Brown, U.S. Ceos Died Pursuing Balkans Peace

HEAVY weather and treacherous mountain terrain - the same conditions that sobered U.S. military planners about the Balkans - claimed the lives of an American delegation on its own special reconnaissance mission.

U.S. Secretary of Commerce Ron Brown led a group of top U.S. CEOs taking the measure of the former Yugoslavia for post-war investment. Their plane crashed in a driving rain yesterday on approach to Cilipi airport, 12 miles southeast of Dubrovnik, near the Croatian coast.

Brown's presence on the front lines of a business opportunity for American firms is no surprise. His career was a high-powered and controversial blend of the law, civil-rights activism, business and politics. As commerce secretary he traveled so frequently and so broadly that his detractors eventually questioned his spending habits, political motives and actual success rate.

LAZETE, Bosnia-Herzegovina — Guarded by U.S. troops, war crimes investigators began tagging human remains Wednesday at suspected mass graves around Srebrenica and collecting evidence against Bosnian Serb soldiers.

The investigators focused on Karakaj, where the bodies of some 1,000 Bosnian Muslims are thought to be buried.

The victims were among an estimated 8,000 civilians and fighters still missing after last July's capture of Srebrenica by Bosnian Serb forces.

Evidence of mass executions wasn't difficult to find. Human femurs and ribs were among the bones found partly embedded in the soil, along with ammunition, identification cards and UN rations.

Investigators marked the site's perimeter with yellow tape, whispering notes into tape recorders and videotaping or photographing nearly every inch by noon.

"We are taking detailed logs of everything we find," said one tribunal official, looking on as a colleague made measured plunges into the soft earth with a long iron rod.

"See that guy, he's got the worst job," said the official. "He sticks that in the ground, then pulls it out and smells for flesh. Then we mark the spot."

Most of the victims at Karakaj were young men of fighting age who had tried to flee into the woods after Srebrenica's fall. But at least 300 were old men and women too crippled or scared to run, according to three survivors of the executions.

When investigators arrived, they found extensive evidence of grave site tampering. In some sections the earth had been upturned, and previously reported items such as canes, piles of identification cards and heaps of jackets were gone.

Officials said the missing evidence probably won't hamper efforts to gain war-crimes convictions against the perpetrators and reputed masterminds--indicted Bosnian Serb leader Radovan Karadzic and his army commander, Gen. Ratko Mladic. But any missing evidence would make their mission tougher, the investigators said.

"We may find a lot less here than we thought. Judging from the digging here, they may have done a pretty good job of cleaning it up. Obviously, there has been a lot of tampering here over the last two weeks," said one tribunal investigator, eyeing the mounds of freshly tilled earth.

DUBROVNIK, Croatia — An Air Force jet carrying Commerce Secretary Ron Brown and 32 other people, including up to a dozen senior American business executives, crashed into a cloud-covered hilltop in stormy weather Wednesday during its final approach to the Dubrovnik airport.

In Washington, the State Department said the U.S. government formally presumed Brown was dead, and officials at the scene indicated no one had survived among the reported 27 passengers and six crew members. By Thursday morning, 10 bodies had been recovered.

Officials said there was no indication of hostile fire.

News of the crash stunned official Washington, where Brown has been a powerful political insider as well as high-profile Cabinet member, and it echoed through corporate suites across the nation in a day marked by confusion over exactly who was aboard the plane.

In a brief but emotional tribute, President Clinton called Brown, 54, the first African-American chairman of the Democratic Party, "one of the best advisers and ablest people I ever knew."

Brown was remembered as a polished dealmaker and trusted friend who received much of the credit for rebuilding a fractious Democratic Party that carried Clinton into the White House.

"Ron Brown walked and ran and flew through life, and he was a magnificent life force, and those of us who loved him will always be grateful for his friendship and his warmth," Clinton told tearful Commerce Department employees, pausing at the end of his remarks for a moment of silence.

Clinton's use of the past tense hours before the deaths of all aboard had been officially acknowledged set the tone for a mournful day. Vice President Al Gore, First Lady Hillary Rodham Clinton and most of the Cabinet sat solemnly at the ceremony, most of them staring downward.

The Commerce Department said it was contacting the families of the people believed to be on the plane, but the U.S. government would not release the names of those on board until Thursday.

One official, however, confirmed that passengers included Charles Meissner, the assistant secretary of commerce for international economic policy, whose wife, Doris, is head of the U.S. Immigration and Naturalization Service.

Also traveling with Brown was a longtime aide, Bill Morton, and chief spokeswoman Carol Hamilton, both long-time Democratic activists. The New York Times said reporter Nathaniel Nash, the paper's Frankfurt bureau chief, also died in the crash.

Among the prominent business executives reportedly accompanying Brown on the Balkan reconstruction trade mission were John A. Scoville, chairman of Chicago-based Harza Engineering Co.; Leonard Pieroni, chairman and CEO of engineering giant Parsons Corp. of Pasadena, Calif., and Robert A. Whittaker, chairman and CEO of Foster Wheeler Energy International of Clinton, N.J.

The twin-engine Air Force jet, the military version of the popular Boeing 737, was flying through heavy rain with poor visibility when it apparently veered off course and slammed into the 2,300-foot St. John's hill, less than two miles from the southern end of the airport runway.

The Air Force VIP jet--which carried Hillary Clinton and daughter Chelsea during their visit to Turkey last week--was flying under instrument guidance on a bad-weather approach route that should have avoided the hill, according to Pentagon officials.

The stormy weather, and erroneous initial reports of aircraft debris in the sea, hindered efforts to locate and reach the crash site.

When the first Croatian special police reached the site, they reportedly found a woman survivor, who subsequently died. U.S. Special Forces soldiers, trained for search-and-rescue operations, were unable to land by helicopter at the site because of the weather and had to make their way up through rugged terrain in the darkness after landing at Dubrovnik airport.

Of the many questions surrounding the flight, particularly puzzling was how a U.S. Air Force jet carrying a senior Cabinet member through some of the most closely monitored airspace in the world could "go missing."

Commander Removed Over Flight Concerns In Croatia, Says Paper

BERLIN - The U.S. Air Force commander of the squadron responsible for the plane that crashed with Commerce Secretary Ron Brown aboard was relieved of his command a week ago because he raised safety concerns about flights for VIPs in former Yugoslavia, a military newspaper reported today.

But the general who took the action and the squadron commander himself, Lt. Col. James Albright, both denied that Albright's statements of concern were the reason for the action.

Albright was relieved of his command of the 76th Airlift Squadron, based at Ramstein Air Base in Germany, just five days before Wednesday's crash of the T-43 jet outside Dubrovnik, Croatia, in which 35 people were killed.

The Stars and Stripes, an unofficial military newspaper published for U.S. forces in Germany, quoted an unidentified Air Force pilot as saying Albright was fired because he told his superiors he refused to allow T-43s to fly in conditions he considered unsafe.

The pilot, who spoke on condition of anonymity, said Albright objected to "pressure from above" to allow flights in areas where ground-based, computerized navigation devices had been destroyed or removed during the recent fighting.

He was especially opposed to such flights during foul weather, the pilot said. Brown's T-43 crashed during a strong storm.

Brig. Gen. William Stevens confirmed early today that he relieved Albright of his command but denied it had anything to do with safety issues.

Stevens, 86th Airlift Wing commander at Ramstein, said in a telephone interview that the safety issue in which Albright was involved concerned flights over hostile areas by planes that were not protected with bulletproof materials.

Albright told The Associated Press early today the concerns he raised pertained to the Bosnian capital of Sarajevo, a regular stop for American dignitaries visiting the region, and not rarely visited Dubrovnik.

"It's a war zone, so it's completely different," he said of Sarajevo, which had been besieged for more than three years.

Albright, who has been re-assigned to a staff job, was relieved of his command, Stevens said, because he had repeatedly taken actions not cleared by his superiors, including a memo calling for planes to land at Ramstein in the early-morning hours to test whether nearby residents would complain.

Brown's plane crashed in a storm Wednesday in the hills outside Dubrovnik, killing him and all others on board. The T-43, a military version of the Boeing 737, was the same plane used early this week to shuttle Defense Secretary William Perry and, last week, Hillary Clinton through Bosnia.

U.S. and local officials have said the Dubrovnik airport was missing one piece of computerized precision-landing equipment, taken by the Yugoslav army in Croatia's 1991 war, that allows planes to land in any weather.

Nevertheless, Air Force Lt. Gen. Howell Estes III said in Washington that the landing system used by Dubrovnik airport is considered safe.

Investigators yesterday pored over radar tapes and marked pieces of sheared metal scattered on a ragged hillside but remained puzzled over the cause of the crash.

The last of the victims were removed yesterday from the mountaintop where the crash occurred.

Their bodies were scheduled to be flown to the United States today after a short ceremony at the Dubrovnik airport led by Croatian President Franjo Tudjman.

In Washington, the White House announced that President Clinton and Vice President Gore will travel to Dover Air Force Base in Delaware today to meet the plane bringing the bodies home. They will participate in a brief memorial service.

DOVER AIR FORCE BASE, Del. - As 33 flag-draped caskets were solemnly brought home yesterday, a sorrowful President Clinton said that Commerce Secretary Ron Brown and 32 other victims of a plane crash showed the best of America: "They are a stern rebuke to the cynicism that is all too familiar today."

The caskets were delivered to grieving families as the Air Force Band played hymns and "My Country 'Tis of Thee."

Clinton, along with his wife and Vice President Al Gore, consoled each family in private, one on one. The emotion of the moment clearly showed in the president's face.

"Today we come to a place that has seen too many sad homecomings, because this is where we in America bring home our own, those who have given their lives in the service of their country," he said.

His voice often near breaking, the president talked about his visits with the families. "Their loved ones were proud of what they were doing," he said. "They believed in what they were doing. They believed in their country, and they believed they could make a difference."

Each of the victims of the airplane crash on a Croatian hillside was represented here by relatives wearing red-white-and-blue ribbons.

The president said the crash victims "carried with them America's spirit - what our great martyr, Abraham Lincoln, called the last best hope of earth."

The Clintons and Gore led a large delegation of government officials here as the 33 aluminum coffins were brought from a transport plane into hearses beside an open hangar by eight uniformed pallbearers each. Four howitzers on the tarmac fired a 19-gun salute.

The Prisoner of War Medal is a military award of the United States armed forces which was authorized by Congress and signed into law by President Ronald Reagan on 8 November 1985. The United States Code citation for the POW Medal statute is 10 U.S.C. § 1128.

The Prisoner of War Medal may be awarded to any person who was a prisoner of war after April 5, 1917, (the date of the United States entry into World War I was the 6th). It is awarded to any person who was taken prisoner or held captive while engaged in an action against an enemy of the United States; while engaged in military operations involving conflict with an opposing Armed Force; or while serving with friendly forces engaged in armed conflict against an opposing Armed Force in which the United States is not a belligerent party. A peculiar feature, which presently attracted my attention, was the presence of certain circular wells, several, as it seemed to me, of a very great depth. One lay by the path up the hill, which I had followed during my first walk. Like the others, it was rimmed with bronze, curiously wrought, and protected by a little cupola from the rain. Sitting by the side of these wells, and peering down into the shafted darkness, I could see no gleam of water, nor could I start any reflection with a lighted match. But in all of them I heard a certain sound: a thud—thud—thud, like the beating of some big engine; and I discovered, from the flaring of my matches, that a steady current of air set down the shafts. Further, I threw a scrap of paper into the throat of one, and, instead of fluttering slowly down, it was at once sucked swiftly out of sight.

'After a time, too, I came to connect these wells with tall towers standing here and there upon the slopes; for above them there was often just such a flicker in the air as one sees on a hot day above a sun-scorched beach. Putting things together, I reached a strong suggestion of an extensive system of subterranean ventilation, whose true import it was difficult to imagine. I was at first inclined to associate it with the sanitary apparatus of these people. It was an obvious conclusion, but it was absolutely wrong.

'And here I must admit that I learned very little of drains and bells and modes of conveyance, and the like conveniences, during my time in this real future. In some of these visions of Utopias and coming times which I have read, there is a vast amount of detail about building, and social arrangements, and so forth. But while such details are easy enough to obtain when the whole world is contained in one's imagination, they are altogether inaccessible to a real traveller amid such realities as I found here. Conceive the tale of London which a negro, fresh from Central Africa, would take back to his tribe! What would he know of railway companies, of social movements, of telephone and telegraph wires, of the Parcels Delivery Company, and postal orders and the like? Yet we, at least, should be willing enough to explain these things to him! And even of what he knew, how much could he make his untravelled friend either apprehend or believe? Then, think how narrow the gap between a negro and a white man of our own times, and how wide the interval between myself and these of the Golden Age! I was sensible of much which was unseen, and which contributed to my comfort; but save for a general impression of automatic organization, I fear I can convey very little of the difference to your mind.

'In the matter of sepulture, for instance, I could see no signs of crematoria nor anything suggestive of tombs. But it occurred to me that, possibly, there might be cemeteries (or crematoria) somewhere beyond the range of my explorings. This, again, was a question I deliberately put to myself, and my curiosity was at first entirely defeated upon the point. The thing puzzled me, and I was led to make a further remark, which puzzled me still more: that aged and infirm among this people there were none.

'I must confess that my satisfaction with my first theories of an automatic civilization and a decadent humanity did not long endure. Yet I could think of no other. Let me put my difficulties. The several big palaces I had explored were mere living places, great dining-halls and sleeping apartments. I could find no machinery, no appliances of any kind. Yet these people were clothed in pleasant fabrics that must at times need renewal, and their sandals, though undecorated, were fairly complex specimens of metalwork. Somehow such things must be made. And the little people displayed no vestige of a creative tendency. There were no shops, no workshops, no sign of importations among them. They spent all their time in playing gently, in bathing in the river, in making love in a half-playful fashion, in eating fruit and sleeping. I could not see how things were kept going.

Ruler fears Cody's abilities and sends agents to sabotage Cody's rocket and learn the secret of the cosmic dust blanket. Cody drives off the agents and finishes his rocket preparing another line of defense against the Ruler.

One day, I "launched" my '67 blue Chev. out onto Hicks Road. Earlier, I had been doing something with the front wheels and apparently, I forgot to tighten the lug nuts. I got about a half mile down the road and the front end started shaking violently. Just as I was about to cross over this small wooden bridge, I saw the left front wheel shot up and away down to the edge of the creek I was about to pass over. The truck dropped over to the left a little bit and I managed to keep it from running off the bridge where I stopped on the other side. I left a groove in the road from that incident.

The Time Traveller smiled. 'Are you sure we can move freely in Space? Right and left we can go, backward and forward freely enough, and men always have done so. I admit we move freely in two dimensions. But how about up and down? Gravitation limits us there.'

'Not exactly,' said the Medical Man. 'There are balloons.'

'But before the balloons, save for spasmodic jumping and the inequalities of the surface, man had no freedom of vertical movement.'

'Still they could move a little up and down,' said the Medical Man.

'And you cannot move at all in Time, you cannot get away from the present moment.'

'My dear sir, that is just where you are wrong. That is just where the whole world has gone wrong. We are always getting away from the present moment. Our mental existences, which are immaterial and have no dimensions, are passing along the Time-Dimension with a uniform velocity from the cradle to the grave. 'But the great difficulty is this,' interrupted the Psychologist. 'You can move about in all directions of Space, but you cannot move about in Time.'

'That is the germ of my great discovery. But you are wrong to say that we cannot move about in Time. Of course we have no means of staying back for any length of Time, any more than a savage or an animal has of staying six feet above the ground. But a civilized man is better off than the savage in this respect. He can go up against gravitation in a balloon, and why should he not hope that ultimately he may be able to stop or accelerate his drift along the Time-Dimension, or even turn about and travel the other way?'

The weather satellite is a type of satellite that is primarily used to monitor the weather and climate of the Earth.


History

As early as 1946, the idea of cameras in orbit to observe the weather was being developed. This was due to sparse data observation coverage and the expense of using cloud cameras on rockets. By 1958, the early prototypes for TIROS and Vanguard (developed by the Army Signal Corps) were created. The first weather satellite, Vanguard 2, was launched on February 17, 1959.

Some other details slip my mind mind. So Thomas Reagan was serious about his warning: do not let people see any great changes to your personality. You cannot show any signs of an increased level of intelligence or any such clues to reinforce that you were in that alternate reality. The co-pilot made the announcement that Charleston was thirty minutes out and so he went back to the flight deck and said they would meet again but not until after a few months and that would include the upcoming deployment of the Wainwright overseas. That changed as the aircraft landed and Thomas Reagan came back and told Kerry Wayne Burgess to remain seated because a situation was developing. By a turn of luck some chatter by the off-base roommate had been captured and there was some confusion about why Burgess was at his apartment. Thomas Reagan made some arrangements and he and the original Kerry Wayne Burgess drove to the fleet base in Charleston and sat near the pier and the original Kerry Wayne Burgess sit there a couple days after the 19 July 1989 crash in Iowa and was stunned to see a perfect clone of himself - which was me - strolling across the road separating the parking lot from the pier where the Wainwright was moored on a Saturday afternoon.

The trouble with all that, I would think after all those thoughts occurred to me over what, I guess now as I write this, was two or three days, is the contradiction. If I saw myself as a clone in 1989 then why did I not already know that in 1994? That contradicts my notions that I exist today as a clone of the original Kerry Wayne Burgess. My theory is that a clone did come into existence but Thomas Reagan created the conditions so that I would come to believe I am the clone, thus my life since 1998. I don't know what happened to the clone from 1998. He could be sitting on a beach somewhere right now drinking margaritas.
