KUWAIT'S IDENTITY CRISIS

TEN YEARS AFTER Saddam Hussein invaded Kuwait, the tiny Gulf country has been liberated and rebuilt with its vast oil wealth. Yet it still feels external and internal threats. American fast food flourishes, but traditionalists still begrudge women the right to vote.

KUWAIT CITY - Ten years after it was overrun by Iraqi troops and rescued by a U.S.-led coalition in the Persian Gulf War, Kuwait remains reliant on the U.S. military for protection against surrounding countries it does not trust and riven within over whether to continue a cautious opening to Western ways.

"We are where we left off," said Abdullah Shayji, a political science professor at Kuwait University. "We won, and there is no peace. We are still militarizing and relying on imported security."

Iraq's invasion of its much-smaller neighbor on Aug. 2, 1990, and the war that followed were a defining episode for the United States, demonstrating its military primacy in a post-Cold War world and expanding its role as the backbone of national defense for Gulf oil producers, such as Kuwait and Saudi Arabia. For Iraq, those events were also defining. President Saddam Hussein's government is constrained to this day by U.S. and British air patrols over two-thirds of the country and U.N.-imposed economic sanctions that dictate how most of its national wealth is spent.

Yet for Kuwait, the events of 10 years ago produced a more-ambiguous outcome, leaving the country still feeling threatened by Iraq, and to a lesser degree Iran, and in the midst of an internal battle over whether the war opened the way for secular democracy, Islamization or merely a postwar proliferation of American fast-food franchises and multi-screen movie theaters full of Hollywood gore.

"There is a competition over the identity of Kuwait," said Abdulrazaq Shayji, Abdullah's brother and a religious leader whose conservative views demonstrate at a family level the dynamic under way in Kuwait. "The Gulf is the only region left that is conservative Islamist, and the United States is trying to westernize it through the gateway of Kuwait."

Among the Gulf monarchies and emirates, Kuwait's ruling Sabah family allows the most democratic-style citizen participation, in which the government increasingly follows constitutional institutions that are almost 40 years old. Before the war, for example, parliament was suspended for years at a time. Since then, governments have been dismissed by the emir, Sheik Jabir Ahmed Sabah, but new elections have been called within the 60-day constitutional limit.

Women's rights elusive

Despite liberal gains in elections last summer, however, the assembly remains influenced by Islamic conservatives and tribal traditionalists who hold the majority among its 50 male members. Critical of what is seen as growing American influence, they rebuffed an effort by the emir to give women the right to vote and run for office, approved legislation segregating universities by sex and are contemplating a bill to restrict the travel of Kuwaiti women studying abroad.

After the war, people within the country and outside expected progress on women's issues and democratization in general, said Rola Dashti, a financial consultant and activist on women's issues. "Now you start to worry where we are heading."

But along the gleaming corridors of the new Sultan Center mall, the other side of the cultural divide is in full view. Women window-shop in hip-hugging jeans, short-sleeve shirts, stylish haircuts and plenty of makeup. Shunning traditional Arab coffee and even the Arabic language, young men sip caramel Frappuccino at Starbucks and chatter in English.

"You can't run against history," said the liberal information minister, Saad Ajmi, who is under pressure to curb Kuwait's comparatively open environment with restrictions on the Internet, satellite television, music videos and other modern intrusions. "The overwhelming majority feel we can maintain our tradition and history and culture and still be open to the world. . . . That is what is going to prevail at the end."

Defense worries remain

On the winning side of a major regional military confrontation, the country nevertheless remains nervous about its defense arrangements. It has spent about $12 billion on defense hardware over the past 10 years, the bulk of it from American companies. In addition, the government wants to let foreign oil companies share in an expansion of petroleum pumping capacity with an eye to putting Western capital at risk near the Iraqi border. Help, it is assumed, will then come all the more quickly in the event of another crisis.

Meanwhile, Kuwait remains reliant on the United States, a fact seen daily in the presence of about 1,500 "forward deployed" troops at the U.S.-run Camp Doha, 20 miles north of Kuwait City, and others attached to U.S. aircraft positioned at two Kuwaiti bases. It is a situation that even Islamic conservatives agree may be important for Kuwait's security, but which even some liberals dislike because of the implications for sovereignty.

The ability to argue over such issues is a luxury compared to the state of affairs on Aug. 2, 1990. After saber rattling in which Saddam Hussein claimed Kuwait was waging economic war by pumping more than its share of oil and "slant drilling" under the border into Iraqi oil fields, Iraqi armored units flooded across the border and easily took over the country.

The Day Clinton Had Hoped To Avoid -- 6 Hours Under Oath In Paula Jones Case

WASHINGTON - With Paula Jones looking on, President Clinton testified for most of the day yesterday about the sexual harassment allegations that have generated one of the nation's most celebrated lawsuits and produced the unseemly spectacle of a commander-in-chief as a defendant in a court case.

Clinton spent six hours in the offices of his lawyer answering questions under oath about whether he propositioned Jones in a Little Rock, Ark., hotel suite seven years ago and later punished her for rejecting his advances. It was the first time a sitting president has been interrogated as a defendant in a court case.

The session was closed to outsiders and details were scarce, thanks to a far-reaching gag order imposed by the judge. Neither Clinton nor Jones commented afterward, ignoring a media throng that converged from as far away as Japan and Germany. But sources said before the deposition began that Clinton planned to testify he does not remember meeting Jones and denies harassing her, although he was willing to concede they may have met alone at the Excelsior Hotel in 1991.

This was the day he had long dreaded, the day he had gone all the way to the Supreme Court to avoid. For Clinton, this confrontation with his past posed risks not only legal and political, but also historical, as he tries to keep the episode from tarnishing his legacy. Yet in the end, the justices ruled unanimously last year that the law applies even to the president and

forced Clinton to answer the charges from the former low-level state clerk originally from Lonoke, Ark.


Clinton, wearing a standard dark business suit, left the White House at 10:18 a.m. with Bennett and his longtime confidant and deputy counsel, Bruce Lindsey.

Jones was a $6.35-an-hour state clerk working the registration desk at a government-sponsored "quality management" conference at the Excelsior Hotel on May 8, 1991, when Clinton showed up to give a speech. She alleged that she later was approached by a Clinton bodyguard, State Trooper Danny Ferguson, who told her the governor wanted to meet her and escorted her to a hotel suite furnished as an office. She went along thinking she might be offered a job, she said, but discovered otherwise once she found herself alone in a room with him.

According to her lawsuit, Clinton made small talk, told her he liked "your curves," dropped his trousers and requested oral sex. Jones refused and left, she said, and later told friends that the governor had made a pass at her.

The case came to light when the American Spectator magazine reported in January 1994 that a trooper had solicited for Clinton a woman identified only as "Paula" and she had offered to be the "governor's girlfriend."

WASHINGTON — President Clinton on Saturday became the first U.S. chief executive to testify as a defendant while still in office, answering questions under oath in Paula Corbin Jones' sexual-harassment suit against him.

In a scene tinged with Washington theatrics and with Jones present during the closed-door session, the president spent about six hours giving a videotaped deposition to Jones' lawyers, who are trying to develop evidence for their case before it goes to trial.


The deposition was in many ways a milestone event. It marked the first occasion after years of swirling claims and counterclaims that Clinton was believed to have been questioned under oath about allegedly adulterous relationships he may have had or about his alleged use of Arkansas state troopers to procure sexual partners while he was governor of that state.

It also was the first time that Jones, a former Arkansas state employee who now lives in Long Beach, has met the president face to face since she filed her lawsuit in Little Rock four years ago. She was deposed for 13 hours over two days last fall.

Her suit alleges that in 1991 a state trooper summoned her to Clinton's hotel suite during a state trade show where she was working. She claims that the governor then exposed himself and asked her to perform a sex act, which she says she refused.

In the past, Clinton has repeatedly denied Jones' accusations. According to one of Clinton's advisors, the president planned to say at the deposition that he could not exclude the possibility that an Arkansas trooper, Danny Ferguson, may have brought Jones to his hotel room.

However, this advisor said, Clinton does not remember Jones and never summoned her to the hotel room. If Jones came to the hotel room, it was on her own initiative, the Clinton advisor asserted.

Clinton appeared for the deposition in the 11th-floor offices of his attorney, Robert S. Bennett, located less than two blocks from the White House.


At another point, House Speaker Newt Gingrich (R-Ga.), apparently by accident, wandered past the scene into a nearby restaurant, the Ebbitt Grill, and asked bystanders what was happening. Told it was Clinton testifying in the sexual-harassment case, his eyes widened. "Oh, is that what it is?" he asked.

The Prisoner of War Medal is a military award of the United States armed forces which was authorized by Congress and signed into law by President Ronald Reagan on 8 November 1985. The United States Code citation for the POW Medal statute is 10 U.S.C. § 1128.

The Prisoner of War Medal may be awarded to any person who was a prisoner of war after April 5, 1917, (the date of the United States entry into World War I was the 6th). It is awarded to any person who was taken prisoner or held captive while engaged in an action against an enemy of the United States; while engaged in military operations involving conflict with an opposing Armed Force; or while serving with friendly forces engaged in armed conflict against an opposing Armed Force in which the United States is not a belligerent party. As of an amendment to Title 10 of the United States Code in 1989, the medal is also awarded for captivity by foreign armed forces that are hostile to the United States, under circumstances which the Secretary concerned finds to have been comparable to those under which persons have generally been held captive by enemy armed forces during periods of armed conflict. The person's conduct, while in captivity, must have been honorable. This medal may be awarded posthumously to the surviving next of kin of the recipient.
