signal meant to initiate communist revolution in Germany, as in 1919, so the Nazis exploited the arson with the Reichstag Fire Decree (27 February 1933), rescinding most German civil liberties, including habeas corpus, to so suppress their opponents.

§ 2331. Definitions
As used in this chapter—
(1) the term “international terrorism” means activities that—
(A) involve violent acts or acts dangerous to human life that are a violation of the criminal laws of the United States or of any State, or that would be a criminal violation if committed within the jurisdiction of the United States or
of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
(C) occur primarily outside the territorial jurisdiction of the United States, or transcend national boundaries in terms of the means by which they are accomplished, the persons they appear intended to intimidate or coerce, or the locale
in which their perpetrators operate or seek asylum;
(2) the term “national of the United States” has the meaning given such term in section 101(a)(22) of the Immigration and Nationality Act;
(3) the term “person” means any individual or entity capable of holding a legal or beneficial interest in property;
(4) the term “act of war” means any act occurring in the course of—
(A) declared war;
(B) armed conflict, whether or not war has been declared, between two or more nations; or
(C) armed conflict between military forces of any origin; and
(5) the term “domestic terrorism” means activities that—
(A) involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
(C) occur primarily within the territorial jurisdiction of the United States.

§ 3005. Counsel and witnesses in capital cases
Whoever is indicted for treason or other capital crime shall be allowed to make his full defense by counsel; and the court before which the defendant is to be tried, or a judge thereof, shall promptly, upon the defendant’s request, assign 2 such counsel, of whom at least 1 shall be learned in the law applicable to capital cases, and who shall have free access to the accused at all reasonable hours. In assigning counsel under this section, the court shall consider the recommendation of the Federal Public Defender organization, or, if no such organization exists in the district, of the Administrative Office of the United States Courts. The defendant shall be allowed, in his defense to make any proof that he can produce by lawful witnesses, and shall have the like process of the court to compel his witnesses to appear at his trial, as is usually granted to compel witnesses to appear on behalf of the prosecution.

The Battle of Mogadishu (also referred to as the Battle of the Black Sea, and Black Hawk Down in popular culture) or for Somalis: the Day of the Rangers (Somali: Maalintii Rangers) was part of Operation Gothic Serpent and was fought on October 3 and 4, 1993, in Mogadishu, Somalia, between forces of the United States supported by UNOSOM II and Somali militia fighters loyal to president to be Mohamed Farrah Aidid who had support from armed civilian fighters.
On October 3, 1993, Task Force Ranger, U.S. Special Operations Forces composed mainly of Bravo Company 3rd Battalion, 75th Ranger Regiment, 1st Special Forces Operational Detachment-Delta (better known as “Delta Force”) operators, and the 160th Special Operations Aviation Regiment (Airborne) (“The Night Stalkers”), attempted to capture Aidid's foreign minister Omar Salad Elmi and his top political advisor, Mohamed Hassan Awale.
The plan was that Delta Force operators would assault the target building (using MH-6 Little Bird helicopters) and secure the targets inside the building while four Ranger chalks (under the command of Capt. Michael D. Steele) would fast rope down from hovering MH-60L Black Hawk helicopters. The Rangers would then create a four-corner defensive perimeter around the target building while a column of nine Humvees and three five-ton trucks (under the command of Lt. Col. Danny McKnight) would arrive at the target building to take the entire assault team and their prisoners back to base. The entire operation was estimated to take no longer than 30 minutes.
The ground-extraction convoy was supposed to reach the captive targets a few minutes after the beginning of the operation. However, it ran into delays. Somali citizens and local militia formed barricades along the streets of Mogadishu with rocks and burning tires, blocking the convoy from reaching the Rangers and their captives. Aidid militiamen with megaphones shouting, "Kasoobaxa guryaha oo iska celsa cadowga!" ("Come out and defend your homes!").

American soldiers have been captured or have become missing in action during each of our country's wars.
The agony of their families has been incalculable. The prisoners themselves have suffered deprivation, starvation, abuse, torture, and sometimes death at the hands of their captors.
Their heroism in the face of these afflictions has often been greater than the heroism of men in battle; the prisoner's battle to preserve life, dignity, and honor can go on day after painful day, sometimes for years.
And the anguish suffered by the families of Americans missing in action is prolonged by lack of certainty over the fate of a husband or son or grandson or brother.
I am proud to sign a bill honoring these Americans who have given so much and endured so much. Many of them have won through to become some of America's finest citizens—like the former prisoner of war who is one of the sponsors of this bill, Senator Hathaway. I join all Americans in gratefully recognizing their sacrifices.
NOTE; As enacted, H.J. Res. 963 is Public Law 95-349, approved August 18. The resolution requests the President to issue a proclamation designating July 18, 1979, as "National P.O.W.-M.I.A. Recognition Day."

The United States’ National POW/MIA Recognition Day is observed across the nation on the third Friday of September each year. Many Americans take the time to remember those who were prisoners of war (POW) and those who are missing in action (MIA), as well as their families.
Public life
National POW/MIA Recognition Day is not a federal public holiday in the United States but it is a national observance.
Background
There are 1,741 American personnel listed by the Defense Department's POW/MIA Office as missing and unaccounted for from the Vietnam War, as of April 2009. The number of United States personnel accounted for since the end of the Vietnam War in 1975 is 841. About 90 percent of the 1,741 people still missing were lost in Vietnam or areas of Laos and Cambodia under Vietnam's wartime control, according to the National League of Families website (cited in the United States Army website).
The United States Congress passed a resolution authorizing National POW/MIA Recognition Day to be observed on July 18, 1979. It was observed on the same date in 1980 and was held on July 17 in 1981 and 1982. It was then observed on April 9 in 1983 and July 20 in 1984. The event was observed on July 19 in 1985, and then from 1986 onwards the date moved to the third Friday of September. The United States president each year proclaims National POW/MIA Recognition Day. Many states in the USA also proclaim POW/MIA Recognition Day together with the national effort.

Following the Light Airborne MultiPurpose System (LAMPS) I competition won by the Kaman SH-2 Seasprite a LAMPS II requirement was issued but superseded in 1974 by LAMPS III which called for ASW operations to the Atlantic second and third convergence zones (for example, 100 n miles) with an endurance of some 2.5 hours.
