Thanks for the warm welcome. It's my pleasure to be back here at Quantico, the FBI Academy. I'm honored to be with so many courageous men and women who have stepped forward to protect our Nation.

Today, we are fighting a global war on terror. And here at Quantico, you're training and retraining for a critical mission, and that's to defend our homeland. You're fighting the terrorists who wish to harm us. You're breaking up their cells. You're disrupting their financing. You are stopping them before they can strike our country and kill our citizens. Your work is difficult. It is dangerous. I want you to know how much your country appreciates you, and so do I.

I thank the FBI folks who have welcomed me here. I also want to thank the DEA agents who are with us here today. By working to keep drug money from financing terror, you're playing an important part in this world—in this war. I want to thank the U.S. and international police officers who are training here. I want to thank the local first-responders who have joined us. You protect us in times of emergency. I want to thank you for being on the frontlines of fighting these terrorists.

Quantico is also known as the "Crossroads of the Corps." In the war on terror, the Marines are serving with valor and distinction. You helped liberate 50 million people in Afghanistan and Iraq. Today, you stand between the American people and the worst dangers in the world. In this war, the Marines will fight, in the words of the Rifleman's Creed, "Until victory is America's and there is no enemy." America is grateful to have the United States Marine Corps defending our freedom. I want to thank you for your courage and your sacrifice.

I appreciate our Attorney General, Al Gonzales, who has joined us today. General, thank you for being here. I want to thank Ambassador John Negroponte, the Director of the National Intelligence. Thanks for coming, Mr. Director. I appreciate Director Bob Mueller of the FBI— doing a fantastic job. Thank you, Bob, for coming. Director Porter Goss of the CIA; Administrator Karen Tandy of the Drug Administration—the Drug Enforcement Administration—[laughter]—thank you, Karen.

I appreciate the chairman of the Senate Armed Services Committee, Senator John Warner of Virginia, joining us today. Senator, thank you for coming. Senator George Allen from Virginia is with us as well. And I appreciate the vice chairman of the House Homeland Security Committee, Congressman Curt Weldon, for being with us today. Thank you all for being here.

Finally, I appreciate Colonel Mike Lowe, the Base Commander at Quantico. Colonel, thank you very much. I appreciate your hospitality today, and I appreciate your hospitality when I bring my mountain bike out here to ride. [Laughter]

In London last Thursday, terrorists killed dozens of commuters and wounded hundreds more. Americans know what it's like to be attacked on our own soil. Our hearts go out to the many innocent people in London who suffered terrible injuries, and we pray for the families mourning the loss of loved ones. In this difficult hour, the people of Great Britain can know the American people stand with you.

I was with the Prime Minister, Prime Minister Tony Blair, at the G-8 summit in Scotland when the terrorists struck his homeland. The contrast could not have been more vivid. We were there to discuss ways to make the world a better and more compassionate place, and in London, the terrorists were killing innocent men and women in cold blood. These attacks were barbaric, and they provide a clear window into the evil we face.

We don't know who committed the attacks in London, but we do know that terrorists celebrate the suffering of the innocent. We do know that terrorists murder in the name of a totalitarian ideology that hates freedom, rejects tolerance, and despises all dissent. Their aim—the aim of the terrorists is to remake the Middle East in their own grim image of tyranny and oppression by toppling governments, by exporting terror, by forcing free nations to retreat and withdraw.

To achieve these aims, they attacked our country on September the 11th, 2001. They've continued to kill in Bali, in Casablanca, Riyadh, Jakarta, Istanbul, Madrid, and elsewhere. These kind of people who blow up subways and buses are not people you can negotiate with or reason with or appease. In the face of such adversaries, there is only one course of action: We will continue to take the fight to the enemy, and we will fight until this enemy is defeated.

The terrorists want to attack our country and harm our citizens. They believe that the world's democracies are weak and that by killing innocent civilians, they can break our will. They're mistaken. America will not retreat in the face of terrorists and murderers, and neither will the free world. As Prime Minister Blair said after the attacks in London, "Our determination to defend our values and our way of life is greater than their determination to cause death and destruction to innocent people." The attack in London was an attack on the civilized world. And the civilized world is united in its resolve: We will not yield; we will defend our freedom.

Our Nation has no greater mission than stopping the terrorists from launching new and more deadly attacks. And whether you're fighting the terrorists in Afghanistan or Iraq or routing out terrorists here at home, America is counting on you to stop them.

To accomplish this vital mission, we have a comprehensive strategy in place. We're working to protect the homeland. We're working to improve our intelligence so we can uncover terrorist plots before they unfold, and we're staying on the offensive. We're fighting the enemy in Iraq and Afghanistan and across the world so we do not have to face them here at home.

And we are spreading the hope of freedom across the broader Middle East. By offering an alternative to the terrorists' dark vision of hatred and fear, we are laying the foundation of peace for our children and our grandchildren.

To protect the American people, we continue to take extraordinary measures to defend the homeland. We created a new Department of Homeland Security. We're posting Homeland Security personnel at foreign ports and strengthening airport and seaport security. We're instituting better visa screening for those entering the United States. We're working to prevent potential terrorists from coming across our borders and violating our immigration laws. We're protecting our Nation's critical infrastructure, our bridges and tunnels, our transportation systems, our nuclear powerplants and water treatment facilities, and the cyber networks that keep our Government and our economy running.

We've provided more than $14 billion over the last 4 years to train and equip local first-responders. In all, we've more than tripled funding for homeland security since 2001. We're working tirelessly to protect the American people and to prevent new terrorists attacks. In an age of new dangers, we're doing everything in our power to do our jobs. And I want to thank you for your hard work.

To defend our homeland, we need the best possible intelligence. We face a new kind of enemy. This enemy hides in caves and plots in shadows and then emerges to strike and kill in cold blood in our cities and communities. Staying a step ahead of this enemy and disrupting their plans is an unprecedented challenge for our intelligence community. We're reforming our intelligence agencies to meet the new threats. We've established a new National Counterterrorism Center where we are bringing together all the available intelligence on terrorist threats. We're sharing intelligence across all levels of government, the Federal level, the State level, and the local level.

We're working with our allies to share information and to prevent terrorists from obtaining weapons of mass destruction. Thanks to the hard work of hundreds in our intelligence community, we have stopped a number of grave threats to the American people. Together with our allies, we uncovered and dismantled Libya's nuclear program. We worked with Pakistan and other nations to shut down the world's most dangerous nuclear trading network. And since September the 11th, our coalition has disrupted a number of Al Qaida terrorist plots, arrested Al Qaida operatives here to case specific U.S. targets, and caught others trying to sneak into our country.

Our enemy is constantly studying our defenses and adapting its own tactics, so we must constantly strengthen our capabilities. And that's why I appointed a bipartisan Commission, led by Judge Laurence Silberman and former Senator Chuck Robb. I asked them to give me an unvarnished look at our intelligence capabilities and our intelligence successes as well as analyzing our intelligence failures. Two weeks ago, after careful review, I approved 70 of the Commission's recommendations for implementation.

One of the new steps we're taking is the creation of the National Security Service within the FBI, to more completely integrate the Bureau's work with the intelligence community. The purpose of this change is to strengthen the FBI, so it not only investigates terrorist crimes after they happen, but the FBI can be more capable to stop the terrorist acts before they happen. The FBI is in the fight. The FBI has deployed its personnel across the world, in Iraq and Afghanistan and other fronts in the war on terror. FBI agents are questioning captured terrorists and uncovering information that will help prevent new attacks on our homeland.

Here in America, the FBI has helped break up terrorist cells and financing networks in California, in Oregon, Illinois, North Carolina, New York, New Jersey, Virginia, Florida, and other States. And one of the important tools Federal agents have used to protect America is the PATRIOT Act. I call on Congress to reauthorize the 16 critical provisions of this act that are scheduled to expire at the end of this year. The terrorist threats against us will not expire at the end of this year and neither should the protections of the PATRIOT Act.

The FBI efforts are central to our success in the war on terror. The agents and analysts in this hall and your colleagues around the country, work around the clock to prevent new attacks, and I thank you for that. With every cell you uncover and every terrorist you arrest, you're making this country safer. Thanks for a job well done.

We know that there is no such thing as perfect security and that in a free and open society, it is impossible to protect against every threat. As we saw in London last week, the terrorists need to be right only once. Free nations need to be right 100 percent of the time. The best way to defend America is to stay on the offense. When terrorists spread their—spend their days and nights struggling to avoid death or capture, they are less capable of arming and training and plotting new attacks.

So, together with our allies, we're on the offense, and we will stay on the offense. We have damaged the Al Qaida network across the world. In the Persian Gulf, Al Qaida's chief of operations has been captured. In southeast Asia, a top strategist for Al Qaida's associate group was captured. In Pakistan, top Al Qaida leaders have been captured, including one of bin Laden's senior terrorist facilitators. We captured the mastermind of the September the 11th attacks. We captured a terrorist involved in the bombings of the U.S. Embassies in Kenya and Tanzania, and a key planner in the attack on the USS Cole. Our ally Pakistan has killed or captured more than 600 terrorists, including bin Laden's chief of operations, a man named al-Libbi. Saudi Arabia has killed or captured more than two dozen of its most wanted terrorists.

The terrorists remain dangerous, but from the mountains of Afghanistan to the border regions of Pakistan to the Horn of Africa and to the islands of the Philippines, our coalition is bringing our enemies to justice and bringing justice to our enemies. We will keep the terrorists on the run until they have no place left to hide.

In the war on terror, Iraq is now a central front. The terrorists fight in Iraq because they know that the survival of their hateful ideology is at stake. They know that as freedom takes root in Iraq, it will inspire millions across the Middle East to claim their liberty as well. And when the Middle East grows in democracy and prosperity and hope, the terrorists will lose their sponsors. They'll lose their recruits. They will lose their hopes for turning that region into a base of attacks against America and our allies.

The stakes in Iraq are high, and no one knows the stakes better than our troops. An American battalion commander in Iraq put it this way in an e-mail: "I know that most of you are probably asking if our presence here and loss of human life are worth it. We're here for a purpose. And if not now, when will we stand up to the terrorists that are sick enough to do these things in God's name?"

We are standing up, and the sacrifice is worth it. By helping Iraq's—the Iraqis build a free nation that is an ally in the war on terror, we are advancing the cause of freedom and the cause of peace.

To help Iraqis build a free nation, we have a clear plan, with both a military track and a political track. Our military is pursuing the terrorists and helping to train Iraqi security forces so they can defend their people and fight the enemy on their own. Our plan can be summed up this way: As the Iraqis stand up, we will stand down.

Our troops see the progress the Iraqi security forces have made. Captain Glenn Colby of the Rhode Island National Guard says that when he arrived in Iraq over a year ago, the Iraqi police were afraid to go outside their building. Recently, he says, the soldiers were on patrol when the Iraqi police charged past them in hot pursuit of insurgents. He says of the Iraqi police, quote, "Now you see them everywhere. You see them at checkpoints on the streets. You see them on patrol. You see them stand and fight."

The Iraqi people are seeing progress. They're stepping forward to the fight. One Iraqi who stepped forward is a traffic cop named Jamal. Recently, Jamal was training in the city of Irbil with about 200 other recruits, when a red car came hurtling toward them and it exploded. He survived, but many of his comrades did not. Here's what he says: "I saw friends killed and wounded and crying out and blood everywhere. It is not the first time they tried to kill us. We're not afraid. I'll stay a policeman and serve my country." Americans are proud to serve alongside such brave allies, people willing to take risk for democracy and freedom, people willing to sacrifice.

The leaders of the new Iraqi military see the progress. The Iraqi general in charge of his country's elite special forces puts it this way: "Before, the Americans were taking the lead, and we were following." Now, he said proudly of his forces, "We're taking the lead." We are working for the day when the entire Iraqi army can say the same thing. Our coalition will help Iraqis so they can fight the enemy on their own. And then American forces can come home to a proud and grateful nation.

We know that the terrorists will not be defeated by force of arms alone. Iraqis need a strong military to engage the enemy. But just as important is a strong and secure democracy that will provide an alternative to the terrorists' ideology of hate. So Iraqis are hard at work building the institutions of a free society.

In January, more than 8 million Iraqis defied the terrorists and cast their ballots in the country's first free elections in decades. Now, their Transitional National Assembly is working to write a new constitution for a free Iraq. And Iraq's new leaders are reaching out to Sunni Arabs who did not participate in the January elections. Last week, 15 Sunni Arab delegates jointed the committee that is drafting a new Iraqi constitution. More and more, Sunni Arabs say they intend to vote in the constitutional referendum later this year. Support for the democratic progress—process is growing throughout Iraq, including in the Sunni Arab communities.

As a Iraqis take these steps toward political and military reform, they are building a free nation that will be a beacon—a beacon of liberty in the Middle East. The success of democracy in Iraq is sending forth the news from Damascus to Tehran that freedom can be the future of every nature.

The Palestinian people have gone to the polls and have chosen a leader committed to negotiation instead of violence. In Lebanon, people took to the streets to demand the restoration of their sovereignty, and they have now gone to the polls and voted in free elections. And as freedom spreads in these countries, it is inspiring democratic reformers in places like Egypt and Saudi Arabia.

Our troops on the frontlines see this transformation up close. Marine Lance Corporal Marty Schwader recently returned from Iraq. He says, "We really kicked something off in the Middle East, and all the countries over there are starting to really think about the way they want to run their countries."

The heart of our strategy is this: Free societies are peaceful societies. So in the long run, the only way to defeat the ideologies of hatred and fear, the only way to make sure our country is secure in the long run, is to advance the cause of freedom.

We have seen freedom conquer evil and secure the peace before. In World War II, free nations came together to fight the ideology of fascism, and freedom prevailed. And today, Germany and Japan are allies in securing the peace. In the cold war, freedom defeated the ideology of communism and led to a Europe whole, free, and at peace.

Today in the Middle East, freedom is once again contending with an ideology that seeks to sow anger and hatred and despair. And like fascism and communism before, the hateful ideologies that use terror will be defeated by the unstoppable power of freedom and democracy.

The Prime Minister recently said, "There is no hope in terrorism nor any future in it worth living, and it is the hope that is the alternative to this hatred." So we'll spread the hope of freedom and leave a more peaceful world for our children and our grandchildren.

This week there's great suffering in the city of London, but Londoners are resilient. They have faced brutal enemies before. A city that survived the Nazi blitz will not yield in the face of thugs and assassins. And just as America and Great Britain stood together to defeat the totalitarian ideologies of the 20th century, we now stand together against the murderous ideologies of the 21st century.

History teaches us that we can be confident in the future because the darkness of tyranny is no match for the shining power of freedom. There will be tough fighting ahead. There will be difficult moments along the path to victory. The terrorists know they can't defeat us on the battlefield. The only way the terrorists can win is if we lose our nerve. This isn't going to happen on my watch. America and its allies will continue to act decisively, and the cause of freedom will prevail.

CLAY JOHNSON, Andover Classmate: He was telling me the story about his mother giving him a thesaurus as a going-away present and explaining to him what a thesaurus is used for, and be sure not to use the same word all the time in an essay.

And so he- his first English assignment at Andover was to write about some highly emotional time in his life, and he was writing about the time when his sister had died. And he was talking about it had made him cry, and he had used the word "tears" several times already in his essay. And he decided- remembering what his mother told him, he decided he needed to find another word for t-e-a-r-s.

So he got out his thesaurus and looked up t-e-a-r-s, and his next sentence was, "And the lacerates ran down my cheek." He turned in his paper, got it back two days later with this big, bold pen circled around, "See me immediately." And George said that the first thought that entered his mind was, "My God. I've been here one week. I may not make it to week two."

The term ballistic trauma refers to a form of physical trauma sustained from the discharge of arms or munitions. The most common forms of ballistic trauma stem from firearms used in armed conflicts, civilian sporting and recreational pursuits, and criminal activity.


The degree of tissue disruption caused by a projectile is related to the size of the temporary versus permanent cavity it creates as it passes through tissue.


Non-fatal gunshot wounds frequently have severe and long-lasting effects, even after the victim has made a successful recovery. Typically, the consequences involve some form of major disfigurement and/or permanent disability.

Titan II Missiles

Following the Soviet Union’s detonation of its first thermonuclear bomb in 1953, the United States began actively developing an intercontinental ballistic missile (ICBM). The Titan II Missile program was a Cold War weapons system featuring fifty-four launch complexes in three states. Eighteen were in Arkansas, from which intercontinental ballistic missiles carrying nine-megaton nuclear warheads could be launched to strike targets as far as 5,500 miles away.


Two of the most noteworthy disasters that occurred in the Titan II program took place in Arkansas. The first happened on August 9, 1965, when fifty-three civilian workers perished in an accidental fire while they were modifying Launch Complex 373-4. The second occurred on September 19, 1980, when an explosion destroyed the missile at Launch Complex 374-7 near Southside in Van Buren County.

After carefully considering the evidence proffered by the litigants, memoranda and proposed findings of fact and conclusions of law submitted by counsel, the Court now makes its findings of fact as follows:

Since the late 1920s, the Soviet Union, through its OGPU and NKVD intelligence services, used Russians and foreign-born nationals as well as Communist, and people of American origin to perform espionage activities in the United States. These various espionage networks had contact with various U.S. government agencies, transmitting to Moscow information that would have been deemed confidential.


First efforts

During the 1920s Soviet intelligence focused on military and industrial espionage in the United States, specifically in the aircraft and munitions industries, and penetrating the mainline federal government bureaucracies, such as the United States Department of State and War Department.[citation needed] These efforts had mixed results. A front organization was created by a NKVD agent in 1928 for the infiltration and placement of scientists into industry and government: the Federation of Architects, Engineers, Chemists, and Technicians (FAECT). "The FAECT never attracted enough followers to make an impact in labor conditions, but it served the progressive cause in other ways."

Browder and Golos networks

One chief aim was the infiltration, placement, and subversion of American political life at all levels of society. Earl Browder, General Secretary of the Communist Party of the United States (CPUSA), served as an agent recruiter himself on behalf of Soviet intelligence.

Browder later stated that "by the mid-thirties, the Party was not putting its principal emphasis on recruiting members." Left unstated was his intent to use party members for espionage work, where suitable. Browder advocated the use of a United Front involving other members of the left, both to strengthen advocacy of pro-Soviet policy and to enlarge the pool of potential recruits for espionage work. The illegal residency of NKVD in the US was established in 1934 by the former Berlin resident Boris Bazarov. In 1935, NKVD agent Iskhak Akhmerov entered the US with false identity papers to assist Bazarov in the collection of useful intelligence, and operated without interruption until 1939, when he left the US. Akhmerov's wife, an American who worked for Soviet intelligence, was Helen Lowry (Elza Akhmerova), the niece of CPUSA General Secretary Earl Browder. Recent information from Soviet archives have revealed that Browder's younger sister Marguerite worked until 1938 as an NKVD operative in Europe. She discontinued this work only when Browder himself requested her release from duty, fearful that her work would compromise his position as General Secretary.

In the 1930s, the chief Soviet espionage organization operating in the U.S. became the GRU. J. Peters, headed the secret apparatus that supplied internal government documents from the Ware group to the GRU. Browder assisted Peters in building a network of operatives in the administration of President Franklin D. Roosevelt. This group included Alger Hiss, John Abt, and Lee Pressman. Courier for the group at the time was Whittaker Chambers. Browder oversaw the efforts of Jacob Golos and his girlfriend, Elizabeth Bentley, whose network of agents and sources included two key figures at the Department of Treasury, Nathan Gregory Silvermaster and Harry Dexter White.

One early Soviet spy ring was headed by Jacob Golos. Jake Golos (birth name Jacob Golosenko, Tasin, Rasin or Raisen) was a Ukrainian-born Bolshevik revolutionary and Soviet secret police (NKVD) operative in the USSR. He was also a longtime senior official of the CPUSA involved in covert work and cooperation with Soviet intelligence agencies. He took over an existing network of agents and intelligence sources from Earl Browder. Golos' controller was the head of the NKVD's American desk, Gaik Ovakimian, also known as "The Puppetmaster", who would later serve a key role in the assassination of Leon Trotsky. Golos was the "main pillar" of the NKVD intelligence network. He had worked with Soviet intelligence from the mid-1930s, and probably earlier. He was not merely a CPUSA official assisting the NKVD (an agent or “probationer” in Soviet intelligence parlance) but held official rank in the NKVD, and claimed to be an oldtime Chekist.

Golos established a company called World Tourists with money from Earl Browder, the General Secretary. The firm, which posed as a travel agency, was used to facilitate international travel to and from the United States by Soviet agents and CPUSA members. World Tourists was also involved in manufacturing fake passports

During a brief visit to the American aircraft carrier Forrestal, Bush called Gorbachev "a dynamic new Soviet leader willing . . . to think anew."

"And we want him to succeed," the President said. "Because we do admire the people in the Soviet Union. And we know that ours is a historic opportunity to foster the peace." Bush expressed hope that "ours can be a future free of both tyranny and fear."

He presented the Forrestal's crew with a piece of the crumbling Berlin Wall as "a symbol of the peace we seek."

FBI Finds Nixon Aides Sabotaged Democrats

FBI agents have established that the Watergate bugging incident stemmed from a massive campaign of political spying and sabotage conducted on behalf of President Nixon's re-election and directed by officials of the White House and the Committee for the Re-election of the President.

The activities, according to information in FBI and Department of Justice files, were aimed at all the major Democratic presidential contenders and -- since 1971 -- represented a basic strategy of the Nixon re-election effort.

During their Watergate investigation, federal agents established that hundreds of thousands of dollars in Nixon campaign contributions had been set aside to pay for an extensive undercover campaign aimed at discrediting individual Democratic presidential candidates and disrupting their campaigns.

"Intelligence work" is normal during a campaign and is said to be carried out by both political parties. But federal investigators said what they uncovered being done by the Nixon forces is unprecedented in scope and intensity.

They said it included:

Following members of Democratic candidates' families and assembling dossiers on their personal lives; forging letters and distributing them under the candidates' letterheads; leaking false and manufactured items to the press; throwing campaign schedules into disarray; seizing confidential campaign files; and investigating the lives of dozens of Democratic campaign workers.

In addition, investigators said the activities included planting provocateurs in the ranks of organizations expected to demonstrate at the Republican and Democratic conventions; and investigating potential donors to the Nixon campaign before their contributions were solicited.

Informed of the general contents of this article, The White House referred all comment to The Committee for the Re-election of the President. A spokesman there said, "The Post story is not only fiction but a collection of absurdities." Asked to discuss the specific points raised in the story, the spokesman, DeVan L. Shumway, refused on grounds that "the entire matter is in the hands of the authorities."

Law enforcement sources said that probably the best example of the sabotage was the fabrication by a White House aide -- of a celebrated letter to the editor alleging that Sen. Edmund S. Muskie (D-Maine) condoned a racial slur on Americans of French-Canadian descent as "Canucks."

The letter was published in the Manchester Union Leader Feb 24, less than two weeks before the New Hampshire primary. It in part triggered Muskie's politically damaging "crying speech" in front of the newspaper's office.

Washington Post staff writer Marilyn Berger reported that Ken W. Clawson, deputy director of White House communications, told her in a conversation on September 25th that, "I wrote the letter."

Interviewed again yesterday, Clawson denied that he had claimed authorship of the "Canuck" letter, saying the reporter must have misunderstood him. "I know nothing about it," Clawson said.

William Loeb, publisher of the Manchester paper, said yesterday that although the person who signed the letter -- a Paul Morrison of Deerfield Beach, Fla. -- has never been located, "I am convinced that it is authentic."

However, Loeb said he is investigating the possibility that the letter is a fabrication because of another letter he received about two weeks ago. The recent letter, Loeb said, maintains that another person was paid $1,000 to assist with the "Canuck" hoax.

B. J. McQuaid, Editor-in-Chief of the Union-Leader, said earlier this year that Clawson had been "useful" to the paper in connection with the "Canuck" letter. Though McQuaid did not elaborate, he too said that he believed the original letter was authentic.

Clawson, a former Washington Post reporter, said yesterday that he met McQuaid only briefly during the New Hampshire primary while lunching in the state with editors of the newspaper.

He denied that he provided any assistance with the letter. Clawson said the first time he heard of the "Canuck" letter was when "I saw it on television" following the Muskie speech.

Immediately following his "crying speech," Muskie's standing in the New Hampshire primary polls began to slip and he finished with only 48 percent of the Democratic primary vote -- far short of his expectations.

Three attorneys have told The Washington Post that, as early as mid-1971, they were asked to work as agents provocateurs on behalf of the Nixon campaign. They said they were asked to undermine the primary campaigns of Democratic candidates by a man who has been identified in FBI reports as an operative of the Nixon re-election organization.

All three lawyers, including one who is an assistant attorney general of Tennessee, said they turned down the offers, which purportedly included the promise of "big jobs" in Washington after President Nixon's re-election. They said the overtures were made by Donald H. Segretti, 31, a former Treasury Department lawyer who lives in Marina Del Ray, Calif.

Segretti denied making the offers and refused to answer a reporter's questions.

One federal investigative official said that Segretti played the role of "just a small fish in a big pond." According to FBI reports, at least 50 undercover Nixon operatives traveled throughout the country trying to disrupt and spy on Democratic campaigns.

Both at the White House and within the President's re-election committee, the intelligence-sabotage operation was commonly called the "offensive security" program of the Nixon forces, according to investigators.

Perhaps the most significant finding of the whole Watergate investigation, the investigators say, was that numerous specific acts of political sabotage and spying were all traced to this "offensive security," which was conceived and directed in the White House and by President Nixon's re-election committee.

The investigators said that a major purpose of the sub rosa activities was to create so much confusion, suspicion and dissension that the Democrats would be incapable of uniting after choosing a presidential nominee.

The FBI's investigation of the Watergate established that virtually all the acts against the Democrats were financed by a secret, fluctuating $350,000 -$700,000 campaign fund that was controlled by former Attorney General John N. Mitchell while he headed the Justice Department. Later, when he served as President Nixon's campaign manager, Mitchell shared control of the fund with others. The money was kept in a safe in the office of the President's chief fundraiser, former Secretary of Commerce Maurice Stans.

According to sources close to the Watergate investigation, much of the FBI's information is expected to be revealed at the trial of the seven men indicted on charges of conspiring to eavesdrop on Democratic headquarters at the Watergate.

"There is some very powerful information," said one federal official, "especially if it becomes known before Nov. 7."

A glimpse of the Nixon campaign's spying and disruptions are to be found in the activities of Segretti. According to investigators, Segretti's work was financed through middlemen by the $350,000-$700,000 fund.

Asked by The Washington Post to discuss Segretti, three FBI and Justice Department officials involved in the Watergate probe refused. At the mention of Segretti's name, each said -- in the words of one -- "That's part of the Watergate investigation." One of the officials, however, became angry at the mention of Segretti's name and characterized his activities as "indescribable."

Segretti, visited in his West Coast apartment last week by Washington Post special correspondent Robert Meyers, repeatedly answered questions by saying, "I don't know." "I don't have to answer that." And "No comment." After 15 minutes, he said: "This is material for a good novel, it's ridiculous," and chased the reporter outside when he attempted to take a picture.

According to the three attorneys interviewed by The Post, Segretti attempted to hire them in 1971 as undercover agents working on behalf of President Nixon's re-election. All three said they first met Segretti in 1968, when they served together in Vietnam as captains in the Army Judge Advocate General Corps.

One of the lawyers, Alex B. Shipley, a Democrat who is now assistant attorney general of Tennessee, said Segretti told him, "Money would be no problem, but the people we would be working for wanted results for the cash that would be spent."

Shipley, 30 added: "He (Segretti) also told me that we would be taken care of after Nixon's re-election, that I would get a good job in the government."

According to Shipley, Segretti said that the undercover work would require false identification papers under an assumed name; that Shipley recruit five more persons, preferably lawyers, for the job; that they would attempt to disrupt the schedules of Democratic candidates and obtain information from their campaign organizations; that Shipley would not reveal to Segretti the names of the men he would hire; and that Segretti could never reveal to Shipley specifically who was supplying the money for the operation.

Shipley recalled in a telephone interview: "I said, 'How in hell are we going to be taken care of if no one knows what we're doing?' and Segretti said: 'Nixon knows that something is being done. It's a typical deal.' Segretti said, 'Don't-tell-me-anything-and-I-won't-know.'"

Segretti's first approach, said Shipley, came on June 27, 1971. "He called me before then and told me he would be in Washington and he came to a dinner party at my apartment at South Four Towers (4600 S. Four Mile Run Drive, Arlington) the night before," said Shipley. "Nothing was said about it then. The next morning I met him for breakfast and drove him to the airport -- Dulles."

According to Shipley, he picked Segretti up that morning, a Sunday, at the Georgetown Inn, where -- hotel records show -- a Donald H. Segretti stayed in room 402 on June 25, and June 26,1971 (total bill $54.75, including $2.25 in telephone calls). In addition, travel records obtained by The Washington Post show that Segretti bought a Washington-San Francisco-Monterey (Calif.) airline ticket on June 27 (departure Dulles).

On the way to Dulles, said Shipley, Segretti "first mentioned the deal. He asked would I be interested because I was getting out of the Army. We were both setting out shortly...and didn't have anything lined up. He mentioned on the way to Dulles that we would do a little political espionage."

Shipley continued: "I said, 'What are you talking about?' He (Segretti) said: 'For instance, we'll go to a Kennedy rally and find an ardent Kennedy worker. Then you say that you're a Kennedy man too but you're working behind the scenes; you get them to help you. You send them to work for Muskie, stuffing envelopes or whatever, and you get them to pass you the information. They'll think that they are helping Kennedy against Muskie. But actually you're using the information for something else.

"It was very strange," Shipley recalled. "Three quarters of the way to the airport I said, 'Well, who will we be working for?' He said, 'Nixon' and I was really taken aback, because all the actions he had talked about would have taken place in the Democratic primaries. He (Segretti) said the main purpose was that the Democrats have an ability to get back together after a knockdown, drag-out campaign. What we want to do is wreak enough havoc so they can't."

Shipley said he told Segretti, "Well, it sounds interesting; let me think about it."

In addition to Shipley, Roger Lee Nixt of Dennison, Iowa, and Kenneth Griffiths of Atlanta, Ga., said they turned down similar offers from Segretti, with whom they served in Vietnam. Both declined to discuss the offers in detail, but they acknowledged that Segretti had told them they would be engaged in sub rosa activities -- similar to those described by Shipley -- to aid President Nixon's re-election.

Still another lawyer who served with Segretti in Vietnam, Peter Dixon of San Francisco, also said Segretti made him an offer. However, Dixon said he told Segretti, "No thanks," before any details of the job were revealed. I said, "Gee, I'm not interested in political matters, and I'm not a Republican anyway," said Dixon.

The most detailed account of Segretti's activities was given by Shipley, who said he wrote a memorandum to himself about the episode, "because it all seemed so strange."

At one point during the four-month period when Segretti was trying to recruit him, said Shipley, he approached a friend who worked for Sen. Albert Gore (D-Tenn.) and was advised to try and "string him (Segretti) out to see what he's up to." Although "I don't like these type of shenanigans," Shipley said, he never subsequently contacted anyone else about the matter and said he has not been questioned by the FBI about Segretti.

During a meeting on July 25, said Shipley, Segretti "didn't go into much detail because it was mostly 'Are you with me or not?'" When he asked Segretti exactly what would be expected of him, in participating in clandestine activities, Shipley said he was told:

"'Enlist people, be imaginative' One thing he stressed was asking lawyers because he didn't want to do anything illegal. It wasn't represented as a strictly strong-arm operation. He stressed what fun we could have. As an example, he gave this situation:

"'When a rally is scheduled at 7 p.m. at a local coliseum by a particular candidate, you call up and represent to the manager that you're the field manager for this candidate and you have some information that some rowdies, some hippies or what-have-you are going to cause trouble. So you ask him to move the rally up to 9 o'clock -- thereby insuring that the place would be padlocked when the candidate showed up at 7.'"

Shipley said he was asked by Segretti to fly to Atlanta to enlist their Army colleague, Kenneth Griffiths, in the project, but that he never made the trip. However, when visiting Griffiths last Christmas, said Shipley, "Griffiths mentioned to me that Segretti had been in contact with him and that Griffith had expressed absolutely no interest at all."

The last time he heard from Segretti, said Shipley, was on Oct 23.1971, when "he called from California and asked me to check into Muskie's operation in Tennessee...I just never did anything about it"

"At one time during these conjectural discussions," Shipley continued, "Segretti said it might be good to get a false ID to travel under, that it would be harder for anyone to catch up with us. He mentioned he might use the pseudonym Bill Mooney for himself...

"Segretti said he wanted to cover the country," Shipley continued, "that he would be more or less the head coordinator for the country. But some of the things he proposed to do didn't seem that damaging, like getting a post office box in the name of the Massachusetts Safe Driving Committee and awarding a medal to Teddy Kennedy -- with announcements sent to the press."

"The one important thing that struck me was that he seemed to be well-financed," Shipley said. "He was always flying across the country. When he came to Washington in June he said he had an appointment at the Treasury Department and that the Treasury Department was picking up the tab on this -- his plane and hotel bill."

Segretti later told him, Shipley said that "it wasn't the Treasury Department that had paid the bill, it was the Nixon people. He said, 'Don't ask me any names.'"

(According to travel records, Segretti criss-crossed the country at least half of 1971. Stops included Miami, Houston, Manchester, N.H., Knoxville, Los Angeles, New York, Washington, Salt Lake City, Chicago, Portland, Ore., Albuquerque, Tucson, San Francisco, Monterey and several other California cities.)

(Federal investigators identified the following jurisdictions as the locations of the most concentrated Nixon undercover activity: Illinois, New York, New Hampshire, Massachusetts, California, Texas, Florida, and Washington, D.C.)

Segretti told him one other major element about his covert work, said Shipley: "He intended to go into a law firm near Los Angeles by the name of Young and Segretti -- he said it was a cover, that he would be doing only political work."

According to the California Bar Association, Segretti's law office is at 14013 West Captain's Row, Marina Del Rey, California.

There in an apartment surrounded by comfortable furniture, piles of photograph records, tomato plants, a stereo receiver, a tape deck and a l0-speed bike, Segretti was found last week by Post special correspondent Myers.

Questioned whether he knew Alex Shipley, Roger Lee Nixt, Kenneth Griffiths, or Peter Dixon, Segretti asked, "Why?" Informed that they had said Segretti attempted to recruit them for undercover political work, he replied "I don't believe it." Then he declined to answer a series of questions except to say either, "I don't know," "No comment," or some similar response.

At one point, Segretti said: "This is all ridiculous and I don't know anything about this." At another point he said: "The Treasury Department never paid my way to Washington or anywhere else." Biographical details about Segretti, who stands about 5 feet 8 and weighs about 150 pounds, are minimal.

From Army colleagues and classmates at the Boalt Hall School of Law at the University of California in Berkeley, it is known that he was raised on the West Coast.

After receiving his law degree, he served as a Treasury Department attorney in Washington for less than a year, according to friends , and then entered the Army as an officer in the Army Judge Advocate General Corps.

A Treasury Department spokesman confirmed that Segretti, in 1966 and 1967, worked as an attorney in the office of the Comptroller of the Currency here.

About a year of Segretti's Army service, friends said, was spent in Vietnam, with American Division headquarters in Chulai and U.S. Army Vietnam headquarters at Longbinh.

Awakened by "Midnight in Moscow," the Americans began their fourth work day in orbit at 2:00 a.m. Houston time. While the crews had slept, the two ground teams in Houston led by Walt Guy and V. K. Novikov had been watching the pressure levels of both ships and had conferred about the leak between the hatches. They had concluded that after the two hatches were closed and the pressure had been reduced to 260 millimetres the gases trapped between them heated up..

With breakfast behind them and their early morning activities completed, Kubasov and Brand conducted a broadcast session from "your Soviet American TV centre in space," as Kubasov called it. In giving his tour of Soyuz, the Soviet flight engineer pointed out what various instruments were for and televised a picture of Brand in "the kitchen" (the food preparation station) warming up lunch. Stafford reciprocated by giving Leonov and the Soviet viewers a Russian language tour of the command module. Appearing casually simple from the perspective of the home viewer, these broadcasts had required hours of negotiation and planning, just as all other aspects of the flight had.

Kubasov later gave an English language travelogue as the two craft passed over the USSR. At about 8:20, Brand and Kubasov began filming some science demonstrations that could later be used in science classrooms back on earth to demonstrate the effects of zero gravity on various items. During this second transfer, Brand had lunched in Soyuz and Leonov in Apollo. At 10:43, Brand returned to Apollo, and Stafford and Leonov moved into Soyuz. Kubasov then transferred into the command module in this exacting cosmic ballet. With each movement of the crew members, the atmospheric composition of Soyuz had to be checked to make certain that not too much nitrogen had been removed. Once everyone was in place, the hatches between the orbital and docking modules were closed as a further step toward maintaining the proper cabin atmospheres. The highlight of the third transfer - was a space-to-ground press conference. The best lines came when asked how he liked the American food, Leonov diplomatically answered, "I liked the way it was prepared, its freshness."

The crews returned to other items on their flight plan. Slayton, as part of the earth observation experiment (MA-136), took photos of ocean currents off the Yucatan Peninsula and in the Florida straits. Slayton, Brand, and Kubasov assembled the two halves of a medallion commemorating the flight, and then they exchanged tree seeds.

Tom Stafford shook hands with Leonov and Kubasov, bidding them farewell at about 3:49 in the afternoon. He then moved back into the docking module, and the space men closed the hatches for the last time

the hatch integrity check . . . involved me getting on the loop and talking to my counterpart who happened to be Kravets . . . the answers were all forthcoming in a timely fashion and very professionally done. . . . I think the one thing, as I sit back and look at it now that makes me wonder; I wish there was another one of these flights. We've gone to all this trouble to learn how to work with those people. It's like going to the moon once and never going back. 90 per cent of the battle is over with . . . getting all the firsts done. . . . I could run another Apollo Soyuz or another joint anything with a heck of a lot less fuss than it took to get this one going.33

Though some of the worry in both Houston and Moscow had been in vain, the two teams had confirmed that they could work together in analyzing an unforeseen problem.

It would be right to say there is nothing more beautiful than our blue planet." After explaining that he would be giving a description of "what flows below the spacecraft," Kubasov continued:


Our spacecraft, Soyuz, is approaching the USSR territory. Our country occupies one-sixth of the Earth's surface. Its population is over 250 million people. It consists of 15 Union Republics. The biggest is the Russian Federal Republic with the population of 135 million people. . . . At the moment we are flying over the place where Volgograd city is. It was called Stalingrad before. In winter 1942-43, German fascist troops were defeated by the Soviet Army here. . . .

With the television camera still trained out the port of the orbital module, Leonov continued to describe the panorama. In the command module with Stafford and Slayton, the Soviet commander spoke of the Ural Mountains, and he pointed out the area below in Kazakhstan from which they had been launched three days before. Toward the end of the 10-minute commentary, Brand added some remarks about the countryside he could see from his vantage point and concluded, "as you can tell, Soviets very much remember the war 30 years ago. Fortunately, we've come a long way since then. . . ."35

Fifteen minutes later at about 8:20, Brand and Kubasov began filming some science demonstrations that could later be used in science classrooms back on earth to demonstrate the effects of zero gravity on various items. Originally proposed by Marshall Space Flight Center, Kubasov became very enthusiastic about the idea of such demonstrations, which were similar in concept to those filmed during Skylab. Brand narrated the film in English, and Kubasov gave the Russian commentary. Literally nowhere on earth could a classroom instructor duplicate the experiments, not to mention having such celebrities give the explanations.

During this second transfer, Brand had lunched in Soyuz and Leonov in Apollo. At 10:43, Brand returned to Apollo, and Stafford and Leonov moved into Soyuz. Kubasov then transferred into the command module in this exacting cosmic ballet. With each movement of the crewmembers, the atmospheric composition of Soyuz had to be checked to make certain that not too much nitrogen had been removed. Leonov narrated the events of the fourth transfer as he saw them. He stressed the large amount of work they had to accomplish during the joint phase of the mission, including five bilateral experiments. Although this "saturated program" seemed at times to be more than the five men could handle, they managed to complete all their tasks. Slayton, Brand, and Kubasov assembled the two halves of a medallion commemorating the flight, and then they exchanged tree seeds. As Slayton juggled television equipment, Stafford and Leonov bid their final farewell. All these exercises climaxed one of the most complex television scenarios ever conceived and executed.

A few years after the end of World War II, Frank McCloud travels to the Florida Keys to visit the family of one of the men he commanded. The dead soldier's father, James Temple, runs a hotel in Key Largo with the help of his now widowed daughter-in-law Nora. He arrives in the heat of summer to find the hotel closed for the season but occupied by a group of shady characters. McCloud and the Temples take an instant liking to each other. The hotel has been rented for a week by none other than mobster Johnny Rocco who was deported from the US some 8 years before but has returned via Cuba to complete a business transaction with his old partners in crime. As a hurricane descends on Key Largo, tempers flare leading McCloud to protect the Temples from the threat that Rocco and his hoods pose.
