In Des Moines, at 11:30 P.M., CST, an old Buick covered with religious stickers—HONK IF YOU LOVE JESUS, among others—cruised the deserted downtown streets relentlessly. There had been a fire in Des Moines earlier in the day that had burned most of the south side of Hull Avenue and Grandview Junior College; later there had been a riot that gutted most of the downtown area.

When the sun went down, these streets had been filled with restlessly circling crowds of people, most of them under twenty-five, many riding choppers. They had broken windows, stolen TV sets, filled their gas tanks at service stations while watching for anyone who might have a gun. Now the streets were empty. Some of them—the bikers, mainly—were kicking out their remaining jams on Interstate 80. But most of them had crept into houses and locked the doors, already suffering with superflu or only terror of it as daylight left this flat green land. Now Des Moines looked like the aftermath of some monster New Year’s Eve party after sodden sleep, had claimed the last of the revelers. The Buick’s tires whispered and crunched over the broken glass in the street and turned west from Fourteenth onto Euclid Avenue, passing two cars that had crashed head-on and now lay on their sides with their bumpers interlaced like lovers after a successful double homicide. There was a loudspeaker on top of the Buick’s roof, and now it began to give off amplified boops and beeps, followed by the scratchy sounds of an old record’s opening grooves, and then, blaring up and down the spectral, deserted streets of Des Moines came the sweetly droning voice of Mother Maybelle Carter, singing “Keep on the Sunny Side.”

Larry Underwood sat on a bench in Central Park on the morning of June 27, looking into the menagerie. Behind him, Fifth Avenue was crazily jammed with cars, all of them silent now, their owners dead or fled. Farther down Fifth, many of the posh shops were smoking rubble.

From where Larry sat he could see a lion, an antelope, a zebra, and some sort of monkey. All but the monkey were dead. They had not died of the flu, Larry judged; they had gotten no food or water for God knew how long, and that had killed them. All but the monkey, and in the three hours that Larry had been sitting here, the monkey had moved only four or five times. The monkey had been smart enough to outwit starvation or death by thirst—so far—but it surely had a good case of superflu. That was one monkey who was hurtin for certain. It was a hard old world.

Iranian students storm U.S. embassy in Tehran, leading to oil embargo

On this day in 1979, hundreds of Iranian students storm the U.S. Embassy in Tehran, taking more than 60 American hostages. The students, supporters of the conservative Muslim cleric Ayatollah Khomeini, were demanding the return of Iran's deposed leader, the Shah Mohammed Reza Pahlevi, who had fled to Egypt in January 1979 and by November was receiving cancer treatment in the United States. After the student takeover, President Jimmy Carter ordered a complete embargo of Iranian oil.

This embargo only exacerbated an energy crisis that had been going on since the beginning of 1979. An Iranian oil-field strike and the January revolution had disrupted oil supplies from that part of the Middle East, and the Organization of Petroleum Exporting Countries (OPEC) cartel had announced a per-barrel fee increase that sent prices inching toward an all-time high. By the time the students took over the Embassy in November, Americans were already dealing with the effects of this crisis: long lines and short tempers at gas pumps, panics over gasoline and heating oil shortages, and frustration with the inefficient, gas-guzzling vehicles manufactured by American automakers.

This "oil shock" reminded many Americans of the oil crisis of 1973-1974, when an Organization of Petroleum Exporting Countries (OPEC) embargo sent gasoline prices through the roof: By the time that embargo ended, the average retail price of gas had climbed to 84 cents per gallon from 38 cents per gallon. As a result, the big, heavy cars that American automakers were famous for became incredibly expensive to operate—many got fewer than 10 miles to every gallon of gas!—and many people traded their gas-guzzling muscle cars and gigantic luxury sedans for more fuel-efficient compact cars. This episode had not ended well for American carmakers, who had rushed some smaller cars to market without thoroughly checking them for problems and quirks, which in turn contributed to their growing reputation for unreliability and poor craftsmanship. Once the immediate crisis had subsided, most of those domestic compacts were left to languish on dealers' lots.

1979's hostage crisis compounded the energy crisis—and, in fact, many historians believe that the combination of the two events cost President Carter his job—but there were a few winners. Japanese carmakers, for instance, gained a reputation for building inexpensive, reliable, efficient cars that were particularly well-suited to the new era of austerity. Datsun, Subaru, Toyota and Honda—whose Accord sedan was one of the most successful cars of 1979—all used the energy crisis to gain a permanent foothold in the American marketplace.

In April 1980, President Carter severed all diplomatic relations with the Iranian government, but after a top-secret rescue mission failed, he resumed negotiations with the Khomeini regime. Despite his best efforts to win the hostages' freedom while he was still in office, Carter did not get much credit for their release: The Iranians let the hostages go on January 20, 1981

Air Force Origins

The Army created the first antecedent of the USAF in 1907, which through a succession of changes of organization, titles, and missions advanced toward eventual separation 40 years later. The USAF became a separate military service on September 18, 1947, with the implementation of the National Security Act of 1947. The Act created the United States Department of Defense, which was composed of three subordinate departments, namely the Department of the Army, the Department of the Navy and a newly-created Department of the Air Force. Prior to 1947, the responsibility for military aviation was shared between the Army (for land-based operations), the Navy (for sea-based operations from aircraft carriers and amphibious aircraft), and the Marine Corps (for close air support of infantry operations).

The predecessor organizations of today's USAF are:

MR. EBERSTADT: "Having already expressed my views at considerable length . . . I will limit my statement to observations on the bill which is before you. ..."

ADMIRAL KING: "Mr. Chairman ... I appear before you today to comment on S. 758. ..."

ADMIRAL NIMITZ: "The bill which you now have under consideration represents the efforts of the services. I believe it will work. It cannot be considered perfect from the Navy point of view. ..."

GENERAL VANDEGRIFT: "I desire to discuss certain fea­tures of the pending measure. I have never approved of the principle of unification."

Angry words were privately exchanged when Marine Corps Generals Vandegrift and Edson told the Senate Committee that Marine Corps roles and missions ought to be written into the legislation. Clark Clifford phoned For­restal to complain of this violation of the verbal agreement. According to the Forrestal Diaries, the Navy Secretary "in­timated" that the testimony of Eisenhower and Royall "re­awakened all the Navy's fears." A showdown luncheon on April 18 produced a deadlock. Almost every Navy-Marine Corps witness, including Admiral Sherman who had per­sonally negotiated the original compromise, either testified that he would not object to including a statement of roles, missions, or functions in the law, or specifically urged upon the committee such protective clauses in the legisla­tion.

On the other hand, Army and AAF witnesses opposed writing any roles and missions into the law. They said it would tend to freeze organization and strategy. They urged the committee to provide only for the existence of naval aviation and the Marine Corps, with specific assigned missions to be left for the President, the Commander in Chief of the armed forces.

As we know, the congressional friends of the Navy wrote such strong and detailed protection into the law that Ad­miral King, over the years perhaps the most consistent opponent of any hint of unification, "was now ready to en­dorse the Senate Bill," according to Forrestal.

Looking back at these hectic events of a decade earlier, President Eisenhower told a press conference in May 1957 of his "preaching and praying" for unification which "I thought we could bring . . . about. Well, I encountered a very fierce opposition," he said. As a result, unification "never did take place quite in the form that I thought it should be."

Symington and Spaatz were also deeply disappointed. At this late date, they were faced with the alternative of dropping the fight for a stronger bill until the next session, or accepting the weak compromise which still contained provisions for a coequal Air Force. They decided on the bird in hand.

President Truman first offered the job of Secretary of Defense to Patterson who turned it down because of finan­cial hardship. Forrestal accepted. The President also sug­gested that it would be a good idea if Forrestal would move his headquarters over to the Pentagon from the Navy Building. The President hoped that propinquity would help bring the services together.

On July 26, 1947, President Truman signed the bill, the National Security Act of 1947, into Public Law 253. He also signed the concurrent Executive Order 9877, which included a statement of the service roles and missions. However, the National Military Establishment (later re­named Department of Defense) that came into being on September 17, 1947, was, to speak in Churchillian phrase, an end of the beginning rather than a beginning of the end, of interservice controversy.

Confronted immediately at its creation with complex global problems made more urgent by the Cold War, the new national security system had to begin functioning without delay. Indeed, when James Forrestal became the first secretary of defense on 17 September 1947 his swearing-in took place, at President Truman's order, several days earlier than originally scheduled. Concerned that the Communist government of Yugoslavia might attempt to seize the Adriatic city of Trieste, still occupied by U.S. and British troops, Truman decided that Forrestal should assume office at once.

Fortunately, the first secretary of defense was well-qualified to guide the National Military Establishment's (NME) participation in the new national security structure.

On 26 July 1947, President Truman affixed his signature to Public Law 253, the National Security Act of 1947, and thus conferred legal status upon the Joint Chiefs of Staff for the first time.

A New Era Begins

The Joint Chiefs of Staff had also developed the practice of dealing directly with civilian agencies of the government. For instance, they advised the Secretary of State on such matters as the military consequence of Soviet acquisition of cer tain eastern Turkish provinces, and gave their views on international control of atomic energy to the US representative on the UN Atomic Energy Commission. It was not clear whether these direct relationships would continue after the newly authorized Secretary of Defense took office.

The officers who were about to take up the task of making the Joint Chiefs of Staff function effectively in the new national security machinery established by Public Law 253 were all individuals who had exercised high command with dis tinction during World War II. Fleet Admiral William D. Leahy, the Chief of Staff to the Commander in Chief, had held the post ever since it was created in 1942. He had presided over the meetings of the Joint Chiefs of Staff and had provided invaluable liaison between them and the White House. Representing the Army on the Joint Chiefs of Staff was the Chief of Staff, General of the Army Dwight D. Eisenhower, who had commanded the victorious Allied armies in Western Europe. The Navy was also represented by a successful theater commander of World War II, the Chief of Naval Operations, Fleet Admiral Chester W. Nimitz. As Commander in Chief, Pacific (CINCPAC), he had commanded the operations across the Pacific against Japan. General Carl Spaatz, the Chief of Staff of the newly created Air Force, had served under General Eisenhower in Europe as Commanding General, US Strategic Air Forces.

The new “boss” of the Joint Chiefs of Staff was also a man with broad experi ence in military affairs. James V. Forrestal, who took office as the first Secretary of Defense on 17 September 1947,

Following the Soviet atomic explosion, the Joint Intelligence Committee revised upwards its estimates of the Soviet atomic bomb stockpile. The Com mittee now believed that the Soviet Union would have 10 to 20 bombs by mid­ 1950, 25 to 45 by mid-1951, 45 to 90 by mid-1952, 70 to 135 by mid-1953, and 120 to 200 by mid-1954.

There was, of course, a valid question whether these revised estimates were any more accurate than the ones they superseded, particularly because the intel ligence basis for both was essentially the same. The need for better intelligence of Soviet atomic developments, therefore, became a matter of major concern to the Joint Chiefs of Staff.

Initiated on 17 September 1947 as an Air Force responsibility, the current sys tem of surveillance, designated the Long-Range Detection Program, was limited to detection of atomic explosions by radiological means.

Boxer Rebellion begins in China

In response to widespread foreign encroachment upon China's national affairs, Chinese nationalists launch the so-called Boxer Rebellion in Peking. Calling themselves I Ho Ch'uan, or "the Righteous and Harmonious Fists," the nationalists occupied Peking, killed several Westerners, including German ambassador Baron von Ketteler, and besieged the foreign legations in the diplomatic quarter of the city.

By the end of the 19th century, the Western powers and Japan had forced China's ruling Qing dynasty to accept wide foreign control over the country's economic affairs. In the Opium Wars, popular rebellions, and the Sino-Japanese War, China had fought to resist the foreigners, but it lacked a modernized military and suffered millions of casualties. In 1898, Tzu'u Hzi, the dowager empress and an anti-imperialist, began supporting the I Ho Ch'uan, who were known as the "Boxers" by the British because of their martial arts fighting style. The Boxers soon grew powerful, and in late 1899 regular attacks on foreigners and Chinese Christians began.

On June 20, 1900, the Boxers, now more than 100,000 strong and led by the court of Tzu'u Hzi, besieged the foreigners in Peking's diplomatic quarter, burned Christian churches in the city, and destroyed the Peking-Tientsin railway line. As the Western powers and Japan organized a multinational force to crush the rebellion, the siege of the Peking legations stretched into weeks, and the diplomats, their families, and guards suffered through hunger and degrading conditions as they fought to keep the Boxers at bay. On August 14, the international force, featuring British, Russian, American, Japanese, French, and German troops, relieved Peking after fighting its way through much of northern China.

Due to mutual jealousies between the powers, it was agreed that China would not be partitioned further, and in September 1901, the Peking Protocol was signed, formally ending the Boxer Rebellion. By the terms of agreement, the foreign nations received extremely favorable commercial treaties with China, foreign troops were permanently stationed in Peking, and China was forced to pay $333 million dollars as penalty for its rebellion. China was effectively a subject nation.

Loch Ness Monster sighted

Although accounts of an aquatic beast living in Scotland's Loch Ness date back 1,500 years, the modern legend of the Loch Ness Monster is born when a sighting makes local news on May 2, 1933. The newspaper Inverness Courier related an account of a local couple who claimed to have seen "an enormous animal rolling and plunging on the surface." The story of the "monster" (a moniker chosen by the Courier editor) became a media phenomenon, with London newspapers sending correspondents to Scotland and a circus offering a 20,000 pound sterling reward for capture of the beast.

Loch Ness, located in the Scottish Highlands, has the largest volume of fresh water in Great Britain; the body of water reaches a depth of nearly 800 feet and a length of about 23 miles. Scholars of the Loch Ness Monster find a dozen references to "Nessie" in Scottish history, dating back to around A.D. 500, when local Picts carved a strange aquatic creature into standing stones near Loch Ness. The earliest written reference to a monster in Loch Ness is a 7th-century biography of Saint Columba, the Irish missionary who introduced Christianity to Scotland. In 565, according to the biographer, Columba was on his way to visit the king of the northern Picts near Inverness when he stopped at Loch Ness to confront a beast that had been killing people in the lake. Seeing a large beast about to attack another man, Columba intervened, invoking the name of God and commanding the creature to "go back with all speed." The monster retreated and never killed another man.

In 1933, a new road was completed along Loch Ness' shore, affording drivers a clear view of the loch. After an April 1933 sighting was reported in the local paper on May 2, interest steadily grew, especially after another couple claimed to have seen the beast on land, crossing the shore road. Several British newspapers sent reporters to Scotland, including London's Daily Mail, which hired big-game hunter Marmaduke Wetherell to capture the beast. After a few days searching the loch, Wetherell reported finding footprints of a large four-legged animal. In response, the Daily Mail carried the dramatic headline: "MONSTER OF LOCH NESS IS NOT LEGEND BUT A FACT." Scores of tourists descended on Loch Ness and sat in boats or decks chairs waiting for an appearance by the beast. Plaster casts of the footprints were sent to the British Natural History Museum, which reported that the tracks were that of a hippopotamus, specifically one hippopotamus foot, probably stuffed. The hoax temporarily deflated Loch Ness Monster mania, but stories of sightings continued.

Richard M. Nixon announces his candidacy for the presidency. Most observers had written off Nixon's political career eight years earlier, when he had lost to John F. Kennedy in the 1960 election.

Two years after losing to Kennedy, Nixon ran for governor of California and lost in a bitter campaign against Edmund G. ("Pat") Brown, but by 1968 he had sufficiently recovered his political standing in the Republican Party to announce his candidacy for president. Taking a stance between the more conservative elements of his party, led by Ronald Reagan, and the liberal northeastern wing, led by Governor Nelson Rockefeller, Nixon won the nomination on the first ballot at the Republican National Convention in Miami Beach.

Nixon chose Spiro T. Agnew, the governor of Maryland, as his running mate. Nixon's Democratic opponent, Vice President Hubert Humphrey, was weakened by internal divisions within his own party and the growing dissatisfaction with the Johnson administration's handling of the war in Vietnam. Alabama governor George C. Wallace, running on a third party ticket, further complicated the election. Although Nixon and Humphrey each garnered about 43 percent of the popular vote, the distribution of Nixon's nearly 32 million votes gave him a clear majority in the Electoral College, and he won the election.

Nguyen Ngoc Loan, the quick-tempered South Vietnamese national police commander whose impromptu execution of a Viet Cong prisoner on a Saigon street in the Tet offensive of 1968 helped galvanize American public opinion against the war, died on Tuesday at his home in Burke, Va. He was 67 and had operated a pizza parlor in nearby Dale City.

A son, Larry Nguyen, said the cause was cancer.

In a long war that claimed two million lives, the death of a single Viet Cong official would hardly have seemed noteworthy, especially in a week when thousands of insurgents were killed mounting an offensive that included the beheading of women and children in Saigon.

But when Brig. Gen. Nguyen Ngoc Loan raised his pistol on Feb. 1, 1968, extended his arm and fired a bullet through the head of the prisoner, who stood with his hands tied behind his back, the general did so in full view of an NBC cameraman and an Associated Press photographer.

Pilotless MIG Flies Into NATO Skies, Crashes

BRUSSELS — A Soviet jet fighter flew over three NATO nations Tuesday, after its pilot ejected over Poland, and crashed into a house near the French-Belgian border, killing a teen-ager inside.

Officials of the North Atlantic Treaty Organization, headquartered in Brussels, said U.S. F-15s intercepted the MIG-23 soon after it entered NATO airspace and accompanied it until it crashed. They said the Soviet plane was carrying only conventional weapons.

The Soviet news agency Tass said the plane went astray after the pilot ejected because of equipment failure "during a training flight over Poland." It said the pilot survived.

A spokesman for the West German air force's administrative headquarters said in Cologne that the MIG took off from the Polish city of Kolobrzeg, more than 625 miles from where it came down.

Tass said the Soviet Defense Ministry was "contacting governments of the countries whose airspace was crossed by the plane"--West Germany, the Netherlands and Belgium.

In Brussels, Foreign Minister Mark Eyskens summoned the Soviet ambassador to his office for further explanation, a spokesman for Eyskens said.

At the Defense Department in Washington, Air Force Maj. Mike Stepp said the NATO air defense system picked up the MIG "before it ever crossed into NATO airspace," and the F-15s "were scrambled and intercepted the aircraft."

When the American pilots caught the Soviet plane, they saw "it had no canopy and no pilot," he said.

No Soviet Warning

West German government sources said in Bonn that Soviet officials apparently gave NATO no warning that the plane was approaching, and one questioned why Warsaw Pact defenses did not try to shoot it down.

"We would like to know whether the Soviets knew an aircraft was about to go West and why they never made any attempt to bring it down in their airspace," he said, speaking on condition of anonymity.

The plane flew over some of Western Europe's most densely populated areas and went down only miles from a cluster of urban areas along the border.

Gaston Bourlet of the Belgian Defense Ministry said the MIG crashed at 10:37 a.m. into a house near Wevelgem, 50 miles west of Brussels, killing an 18-year-old man. The house was destroyed and only the MIG's tail section, adorned with a red star, was still recognizable.

Firefighters fought the flames for more than an hour.

Military officials in West Germany, the Netherlands and Belgium said that the MIG-23 entered West German airspace at 9:42 a.m. and that there was no response to radio requests for identification. The U.S. Air Force F-15s scrambled from Soesterberg Air Base in the central Netherlands and caught the intruder over northern West Germany.

After crossing into northern Holland at 40,000 feet, the Soviet fighter veered southward, lost speed and altitude and crashed 55 minutes after it was detected on NATO radar screens, they said.

Lt. Col. Michael R. Gannon, a spokesman at Supreme Headquarters Allied Powers Europe near Casteau, Belgium, said NATO officials had hoped the MIG would head out over the North Sea, where the F-15s could safely shoot it down.

Another official at the headquarters said privately the decision was made not to attack over land because "when it is shot in the air at high altitude, you don't know where it is going."

A Soviet MiG-23 fighter jet Tuesday crashed into a house near the French border, killing one person, officials said. The pilot apparently had bailed out.

Two U.S. Air Force F-15 jets intercepted the plane after it crossed into Western European airspace and escorted it until it crashed.Defense Ministry spokesman Gaston Bourlet said the plane crashed at 10:37 a.m. in Wevelgem, a town on the French border about 50 miles west of Brussels.

Emmanuel de Bethune, mayor of the nearby town of Kortrijk, said a man was killed when the plane crashed into a bedroom of his home. The whereabouts of the pilot were unknown.

It appeared as a brief announcement entitled "At the USSR Ministry of Defense" on page 3 of the 5 July 1989 issue of the Ministry of Defense daily newspaper Krasnaya zvezda (Red Star). On 4 July 1989, the pilot of a MiG-23 fighter interceptor assigned to an aviation unit of the Northern Group of Forces during a training mission had to eject immediately after takeoff and survived. "The aircraft continued uncontrolled flight in a western direction and fell in Belgian territory.

The Medal of Honor is the United States of America's highest military honor, awarded for personal acts of valor above and beyond the call of duty.


There are three versions of the medal, one for the Army, one for the Navy, and one for the Air Force. Personnel of the Marine Corps and Coast Guard receive the Navy version.


The medal was established during the civil war to give recognition to men who distinguished themselves "conspicuously by gallantry and intrepidity" in combat with an enemy of the United States.

On October 23, 2002, Pub.L. 107–248 was enacted, modifying 36 U.S.C. § 903, authorizing a Medal of Honor flag to be presented to recipients of the decoration.


Presenting

There are two distinct protocols for awarding the Medal of Honor. The first and most common is nomination and approval through the chain of command of the service member. The second method is nomination by a member of the U.S. Congress, generally at the request of a constituent, and the subsequent approval via a special Act of Congress.


Evolution of criteria


Public Law 88-77, July 25, 1963: The requirements for the Medal of Honor were standardized among all the services, requiring that a recipient had "distinguished himself conspicuously by gallantry and intrepidity at the risk of his life above and beyond the call of duty." Thus, the act removed the loophole allowing non-combat awards to Navy personnel. The act also clarified that the act of valor must occur during one of three circumstances:

1.While engaged in action against an enemy of the United States

2.While engaged in military operations involving conflict with an opposing foreign force.

3.While serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party.

A series of scenes in the dream just now about football. The notion of Princeton University was strongly present in those series of scenes where I seemed to be on a football team but I think something is askew to all that, in that my soccer team is mixed in to those scenes and I was confusing it with my actual participation on an American football team at U.S. Naval Academy. I did see a scene about a football kicker during an American football game. There was a lot of detail I can still visualize but I do not feel all that compelled to describe the scenes. In the next series of scenes though, I seemed to be walking through an open field and there is a paved road running off to my left and there is open field as far as I can see to the other side of it and I guess to my right side although most of the dream seems to visualize over to what was initially my left-side of visualization. Just after that visualization started, and I note that it seems to be chronologically after the series of football scenes, I saw the Four Horsemen of The Apocalypse in that field on the other side of the paved road and to my minor annoyance, they started charging in my direction and I can visualize that lead Horsemen, but I am left with the vague sense that the Four of them were actually cows that had turned to charge at me. I did some fancy maneuvering and got them going in circles because I could maneuver better than they could but at some point I realized that I was not going to be able to keep that tactic up for very long. As I visualize that scene again now that I am awake, they seemed to have surrounded me. In the next scene though I seemed to have broke away from the Four Bovine of The Apocalypse and I was running flat out across the field at a 45 degree angle ahead of my original line-of-sight and direction of travel and I am vaguely aware of something ahead of me but I cannot visualize it well enough or remember it well enough to describe. I can remember that I turned around as I was running and threw something back at the lead Cow of The Apocalypse and I struck it squarely on the head and it dropped dead right there on the spot. At that point, I seemed to look back at a bale of hay in the middle of the field, which was the only one in sight, and I thought to myself that I should have stayed near that bale of hay because it was a piece of that bale that I killed the lead Cow of The Apocalypse. But I was still running in that same direction and I cannot really visualize the other Cows of The Apocalypse althought I guess they were back there somewhere in the dust the first Cow kicked up in a field that did not seem that dusty.
