The Road To The White House -- Clinton's Crisis: Voters Aren't Sure He Can Be Trusted

NEW YORK - Honesty is not the only thing voters expect in a president, but it may be the one indispensable thing.
And right now, Arkansas Gov. Bill Clinton is having difficulty meeting that minimum standard - especially in New York, where he faces a critical showdown Tuesday with the resurgent challenge of former California Gov. Jerry Brown.
Doubts about Clinton's honesty and integrity represent his most formidable hurdle
Even if Clinton survives Brown's challenge in the primaries, as most Democrats still expect, the hill only gets steeper. The broader electorate in the general election is likely to be less sympathetic to his problems than the relatively narrow pool that decides Democratic primaries.
The ethical concerns about Clinton spring from almost antithetical assessments of his character: Voters are simultaneously damning him for being too calculating and too reckless.
For some voters, the charges of recklessness in his personal life - centered on the unsubstantiated allegations by Gennifer Flowers that she conducted a long-term affair with Clinton - are sufficient to disqualify him from a job many still view as a symbol of the nation's values.
"I'm tired of people who are supposed to be role models for the country not being very good at it," said Beverly Jimerson of New York, who responded to last week's Times Poll.
At the same time, many voters view Clinton's answers to the inquiries about his marriage, his Vietnam-era draft record, and other concerns as too calculated and evasive. Last weekend, for example, when Clinton revealed that he had experimented with marijuana as a Rhodes Scholar in England more than 20 years ago, some felt he strained credulity by adding that he "didn't inhale."

WASHINGTON -- A proud NASA showed off the first pictures from the restored Hubble Space Telescope today and pronounced the instrument fixed.
"The trouble with Hubble is over," Sen. Barbara Mikulski, D-Md., said at a news conference called by NASA to display the first pictures taken by the telescope. The Hubble was outfitted with a new main camera and improved optics for other instruments during a repair mission by spacewalking astronauts in December.
"The wonders we will show you today and the new discoveries we anticipate in the future are examples of exploration at its best," NASA Administrator Daniel Goldin said.

Nasa, Builder Share Blame For Flaws In Hubble Space Telescope

NASA and the manufacturer share the blame for a mirror flaw that prevents the $1.5 billion Hubble Space Telescope from focusing clearly, a NASA panel has concluded after a five-month probe.
To some extent, the flaw polished into the 94.5-inch mirror in 1980 and 1981 is a product of the same management climate that led to the fatal explosion of the space shuttle Challenger in 1986, said John Mangus, a member of the Hubble Space Telescope Optical Systems Board of Investigation.
Conditions discouraged engineers from bringing potential problems to their superiors at the National and Space Administration and at Perkin-Elmer Corp. in Danbury, Conn., where the mirrors were made, Mangus, head of the optics branch of the space technology division at NASA, said.
``The culture has to be encouraged where you don't shoot the messenger,'' Mangus said.

Finishing Touches On High-Flying Fix -- `Mechanics' Wrapping Up Hubble Repairs

HOUSTON - Astronauts of the space shuttle Endeavour tonight will take the final step toward opening the Hubble Space Telescope's eyes to the fringes of the universe.
Kathryn Thornton and Tom Akers will make the fourth spacewalk of the $629 million repair mission, installing a $50 million unit the size of a phone booth that contains coin-size corrective mirrors. The unit is designed to improve the focus of Hubble's other instruments.
Tonight's mission follows a nearly seven-hour walk in space earlier today by astronauts Jeffrey Hoffman and Story Musgrave, who installed a "beautiful, spanking new" camera in the Hubble.
Working more than 360 miles above Earth, Hoffman and Musgrave pulled out Hubble's old camera like a dresser drawer and slid in the new one, a 620-pound unit the size of a baby grand piano. It took them 2 1/2 hours to make the swap, nearly an hour less than in practice.
The new $100 million wide-field planetary camera has corrective mirrors to compensate for Hubble's flawed primary mirror, which had left the telescope nearsighted.
"Ah, look at that baby," Hoffman, an astronomer, said when he opened the container in which the new camera was carried into space. "Beautiful, spanking new. We'll take some nice pictures with that."
Hoffman rode on the end of Endeavour's robot arm to replace the camera, as he did during the first spacewalk on Sunday. Musgrave hung on to the telescope, anchored in the cargo bay, by foot
restraints.
