With all the relevant facts exposed on my personal blog I have to wonder why they continue playing their game. Everything was all fun and games until I started stating facts on my blog and published those key facts to the world here on the world wide web. The cat is out of the bag and the same significant pattern remains. I think Congress should be openly asking questions by now.
And, well, I guess Taiwan is a lot more stable than Iraq is right now.

The US House of Representatives on 7 April authorised the sale to Taiwan of four Oliver Hazard Perry-class guided missile frigates.
The bill paves the way for the sale of USS Taylor , USS Gary , USS Carr , and USS Elrod to Taiwan under provisions laid out in the Taiwan Relations Act (TRA).
Authorisation of the sale comes as Taipei and Washington prepare to mark the 35th anniversary of the enactment of the TRA, which was signed on 10 April 1979.
The act obligates the United States "to provide Taiwan with arms of a defensive character", while allowing Washington to recognise Beijing and the "one China policy".
US lawmakers are also calling for legislation reaffirming the importance of the TRA under a Taiwan Relations Act Affirmation bill.
According to the bill, the TRA has been "instrumental in maintaining peace, security, and stability in the Western Pacific since its enactment in 1979" and it reaffirms Congress' "unwavering commitment to the [TRA] as the cornerstone of relations between the United States and Taiwan".
The bill also calls for the US to display its "commitment to Taiwan's security in accord with the [TRA], including Taiwan's procurement of sophisticated weapons of a defensive character, such as F-16 C/Ds aircraft and diesel electric submarines".
The Taiwan Relations Act Affirmation and the Naval Vessel Transfer Act of 2014 will now be sent to the Senate for ratification.
The legislation was introduced by Foreign Affairs Committee Chairman Ed Royce.
Taiwan media quoted Royce as saying "the bill is meant to show the House's strong support for Taiwan" and that it "is now more important than ever [the US] reaffirm [its] strong commitment to Taiwan and the Taiwan Relations Act".
The move by the US House of Representatives comes a week after Taiwan's Deputy Minister of National Defense Lee Shying-jow told a meeting of the Legislative Foreign Affairs and National Defense Committee on 3 April that China would need at last four months to prepare for an invasion of the island.
ANALYSIS
The sale authorisation also coincided with US Secretary of Defense Chuck Hagel's visit to China, where Hagel reiterated the argument that these were "self-defence armaments" and that "nothing has changed since 1979. We still have the same policy that we've been committed to since that time."
Chinese Defence Minister General Chang Wanquan said he had expressed "strong dissatisfaction with and a strong objection against the acts passed by the US House of Representatives" to Hagel, and that the sales were "in serious violation of the three US-China joint communiques, especially the principles of the 17 August communique, which is a severe intervention into China's domestic affairs".
He added that such sales undermined US-Chinese relations and interfered in "the peaceful development of cross-straits relations."

Reagan jokes about "outlawing" the Soviet Union
A joke about "outlawing" the Soviet Union by President Ronald Reagan turns into an international embarrassment. The president's flippant remarks caused consternation among America's allies and provided grist for the Soviet propaganda mill.
As he prepared for his weekly radio address on August 11, 1984, President Reagan was asked to make a voice check. Reagan obliged, declaring, "My fellow Americans, I'm pleased to tell you today that I've signed legislation that will outlaw Russia forever. We begin bombing in five minutes." Since the voice check was not actually broadcast, it was not until after he delivered his radio address that news of his "joke" began to leak out. In Paris, a leading newspaper expressed its dismay, and stated that only trained psychologists could know whether Reagan's remarks were "a statement of repressed desire or the exorcism of a dreaded phantom." A Dutch news service remarked, "Hopefully, the man tests his missiles more carefully." Other foreign newspapers and news services called Reagan "an irresponsible old man," and declared that his comments were "totally unbecoming" for a man in his position. In the Soviet Union, commentators had a field day with Reagan's joke. One stated, "It is said that a person's level of humor reflects the level of his thinking. If so, aren't one and the other too low for the president of a great country?" Another said, "We would not be wasting time on this unfortunate joke if it did not reflect once again the fixed idea that haunts the master of the White House."
Reagan's tasteless joke provided additional ammunition for commentators at home and abroad who believed that the anticommunist crusader was a reckless "cowboy" intent on provoking a conflict with the Soviet Union. Ironically, the man who also referred to Russia as an "evil empire" went on to establish a close personal relationship with Soviet leader Mikhail Gorbachev after the latter came to power in 1985. The two men later signed the Intermediate-Range Nuclear Forces Treaty in 1987, which eliminated an entire class of nuclear weapons.

US House Approves Frigate Sale to Taiwan. “On Monday, the U.S. House of Representatives passed a bill authorizing the sale of four U.S. frigates to Taiwan, while also officially reaffirming U.S. support for the Taiwan Relations Act days before the 35th anniversary of that legislation. The bill, HR 3470, began with a section underlining the importance of TRA before moving on the specifics of the latest arms sale to Taiwan. “The Taiwan Relations Act has been instrumental in maintaining peace, security, and stability in the Western Pacific since its enactment in 1979,” says the bill’s first clause. The bill, which was introduced by Rep. Ed Royce (R-CA), the Chairman of the House Foreign Affairs Committee, passed with “overwhelming bipartisan support,” according to a Foreign Affairs Committee press release. In a statement, Royce said that “America’s support for Taiwan has allowed this island nation to realize its full potential.” He added, “It is now more important than ever that we reaffirm our strong commitment to Taiwan and the Taiwan Relations Act.” Accordingly, the newly-passed bill contained a clause wherein Congress “reaffirms its unwavering commitment to the Taiwan Relations Act.” HR 3470 also authorized the sale to Taiwan of four decommissioned Oliver Hazard Perry-class guided missile frigates, the USS Taylor, USS Gary, USS Carr, and USS Elrod. The four vessels, commissioned in 1984 and 1985, can support both surface-to-surface and surface-to-air missiles. Before the transfer of these vessels becomes official, however, the House bill will also need to pass the Senate and be approved by President Obama. Taiwan’s Ministry of Foreign Affairs welcomed the passage of HR 3470 in a statement, expressing its gratitude for the move. The statement said the bill displayed Congress’ bipartisan support for “trust and friendship” towards Taiwan. China Says U.S. House Vote to Sell Warships to Taiwan Hurts Ties

China’s defense ministry said the U.S. House of Representatives decision to approve the sale of four second-hand warships to Taiwan will cause “severe” damage to military ties between the two nations.
Such a bill is “extremely destructive” as the two countries seek to build a new model for their relationship, Geng Yansheng, a spokesman for China’s Ministry of National Defense, said in a statement on its website. U.S. lawmakers on April 7 also reaffirmed a commitment to the 35-year-old Taiwan Relations Act, in which the U.S. pledges support for the independently governed island that China claims as its own.
Geng’s comments came as U.S. Defense Secretary Chuck Hagel met Chinese President Xi Jinping today as part of a trip aimed at defusing tensions in the region between China its neighbors. Students in Taiwan are also occupying the island’s legislature in protest against a trade deal that would foster greater economic integration with China.
“China demands that the U.S. fully realize the legislation’s high sensitivity and serious harm” it causes, and that it stop arms sales to Taiwan, Geng said in the statement.
China and Taiwan have been ruled by separate governments for more than six decades following a civil war. China claims Taiwan as its territory, while Taiwan held its first democratic presidential election in 1996.
Missile Frigates
Taiwan’s Ministry of Foreign Affairs welcomed the House’s decision to sell the island four U.S. Navy Perry-class guided missile frigates, in a statement on its website, saying it shows bipartisan support for the current trust and friendly relations the U.S. has with Taiwan. It also demonstrates the close cooperation between Taiwan and the U.S. in areas of security, economy, trade and culture, the ministry said.
The Taiwan Relations Act was signed into law by President Jimmy Carter in April 1979 after the U.S. terminated diplomatic ties with the Republic of China government in Taipei and instead recognized the administration in Beijing.
Hagel’s counterpart in Beijing, General Chang Wanquan, said yesterday that the U.S. rebalance to Asia won’t contain China or affect its claims to territory and resources disputed with American allies.

Taiwan Relations Act Affirmation and Naval Vessel Transfer Act of 2014 - Title I: Affirmation of Importance of Taiwan Relations Act and Transfer of Naval Vessels to Taiwan - (Sec. 101) States that Congress: (1) reaffirms its commitment to the Taiwan Relations Act as the cornerstone of U.S.-Taiwan relations; (2) reaffirms its support for Taiwan's democratic institutions; (3) reaffirms that peace in the Taiwan Strait should be maintained to the benefit of the Asia-Pacific region; (4) supports the U.S. commitment to Taiwan's security in accord with the Taiwan Relations Act, including Taiwan's procurement of sophisticated weapons of a defensive character such as F-16 C/Ds aircraft and diesel electric submarines; and (4) reaffirms its commitment to deepen U.S.-Taiwan trade and investment relations as well as support for Taiwan's inclusion in bilateral and regional trade agreements.

Title II: Transfer of Naval Vessels to Certain Other Foreign Recipients - (Sec. 201) Sets forth certain congressional findings with respect to Mexico and Thailand.
(Sec. 202) Authorizes the President to transfer on a grant basis to: (1) Mexico, the OLIVER HAZARD PERRY class guided missile frigates CURTS and MCCLUSKY; and (2) Thailand, the OLIVER HAZARD PERRY class guided missile frigates RENTZ and VANDEGRIFT.
Authorizes the President, when transferring any vessel named in this Act, to ensure that the total number of vessels transferred to a country named in this Act does not exceed the total number authorized for transfer to that country.
States that: (1) the value of such vessels transferred on a grant basis shall not be counted against the aggregate value of excess defense articles transferred to countries in any fiscal year under the Foreign Assistance Act of 1961, (2) transfer costs shall be charged to the recipient, and (3) the country to which a vessel is transferred shall have necessary vessel repair and refurbishment carried out at U.S. shipyards (including U.S. Navy shipyards) to the maximum extent practicable.
Terminates transfer authority three years after enactment of this Act.
Title III: Arms Export Control Act Amendments - (Sec. 301) Amends the Arms Control Act to increase congressional notification thresholds for certain foreign military and commercial sales.
(Sec. 302) Declares that: (1) a defense-related license or other approval from the Department of State may also authorize the export of items subject to the Export Administration Regulations if such items are to be used in or with defense articles controlled on the United States Munitions List; and (2) separate Department of Commerce approval shall not be required, but such items shall remain under Department of Commerce jurisdiction with respect to any subsequent transactions.
(Sec. 303) Directs the President to require that at the time of export or reexport of certain major defense equipment such equipment will not be subsequently modified so as to transform it into a defense article.
Authorizes the President to permit the transformation of any major defense equipment into a defense article if in U.S. national interests, and with congressional notification.
(Sec. 304) Amends the Foreign Assistance Act of 1961 to revise the definition of "security assistance."
(Sec. 305) Amends the Arms Export Control Act to revise the definitions of "defense article" and "defense service."

By late November, the first Air Force C-123 transport aircraft specially equipped to spray defoliants had departed the U.S. for South Vietnam. Potent AD-6 Skyraider fighter-bombers were given to the VNAF (Vietnamese Air Force). Amphibious M-113 APCs (armored personnel carriers) were provided to the ARVN, and were to prove useful in the waterlogged terrain of coastal Vietnam and the Mekong Delta. The Air Force sent a small number of hand-picked Air Commandos to Vietnam to train the fledgling VNAF and, under cover of their training role to provide air support for government forces. The first armed T-28 piston-engined trainers arrived in November, shortly followed by twin-engined B-26 bombers. On 11 December, the escort carrier USS Card docked at Saigon transporting two U.S. Army helicopter companies equipped with a total of thirty- three CH-21 troop-transport helicopters between them. They were to be followed in April by a third squadron, this one provided by the Marines. Early in 1962, the Army introduced turbine-engined UH-1 "Huey" helicopters modified to carry machine guns and rockets, the first helicopter in Vietnam. On 23 December, 1961, U.S.Army helicopters carried ARVN troopers in a raid on a suspected Viet Cong radio transmitter west of Saigon. Though not billed as such at the time-officially American military personnel were advisors, not combatants - it was the first U.S. helicopter combat assault operation.
