Hans Kristensen, a nuclear weapons expert at the Federation of American Scientists, said that ICBM launch crew officers have told him over a period of years that morale has been on the decline.

"You can't take away the fact that the mission they sit and wait for" — to launch a nuclear attack — "is very unlikely to ever happen," Kristensen said. "That affects career choices and morale because they talk to their other Air Force buddies who come home after flying B-52s over Afghanistan or Iraq and it's very exciting to be in that part of the Air Force" while the ICBM launch crews "sit in a hole in the Midwest and wait for nothing."

A Pentagon advisory panel report two years ago cited multiple aspects of a morale problem within the nuclear force. It said the Air Force's traditional emphasis on fighter and bomber operations leaves nuclear officers feeling marginalized, all the more because their work is out of public view and veiled in secrecy.

"They perceive a lack of knowledge of and respect for their mission from within the larger Air Force," the panel reported.

Robert L. Goldich, a military affairs expert formerly with the Congressional Research Service, said the Air Force faces a difficult task in attracting and keeping high-quality officers to fill the missile launch crew positions.

"They can of course assign new second lieutenants involuntarily, as any service does, but that wouldn't exactly create high esprit de corps in a component of the Air Force that just seems less and less relevant — and, importantly, is virtually unknown to the American public

Ruling gives Microsoft an edge

WASHINGTON - The U.S. Supreme Court decisively rejected a speedy review of the Microsoft antitrust case yesterday, leaving a lower court to decide whether to uphold a judge's landmark order to split the world's largest software maker in two.

The 8-1 ruling is likely to delay a final decision for as long as two years and marks a significant setback for the Justice Department and 19 states, which had sought to put their case against Microsoft on the fast track. It was the first time in 16 years that the U.S. solicitor general had asked the high court for an expedited antitrust review and the first time the justices said no.

The decision elated officials at Microsoft, which has fared well in the lower court before.

"We're pleased that the judicial process is moving forward, and we look forward to a speedy resolution to the case," said Chief Executive Officer Steve Ballmer, who was in San Francisco for the unveiling of another piece of Microsoft's business strategy.


Some legal observers said the Supreme Court's decision could give Microsoft a critical edge. Instead of one year under an expedited review, it may be that the appeals court will take a year to hear the case and the Supreme Court would take another year.

There was also an element in that dream, I think at the point where I was supposed to do the fly-by of Lily Jang, that I realized I had let myself gain too much altitude. I think I was having trouble by that time with reading the instrument panel, because it all had become sort of blurry, and I didn't realize I had been drifting upwards for too long. I am not certain what I did after that point but I can recall vaguely that I was still flying.

I didn't seem to gain a tremendous amount of altitude, so I don't know what that means. I would say that I might have gained 100 feet of altitude, which seems unimportant for that kind of fly-by so I don't understand that element of the dream.

I stomped on the left foot pedal, but I seemed to roll to the right. I am not certain if that is correct or not. I want to say that if I stomped on the left pedal, then I would have done a snap-roll to the left.

Or maybe that is correct.

The left foot pedal would raise - I think it would raise - the left aileron, which I think is on the tail, or maybe it would raise the flap on the trailing edge of the left wing. When that control surface is raised, it seems....now that I think it though, I think the aircraft would roll in that direction. The control surface catches the air and creates a drag on that side of the aircraft, which causes it to change attitude on that side. Something like that. I feel slightly confused.

In a roll, slower than a snap roll, which I think of as a very quick roll, the rudder would be used to keep the aircraft centered on its original heading. The roll would cause the aircraft to drift to one side or the other, which I think is known as yaw.

Shuttle Takes Hubble Higher Up To Avoid Orbiting Space Junk

SPACE CENTER, Houston - Space shuttle Discovery fled to a safer, higher orbit with the Hubble Telescope yesterday to avoid a piece of space junk the size of a book.

The fragment of an exploded rocket would have come dangerously close to Discovery, its seven astronauts and the telescope anchored in the cargo bay had the crew not steered out of the way.


Astronauts making the mission's second spacewalk Friday night discovered a surprising number of cracks and tears in Hubble's thin, outer insulation, as well as holes punched into the solar panels by micrometeorites.

A few hours after Discovery's pilots steered the shuttle and the moored Hubble into a 2-mile-higher orbit to extend the lifetime of the telescope, they were ordered to go up an additional half-mile.

A fragment of an exploded Pegasus rocket was due to pass within a half-mile of the shuttle and telescope, officials said, and Mission Control did not want to take any chances.

The Pegasus was launched in 1994 with a military-research satellite, which ended up in the wrong orbit. The rocket fragment was one of 8,014 orbiting objects being tracked by the U.S. Space Command yesterday, most of it junk.

Machinist's Mate (or MM) is a rating in the United States Navy's engineering community.


Description

According to the Bureau of Naval Personnel (BUPERS), the job of an MM is to "operate, maintain, and repair (organizational and intermediate level) ship propulsion machinery, auxiliary equipment, and outside machinery


Machinist's Mates (Submarine) and Machinist's Mate (Surface) generally fall into one of three roles:


Propulsion Mechanics

The core job of an MM is the engine room.


Auxiliary Mechanics

The other major place to find Machinist's Mates is in the Auxiliaries Division of Engineering Department, often referred to as "A-gang". Mechanics in this role establish training & work on mechanical equipment within and outside of the engine rooms.


Nuclear Mechanics

Some MMs are qualified to work on nuclear propulsion plants. They are designated as MMN (Machinist's Mate Nuclear), though the N is generally only used for the purposes of billeting and advancement exams. These mechanics go through a rigorous training program consisting of three months at the Nuclear Field "A" School, six months of Naval Nuclear Power Training Command and six months at one of four Nuclear Power Training Units (prototypes). Two NPTUs are moored training ships (MTS) using S5W reactors located at the Naval Weapons Station in Charleston, South Carolina, and two additional NPTUs are land-based prototype units using an S7G reactor and an S8G reactor located in Ballston Spa, New York. This course of instruction is commonly referred to as "the nuclear-power pipeline."

MMNs earn a 3385 NEC (surface) or 3355 (submarines) upon completion of prototype. Along with the normal duties of a propulsion mechanic, they are responsible for the operation, maintenance, and repair of the auxiliary equipment in support of the naval reactors under their care.

Washington state officials say they can take several actions, including filing a lawsuit, if the U.S. Department of Energy fails to deliver an acceptable plan for fixing or emptying a leaking double-shell tank at the Hanford Site.

Energy has promised to deliver a plan by June 14, but if it fails to meet the state's expectations, one option is to file a lawsuit againt the federal government, according to Maia D. Bellon, director of the Washington State Department of Ecology.

Bellon said the lack of transparency will no longer be tolerated by the state.

Bellon said state officials are upset that the federal government and the private company monitoring the leaking tank failed to disclose the results of August 2012 tests that showed dangerous waste seeping from the tank, which holds 867,000 gallons of radioactive sludge.

"My full expectation from the federal government is that we receive information in a timely fashion and that it's transparent," said Maia D. Bellon, who was tapped in February by Gov. Jay Inslee to head Ecology.

Bellon said state officials were not happy that they learned key details of the tank leak investigation from watching KING 5 News' continuing series of reports on 241-AY-102, the first-ever double-shell nuclear waste tank to leak at Hanford.

The delay in disclosing information occurred even though state regulators at Hanford repeatedly asked to be updated on the tank's status, according to a Department of Ecology spokesperson.

“Ecology believes DOE [U.S. Department of Energy] should have been more forthcoming with the sampling results. We were told that the ‘preliminary’ sample was too small to be conclusive and that more, larger-sized samples were being taken in September. Ecology asked repeatedly for the sample results. We also heard about the August sample with the high rad (radioactive) reading, but could not confirm that,” said Dieter Bohrmann, communications manager for Ecology's Nuclear Waste Program.

State ready to take action over leaking Hanford nuclear waste tank

Even though the test results were in hand by August 13, weeks later federal officials assured Ecology officials and members of the Hanford Advisory Board that further testing was needed and that the material could be a variety of things including rainwater or carbonate build up.

At a September 7 meeting of the Hanford Advisory Board, Tom Fletcher, a Department of Energy manager in charge of Hanford's tank farms, downplayed leak worries by noting that the camera used to take photos of the tank space was contamination free after being retrieved by technicians. Representatives from the state Department of Ecology attended the meeting as well.

"Camera equipment has been removed in all cases without incident. When I say without incident, it's that no contamination on the equipment itself, so we're not seeing any airborne contamination flying around as we're doing this," Fletcher said.

But what Fletcher didn't tell the group was that the cameras used for tank inspections are never contaminated, as they are covered with a protective sleeve to ensure the expensive equipment remains contamination free and can be used again.

The prosecution showed the jury two-videotape re-enactments of Susan Smith's burgundy Mazda rolling down the boat ramp and into the water. During the showing of the videotape of the car filling with water, Prosecutor Keith Giese commented that the rear of the car was rising while the front of the car was filling with water and that Michael and Alex would have faced the lake's water before the water engulfed them. The videotape re-enactment of Susan's Mazda submerging into the lake showed that it took a full six minutes for the car to fill with water before it became completely submerged, because the car's doors and windows were closed.

On Wednesday, July 27, 1995 the prosecution showed the jury pictures taken of Michael and Alex after they had been removed from the Mazda. Judge Howard only allowed photographs showing the brothers' discolored and decomposing legs and arms. The judge would not allow several photos showing the full effects of the nine-day submersion to be shown to the jury. After the presentation of the photos, the prosecution rested its case

That explains all the crazy behavior that has surrounded me for years. They think they are the one to wake me up. Some dumbass at Microsoft even said something like that to me at work one day. We were in some training class, I can’t remember the name of it, the instructor had used me to demonstrate something about not giving in to a salesperson or something where I was the person who was non-committal. Then we broke up into groups of three to practice and this one guy said something about making breakfast in bed for me. Earlier, another guy was telling me that he had been an Apache helicopter pilot.
