Namesake
Jesse Junior Taylor was born in Wichita, Kansas, on January 16, 1925, and enlisted in the Navy after high school on October 26, 1942. He joined Bombing Squadron 11 (VB-11) and was deployed with the squadron to the carrier HORNET in September 1944. Over the following four months, VB-11 carried out a highly successful combat tour, flying 490 strike sorties against a variety of enemy targets in the Pacific. Taylor, as an aviation radioman, earned a ribbon for, and a facsimile of, HORNET's Presidential Unit Citation. He served with VB-11 until discharged from the Navy on 5 February 1946.
Following his reentry into civilian life, he attended Long Beach City College for two years before going to work with several private concerns in the Los Angeles area. However, he returned to the college in 1950 and, while there, enlisted in the Naval Reserve shortly after hostilities broke out in Korea.
Reporting for duty in January 1951, Taylor underwent flight training and was soon designated a naval aviator. Commissioned an Ensign in May 1952, he went on to receive further training until he joined Composite Squadron Four in January 1953 as Maintenance and Material Officer.
Detached from that duty in July 1955, he then served as NROTC instructor on the Los Angeles campus of the University of California. Following that tour, he went to NAS Pensacola for further flight instruction. The first half of 1956 saw Taylor as a flight instructor at Whiting Field, Milton, Florida. He then joined the staff of Chief of Naval Air Training at NAS Pensacola as Assistant Aviation Safety Officer.
After his tour in Pensacola, Taylor journeyed to England, where, for a year, he attended the Empire Test Pilot's School at Farmborough. He then rejoined the fleet, serving as a replacement pilot in Fighter Squadron (VF) 174. Promoted to lieutenant commander while serving with the squadron, he then attended the Naval War College in Newport, Rhode Island for one year. Next, he represented the Bureau of Naval Weapons at St. Louis, Missouri, directing the Bureau's Flight Test Division for two years.
In July 1965, LCDR Taylor was assigned to Air Wing 16 aboard the aircraft carrier ORISKANY, and sailed to the western Pacific. He flew 16 missions between September and November, earning an Air Medal and a gold star in lieu of a second award. Advanced to the rank of commander on 1 September 1965, at the time of his death he had not been officially given the rank.
On 17 November 1965, Commander Taylor was flying his Skyraider during attacks on a key bridge near the North Vietnamese port of Haiphong. Anti-aircraft fire had downed one of the attacking aircraft and its pilot had ejected from his doomed plane in a densely populated and heavily defended area. Taylor heard the radio transmission about the pilot's plight. Although it was not his assigned mission, realizing that time was of the essence in any attempt to rescue the downed pilot, Taylor made a courageous decision. Having discovered that other rescue aircraft were occupied elsewhere, he took command of the rescue effort.
Despite intense and accurate anti-aircraft fire, Taylor proceeded to the scene and found the downed pilot still in his parachute harness in shallow water. To cover the approach of the rescue helicopter, he attacked the anti-aircraft gun sites, despite the fact that his own plane had sustained damage. The storm of enemy ground fire soon made it obvious that the helicopter would not be able to extricate the man on the ground. Meanwhile, because of fire in his own aircraft, Commander Taylor was forced to break off his own persistent attacks. Rather than try to abandon his plane in enemy territory, he elected to try to ditch in the Gulf of Tonkin. However, the fire burned through the wing of his plane and it crashed before he had time to leave it.
For his heroic determination to save a fellow pilot, even at great risk to his own life, Commander Taylor was posthumously awarded the Navy Cross.

The Blue Shield represents the U.S. Navy and the oceans of the world on which it sails. The chevron refers to Commander Taylor's naval career; its three segments representing the three conflicts during which he served - World War II, the Korean War, and Vietnam. The two gold stars represent the two previous U.S. Navy destroyers which have borne the name Taylor. The first Destoryer, DD-94, was laid down in 1917 at the Mare Island Navy Yard and was stricken from the navy list in 1938. The second Destoryer, DD-468, was laid down in 1941 at Bath Iron Works and earned a total of 23 Battle Stars for action in World War II, the Korean War, and Vietnam. She was stricken in 1969. The sea lion refers to Commander Taylor's courage and selfless dedication to duty. The sea lion holds a trident, traditionally the symbol of sea power, to symbolize further the three aspects of modern naval warfare in which TAYLOR is a potent adversary - subsurface, surface, and air. The use of silver and scarlet with the traditional blue and gold of the U.S. Navy represents Commander Taylor's shining ideals and gallant self-sacrifice in defense of a fellow aviator.

The wings represent Commander Taylor's service as a Naval Aviator. The scarlet lightning flash refers both to his service as an Aviation Radioman and to his relentless attacks on enemy gun positions during the rescue attempt which cost him his life. The gold cross represents the Navy Cross awarded him posthumously for his heroism. The crossed swords represent the officers and enlisted personnel of the U.S. Navy who have given their lives around the globe as proud defenders of freedom and their country.

Good morning. The holiday season is a time when America's remarkable religious diversity shines brightest in so many homes and different places of worship and schools. Today I want to talk to you about the role of faith in our lives, in all of our religious diversity, and, particularly, in the education of our children.
America's Founders were men and women of faith, many of whom fled oppression overseas to find freedom on our shores. They believed the best way to protect religious liberty was to guarantee, first of all, the right to practice religion by the dictates of their own conscience; and second, to forbid our Government from imposing or establishing any religious belief. In their wisdom, they enshrined these two principles in our Constitution.
But of course, reconciling these principles has not always been easy, especially when it comes to our education system. Finding the proper place for faith in our schools is a complex and emotional matter for many Americans. But I have never believed the Constitution required our schools to be religion-free zones or that our children must check their faiths at the schoolhouse door.
Americans expect our schools to teach our children the knowledge and skills they need to succeed in life. We also trust our schools to strengthen the moral foundation of our society, to reinforce the values taught at home and in our communities.
Studies show that children involved in religious activities are less likely to use drugs. Experience tells us they're more likely to stay out of trouble. Common sense says that faith and faith-based organizations from all religious backgrounds can play an important role in helping children to reach their fullest potential. That's why I've always supported individual students' rights to voluntarily practice religious beliefs, including prayer in school or to engage in religious activities on school grounds, but not to have any kind of enforced such activities.
Now, in 1995 our administration released a set of principles for protecting religious freedom in our public schools. We did so in response to parents and educators who asked for help in knowing what kinds of religious activities are permissible in public schools and what is not permissible. They asked for help in respecting the rights and beliefs of all students, from the most observant from all religious backgrounds to those who choose freely, as is their right, to completely abstain from any religious activity.
Those guidelines we issued make it clear that students do have the right to pray privately and individually in school, the right to say grace at lunch, the right to meet in religious groups on school grounds and to use school facilities just like any other groups do. They have the right to read the Bible or other religious books during study hall or free class time and the right to be free from coercion to participate in religious activity of any kind. Now, since we first issued those guidelines, appropriate religious activity has flourished in our schools and continuing in our country. Today I'm announcing the release of expanded guidelines, more practical help for teachers and principals, for parents and students, for the whole community. Guidelines like this will help teachers better understand how to teach about religions and help faith-based organizations join the effort to improve public education.
Across America, schools and faith-based organizations are telling us they want to build new and effective partnerships, like the large number of faith-based groups involved in America Reads or the Shiloh Baptist-Seaton Elementary School partnership, which offers after-school activities here in Washington, DC. Faith-based organizations in schools, though different in many ways, do often share important goals: expanding opportunities to learn, lifting children's lives. Our new guidelines will help them work together on common ground to meet constitutional muster, to avoid making students uncomfortable because they come from different religious traditions, while helping students make the most of their God-given talents. These guidelines also tell us that a consensus is emerging among educators and religious leaders and among defenders of the first amendment. So many of them have endorsed our efforts. Their voices echo the words of George Washington who said that Americans have, and I quote, "abundant reason to rejoice, that in this land every person may worship God according to the dictates of his own heart."
Today, as we count the days down to the end of the 20th century and the beginning of the 21st, we know that this fundamental and precious liberty is still strong. We are determined that it will remain so, not just for our own children but for generations yet to come.

You will have noted that there have been a number of awards given this evening by the helicopter association, and until I stood up, all of them had been given in recognition of contributions made by these several individuals to the advancement of the helicopter as a vehicle for human travel. In my case, it was not what I did for helicopters, it's what helicopters did for me. And I think it's only appropriate, therefore, that I should try briefly to describe some of the things that they have done for me.
First of all, while it might have been possible for me to make three or four trips in the recent months that I have already completed without the use of the helicopter and the jet transport, it would indeed have been difficult and none of those trips could have been so extensive as it was. The saving of time in the great capitals of the world, in these large cities where often there are throngs gathered along the route are of course carefully scheduled as you come into the city, but in order to save valuable time as you go along to the next country, the helicopter is almost always used to go back to the airport, and occasionally indeed, to come in, as I believe was the case in Montevideo.
Without that kind of service, and the jet airplane, these trips would have been well nigh impossible. The convenience, the lack of wear and tear on the disposition, which at times wears thin anyway, I think, are among the advantages that all habitual users of helicopters are bound to experience. They are particularly, of course, useful in all the areas of crowded streets. When you have a traffic jam and you can hop over it and look down at it, two things happen. First, the Secret Service is not halting all of that traffic and therefore inspiring a good many hundreds, or thousands possibly, of people to despise your insides, but you yourself get such an exhilarated feeling. Boy, you look down and you say, "I don't have to work my way through that!"
In every kind of short trip from the city, where we find them appropriate, they are used invariably. To the units that have just been decorated this evening by your chairman, I owe a very great debt of gratitude. More than that, I owe my grateful thanks to the helicopter industry, to its presidents, its engineers, the people that support and believe in it--and indeed, also, to those other people who just use it.
Because I believe that as the advantages of this machine come more and more home to the consciousness of the American people, we will find a lot of travel that is much safer, at least in my opinion, than that on the road and possibly in the speedier airplane--fixed plane, that has to go, in any event, to fields of long runways. I land ordinarily at the back door of my farm, for example, after having taken off from the back door of the White House. And that is a great convenience, I assure you.
So as I express my thanks for this award, which really should have been given to all who have had a part in making the helicopter so useful, I say: good luck to all of you, and may your machines grow in numbers, and size, and one other item--silence.
Note: The President spoke at 10 p.m. at the Sheraton-Park Hotel in Washington. His opening words "President Alex" referred to Ralph Alex, President of the American Helicopter Society, who presented the President with a citation "for regular and extensive use of the helicopter."

The first tenants moved into the north tower, 1 WTC, although the tower was not fully completed until 1972. 1 WTC featured many innovations masterminded by Yamasaki and his team. Among them were the Twin Towers' high-speed elevators, sky lobbies, and "hollow tube" building model that distributed weight from the inner core across floor trusses to the exterior's closely spaced steel columns. I want to end my talk today with a Christmas story. A few days ago, I helped prepare holiday meals at the D.C. Central Kitchen, a community kitchen that prepares 3,000 meals a day for the homeless and hungry and trains people to work in food services, to hold down jobs, to turn their lives around.
I worked with a man named Steve Pritchett. As a young man, Steve had a scholarship for college, and his future looked bright. But he made some mistakes, and as a result, he's been homeless for much of his adult life. At Christmastime, he might go see his mother for a day, but if it was cold, you'd most likely find Steve spending Christmas under a bus shelter or beside a steam grate.
But this year, Steve found the D.C. Central Kitchen and discovered it's never too late to change. He's been in their training program for 2 months now, and already he's been offered a job. He's clean and off the streets. Best of all, his mother, who never gave up on her son, is so proud. She told him, "Steve, you don't have to be a doctor or a lawyer. I just want to know that when I close my eyes, you'll be able to stand on your own two feet." They're together today celebrating Christmas.
D.C. Central Kitchen had the help of 5,000 volunteers this year; each one of them deserves a little credit for the success of Steve and so many others like him. That's America at its best, when neighbor helps to lift up neighbor and together we shine a light in the darkness. That is also the true spirit of Christmas.
So let us all resolve to take this spirit with us into the new millennium. We'll be better people and a stronger nation for doing so.

Murray seeks $1 billion for VA

U.S. Sen. Patty Murray yesterday sent a letter to the White House asking President Bush to shore up a $1 billion shortfall in Department of Veterans Affairs health-care funding.
Murray, D-Wash., said the deficit could be addressed in an emergency-spending bill in the Senate in the days before the Fourth of July recess.
The shortfall for the current fiscal year, which ends Sept. 30, was disclosed by VA officials last week, prompting Murray to accuse the Bush administration of either "deliberate misdirection or gross incompetence."
