After negotiating a price for her services, she told her "date" to drive to a parking lot behind a clinic on East 400 Fifth Street. While en route to the location, the "date" told her that he was a helicopter pilot with the National Guard. Tina Ray, who was doing school-supply shopping in the Oak Harbor area with her three children, said her first thought was "not again." Her husband is an aviation store-keeper who is stationed on a boat off the East Coast.
"If anything happens, he'll be going again," she said. "I can't believe this is happening."
Becky Wiuff and Helen Dunn, whose husbands served in the 1991 Persian Gulf War, didn't hear the news until late this morning.
"It's nerve-wracking," said Dunn, whose husband spent seven months in the Persian Gulf as part of the VQ-1 squadron of spy planes. "It happened so quickly."
Wiuff added, "We didn't think it would go anywhere."
The missiles fired at Iraq this morning were aimed at air-defense targets near the Tallil air base in southwestern Iraq, the nearby city of an-Nasiriyah on the Euphrates River, the city of al-Iskandiariyah just south of Baghdad, and al-Kut, a southern city on the Tigris River.
U.S. Air Force Gen. Joseph Ralston, deputy chairman of the military Joint Chiefs of Staff, said the military did not have "a complete assessment of the battle damage done as yet" but that there was no indication that any of the 27 missiles was downed or had malfunctioned.
It is the second time Clinton has ordered a cruise-missile strike against Iraqi military targets. In 1993, he ordered U.S. warships to fire 24 Tomahawk cruise missiles at intelligence headquarters in Baghdad over an alleged assassination plot against former President Bush.

WASHINGTON — President Clinton is facing down Saddam Hussein for a second time with a shower of missiles on Iraq that has momentarily muted criticism from Republican challenger Bob Dole.
Clinton appeared the likely short-term beneficiary in the polls. But just as the political situation inside Iraq is complicated, so is the ultimate impact on the presidential campaign in the U.S.
Since the end of the Cold War, Americans have turned inward to address economic and social problems. Foreign policy crises seem less forbidding and play a diminished role in the race for the presidency.
At the same time, Saddam Hussein means something more to the average American than perhaps even the leaders of China or Russia. His name means war. It means oil and jobs. And it means a continued danger in a volatile, vital region.
With his measured response of striking military targets in southern Iraq with two barrages of cruise missiles, Clinton notified Hussein that he will pay a price for sending troops into a UN-protected zone in the Kurdish territory in northern Iraq.
But the pesky Iraqi leader has bedeviled presidents before. He outlasted former President George Bush, who did not finish him or his army in the Persian Gulf war. And he has challenged Clinton again, after the president bombed an Iraqi installation early in his administration in the wake of an alleged plot on Bush's life.
While closing ranks behind Clinton, Dole coupled his statement of support with indirect criticism of Clinton and said Hussein, at the very least, must withdraw his troops and turn over political prisoners.
In a speech before the American Legion in Salt Lake City, Dole implied that if Hussein isn't reined in, Dole will unleash his criticism of the administration again. He made it clear that the issue has gone beyond the invasion of Kurdish territory; politically, it is about a revived Hussein.
Clinton acted without the kind of allied solidarity that Bush had behind him during the gulf war. But the unilateral action served to trump a frequent Dole criticism--expressed at the Republican National Convention--that U.S. troops should not be beholden to the United Nations and its secretary general, Boutros-Boutros Ghali.
"The initial political reaction will accrue to the president," said Republican pollster Glen Bolger. "People aren't sure there's a grownup in the White House. This helps Clinton's leadership quotient."
However, Landis Jones, political science professor at the University of Louisville, observed: "There is a bit of an opening for Dole to take advantage of this. It does point up to a greater degree the (military) backgrounds of the two."
Dole was wounded in World War II. Clinton avoided the draft during the Vietnam War.
Dole could gain political advantage from the Iraqi situation only if Clinton's measured response fails to contain Hussein's aggression. Clinton may have to launch more military strikes to tame Hussein, and any complication could hurt him.
Dole, on the other hand, must live with the reality that he cannot compete with the office of the presidency when it comes to foreign policy.
People normally rally behind the president in times of trouble, Jones said. Since only eight weeks remain in the campaign and Dole is trying to close a double-digit deficit in opinion polls, time is not on his side.
"This takes the campaign itself off the lead of TV news and makes it no longer the top story in the press," Bolger said. "You don't have a lot of time to make up ground. Anything that stalls the coverage of the presidential race helps Clinton."
"Only a couple of months remain before the election, and Dole has a very steep climb," added Sidney Milkis, presidential scholar at Brandeis University. "This makes the climb even steeper. And he has no time."
Hussein's re-emergence as a military threat also reminds Americans that, for all the success of Desert Storm, Bush decided against marching U.S. forces to Baghdad and destroying the leader's crack Republican guards and ousting him from power.
"People can read this as the unfinished business of the gulf war," said Milkis.

Dole, At Least Temporarily, Disengages From Hitting Clinton On Iraq

SALT LAKE CITY — GOP presidential candidate Bob Dole backed off his attacks on President Clinton's foreign policy Tuesday in the aftermath of U.S. missile strikes against Iraq.
But he proposed his own aggressive military agenda, which includes forcing the withdrawal of Saddam Hussein's Republican Guard from northern Iraq.
Dole offered support for "our men and women in uniform who were sent on a difficult mission above the skies of Iraq and in the waters of the region," but he stopped short of praising Clinton for ordering the U.S. Navy and Air Force strike in retaliation for Iraq's thrust into a Kurdish safe zone.
Dole's remarks about Iraq, made in a speech before the National Convention of the American Legion, did not mention Clinton. However, while the Republican nominee did not say it directly, he implied that he has found Clinton's handling of Iraqi President Hussein to be inadequate, a charge he had leveled more forcefully just hours prior to the air strike.
"If there is one clear lesson of our century it is this: When aggression is tolerated it multiplies," Dole said before a supportive audience of 1,000. "I trust this is the beginning of decisive action to limit the power and arrogance of Saddam Hussein."
Dole said he had spoken Tuesday morning to both Clinton and Colin Powell, the former chairman of the joint chiefs of staff who has been campaigning for Dole, about developments in Iraq.
A Dole aide said the phone conversation with Clinton lasted five minutes and that Clinton expressed appreciation for Dole's support of American troops.
As the White House calculates its next move in Iraq, Dole proposed his own list of military goals:
"The goal of this action should be the withdrawal of Saddam's Republican Guard from northern Iraq; the release of Kurdish prisoners; an end to the interference by Iraq and Iran among the Kurds; re-establishing the UN nuclear weapon inspection effort; and an end to Saddam's support of international terrorism."
While the remarks about Iraq were made at the beginning of his 30-minute speech, Dole used the talk mainly to criticize Clinton on matters of "values."
Dole specifically charged the president with abandoning the war on drugs, saying Clinton "just does not care" that drug use is on the rise among young people.
"What a president says, what he does, and with whom he associates matters," Dole said. "He sets a moral tone. He sent signals about what is acceptable."
Nelson Warfield, Dole's press secretary, denied that the intensity of the remarks was prompted by the recent resignation of Clinton adviser Dick Morris amid allegations that he allowed a prostitute to eavesdrop on his conversations with the president and allowed her to read drafts of convention speeches later made by the vice president and first lady.
Dole, a wounded World War II veteran, was received warmly and enthusiastically by the audience of mostly fellow veterans, who twice gave him a standing ovation as they waved small flags inside the Salt Palace Convention Center. Dole also was awarded the American Legion's distinguished public service award.

WASHINGTON (CNN) -- The United States launched missile strikes against Saddam Hussein early Tuesday in retaliation for his army's assault on Kurdish areas in a United Nations "safe haven" in northern Iraq.
Navy ships and Air Force B-52 bombers fired a total of 27 cruise missiles at "selected air defense targets" in southern Iraq for about a 45-minute period beginning midmorning, the Pentagon told CNN.
President Clinton ordered the mission and was expected to make a formal statement about it at 8 a.m. EDT Tuesday, officials said.
The 23,000 U.S. forces in the Persian Gulf remained on "a very high state of alert," braced for "any possible response" from Iraq, officials said.

WASHINGTON - President Clinton today said he ordered cruise-missile attacks against Iraqi air-defense installations to send a message to Iraqi leader Saddam Hussein that "when you abuse your own people or threaten your neighbors, you must pay a price."
Clinton also said the United States was extending the "no-fly zone" in Iraq to deny Iraqi military flights from the Baghdad suburbs south to Iraq's border with Kuwait.
He said this would significantly restrict Iraq's offensive capabilities, and that the missile strikes were meant in part to knock out Iraqi military installations in southern Iraq that could threaten U.S. planes enforcing the expanded zone.
Saddam responded in a defiant speech by urging his air force to attack U.S. and allied planes policing Western-imposed air-exclusion zones in the south and north of his country, and said many of the U.S. missiles were shot down.
Rear Adm. Edward Moore, commander of the aircraft carrier Carl Vinson, told journalists on board that 27 cruise missiles were fired today

The P-18 or 1RL131 Terek (also referred to by the NATO reporting name "Spoon Rest D" in the west) is a 2D VHF radar developed and operated by the former Soviet Union.
Development
The P-18 early warning radar is a development of the earlier P-12 radar, the P-18 radar being accepted into service in 1970 following the successful completion of the radars test program. The P-18 was developed by the SKB Design Bureau, a division of State Plant No.197 named after V. I. Lenin who developed the previous P-12, the predecessor of the current Nizhniy Novgorod Research Institute of Radio Engineering (NNIIRT). In 1979 a new secondary IFF radar the 1L22 "Parol" entered into service to complement the P-18, unlike the previous secondary radar NRS-12 (NATO "Score Board") the new interrogator was carried on a separate truck.
Description
The P-18 shares many similarities with the earlier P-12NA and like the P-12 it is mounted on two Ural-4320 truck chassis. The P-18 features many improvements over the P-12 including increased performance, precision and reliability. The radar was developed to work independently or as part of a C3 system directing SAM and aircraft to hostile targets, the truck mounted design provided the radar with high mobility.

June 8th must mean something to Thomas Ray, but I cannot remember what it is. I was writing, and still believe, that I did not make it back with the strike group on 6/7/81 and 6/8/81 was the day I made it back to the base. Or it was the day they determined where I was and launched a rescue effort, such as to fly in a helo to get me out or to bring me fuel to fly out from the desert. I keep thinking of that memory of me running out of gas in my red Ford when I was on my way into school one evening to supervise the construction of the class float for a parade. That was towards the end of my Junior year at Ashdown. I remember Jennifer Jones used to kid me about it for a while afterwards.

It had more than two thousand times the blast power of the British "Grand Slam" which is the largest bomb ever yet used in the history of warfare.
The Japanese began the war from the air at Pearl Harbor. They have been repaid many fold. And the end is not yet. With this bomb we have now added a new and revolutionary increase in destruction to supplement the growing power of our armed forces. In their present form these bombs are now in production and even more powerful forms are in development.
It is an atomic bomb. It is a harnessing of the basic power of the universe. The force from which the sun draws its power has been loosed against those who brought war to the Far East.
We are now prepared to obliterate more rapidly and completely every productive enterprise the Japanese have above ground in any city. We shall destroy their docks, their factories, and their communications. Let there be no mistake; we shall completely destroy Japan's power to make war.
It was to spare the Japanese people from utter destruction that the ultimatum of July 26 was issued at Potsdam. Their leaders promptly rejected that ultimatum. If they do not now accept our terms they may expect a rain of ruin from the air, the like of which has never been seen on this earth.

Carter was able to fend off the challenge of Massachusetts Sen. Edward Kennedy to win the Democratic presidential nomination in 1980. However, the public’s confidence in Carter’s executive abilities had fallen to an irretrievable low. Above all else, he was generally seen as indecisive. In the elections held that November, Carter was overwhelmingly defeated by the Republican nominee, a former actor and governor of California, Ronald W. Reagan, who pointed to what he called Carter’s “misery index”—the inflation rate plus the unemployment rate, whose sum was over 20—and asked two poignant questions that the public took to heart: “Are you better off than you were four years ago?” and “Is America as respected throughout the world?” In the landslide, Carter won only 41 percent of the popular vote and 49 votes in the electoral college (third-party candidate John Anderson captured 7 percent of the vote). Reagan invited Carter to greet the hostages in Germany after their release on January 21, 1981, one day after Reagan’s inauguration.

WASHINGTON — U.S. naval forces destroyed two oil platforms in the Persian Gulf, sank a missile boat and severely damaged two Iranian frigates in a series of engagements begun early Monday in retaliation for the Iranian mining of international waters, administration officials said.
The attacks, carried out by destroyers, frigates, planes from the aircraft carrier USS Enterprise and a Marine Corps landing team, were ordered by President Reagan late Sunday after he consulted with congressional leaders. The Soviet Union and other nations with ships in the gulf also were advised before the action.
No American casualties were reported, Defense Secretary Frank Carlucci said. Iranian casualties were not known.
Reagan warned Iran later Monday not to continue to threaten U.S. interests in the region.
``They must know that we will protect our ships, and if they threaten us, they will pay a price,`` Reagan said in brief remarks before giving a speech to a national building contractors` organization.
``We undertook this action to make sure the Iranians have no illusions about the cost of irresponsible behavior,`` the President said.
The U.S. attacks began with the shelling of the oil platforms Sirri and Sassan, in southern gulf waters, about midnight Chicago time and continued for nearly eight hours, according to administration officials. They said the two platforms were manned by Iranian Revolutionary Guards and were used as radar- equipped military command and control centers.
``At the time of the engagement, an Iranian missile boat approached our ships with obvious hostile intent,`` Carlucci said. ``It was warned off, neglected the warnings, . . . (was) engaged by U.S. ships and has been sunk.`` Later, Defense Department officials said, the Iranian frigate Sahand fired on a patrol of A-6 fighter bombers from the USS Enterprise. The 310-foot Iranian frigate was then attacked by Harpoon missiles, laser-guided bombs and a missile from the USS Strauss, a destroyer.
The attack left the Sahand severely damaged, the officials said, and film released by the Defense Department showed the ship aflame, disgorging plumes of thick black smoke and listing in the water.
A little more than an hour later, the Iranian frigate Sabalan came under attack when it fired on U.S. aircraft.
``The aircraft returned fire and hit the Sabalan with a single laser-guided bomb,`` an official at the Pentagon said. ``As darkness fell, the Sabalan was down by the stern with tugs fore and aft. We do not intend to renew attacks on the Sabalan unless she exhibits further hostile intent.``
The first attack was announced at the White House at 2:30 a.m. to reporters summoned from their homes for the unexpected press briefing.
``Acting under his authority as commander in chief,`` White House spokesman Marlin Fitwater said in a statement, Reagan ordered the attacks ``in response to Iran`s recent resumption of mine-laying in international waters and its mine attack on the USS Samuel B. Roberts.``
``The government of Iran has been repeatedly warned about these hostile acts,`` Fitzwater said.
The Roberts, a guided missile frigate, struck a mine in the Persian Gulf last Thursday. Ten U.S. seamen were injured in the blast, and four were sent Sunday to U.S. hospitals in West Germany. Fitzwater said the U.S. has
``conclusive evidence`` that Iran laid the mines.
``The U.S. Navy has identified, photographed and exploded additional mines in the same area as the one which damaged the Roberts,`` he said.
Beginning late Friday, Fitzwater said, the President met with his advisers to examine the options for ``taking action against Iran for this new laying of mines.`` Reagan made the final decision to go ahead Sunday evening after meeting with the advisers and briefing congressional leaders.
Senate Majority Leader Robert Byrd, a West Virginia Democrat, Minority Leader Bob Dole of Kansas, House Speaker Jim Wright of Texas, House Majority Leader Thomas Foley of Washington and House Minority Leader Bob Michel of Illinois were at the meeting.
According to Adm. William Crowe, chairman of the Joint Chiefs of Staff, the Sassan platform was the first to come under attack by the destroyers Merrill and Lynde McCormick and the USS Trenton, a landing platform ship carrying helicopters.
``We gave a warning to the platform that we would be destroying it, and asked them to abandon. They fired at us,`` Crowe said.
Defense Department officials said the fire came from Soviet ZSU-23s, heavy machine guns usually used for antiaircraft defense.
But then the Iranians abruptly ceased firing and abandoned the platform, they said. Marines were put aboard by helicopter and destroyed the platform with explosives, the officials said.
The Sirri platform, several miles away, also came under attack by three U.S. ships, the frigates Simpson and Bagley and the guided-missile cruiser Wainwright.

``They likewise gave a warning,`` Crowe said. ``We could see that a gun was manned on the platform. It did not fire at us. . . . They commenced abandoning. A few people chose not to. We took the platform under fire. They then went into the water. We do not know if any of these people were killed or not.``
He said the Sirri was destroyed by the shelling of 5-inch guns, which caused a major fire.
It was at the Sirri location, Pentagon officials said, that the U.S. vessels first came under attack. They said the Iranian missile boat Joshan, a 10-year-old, 154-foot high-speed patrol craft, ignored warnings from U.S. ships and ``fired at us.``
``The Simpson fired three standard missiles, two of which hit the PTG
(the Joshan). The Wainwright fired one, which hit the PTG,`` Crowe said.

1974: Kidnap attempt on Princess Anne
Princess Anne and her husband Captain Mark Phillips have escaped an apparent kidnap attempt in which four people were wounded.
The royal couple were returning to Buckingham Palace along Pall Mall when their chauffer-driven Rolls-Royce was forced to halt by another car which blocked their route.
A man appeared from a light coloured vehicle and fired six shots, all of which it is said were not directed at the royal couple, but left four people in hospital.
Undergoing surgery
The Princess' private detective Inspector James Beaton fired at the man before he was wounded and the chauffer Alex Callender, one of the Queen's senior drivers, was also injured.
They have both now been taken to Westminster Hospital were they are understood to be undergoing surgery.

Plot Summary
Grimm, a burnt-out New Yorker, has devised an ingenious plan to escape the city he hates so much; dressed as a clown, he robs a Manhattan bank and cleverly escapes disguised as a hostage along with his accomplices, girlfriend Phyllis and best friend Loomis. However, whilst robbing the bank was comparatively straight-forward and easy, the getaway quickly turns into a nightmare, as the relatively simple act of getting to the airport to catch a flight becomes a tangled ordeal of obstructions, including confused roadworkers, conmen, mobsters, bureaucratic bus-drivers and a cabbie who doesn't speak a word of English. And all the while Rotzinger, the equally world-weary but relentless Chief of Police, is doggedly on their tail.
