The President. Well, I'm enjoying this press conference. [Laughter]
Press Secretary McCurry. First one in a long time you probably enjoyed.
The President. It's wonderful not to be answering the questions. But I want you guys to quit giving my doctor a hard time about letting me go to Helsinki. We're all going to Helsinki; we have to go to Helsinki. [Laughter]
Press Secretary McCurry. Thank you, sir.
The President. I feel great. They did a terrific job. And let me say, I just had an unlucky break. But I've had almost no injuries in my life. In 25 years of running and a lot of other athletic activity, I've been remarkably free of injuries. I had one skiing accident once, and this was just an accident. Accidents happen to people. But I was very fortunate that Greg Norman, being a better athlete than I am, immediately heard my knee pop and turned around and caught me before I fell on the ground. And then the hospital down in Florida did a wonderful job, Dr. Cohen and the other people. And my team did a good job here. I feel great.
And don't worry about it; I'll just spend a little time here and get home and go back to work.

Knee Surgery Puts Clinton on Crutches

WASHINGTON — President Clinton injured his leg walking down steps early Friday morning at professional golfer Greg Norman's Florida estate and underwent surgery later in the day to repair a torn tendon in his right knee.
"I feel great. They did a terrific job," Clinton said after two hours of surgery at Bethesda Naval Hospital in suburban Washington. "I just had an unlucky break."
Although the injury will leave Clinton in a brace and on crutches for about eight weeks, the president intends to follow through with his plans to travel to Helsinki, Finland, early next week to meet with Russian President Boris N. Yeltsin.
The president, who is expected to stay in the hospital until Sunday, joked with reporters to stop questioning his doctors about whether he should be permitted to travel to Finland. "I want you guys to quit giving my doctors a hard time about going to Helsinki," Clinton said over a speakerphone from his hospital room.
The president seemed to be in very good spirits. "I've had almost no injuries in my life. In 25 years of running and a lot of other athletic activity, I've been remarkably free of injury," Clinton said. "Don't worry about it. I'll just spend a little time here and then go back to work."
The chief surgeon for Clinton's operation said the president will have to undergo physical therapy for months before he can expect to return to some of his favorite activities--playing golf and jogging--but the prognosis is good.
"He has an excellent chance to regain full motion in his knee," said Dr. David Adkison.
Clinton heard his knee pop about 1:15 Friday morning when he was walking from the main house to the guest quarters at Norman's oceanside estate in Hobe Sound, Fla., spokeswoman Mary Ellen Glynn told reporters at a hospital in West Palm Beach.
In the dim light, the president thought he was on the walkway when, in fact, he had one more step to go. He twisted his leg as he misstepped, White House Press Secretary Mike McCurry said.
"Accidents happen to people, but I was very fortunate that Greg Norman, being a better athlete, heard my knee pop and turned around and caught me," Clinton said.
The president was rushed to a local hospital, where it was determined that he needed surgery.

Well, I should point out I wasn't a pauper when I became President. I wasn't very rich as Presidents go. But you see, in the 8 years that I was out of office--first, just to put it all out and I will give you a paper on this, we will send it around to you, and these figures I would like you to have, not today, but I will have it in a few days--when I left office after 4 years as a Congressman, e years as a Senator, and 8 years at $45,000 a year as Vice President, and after stories had been written, particularly in the Washington Post to the effect that the [Vice] President had purchased a mansion in Wesley Heights and people wondered where the money came from, you know what my net worth was? Forty-seven thousand dollars total, after 14 years of Government service, and a 1958 Oldsmobile that needed an overhaul.
Now, I have no complaints. In the next 8 years, I made a lot of money. I made $250,000 from a book and the serial rights which many of you were good enough to purchase, also. In the practice of law--and I am not claiming I was worth it, but apparently former Vice Presidents or Presidents are worth a great deal to law firms--and I did work pretty hard.
But also in that period, I earned between $100,000 and $250,000 every year.
So that when I, in 1968, decided to become a candidate for President, I decided to clean the decks and to put everything in real estate. I sold all my stock for $300,000--that is all I owned. I sold my apartment in New York for $300,000--I am using rough figures here. And I had $100,000 coming to me from the law firm.
And so, that is where the money came from. Let me just say this, and I want to say this to the television audience: I made my mistakes, but in all of my years of public life, I have never profited, never profited from public service--I have earned every cent. And in all of my years of public life, I have never obstructed justice. And I think, too, that I could say that in my years of public life, that I welcome this kind of examination, because people have got to know whether or not their President is a crook. Well, I am not a crook.

Clinton Having Knee Surgery -- Tendon Torn In Stumble At Golfer's Florida Home

BETHESDA, Md. - President Clinton tore a tendon in his knee early today after stumbling on stairs at golf pro Greg Norman's home in Florida. He was undergoing surgery this afternoon to repair substantial damage to his right knee.
Returning from Florida, Clinton waved to reporters and gingerly made his way into a limousine for the trip to Bethesda Naval Hospital, near Washington. First lady Hillary Rodham Clinton was by his side.
The surgery began late today under local anesthesia, with Clinton conscious, and there were no plans to transfer power to Vice President Al Gore. The president was expected to stay overnight at the hospital and faced weeks of using crutches and physical therapy.
Clinton stumbled on a step as he left Norman's home in West Palm Beach at about 1:20 a.m. He tore his quadriceps tendon, which connects four muscles that run down the front of the thigh to the kneecap.

In addition to those song lyrics this morning, I do remember a scene from one of my dreams. I was in a house, I didn't recognize it but it was really fancy and I guess I didn't recognize it because I had never lived in any place like it, or something like that. I was moving across the floor passing a staircase and I had a blanket over me, with an opening at the front so I could see where I was going. As I was moving towards a hallway, a pair of feet appeared in front of me. I think it was my mother. I was trying to make it to the hallway because I was hunting a deer, which made no sense because I was inside, and the hallway gave me a perfect shot to a deer that was at the other end of the hallway. I don't remember what my mother said, if anything, but sometime around that point, I remember someone telling me I was clever.

There was a bunch of stuff in my dreams last night, but I only remember one part. I was also very tired when I woke up, but couldn't go back to sleep. The part of the dream I do remember is where I was walking down some stairs. It seemed to be outside, as in stairs leading down the outside of a building, a factory maybe. I am thinking it was at the end of something, a conclusion of something. I turned around after going down a couple of the stairs and was organizing some stuff, books maybe. I couldn't get them all together or something and I think I was going to have to make a second trip to bring them all down. Within the boxes and books, I pulled out a hat and put it on. It was a U.S. Navy Officer's cover.

There is also a recurring theme about stairs that I did not take when the opportunity arose, rather I continued on some other path.

General and Mrs. Greene, Members of Congress, Members of the Cabinet, Members of the Joint Chiefs of Staff, and distinguished guests:
I know you will understand that on occasions Presidents are necessarily late, particularly when General Greene has you doing other things. He has brought some other matters to my attention the last few days.
Six weeks ago, I believe, the Marines established a beachhead here in the East Room.
Standing here on December 9, I gave a daughter in marriage to one Marine officer.
Today I extend the Nation's gratitude to another Marine officer.
A leader makes a mark on his time. General Wallace Greene has left his mark in a towering record of achievement. Over at Marine Corps Headquarters, they speak of a "management revolution"--of new techniques and innovations that have strengthened and have expanded the Corps in a time of great national trial and testing. And that has come about through the work of General Wallace Greene as Commandant.
But his mark is bigger and bolder than that.
The heroic performance of the Marines who fight to protect each of us in Vietnam--who are now resisting a massive attack from the North at this very hour--speaks more than I can ever say for the spirit and the courage of 76,000 separate men. But it also says something about the man who leads those men and the man who prepares those men for the call they must answer. His mark is on each one of them. His brand is there.
Those Marines in I Corps--which means Marine country in Vietnam--are also testing something that is new in warfare. Combined Action Platoons protect the population of about 80 villages. The Marine squads in those platoons train the villages' own Popular Forces--and then fight beside them when it's necessary.
But the Marines are not just stationed in those villages. They are not just stationed there. They live there as friends and neighbors:
--compassionate, understanding, helpful;
--working with the people;
--trying to assist them build schools, drill wells, and construct houses;
--showing them how to get more from their land;
--giving them medical treatment; looking after the lame and the sick and the halt and the young.
It is going to be a long time before the final results of their work can be assessed. But the enemy has already made his judgment. Recently, the enemy, the Vietcong offered $1,750--dead or alive--for the Marine sergeant of one of those platoons.
That was more money than many of the villagers would ever see in an entire lifetime. But no one earned it--and no one really tried to earn it. When the sergeant's tour was up and he had to leave the village, all turned out for a farewell party for the man who had been a friend of each one of them.
That came about because of men like General Walt, General Cushman, and others who are leading them out there. But it also came about because of this tradition, this organization, this esprit de corps, this excellence, and this elite. It also came about because of this man who put his mark on each one of them in the organization he headed.
As a result, that village and other villages bear the mark of the Marines who have been there. They bear the mark of their Commandant's belief, that real victory is going to be won in the hearts of the people.
On General Greene's last visit to Vietnam--and he has made six in less than 4 years as Commandant--the men of one of his units presented him with a bullet. His name was engraved on it, along with this message: "Everything is gonna be alright." Now, if the President said it that way they would talk about his accent or his English.
I am sure that General Greene will keep that bullet among his proudest souvenirs. But that message in those words, with that accent, is a message for each one of us because this Nation has been blessed with great leaders--with leaders who have not always been recognized while they were here--sometimes have been abused--but men like Wallace Greene, who are brave men, who are good men, just like the Marines he leads and the Marines he commands.
We are fortunate that his command has now passed to a fine officer on his team-General Chapman.
I am especially proud of the other men in top positions in the Marine Corps whom General Greene has brought to the top and has surrounded himself with and whom he leaves with us to carry on.
General Greene, we asked you to come here today with your wife--although I am not intimately acquainted with her contributions through the years, I am sure that she has had more to do with what you are today than you have had, because that is true of most of us.
My grandfather told me it always took two good women to make one good man-a good mother and a good wife.
So, I want to salute you, General Greene, in the Nation's name, for a job that has been honorably done, favorably done, and faithfully done--and I guess in your language "well done."
There are always pluses and minuses. And we've been talking about all the good things. Now I guess we ought to mention one bad thing. They tell me that the one thing that the Marines need and do not have is a belief in themselves as an organization.
I heard a story the other day that I think is apropos.
It said that the Redskins were interviewing a Texas boy for a place on the squad. He had just finished SMU. The coach said, "Tell us what you can do."
The boy said, "Well, I can do 100 yards in less than 10 seconds on a muddy field. My passing record last year was 64 yards average against the wind. I punt 71 yards on a fall day. I think that is about it."
"Well," the coach said, "those are the good things. What are some of the minuses?"
He said, "Coach, I have been known to exaggerate."
Now, really, what makes it apropos, all these things the Marines claim they do and claim they stand for--even when they make all the claims--the good thing about it is they don't exaggerate.

For exceptionally meritorious service to the Government of the United States in a position of great responsibility while serving as Commandant of the Marine Corps from 1 January 1964 to 31 December 1967. Tireless, imaginative, far seeing, and fiercely dedicated to the enduring purposes of the Nation, General Greene consistently demonstrated preeminent leadership qualities as the Marine Corps met successfully its worldwide military commitments while concurrently implementing new and progressive management programs and techniques that have made it a model of military efficiency and economy. Under General Greene's inspiring guidance and dynamic leadership, the Marine Corps reached a level of unsurpassed combat readiness and managerial efficiency during a period of worldwide tensions, conflicts and challenges to the national security of the United States. Under his supervision, the Marine Corps was substantially increased in size, and committed half of its combat forces to the defense of freedom in the Republic of Vietnam. Believing in the supreme worth of the individual, he consistently concerned himself with the individual well-being of not only the men and women for whom he was responsible, but also with the welfare and peace of mind of their dependents and parents. His advice on national security matters was invariably wise and respected. A rare mixture of compassion and strong determination, he earned the deep loyalty, profound respect and great admiration of all with whom he served-Marines, soldiers, sailors, airmen, statesmen, governmental leaders and civil servants alike. By his strong character and unimpeachable integrity, he has maintained the high standards of the Marine Corps and added new achievements to its illustrious history. I welcome the Senate's action tonight in passing, 83-9, the airline regulatory reform legislation.
This is an important step in the fight against inflation, as I said in my anti-inflation message last week. Many airline carriers have already begun to reduce fares in expectation of its enactment.
Making this bill law will guarantee that the trend toward lower fares continues and broadens to benefit more passengers-and it will put an end to a form of Government regulation of business that is not only unnecessary but also counter. productive from the public's point of view.
Many Senators—and Senators Cannon, Kennedy, and Pearson, in particular-deserve credit for their leadership on this bill. I urge the House to act upon it soon as well.

The Alien Registration Act of 1940, which I have just signed, should be interpreted and administered as a program designed not only for the protection of the country but also for the protection of the loyal aliens who are its guests. The registration and identification of approximately three and one-half million aliens who are now within our borders do not carry with them any stigma or implication of hostility towards those who, while they may not be citizens, are loyal to this country and its institutions.
Most of the aliens in this country are people who came here because they believed and had faith in the principles of American democracy, and they are entitled to and must receive full protection of the law. It is of the utmost importance to the security of the country that the program of alien control shall be carried out with a high sense of responsibility. It would be unfortunate if, in the course of this regulative program, any loyal aliens were subjected to harassment.
The only effective system of control over aliens in this country must come from the Federal Government alone. This is as true from a practical point of view as it is from a legal and constitutional point of view. Since Congress, by this Act, has attempted to provide a single and uniform method of handling the difficult problem of alien registration in this country, it seems to me that attempts by the States or communities to deal with the problem individually will result in undesirable confusion and duplication.
I ask that citizens and non-citizens alike cooperate with a full sense of the responsibilities involved so that we may accomplish this task of registration smoothly, quickly and in a friendly manner, our aim being to preserve and build up the loyalty and confidence of those aliens within our borders who desire to be faithful to its principles. With those aliens who are disloyal and are bent on harm to this country, the Government, through its law enforcement agencies, can and will deal vigorously.
