Remarks on Signing the Energy Policy Act of 2005 in Albuquerque, New Mexico

Thank you all. Please be seated. Thanks very much for the warm welcome. I appreciate you treating a neighbor from Texas so kindly. [Laughter] I'm really proud to be here with the men and women of the Sandia National Laboratory. We just had a fascinating tour of the facility. It was a little quick, but I learned a lot, and I want to thank Tom Hunter for his hospitality and his enthusiasm for the projects that go on here and his praise for the people who work here.
I thank you for coming, and it's such an honor to be here. I know full well that the work you do here keeps our military strong, it keeps our Nation competitive, and our country is really grateful for your dedication and for the fact that you lend your expertise into helping Americans.
It is such an honor to be in New Mexico, the home State of Pete Domenici as well as Jeff Bingaman, to sign this bill. This bill will strengthen our economy, and it will improve our environment, and it's going to make this country more secure. The Energy Policy Act of 2005 is going to help every American who drives to work, every family that pays a power bill, and every small-business owner hoping to expand.
The bill is the result of years of effort. It is the result of good folks coming together, people who have made a commitment to deliver results for the American people. This bill launches an energy strategy for the 21st century, and I've really been looking forward to signing it.
I appreciate Pete Domenici's leadership on this bill. You know, he's the kind of fellow, when he makes up his mind to do something, it's hard to stop him. And as Pete said he's worked on a lot of energy bills in the past. Some of them were signed by Presidents, and some of them never made it to the desk. But he's been dogged in his determination to get a bill done, and he found a really fine partner in Joe Barton.
Joe Barton did an outstanding job as the chairman of the House Energy and Commerce Committee, and he did a really good job as the conference chairman. This bill is here in New Mexico because of the fine work of Joe Barton and Pete Domenici. And as Pete mentioned, Senator Jeff Bingaman gets a lot of credit as well. He knows the subject matter in the bill, and he's a proven leader on issues such as conservation and efficiency and renewable fuels and research and development. And Jeff, I, like Pete, I want to congratulate you for a job well done, and thank you for being here—[applause].
A member of the House Energy and Commerce Committee came on over, Ralph Hall, a great Congressman from the State of Texas. Ralph is a good friend. I think he came just to grab a cup of coffee on Air Force One, but—[laughter]—I'm proud to have him alongside. Thanks for coming, Ralph, and thanks for your vote.
I appreciate Congressman Steve Pearce from eastern New Mexico joining us. He and his wife, Cynthia, are with us. Thanks for coming, Steve. Appreciate your support on this bill. Good work. Thank you.
I put a good fellow to run the Energy Department in Sam Bodman. He's smart. He's capable. He's got a lot of experience. He knows what he's doing. He's going to be the right person to help implement this bill. And I want to thank Sam and his wife, Diane, for being here. Thank you all for coming.
I want to remind you about the fact that this economy of ours has been through a lot. And that's why it was important to get this energy bill done, to help us continue to grow. We've been through a stock market decline. We went through a recession. We went through corporate scandals. We had an attack on our homeland, and we had the demands on an ongoing war on terror. And to grow this economy, we worked together to put together an economic growth policy, an economic growth package, the cornerstone of which was to cut the taxes on the American people. And that tax relief plan is working. This economy is strong, and it's growing stronger. And what this energy bill is going to do, it's just going to help keep momentum in the right direction so people can realize their dreams.
Last week we had some good news that America added just over 200,000 jobs—new jobs—in the month of July. Since May of 2003, we've added nearly 4 million new jobs. More Americans are working today than ever before in our Nation's history. Workers are taking more of what they earn—taking home more of what they earn. Inflation is low. Mortgage rates are low. Homeownership in America is at an alltime high. In other words, this economy is moving. And what this energy bill does is it recognizes that we need more affordable and reliable sources of energy in order to make sure the economy continues to grow.
It's an economic bill, but as Pete mentioned, it's also a national security bill. For more than a decade, America has gone without a national energy policy. It's hard to believe, isn't it? We haven't had a strategy in place. We've had some ideas, but we have not had a national energy policy. And as a result, our consumers are paying more for the price of their gasoline. Electricity bills are going up. We had a massive blackout two summers ago that cost this country billions of dollars and disrupted millions of lives. And because we didn't have a national energy strategy over time, with each passing year, we are more dependent on foreign sources of oil.
Now, solving these problems required a balanced approach. And that's the spirit that Pete and Jeff and Joe took into the— on to the floors of their respective bodies. They recognized that we need a comprehensive approach to deal with the situation we're in. In other words, we need to conserve more energy. We need to produce more energy. We need to diversify our energy supply, and we need to modernize our energy delivery. And so they worked hard and listened to a lot of good ideas, and they've taken really important steps.
Now, one of the things that I appreciate about the people on the stage here is that they were able to set aside kind of the partisan bickering that oftentimes—too many times—deadlocks Washington, DC. In other words, they said, "Let's get something done for the good of the country." And that's an important spirit. That's what the American people expect. I know the people in New Mexico expect people to go up to Washington, DC, and work together for the common good. And that's exactly what this bill has done.
These Members, when they say they're going to strengthen our economy and protect our environment and help our national security, are telling it like it is. And let me tell you why. First, the bill makes an unprecedented commitment to energy conservation and efficiency—an unprecedented commitment. The bill sets higher efficiency standards for Federal buildings and for household products. It directs the Department of Transportation to study the potential for sensible improvements in fuel-efficiency standards for cars and trucks and SUVs. It authorizes new funding for research into cutting-edge technologies that will help us do more with less energy.
The bill recognizes that America is the world's leader in technology and that we've got to use technology to be the world's leader in energy conservation. The bill includes incentives for consumers to be better conservers of energy. If you own a home, you can receive new tax credits to install energy-efficient windows and appliances. If you're in the market for a car, this bill will help you save up to $3,500 on a fuel-efficient hybrid or clean-diesel vehicle. And the way the tax credit works is that the more efficient the vehicle is, the more money you will save. Energy conservation is more than a private virtue; it's a public virtue. And with this bill I sign today, America is taking the side of consumers who make the choice to conserve.
Second, this bill will allow America to make cleaner and more productive use of our domestic energy resources, including coal and nuclear power and oil and natural gas. By using these reliable sources to supply more of our own energy, we'll reduce our reliance on energy from foreign countries, and that will help this economy grow so people can work.
Coal is America's most abundant energy resource. It accounts for more than one-half of our electricity production. The challenge is to develop ways to take advantage of our coal resources while keeping our air clean.
When I ran for President in 2000, I promised to invest—or asked the Congress to invest $2 billion over 10 years to promote clean coal technology. So far, working with the United States Congress, we've provided more than $1.3 billion for research in the innovative ways to improve today's coal plants and to help us build even cleaner coal plants in the future. And the bill I sign today authorizes new funding for clean coal technology so we can move closer to our goal of building the world's first zero emission coal-fired powerplant.
Nuclear power is another of America's most important sources of electricity. Of all our Nation's energy sources, only nuclear powerplants can generate massive amounts of electricity without emitting an ounce of air pollution or greenhouse gases. And thanks to the advances in science and technology, nuclear plants are far safer than ever before. Yet America has not ordered a nuclear plant since the 1970s. To coordinate the ordering of new plants, the bill I sign today continues the Nuclear Power 2010 Partnership between Government and industry. It also offers a new form of Federal risk insurance for the first six builders of new nuclear powerplants. With the practical steps in this bill, America is moving closer to a vital national goal. We will start building nuclear powerplants again by the end of this decade.
Meeting the needs of our growing economy also means expanding our domestic production of oil and natural gas, which are vital fuels for transportation and electricity and manufacturing. The energy bill makes practical reforms to the oil and gas permitting process to encourage new exploration in environmentally sensitive ways.
The bill authorizes research into the prospects of unlocking vast amounts of now—energy now trapped in shale and tar sands. It provides incentives for oil refineries to expand their capacity, and that's consumer-friendly. The more supply, the more reliable your gasoline will be and the more—less pressure on price.
The bill includes tax incentives to encourage new construction of natural gas pipelines. It clarifies Federal authority to site new receiving terminals for liquified natural gas, so that consumers across this Nation can benefit from more affordable, clean-burning natural gas.
Thirdly, the bill I sign today will help diversify our energy supply by promoting alternative and renewable energy sources. The bill extends tax credits for wind, biomass, landfill gas, and other renewable electricity sources. The bill offers new incentives to promote clean, renewable geothermal energy. It creates a new tax credit for residential solar power systems. And by developing these innovative technologies, we can keep the lights running while protecting the environment and using energy produced right here at home. When you hear us talking about less dependence on foreign sources of energy, one of the ways to become less dependent is to enhance the use of renewable sources of energy.
The bill also will lead to a greater diversity of fuels for cars and trucks. The bill includes tax incentives for producers of ethanol and biodiesel. The bill includes a flexible, cost-effective renewable fuel standard that will double the amount of ethanol and biodiesel in our fuel supply over the next 7 years. Using ethanol and biodiesel will leave our air cleaner. And every time we use a home-grown fuel, particularly these, we're going to be helping our farmers and, at the same time, be less dependent on foreign sources of energy.
I used to like to kid, but I really wasn't kidding when I said, "Some day a President is going to pick up the crop report"— [laughter]—"and they're going to say, we're growing a lot of corn, and—or soybeans— and the first thing that's going to pop in the President's mind is, we're less dependent on foreign sources of energy." It makes sense to promote ethanol and biodiesel.
The bill I sign today also includes strong support for hydrogen fuel technology. When hydrogen is used in a fuel cell, it can power consumer products from computers to cell phones to cars that emit pure water instead of exhaust fumes. I laid out a hydrogen fuel initiative, and I want to thank the Members of Congress for adding to the momentum of this initiative through this energy bill. The goal of the research and development for hydrogen-powered automobiles is to make it possible for today's children to take their driver's test in a pollution-free car.
Fourth, the energy bill will help ensure that consumers receive electricity over dependable modern infrastructure. The bill removes outdated obstacles to investment in electricity transmission lines in generating facilities. The bill corrects the provision of the law that made electric reliability standards optional instead of mandatory. Most of you probably consider it mandatory that the lights come on when you flip a switch. [Laughter] Now the utility companies will have to consider it mandatory as well. [Laughter]
To keep local disputes from causing national problems, the bill gives Federal officials the authority to select sites for new powerlines. We have a modern interstate grid for our phone line and our highways. With this bill, America can start building a modern 21st century electricity grid as well.
The bill I sign today is a critical first step. It's a first step toward a more affordable and reliable energy future for the American citizens. This bill is not going to solve our energy challenges overnight. Most of the serious problems, such as high gasoline costs or the rising dependence on foreign oil, have developed over decades. It's going to take years of focused effort to alleviate those problems. But in about 2 minutes, we're going to have a strategy that will help us do that.
And as we work to solve our energy dependence—dependency, we've got to remember that the market for energy is global, and America is not the only large consumer of hydrocarbons. As the economies of nations like India and China grow rapidly, their demand for energy is growing rapidly as well. It's in our interest to help these expanding energy users become more efficient, less dependent on hydrocarbons. You see, by helping them achieve these goals, it will take pressure off the global supply, and it will help take pressure off price for American consumers.
And so, last month, I joined with the leaders of India and China and Australia and Japan and South Korea to create a new Asia Pacific Partnership on Clean Development. This is an innovative program which is authorized by this energy bill. And through it, our goal is to spread the use of clean, efficient energy technologies throughout the Pacific Rim.
After years of debate and division, Congress passed a good bill. It's my honor to have come to the great State of New Mexico to sign it. I'm confident that one day Americans will look back on this bill as a vital step toward a more secure and more prosperous nation that is less dependent on foreign sources of energy.

Farewell Ceremony for Douglas Feith, Undersecretary of Defense for Policy
Remarks as Delivered by Vice Chairman of the Joint Chiefs of Staff Gen. Peter Pace, Pentagon Auditorium, Washington, DC, Monday, August 8, 2005.
Mr. Secretary, Mr. Feith, Deputy Secretary England, to my fellow chiefs, and to all of you here in the room, it is my great honor on behalf of Gen. Myers, and myself, and all of us in uniform to take just a minute to say a few words about our good friend, Doug Feith.
This is one of those moments in life where you really want to get it right -- or I know I want to get it right. Here’s a man who for more than four years has poured his heart out into his job in support of his country, and those of us in uniform have -- we’ve benefited in a way that I don’t think we can ever really let the American people know about Doug and his family.
But when I first got here in fall 2001, Doug had just begun something called the Campaign Committee, which we called in short Camp Com, and his intent was to ensure that everything that happened between the Secretary of Defense’s staff and the Chairman’s staff was coordinated before it got to the Secretary. And that may sound like a very obvious thing to do. But I can guarantee you it has not always been that way.
And Doug’s efforts to make that campaign committee come true, come to life, is one of his great legacies. For hours every day, as we worked up to Afghanistan, and then as we worked up to Iraq, and as we worked all the details ever since, Doug’s leadership in that committee has ensured that we have been able to work very harmoniously between the Joint Staff and the OSD Staff in preparing policy recommendations for the Chairman and for the Secretary. That does not mean that we were always in great harmony walking into the room.
Doug Feith is a brilliant, brilliant man. And he believes in what he believes with his whole heart. And he speaks persuasively and with great conviction. And sometimes folks who don’t know Doug take that as a sign that he is not willing to listen. But the beauty of Doug Feith is that he listens as hard, or even harder, than he thinks and talks. He’s willing to be persuaded. He’s willing to have his views changed – not easily – but with persuasion. And that has been his great, great strength.
He has a work ethic that I dare say very few others in this government can hold a candle to. He’s up at about 4 a.m. I think. He works at home for a couple hours before he comes to work. He spends a full day at work, leaving around 18(00), 1900, gets home to his family, and then works again at night. Doug Feith gets more done between 04(00) and 06(00) than most folks get done during a whole day.
Not only does he bring that work ethic to the things for which he is personally responsible, but he also does that for anybody who needs or asks for his help. Combatant commanders have come to him and shown him things and he has very generously taken hours of his time to help them craft properly what it was they were about to go tell the Secretary.
No matter who you are in this building, if you ask Doug Feith for help, no matter how busy he is, he will stop and take time to give it to you.
He’s a family man. Dafna his daughter is not here right now – his and Yana’s daughter, but David, Daniel and Dore are. If you have never met one of the Feith kids, I recommend that you do so before you leave this room today. They are incredible young Americans. They reflect the love of their mom and dad and the attention they have received from their mom and dad.
My wife Lynne and I had the great pleasure of going to dinner at their house one Friday night, something not to be taken lightly in a Jewish family. I left that night so impressed with what I saw around the Feith dinner table. A mom and a dad who loved their kids, shared their religion openly and honestly and forthrightly, not only among themselves but with friends, and who clearly, clearly had all the time in the world to ensure that their children knew that they were loved and supported. And to do that on top of a grinding schedule that Doug pursues truly is an amazing accomplishment.
Lastly, Doug Feith is a patriot. It irritates me, not that anyone would question his thoughts or his policies -- that is absolutely fair game -- but that anyone would question his loyalty or his motives. I have watched this man for four years. He cares only about what is best for the United States. He works hard to understand as much as he can about the policy arena, and he works hard to articulate what he believes to be true.
But as I said, he can be persuaded of different ways to see things. But most of all, at the end of the day, when Doug Feith brought forth a policy recommendation, in his heart of hearts, Doug Feith believed that that was the correct course for this nation. We can ask no more of our leaders.
So Doug, to you my friend, from all of us in this room, thank you for being who you are, for sticking to your guns the way you stuck to your guns, for working as hard as you did. You have made a difference for all of the Armed Forces. And we thank you so much.

Welcome to everybody and particularly to Yana and the Feith children and the family. Since Pete Pace suggests that you all meet some of the family members, I’d like them all to stand and face the audience, because they’re a very special group.
And greetings to the other family members and friends, and distinguished guests from the Department and from across the government.
I notice Doug that a few of the escapees have even come back. I see Paul Wolfowitz sitting down there in the front row, Mira, Ena (sp) and some of those folks. I think we ought to lock the doors and not let them out.
It is quite a gathering. We have the Vice Chairman and members of the Joint Chiefs of Staff and the in-coming Vice Chairman, Combatant Commander Doug Brown and so many Undersecretaries and Assistant Secretaries. Doug’s successor -- sitting down here on the second row.
I just heard Doug thought he was over as of this event. I just heard that the White House is not going to announce Eric Edelman’s acting status until tomorrow. So Doug we’ll all be calling you this evening.
But this gathering does say a great deal about our friend Doug Feith. About the lives he’s touched over so many years as a lawyer, a scholar, a public servant.
I hate to say it, hate to admit it, but I have benefited greatly from my association with Doug.
It’s hard to say that. I’ve learned from him and I caution anyone from challenging Doug with respect to a word or a quotation. Do not do it.
He is, as Pete said, certainly, one of the brightest, and quickest individuals I have ever been associated with. He’s got immense knowledge, and intellectual rigor, drive, creativity, and importantly, he has good humor.
And when you work the kind of hours Doug and the folks in this Department do, that’s important. Because you want to be around people you enjoy being around or you aren’t around them much as you probably should be.
And given the hours all of us work, his unfailing good humor and approach to life is something that has befitted the entire Department.
You know the truth about life is, that if you do something somebody’s not going to like it.
The backside of that is also true, and that is that if you don’t do much, people won’t notice and if you’re criticized, it’s likely because you are doing something.
If you’re not criticized, it could very well be because you’re not doing much.
Well, Doug has been doing a great many things. I didn’t mean to pause there. He’d been doing a great many things that have been of great benefit to the Department of Defense and the United States of America, let there be not doubt.
So it comes as no surprise to me that given his position, in the center of the arena, that there have been some critics, and there have.
I would suspect, in fact I’m persuaded, that there’s not been a Department of Defense Policy shop that has had to do so much in such a short period of time under such immense pressure as has been the case these 4½ years. Doug has been one of the true intellectual engines of the Department -- the important work this Department has done in confronting the 21st Century threats.
If you consider what he and his team have done, what they have accomplished in these action-packed four years – a few examples:
A plan to revamp America’s Global Defense Posture -- move troops, move families, move contractors, and facilities from where they were at the end of World War II to the end of the Cold War to where they’re needed and useable today;
A NATO Response Force, which has long been needed, to counter threats and to deal with crises, and hopeful deter, and dissuade and help in addition to move our Alliance into the future;
Important new security relationships in Central Asia and South Asia;
Helping to fashion a new National Security Defense Strategy that helps guide our Department in planning assumptions for the war on terrorism as well as our other responsibilities.
Less noticed, but among his most important accomplishments, I would say, he has done what Pete Pace said; he along with Pete, has helped to forge a relationship between the civilian and the military sides of this Department. Between, obviously the Chairman and the Vice Chairman and the Policy Shop – but also an example that has been emulated down through the layer of this Department. In important ways, and I would say distinctively new ways.
The Feith-Pace cooperation has been instrumental in linking our Department together and Doug has certainly contribute greatly, not only to that, but I saw Bob Joel(?) coming down here and I would say that he has also contributed enormously in working with Pete Pace to see that the inter-agency process was linked together in important ways. Let me give you a couple of examples:
The training and equipping of foreign forces;
The creation of an Office of Post-conflict Reconstruction in the Department of State; and
The Global Peace Operations Initiative, just to name two or three examples of things that are being done.
And this has all been done while our country has been fighting a war in Afghanistan and Iraq and in the global war on terror. Few have contributed so directly, so continuously, and so effectively as Doug Feith.
In my office, as many of you know, I’ve got the ballots from the Afghan election and from the Iraq election. And you think of all the folks that merit some appreciation and credit for having accomplished those important events -- first and foremost, I suppose, the people of those two countries who have risked a great deal to achieve that. Certainly, the outstanding men and women in uniform, to our Country and the Coalition Countries who contribute so much. But the events also would not have succeeded without the dedicated effort of so many people in this room. The leadership team that Doug has helped put together in this Department. And certainly it would not have happened as successfully as they have without the leadership of the man we honor today, who led that wonderful policy team.

I would submit to you that Doug Feith understands that in every bone in his body.
Years from now, unfortunately it may be many years, accurate accounts of what’s taking place these past four years will be written and it will show that Doug Feith has performed his duties with great dedication, with impressive skill and with remarkable vision during this perilous and indeed momentous period in the life of our country. Doug, I thank you for it. And I’m absolutely convicted that history will thank you for it as well.

Everyone watching on the ground, and Greco watching from his helicopter, thought that there would be few, if any, survivors. Other parts of the plane - the nose section and much of the rear - had seemed to disintegrate.
"We could not believe anybody could walk away from it," Greco said.
But a section in the middle, containing Rows 9 through 21, had broken away intact, rolled over and skidded to a stop in a cornfield. And in the two minutes after the crash, about 70 people would walk away from it.
Not right away, though. Inside that section, Rehnberg and several dozen other passengers were left hanging upside down. After managing to release
himself, Rehnberg fell to the floor. "I saw light in the aisle and tried to go forward toward the cabin."
Treber saw smoke and fire outside and heard a small explosion. But she and the passengers around her were virtually unscathed; all of them escaped on their own, into the cornfield, through an end of the broken plane body.

A Chicago-bound DC-10 lost part of its tail in midair, tried to make an emergency landing and crashed Wednesday afternoon in Sioux City, Ia., killing more than 100 of the 293 people on board.
For 30 gut-wrenching minutes after the tail cone section fell off, the pilot struggled to fly the disabled United Airlines jumbo jet 70 miles to the Iowa city`s airport.
Then, as emergency personnel watched helplessly, the huge plane slammed down on the runway, flipped over, lost its wings and burst into a huge fireball, spewing wreckage and bodies into an adjacent cornfield.
Miraculously, more than 170 passengers, some of them children, and
the three-man cockpit crew survived. Some passengers crawled and walked through twisted metal and flames.
Survivors painted a picture of calm in the moments before the impact, as the pilot warned all aboard to brace for a rough landing. Those who survived described the aftermath as horrifying.

Huge crowds turn out for game's midnight release

Eagerly awaiting the stroke of midnight last night, the official release time for "Halo 2," a huge crowd of about 350 people — almost entirely guys in their 20s — stood outside Best Buy in Bellevue, the line wrapping around the side of the building. A giant yellow Hummer from KUBE 93 FM blasted Snoop Dogg outside the store entrance as more people joined the end of the line.
The guys in the line said they knew there would be shorter lines at other shops selling "Halo 2," but they actually wanted to wait — they relished the experience of being with lots of other gamers equally excited about the game's release. "It's safety in numbers," one fan said. "It shows I'm not the only one who wants to play this game right now." Seeing a big crowd like this "justifies your hobby," he added.
The original "Halo," released November 2001, was an instant hit, selling 5 million copies worldwide. Rated M for Mature because of its violent content, this Microsoft-published series is the brainchild of the Redmond-based game studio Bungie. "Halo 2" is the jewel of Bungie's crown: a stunning 1.5 million copies were pre-sold in the months leading up to the game's release today.

On Feb. 13, as controversy swirled around President Bush’s service in the Texas Air National Guard during the Vietnam War, the White House released more than 400 pages of documents on the press corps, proving, it claimed, that Bush had served honorably and fulfilled his commitment. The sudden rush of records, often redundant, jumbled and out of chronological order, generally left reporters baffled. From Bush’s point of view, the document dump was a political success, as the controversy cooled and the paper trail ran dry.
In retrospect, it’s doubtful that even White House aides understood all the information embedded in the records, specifically the payroll documents. It’s also unlikely they realized how damaging the information could be when read in the proper context. Seven months later, the document dump is coming back to haunt the White House, thanks to researcher Paul Lukasiak, who has spent that time closely examining the paperwork, and more important, analyzing U.S. statutory law, Department of Defense regulations, and Air Force policies and procedures of the 1960s and 1970s. As a result, Lukasiak arrived at the overwhelming conclusion that not only did Bush walk away from his final two years of military obligation, coming dangerously close to desertion, but he attempted to cover up his absenteeism through swindle and fraud.
Lukasiak’s findings, detailed on his Web site the AWOL Project, have since been bolstered and augmented by independent research by the Boston Globe and the Associated Press. On Wednesday, CBS News reported what may be among the most damaging details yet: that Bush’s squadron commander, the late Col. Jerry Killian, complained he was being pressured by higher-ups to give Bush a favorable evaluation after he suspended him from flying for failure to take his annual physical exam. Titled “CYA,” Killian’s memo concluded, “I’m having trouble running interference and doing my job.”

Environmental issues are a growing concern for the United States and the world. Constantly bombarded with "Go Green" campaigns, products and even produce, many are unaware that environmental struggles have been in the limelight as early as the 1970's.
According to About.com, newspaper publisher and community activist John McConnell suggested at a UNESCO Conference in 1969 that a national day be set to remind people of their environmental responsibilities.
He chose March 21 because it is the vernal equinox. The vernal equinox is the first day of autumn in the southern hemisphere and the first day of spring in the northern hemisphere. It is also the only day when days and nights are the same length everywhere on earth.
On February 26, 1971, U.N. Secretary General U Thant signed a proclamation stating that international Earth Day would be celebrated annually on the vernal equinox.

My fellow Americans, Memorial Day is a day of ceremonies and speeches. Throughout America today, we honor the dead of our wars. We recall their valor and their sacrifices. We remember they gave their lives so that others might live.
We're also gathered here for a special event—the national funeral for an unknown soldier who will today join the heroes of three other wars.
When he spoke at a ceremony at Gettysburg in 1863, President Lincoln reminded us that through their deeds, the dead had spoken more eloquently for themselves than any of the living ever could, and that we living could only honor them by rededicating ourselves to the cause for which they so willingly gave a last full measure of devotion.
Well, this is especially so today, for in our minds and hearts is the memory of Vietnam and all that that conflict meant for those who sacrificed on the field of battle and for their loved ones who suffered here at home.
Not long ago, when a memorial was dedicated here in Washington to our Vietnam veterans, the events surrounding that dedication were a stirring reminder of America's resilience, of how our nation could learn and grow and transcend the tragedies of the past.
During the dedication ceremonies, the rolls of those who died and are still missing were read for 3 days in a candlelight ceremony at the National Cathedral. And the veterans of Vietnam who were never welcomed home with speeches and bands, but who were never defeated in battle and were heroes as surely as any who have ever fought in a noble cause, staged their own parade on Constitution Avenue. As America watched them—some in wheelchairs, all of them proud—there was a feeling that this nation—that as a nation we were coming together again and that we had, at long last, welcomed the boys home.
"A lot of healing went on," said one combat veteran who helped organize support for the memorial. And then there was this newspaper account that appeared after the ceremonies. I'd like to read it to you. "Yesterday, crowds returned to the Memorial. Among them was Herbie Petit, a machinist and former marine from New Orleans. 'Last night,' he said, standing near the wall, 'I went out to dinner with some other ex-marines. There was also a group of college students in the restaurant. We started talking to each other. And before we left, they stood up and cheered us. The whole week,' Petit said, his eyes red, 'it was worth it just for that.'"
It has been worth it. We Americans have learned to listen to each other and to trust each other again. We've learned that government owes the people an explanation and needs their support for its actions at home and abroad. And we have learned, and I pray this time for good, the most valuable lesson of all—the preciousness of human freedom.
It has been a lesson relearned not just by Americans but by all the people of the world. Yet, while the experience of Vietnam has given us a stark lesson that ultimately must move the conscience of the world, we must remember that we cannot today, as much as some might want to, close this chapter in our history, for the war in Southeast Asia still haunts a small but brave group of Americans—the families of those still missing in the Vietnam conflict.
They live day and night with uncertainty, with an emptiness, with a void that we cannot fathom. Today some sit among you. Their feelings are a mixture of pride and fear. They're proud of their sons or husbands, fathers or brothers who bravely and nobly answered the call of their country. But some of them fear that this ceremony writes a final chapter, leaving those they love forgotten.
Well, today then, one way to honor those who served or may still be serving in Vietnam is to gather here and rededicate ourselves to securing the answers for the families of those missing in action. I ask the Members of Congress, the leaders of veterans groups, and the citizens of an entire nation present or listening, to give these families your help and your support, for they still sacrifice and suffer.
Vietnam is not over for them. They cannot rest until they know the fate of those they loved and watched march off to serve their country. Our dedication to their cause must be strengthened with these events today. We write no last chapters. We close no books. We put away no final memories. An end to America's involvement in Vietnam cannot come before we've achieved the fullest possible accounting of those missing in action.
This can only happen when their families know with certainty that this nation discharged her duty to those who served nobly and well. Today a united people call upon Hanoi with one voice: Heal the sorest wound of this conflict. Return our sons to America. End the grief of those who are innocent and undeserving of any retribution.
The Unknown Soldier who is returned to us today and whom we lay to rest is symbolic of all our missing sons, and we will present him with the Congressional Medal of Honor, the highest military decoration that we can bestow.
About him we may well wonder, as others have: As a child, did he play on some street in a great American city? Or did he work beside his father on a farm out in America's heartland? Did he marry? Did he have children? Did he look expectantly to return to a bride?
We'll never know the answers to these questions about his life. We do know, though, why he died. He saw the horrors of war but bravely faced them, certain his own cause and his country's cause was a noble one; that he was fighting for human dignity, for free men everywhere. Today we pause to embrace him and all who served us so well in a war whose end offered no parades, no flags, and so little thanks. We can be worthy of the values and ideals for which our sons sacrificed—worthy of their courage in the face of a fear that few of us will ever experience—by honoring their commitment and devotion to duty and country.
Many veterans of Vietnam still serve in the Armed Forces, work in our offices, on our farms, and in our factories. Most have kept their experiences private, but most have been strengthened by their call to duty. A grateful nation opens her heart today in gratitude for their sacrifice, for their courage, and for their noble service. Let us, if we must, debate the lessons learned at some other time. Today, we simply say with pride, "Thank you, dear son. May God cradle you in His loving arms."
We present to you our nation's highest award, the Congressional Medal of Honor, for service above and beyond the call of duty in action with the enemy during the Vietnam era.

John Joseph Montgomery was one of the earliest aeronautical experimenters in the United States. Born in 1858, he exhibited a boyhood interest in flight, making several aircraft models. He began serious work in aeronautics in 1881-82, developing models with flat wing surfaces. After these proved unsatisfactory, he patterned the lifting surfaces of his models after the curved wings of birds. In the 1884-1886, he built three full-sized gliders. The most significant was a monoplane glider spanning slightly more than 6 m (20 ft), and with it he made a glide between 100-200 m (325-650 ft) at Otay Mesa, California, in the summer of 1884. The glider had little means of control and was not flown again. At this time, Montgomery was working in isolation. Whatever merits his 1884 glider had, they were not disseminated among the aeronautical community until 1894, when Octave Chanute mentioned it in his compendium of flight research up to that time, Progress in Flying Machines. But even that account was very brief.
In the late 1890s and the first years of the twentieth century, Montgomery began experimenting with tandem-wing gliders. The first ones were small, unpiloted craft, typically flown tethered on a line between posts. Between 1904 and 1906, he built 3, possibly 4, larger tandem-winged gliders intended to carry a pilot, spanning 6-7 m (20-24 ft). The first was built and tested in 1904, again tethered to posts, with Montgomery on board. A slightly larger version followed, which was carried aloft suspended beneath a balloon, and then released to glide back to the ground. Montgomery enlisted Daniel John Maloney, a balloonist and parachutist, as his pilot. In 1905, they gained great attention with this glider, named the Santa Clara, after a series of public demonstrations in the spring and summer of that year. Maloney made several impressive glides on March 16, 17, and 20 in Santa Cruz, California. Then, on April 29, they made their first major public demonstration of the Santa Clara. Before 1,500 people, at Santa Clara College, Maloney ascended to an altitude of 1,200 m (3,900 ft) suspended from the balloon. After cutting the suspension rope he descended safely to the ground, much to the amazement and delight of the crowd.
The next major demonstration was scheduled for May 21 at the Alameda Race Track in San Jose, California. To raise funds for further aeronautical research and experimentation, admission to the event was charged. As before, Maloney began his ascent in the Santa Clara by balloon, but on this occasion the suspension rope snapped at an altitude of 45-60 m (150-200 ft). He managed to reach the ground safely, but the spectators, expecting more, were disappointed and booed Montgomery and Maloney. A second attempt was made with a back-up glider, similar to the Santa Clara, called the California. Once aloft, problems arose with the balloon and the glider and, in the interest of safety, Maloney simply descended with balloon and glider still connected, landing 50 km (31 mi) away. The failures were humiliating after the triumph of April 29.
On July 18, 1905, Montgomery and Maloney were back at Santa Clara College for another attempt to fly the Santa Clara. Again a problem occurred, but this time Maloney was not so fortunate. As the balloon was released, one of its handling lines, unnoticed by Maloney, was caught up in the structure of the Santa Clara above the wings. Montgomery saw the mishap and called to his unsuspecting pilot to just ride down with the balloon. Maloney failed to hear him and ascended to 1,200 m (3,900 ft). After cutting the suspension rope as normal, the errant handling line damaged the glider. Maloney struggled unsuccessfully to gain control of the crippled craft and crashed to his death.
Undeterred by the mishap, Montgomery resumed his experiments late in 1905 and early 1906. He returned to the earlier method of flight testing his gliders tethered to posts arranged on a hillside. On February 22, 1906, however, another balloon ascension with a suspended glider was made, presumably with the repaired Santa Clara or the California, or possibly some other glider. The pilot, David Wilkie, lost control of the glider as it separated from the balloon at 600 m (2,000 ft), only regaining equilibrium at 90 m (300 ft) when he could hear Montgomery shouting instructions from the ground. The glider was slightly damaged upon landing. Wilkie convinced Montgomery to let him make a second try a few days later, but the balloon was damaged during inflation so no flight could be attempted. Montgomery then decided not to allow Wilkie another balloon-assisted flight trial.
The great San Francisco earthquake of 1906 ended Montgomery's aeronautical work for several years, but he resumed his efforts in 1911 with a new glider called the Evergreen. Moving away from his basic tandem-winged design of the pre-1906 period, the Evergreen was a monoplane glider with a conventional tail with the pilot seated below the wing. Montgomery flew the Evergreen himself. Between October 17-31, 1911, in the Evergreen Valley, just south of San Jose, he made more than 50 glides with his new aircraft, each approximately 240 m (785 ft). On October 31, after making an adjustment to the angle of the horizontal stabilizer, he was airborne once again. Flying at an altitude of less than 6 m (20 ft), the Evergreen stalled, sideslipped, came down on the right wingtip, and turn over. Montgomery hit his head on an exposed bolt and died from his injury two hours later.

Two Cambridge University scientists have published their answer to one of the most fundamental questions of biology - how do living things reproduce themselves?
In an article published today in Nature magazine, James D Watson and Francis Crick describe the structure of a chemical called deoxyribonucleic acid, or DNA.
DNA is the material that makes up genes which pass hereditary characteristics from one parent to another.
In short, it consists of a double helix of two strands coiled around each other. The strands are made up of complementary elements that fit together and when uncoiled can produce two copies of the original.

Microsoft's 'Hailstorm' key part of Net strategy
REDMOND - Microsoft said it will give details Monday about new tools it has developed to make it easier to do business, communicate and receive important information via the Internet.
The products will let software developers at other companies write Web-service programs that take advantage of Microsoft features such as instant messaging, Internet-based identity certification, credit-card security and urgent message alerts, Chief Executive Steve Ballmer said.
Microsoft's new tools, collectively known as "Hailstorm," are a key part of the company's strategy called .Net.
The strategy aims to keep Microsoft competitive as the Internet becomes more central to computing, and as sales of personal-computer-based programs slow.

Microsoft plan is to unleash a HailStorm

Microsoft yesterday explained how it will make money off .NET, its bet-the-company strategy to reshape the Internet, by firmly making itself chief gatekeeper.
The audacious vision left some software developers agape and prompted a rival to suggest Microsoft continues to wield monopolistic power, but Microsoft executives said they're only trying to give people more power over their computers and fulfill the Internet's promise of easily managed information.
"It really is about the dream and vision people have had all along about how computers ought to operate," said Chairman Bill Gates at a briefing for about 100 journalists and analysts in Redmond.
Under the vision, users would store personal and other information on the Internet in a way that could be shared and transferred automatically among computers, phones and other devices.
Plans call for the system to launch in 2002 as a free service, but customers may pay a monthly subscription fee for premium services, such as file storage, elaborate messaging systems and automatic calendar management. It would be similar to how broadcast TV is free, but cable has tiered fees for different levels of service.

The Apache Wars were a series of armed conflicts between the United States Army and various Apache nations fought in the Southwest between 1849 and 1886, though minor hostilities continued until as late as 1924.
First conflicts
Historically, the Apache had raided enemy tribes and sometimes each other, for horses, food or captives. They considered such raids different than warfare. They raided with small parties, for a specific purpose. While, the Apache sometimes waged war with large armies, using all tribal male members of warrior age, by the 1880s such methods of warfare were ended as most of the Apache bands had agreed to a negotiated settlement with the US government. However, other sub-nations of the Apache, usually clans or specialized warrior societies, continued their warfare. In turn, this limited potential negotiated solutions as American responses failed to distinguish between Apache raiding parties and other groups. Consequently, American responses were sometimes heavy-handed, resulting in an escalation of the situation as other Apache were drawn into the conflict.[citation needed]
The first conflicts between the Apache (who call themselves T`Inde, Inde, N`dee, N`ne, meaning the "people") and other people in the Southwest date to the earliest Spanish settlements, but the specific set of conflicts now known as the Apache Wars began during the Mexican-American War.[citation needed] The first United States Army campaigns specifically against the Apache began in 1849

ABOARD THE USS ABRAHAM LINCOLN — Against a carefully arranged backdrop of fighter jets, cheering sailors and azure seas, President Bush savored the victory in Iraq, declaring Thursday that "the United States and our allies have prevailed."
"Operation Iraqi Freedom was carried out with a combination of precision, speed and boldness the enemy did not expect and the world had not seen before," Bush said. In a veiled warning to anyone else who might cross the United States, he added, "You have shown the world the skill and might of the American armed forces."
Bush took delight in the setting and the message he had come to deliver: that despite doubts at home and abroad, the war in Iraq had been quick, impressive and apparently decisive.
The speech -- the first by a president aboard a moving aircraft carrier -- described the campaign against Iraq as a "battle" that is but "one victory in a war on terror that began on Sept. 11, 2001, and still goes on."
"The liberation of Iraq is a crucial advance in the campaign against terror," said Bush, who flew to the carrier aboard a four-seater reconnaissance aircraft, taking the controls for part of the flight. "With [the 2001] attacks, the terrorists and their supporters declared war on the United States. And war is what they got."
He also gave perhaps his most optimistic assessment so far of that campaign: "The war on terror is not over, yet it is not endless. We do not know the day of final victory, but we have seen the turning of the tide."
Bush launched the Iraq war six weeks ago with an Oval Office address following a strike that targeted Saddam Hussein in Baghdad. The fate of the Iraqi leader remains uncertain.
Although Baghdad fell just three weeks later, the White House has avoided formally declaring an end to the war. One reason is that hostilities may yet flare from what U.S. officials describe as "pockets of resistance."
Another reason appears to be the president's decision to adopt wording that downgrades the Iraqi conflict from a war to a "battle" and that integrates it more fully than before with the war on terrorism.
Bush's visit to the carrier, which is headed toward San Diego, was the result of a week of meticulous planning by White House aides, eager to cement the president's image as a victorious commander in chief. Much of the stagecraft -- including a banner reading "Mission Accomplished" -- was reminiscent of a campaign appearance.

ABOARD USS ABRAHAM LINCOLN (CNN) -- President Bush made a landing aboard the USS Abraham Lincoln Thursday, arriving in the co-pilot's seat of a Navy S-3B Viking after making two fly-bys of the carrier.
It was the first time a sitting president has arrived on the deck of an aircraft carrier by plane. The jet made what is known as a "tailhook" landing, with the plane, traveling about 150 mph, hooking onto the last of four steel wires across the flight deck and coming to a complete stop in less than 400 feet.
The exterior of the four-seat Navy S-3B Viking was marked with "Navy 1" in the back and "George W. Bush Commander-in-Chief" just below the cockpit window. On the plane's tail was the insignia of the squadron, the "Blue Wolves."
Moments after the landing, the president, wearing a green flight suit and holding a white helmet, got off the plane, saluted those on the flight deck and shook hands with them. Above him, the tower was adorned with a big sign that read, "Mission Accomplished."
Bush said he did take a turn at piloting the craft.
