A. Introduction
This Referral presents substantial and credible information that President Clinton criminally obstructed the judicial process, first in a sexual harassment lawsuit in which he was the defendant and then in a grand jury investigation. The opening section of the Narrative provides an overview of the object of the President's cover-up, the sexual relationship between the President and Ms. Lewinsky. Subsequent sections recount the evolution of the relationship chronologically, including the sexual contacts, the President's efforts to get Ms. Lewinsky a job, Ms. Lewinsky's subpoena in Jones v. Clinton, the role of Vernon Jordan, the President's discussions with Ms. Lewinsky about her affidavit and deposition, the President's deposition testimony in Jones, the President's attempts to coach a potential witness in the harassment case, the President's false and misleading statements to aides and to the American public after the Lewinsky story became public, and, finally, the President's testimony before a federal grand jury.
Over a two-hour span the next morning, Monday, January 19, 1998, Ms. Currie made eight unsuccessful attempts to contact Ms. Lewinsky, by either pager or telephone.(1087) After speaking with the President to let him know that she was unable to reach Ms. Lewinsky, Ms. Currie again paged her.(1091) The purpose of these calls, according to Ms. Currie, was to tell Ms. Lewinsky that her name had been mentioned in the President's deposition.

32nd President of the United States: 1933 ‐ 1945
Inaugural Address
March 04, 1933
President Hoover, Mr. Chief Justice, My Friends:
This is a day of national consecration. And, I am certain that on this day my fellow Americans expect that on my induction into the Presidency I will address them with a candor and a decision which the present situation of our people impels. This is preeminently the time to speak the truth, the whole truth, frankly and boldly. Nor need we shrink from honestly facing conditions in our country today. This great Nation will endure as it has endured, will revive and will prosper. So, first of all, let me assert my firm belief that the only thing we have to fear is fear itself—nameless, unreasoning, unjustified terror which paralyzes needed efforts to convert retreat into advance.

Attack on Pearl Harbor
From Wikipedia
The attack on Pearl Harbor was a surprise military attack by the Empire of Japan on the US Pacific Fleet at its naval base at Pearl Harbor in Oahu, Hawaii, on December 7, 1941. At the time, the US was a neutral country in World War II. The air raid on Pearl Harbor, which was launched from aircraft carriers, prompted the US to declare war on Japan the next day.
Aftermath
Main articles: Consequences of the attack on Pearl Harbor and Day of Infamy speech
The day after the attack, US president Franklin D. Roosevelt delivered his famous Day of Infamy speech to a Joint Session of Congress, calling for a formal declaration of war on the Empire of Japan. Congress obliged his request less than an hour later. On December 11, Germany and Italy declared war on the United States, even though the Tripartite Pact did not require it. Congress issued a declaration of war against Germany and Italy later that same day.
The United Kingdom had already been at war with Germany since September 1939 and with Italy since June 1940, and British prime minister Winston Churchill had promised to declare war "within the hour" of a Japanese attack on the United States. Upon learning of the Japanese attacks on Malaya, Singapore, and Hong Kong, Churchill promptly determined there was no need to either wait or further consult the US government and immediately summoned the Japanese ambassador. As a result, the United Kingdom declared war on Japan nine hours before the United States did.
The attack was a shock to all the Allies in the Pacific Theater. Further losses compounded the alarming setback.
The Japanese confidence in their ability to win a quick victory meant that they neglected Pearl Harbor's navy repair yards, oil tank farms, submarine base, and old headquarters building. All of these targets were omitted from Genda's list, yet they proved more important than any battleship to the American war effort in the Pacific. The survival of the repair shops and fuel depots allowed Pearl Harbor to maintain logistical support of the Navy
World War II
From Wikipedia
World War II, or the Second World War (1 September 1939 – 2 September 1945), was a global conflict between two coalitions: the Allies and the Axis powers. Nearly all of the world's countries participated, with many engaging in total war on an unprecedented scale. World War II was the deadliest conflict in history, causing the deaths of 60 to 75 million people, a majority of whom were civilians.

Franklin D. Roosevelt
32nd President of the United States: 1933 ‐ 1945
Address to Congress Requesting a Declaration of War with Japan
December 08, 1941
Mr. Vice President, and Mr. Speaker, and Members of the Senate and House of Representatives:
Yesterday, December 7, 1941—a date which will live in infamy—the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.
The United States was at peace with that Nation and, at the solicitation of Japan, was still in conversation with its Government and its Emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in the American Island of Oahu, the Japanese Ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.

Former spy reveals top secrets of one of ‘most dangerous jobs'

By Jake Meeus-Jones
A former MI6 intelligence officer has revealed how he was recruited by his university professor and had 14 alias identities.
Matthew Dunn, 57, joined the secret intelligence service in 1996 and spent many years working across the world in "one of the most dangerous jobs."
For a while, he wasn't able to tell his family what he did and would often be operating abroad under another identity.
During his career with MI6, Matthew operated alone in hostile locations around the world, targeting some of the highest-ranking figures in rogue states.
His work earned him a rare personal commendation from the Secretary of State for Foreign Affairs for an operation that significantly enhanced the security of Great Britain and its allies.
He is now set to embark on a new stage show transforming audiences into members of an MI6 command center as they navigate a high-stakes intelligence operation inspired by the realities of modern espionage.
Matthew, who lives in Stratford-upon-Avon, said: "At peak I had 14 alias identities.
"It means you need to be that person - or as much that person as possible to withstand a degree of scrutiny.
"For example at entry and exit of ports - where one can naturally be questioned.
"What that actually means is not just to cover the job of the person you are, but also your backstory - which university, which street you live on, the name of the pub, what beers are on draft etc.
"So if somebody starts probing, you can talk for a period of time.
"In operations - it's not like you see in the movies, your aliases overlap, not just one at a time.
"I might be juggling and moving between operations and identities.
"I think deep down, the ability to do it, is within the individual.
"MI6 are recruiting spies before they are spies."
Matthew was recruited by a talent spotter while studying politics and economics at the University of East Anglia.
He said: "MI6 approached you, not the other way round.
"That was done by talent spotters across Britain - a good hunting ground was universities.
"I was in the back end of my under-graduate studies working with a professor.
"He asked me what I envisaged doing after graduation and as a youngster I was very interested in books and I encountered spy fiction.
"So when I was at university, I remember reading the likes of le Carré and others and knew this is where they recruit.
"So when he asked me what I was looking to do, I thought this was the time to consider some kind of entry into MI6.
"My response was I was thinking about government service and specifically foreign service - I did wonder if this person in front of me was a talent spotter.
"Nothing happened overnight but now again the conversation would pop up again.
"Later on, he finally said there was some people in London he'd like me to meet and I said 'of course.'
"I met the aforementioned people and their opening question was 'do you know who you're talking to?' and I said 'Yes, you're MI6'.
"Afterwards I went through rigorous testing and interviews.
"If at any point I didn't pass, that was it."
While Matthew naturally cannot discuss details of operations - protected under the Official Secrets Act - he revealed that he rarely felt fear, even when he "should have."
He added: "The nature of espionage by nature is one of the most dangerous jobs in the world - it always carries that threat.
"That was a given - it's illegal in most countries around the world, including ours, yet here we are all playing the game.
"My personal experience of operating was that I was always aware of that threat, but on occasion it was thrust in my face and I can't go into anymore detail on that.
"I cannot remember a time where I had fear, abject fear - I was in positions where I should've done, but I didn't.
"I think the reason for that is our focus was always about the challenges."
He also wasn't initially allowed to tell family members about his line of work.
Matthew said: "In the vetting process what they ask you to do is give them a list of people you've known in past and present - family, employers, anyone.
"They take that list and they start networking around it to build as big a picture as possible of who you are.
"I do remember having to tell my parents that I was a diplomat until I was given them authority to say otherwise.
"I bumped into my mother one day and I had to improvise.
"She quite naturally would say let's meet for lunch near Whitehall and I had to bluff the whole thing!"
Since leaving the intelligence service, he has become a bestselling author and security expert and will begin a run of 70 dates for his upcoming stage show.
He said: "The driver behind this was that we want to take the audience into a situation they've never seen before - into the heart of the MI6 control room where a live operation is being monitored.
"Audiences, whether theater or movies, have this sense of the way of life of MI6 but we knew to a large extent that is a heavily fictionalised version.
"We want to make it rooted in reality and what's going on now - to show how it would actually be conducted.
"We thought it would be great on a stage - right up close and personal, to make the audience part of the experience."
