Thanks for the warm welcome. I'm honored to be with the men and women of NASA. I thank those of you who have come in person. I welcome those who are listening by video. This agency and the dedicated professionals who serve it have always reflected the finest values of our country, daring, discipline, ingenuity, and unity in the pursuit of great goals.
America is proud of our space program. The risktakers and visionaries of this agency have expanded human knowledge, have revolutionized our understanding of the universe, and produced technological advances that have benefited all of humanity.
Inspired by all that has come before and guided by clear objectives, today we set a new course for America's space program. We will give NASA a new focus and vision for future exploration. We will build new ships to carry man forward into the universe, to gain a new foothold on the moon, and to prepare for new journeys to worlds beyond our own.
I am comfortable in delegating these new goals to NASA, under the leadership of Sean O'Keefe. He's doing an excellent job. I appreciate Commander Mike Foale's introduction. I'm sorry I couldn't shake his hand. [Laughter] Perhaps, Commissioner, you'll bring him by—Administrator, you'll bring him by to the Oval Office when he returns, so I can thank him in person.
I also know he is in space with his colleague, Alexander Kaleri, who happens to be a Russian cosmonaut. I appreciate the joint efforts of the Russians with our country to explore. I want to thank the astronauts who are with us, the courageous spacial entrepreneurs who set such a wonderful example for the young of our country.
And we've got some veterans with us today. I appreciate the astronauts of yesterday who are with us as well, who inspired the astronauts of today to serve our country.
I appreciate so very much the Members of Congress being here. Tom DeLay is here, leading a House delegation. Senator Nelson is here from the Senate. I am honored that you all have come. I appreciate you're interested in the subject. [Laughter] It is a subject that's important to this administration. It's a subject that's mighty important to the country and to the world.
Two centuries ago, Meriwether Lewis and William Clark left St. Louis to explore the new lands acquired in the Louisiana Purchase. They made that journey in the spirit of discovery, to learn the potential of vast new territory and to chart a way for others to follow. America has ventured forth into space for the same reasons. We have undertaken space travel because the desire to explore and understand is part of our character.
And that quest has brought tangible benefits that improve our lives in countless ways. The exploration of space has led to advances in weather forecasting, in communications, in computing, search and rescue technology, robotics, and electronics. Our investment in space exploration helped to create our satellite telecommunications network and the Global Positioning System. Medical technologies that help prolong life, such as the imaging processing used in CAT scanners and MRI machines, trace their origins to technology engineered for the use in space.
Our current programs and vehicles for exploring space have brought us far, and they have served us well. The space shuttle has flown more than a hundred missions. It has been used to conduct important research and to increase the sum of human knowledge. Shuttle crews and the scientists and engineers who support them have helped build the International Space Station.
Telescopes, including those in space, have revealed more than 100 planets in the last decade alone. Probes have shown us stunning images of the rings of Saturn and the outer planets of our solar system. Robotic explorers have found evidence of water, a key ingredient for life, on Mars and on the moons of Jupiter. At this very hour, the Mars Exploration Rover Spirit is searching for evidence of life beyond the Earth.
Yet for all these successes, much remains for us to explore and to learn. In the past 30 years, no human being has set foot on another world or ventured farther upward into space than 386 miles, roughly the distance from Washington, DC, to Boston, Massachusetts. America has not developed a new vehicle to advance human exploration in space in nearly a quarter-century. It is time for America to take the next steps.
Today I announce a new plan to explore space and extend a human presence across our solar system. We will begin the effort quickly, using existing programs and personnel. We'll make steady progress, one mission, one voyage, one landing at a time.
Our first goal is to complete the International Space Station by 2010. We will finish what we have started. We will meet our obligations to our 15 international partners on this project. We will focus our future research aboard the station on the long-term effects of space travel on human biology. The environment of space is hostile to human beings. Radiation and weightlessness pose dangers to human health, and we have much to learn about their long-term effects before human crews can venture through the vast voids of space for months at a time. Research onboard the station and here on Earth will help us better understand and overcome the obstacles that limit exploration. Through these efforts, we will develop the skills and techniques necessary to sustain further space exploration.
To meet this goal, we will return the space shuttle to flight as soon as possible, consistent with safety concerns and the recommendations of the Columbia Accident Investigation Board. The shuttle's chief purpose over the next several years will be to help finish assembly of the International Space Station. In 2010, the space shuttle, after nearly 30 years of duty, will be retired from service.
Our second goal is to develop and test a new spacecraft, the crew exploration vehicle, by 2008 and to conduct the first manned mission no later than 2014. The crew exploration vehicle will be capable of ferrying astronauts and scientists to the space station after the shuttle is retired. But the main purpose of this spacecraft will be to carry astronauts beyond our orbit to other worlds. This will be the first spacecraft of its kind since the Apollo Command Module.
Our third goal is to return to the moon by 2020, as the launching point for missions beyond. Beginning no later than 2008, we will send a series of robotic missions to the lunar surface to research and prepare for future human exploration. Using the crew exploration vehicle, we will undertake extended human missions to the moon as early as 2015, with the goal of living and working there for increasingly extended periods of time. Eugene Cernan, who is with us today, the last man to set foot on the lunar surface, said this as he left, "We leave as we came, and God willing as we shall return, with peace and hope for all mankind." America will make those words come true.
Returning to the moon is an important step for our space program. Establishing an extended human presence on the moon could vastly reduce the costs of further space exploration, making possible ever more ambitious missions. Lifting heavy spacecraft and fuel out of the Earth's gravity is expensive. Spacecraft assembled and provisioned on the moon could escape its far lower gravity using far less energy and thus far less cost. Also, the moon is home to abundant resources. Its soil contains raw materials that might be harvested and processed into rocket fuel or breathable air. We can use our time on the moon to develop and test new approaches and technologies and systems that will allow us to function in other, more challenging environments. The moon is a logical step toward further progress and achievement.
With the experience and knowledge gained on the moon, we will then be ready to take the next steps of space exploration, human missions to Mars and to worlds beyond. Robotic missions will serve as trailblazers, the advanced guard to the unknown. Probes, landers, and other vehicles of this kind continue to prove their worth, sending spectacular images and vast amounts of data back to Earth. Yet the human thirst for knowledge ultimately cannot be satisfied by even the most vivid pictures or the most detailed measurements. We need to see and examine and touch for ourselves. And only human beings are capable of adapting to the inevitable uncertainties posed by space travel.
As our knowledge improves, we'll develop new power generation propulsion, life support, and other systems that can support more distant travels. We do not know where this journey will end, yet we know this: Human beings are headed into the cosmos.
And along this journey, we'll make many technological breakthroughs. We don't know yet what those breakthroughs will be, but we can be certain they'll come and that our efforts will be repaid many times over. We may discover resources on the moon or Mars that will boggle the imagination, that will test our limits to dream. And the fascination generated by further exploration will inspire our young people to study math and science and engineering and create a new generation of innovators and pioneers.
This will be a great and unifying mission for NASA, and we know that you'll achieve it. I have directed Administrator O'Keefe to review all of NASA's current spaceflight and exploration activities and direct them toward the goals I have outlined. I will also form a commission of private and public sector experts to advise on implementing the vision that I've outlined today. This commission will report to me within 4 months of its first meeting. I'm today naming former Secretary of the Air Force Pete Aldridge to be the chair of the commission. Thank you for being here today, Pete. He has tremendous experience in the Department of Defense and the aerospace industry. He is going to begin this important work right away.
We'll invite other nations to share the challenges and opportunities of this new era of discovery. The vision I outline today is a journey, not a race, and I call on other nations to join us on this journey in a spirit of cooperation and friendship.
Achieving these goals requires a long-term commitment. NASA's current 5-year budget is $86 billion. Most of the funding we need for the new endeavors will come from reallocating $11 billion within that budget. We need some new resources, however. I will call upon Congress to increase NASA's budget by roughly a billion dollars, spread out over the next 5 years. This increase, along with refocusing of our space agency, is a solid beginning to meet the challenges and the goals that we set today. It's only a beginning. Future funding decisions will be guided by the progress we make in achieving these goals.
We begin this venture knowing that space travel brings great risks. The loss of the Space Shuttle Columbia was less than one year ago. Since the beginning of our space program, America has lost 23 astronauts and one astronaut from an allied nation, men and women who believed in their mission and accepted the dangers. As one family member said, "The legacy of Columbia must carry on—for the benefit of our children and yours." Columbia's crew did not turn away from the challenge, and neither will we.
Mankind is drawn to the heavens for the same reason we were once drawn into unknown lands and across the open sea. We choose to explore space because doing so improves our lives and lifts our national spirit. So let us continue the journey.

Bush's Lunar Plan Requires Dramatic Change for NASA
Existing programs face cutbacks and closure. The initiative sparks fear about arms in space.

The Bush administration's goal of returning humans to the moon will trigger the most tumultuous reorganization at NASA ever, threatening major cutbacks at its research facilities across the country.
The plan outlined by President Bush on Wednesday would put only $1 billion of new funding into the effort over the next five years, relying instead on $11 billion taken from undisclosed NASA programs and reallocated to the moon initiative; but neither the president nor NASA Administrator Sean O'Keefe identified a single job, program or facility that might be affected.
Restructuring NASA, traditionally a major source of political patronage, could trigger a fight in Congress. Bush's plan was attacked Wednesday by Democrats, environmentalists and arms control groups, who asserted it would militarize space.
The financial commitment made by Bush falls far short of what would be needed to start a major moon program, experts agree. The $11 billion would come out of existing NASA programs that would be curtailed or killed.
"This is a transforming event for NASA," said Howard McCurdy, a professor at American University in Washington and an expert in the history of the space agency. "The NASA that carries this out is not the same NASA that has been around for the last 30 years."
Any number of programs that previously were considered politically untouchable could be threatened. McCurdy said such NASA facilities as the Ames Research Center in Sunnyvale, Calif., the Glenn Research Center in Cleveland, the Stennis Space Center in Hancock County, Miss., and even the Langley Research Center in Norfolk, Va., could be vulnerable to cutbacks or closure. Details of the Bush plan will be unveiled next month as part of the 2005 budget.
Without any assurance of future funding from Congress, some experts said they were dubious about the success of the venture. Marco A. Caceras, senior space analyst for aerospace research firm the Teal Group in Arlington, Va., said that the initiative seemed "hollow" at best.
"It's not a serious proposal," he said, noting that the administration plans to pump only $200 million a year extra into the agency over five years, or less than half the amount that is spent each time the space shuttle is launched. "Bush wants to be seen as the guy who came up with the idea, and let someone else worry about it."
Just days after taking office in 2002, O'Keefe riled NASA supporters by saying that no program or center was immune from cuts or closures. With a reputation as a longtime Republican budget-cutter, O'Keefe was one of the harshest critics of the agency before he was tapped for its top post.
"It's all on the table," O'Keefe said at the time, adding that his appointment was an "opportunity to think fresh about a variety of things."
Among his proposals was the development of nuclear propulsion systems for long-haul space missions. But he never got the full backing by the administration, which was occupied with military operations in Afghanistan and Iraq. That propulsion system figures prominently in a future Mars program.
On Wednesday, O'Keefe seemed emboldened by the president's initiative, saying it would necessitate a transformation of the agency.
"Organizationally, this will require a different way of doing business," he said. The former Navy secretary said he foresees a closer collaboration with the Pentagon, for instance, on such things as launch capacity.
Such collaboration alarms critics who suspect the new space initiative is part of a broader administration effort to militarize space. "It is a Trojan horse," said Alice Slater, president of the Global Action Resource Center for the Environment, a New York-based group. "The U.S. space command has a mission to militarily dominate space. We are starting an arms race in space."
But many space experts and leaders said that establishing a new goal for NASA was long overdue, because the agency had been languishing without any strategic direction or vision.
Louis Friedman, executive director of the Pasadena-based Planetary Society, said Bush's initiative gives O'Keefe "the mandate to reorganize and reinvigorate the agency," which he said "has been adrift too long."
Bill Ballhaus, president of El Segundo-based Aerospace Corp., called the new program a key step for NASA -- one that he hoped would attract a new generation of Americans into science and technical education. "For years, we have been importing a high percentage of our technical work force," he said. "Hopefully, this will inspire people, as space did my generation."
Elliot G. Pulham, president and chief executive of the Space Foundation, an advocacy group, endorsed the president's program, saying the last moon voyages during the 1970s were "like building a house and only looking through the front door. Sooner or later, we have to be at home in the universe -- and not just on planet Earth."

WASHINGTON — Seeking to reinvigorate America's space program, President Bush on Wednesday announced a new initiative to create a permanent base on the moon by 2020 and use it as a steppingstone to send astronauts to Mars.
Bush also urged the international community to join the endeavor to "extend a human presence across our solar system," calling it "a journey, not a race."
Speaking nearly one year after the space shuttle Columbia disaster that killed seven astronauts, the president called for retiring the shuttle fleet by 2010 and replacing it four years later with a crew exploration vehicle capable of transporting humans "beyond our orbit to other worlds."
"We will build new ships to carry man forward into the universe, to gain a new foothold on the moon, and to prepare for new journeys to worlds beyond our own," he said.
Bush described the initiative during an 18-minute speech at NASA headquarters that was long on soaring rhetoric but short on specifics. In an effort to preempt critics who say the nation cannot afford the program, he downplayed the potential cost, saying that $11 billion of the $12 billion needed for the first five years would come from reallocation of existing NASA funds.
He said he would seek an additional $1 billion from Congress over the next five years.
Neither the president nor NASA, however, identified which existing space initiatives would be cut to provide funds for the new one. The plan could run into turbulence in Congress as cutbacks to favored programs become known.
In the short term, the president's proposal will allow him to add a visionary element to his State of the Union address Tuesday night before a joint session of Congress.
Bush's initiative -- like the Iraq war that ousted Saddam Hussein -- also represents another move toward completing his father's unfinished agenda. It was the elder President Bush who, in 1989, proposed a return to the moon and a first-ever manned mission to Mars. But that proposal received only tepid political support and soon faded.
Man last stepped on the moon in December 1972 as part of the Apollo 17 mission. The commander of that mission, Eugene A. Cernan, was in the audience Wednesday.
Bush said the United States would honor its commitment to its 15 partner countries to complete work on the international space station by 2010. After that, he said, the U.S. would refocus its space station research efforts to better understand -- and overcome -- the debilitating effects of long-term space travel on humans.
Under Bush's timetable, the current shuttle fleet would be retired at the end of the decade after almost 30 years of service and more than 100 flights. The shuttle's replacement would be developed and tested by 2008 and would conduct its first manned mission by no later than 2014.
Bush called for a return of humans to the moon "as early as 2015, with the goal of living and working there for increasingly extended periods." A White House statement set the deadline for a return to the moon as "no later than 2020." The timetable also calls for robotic missions to the moon by no later than 2008 to lay the groundwork for human explorations.
At some date after 2020, the nation would use its moon base as an assembly and launching site for a mission to Mars.
Under current plans, NASA's five-year budget totals $86 billion -- $11 billion of which would be redirected to the new space plan. Bush said the additional $1 billion he intends to seek, "along with refocusing of our space agency, is a solid beginning to meet the challenges and the goals we set today.... Future funding decisions will be guided by the progress we make in achieving our goals."
"We will begin the effort quickly, using existing programs and personnel," Bush added. "We'll make steady progress -- one mission, one voyage, one landing at a time."
Initial reaction from members of Congress was generally positive, but many expressed concern over the program's eventual price tag -- perhaps hundreds of billions of dollars -- at a time when the country faces a deficit of about $480 billion this fiscal year. Democrats were most vocal in questioning Bush's spending priorities.
"Those of us whose feet are planted firmly on Earth are alert to the fact that the promises of other bold presidential initiatives are going unfulfilled," said Rep. Tom Lantos (D-San Mateo). "Why is the No Child Left Behind program, which provided such hope just two years ago, now being deprived of the financial support needed to meet its goals?"
House Majority Leader Tom DeLay (R-Texas) lavishly praised the initiative. "A national commitment to space is not a voluntary initiative -- it is a strategic imperative," he said.
White House Press Secretary Scott McClellan said the initiative would not derail Bush's commitment to halve the federal budget deficit within five years.

Controversy seems inevitable when NASA Administrator Sean O'Keefe begins the task of taking from one space program to pay for another, as required by Bush's funding mechanism. As the Space Age has matured, many NASA programs -- and the jobs they have generated -- have acquired powerful patrons in Congress, who are likely to put up a fight.
In his remarks, Bush hailed the work done with robots, telescopes and unmanned space probes, including the Spirit rover that recently landed on the Red Planet.
But he added: "The human thirst for knowledge ultimately cannot be satisfied by even the most vivid pictures or the most detailed measurements. We need to see and examine and touch for ourselves. And only human beings are capable of adapting to the inevitable uncertainties posed by space travel."
During his remarks, Bush also recited a litany of "tangible benefits" from space exploration that have improved lives on Earth. Among them, he said, have been advances in medicine, weather forecasting, communications, computing, robotics, search-and-rescue technology and electronics.

WASHINGTON — Charting a new course for American space exploration, President Bush Wednesday said U.S. astronauts should return to the moon as soon as 2015 to build a permanent base that would be used to launch people farther into space, including a journey to Mars.
"Mankind is drawn to the heavens for the same reason we were once drawn into unknown lands and across the open sea," Bush said. "We choose to explore space because doing so improves our lives and lifts our national spirit. So let us continue the journey."
Bush detailed his plans at NASA's headquarters, though the White House had confirmed key components of the proposal last week. NASA Administrator Sean O'Keefe called it a "historic day," and Michael Foale, commander of the International Space Station circling 240 miles above Earth, joined the event through a video hookup.
Bush's sweeping plan, whose potential cost of as much as $1 trillion threw its future into doubt even before it was formally proposed, includes completing work on the International Space Station by 2010, retiring the space shuttle around the same time and rewriting NASA's existing long-term exploration plans.
NASA's shuttles, grounded since the Columbia disintegrated during its return to Earth nearly a year ago, will return to service as soon as feasible, Bush said. But they would be retired by the end of the decade after nearly 30 years of service, to be replaced by a new spacecraft dubbed the "crew exploration vehicle," which is still in the conceptual stage.
Under Bush's plan, America's next space vehicle would be ready for testing by 2008 and capable of its first manned spaceflight by 2014.
Starting in 2008, robotic vehicles, similar to the rover Spirit now on Mars, would be sent to the moon to analyze the environment and prepare the way for manned missions, Bush said.
The president set no timetable for the completion of a moon base or the first manned flights from there to Mars.
"In the past 30 years, no human being has set foot on another world or ventured farther up into space than 386 miles, roughly the distance from Washington, D.C., to Boston," Bush said. "America has not developed a new vehicle to advance human exploration in space in nearly a quarter-century.
"It is time for America to take the next steps," he said. "We do not know where this journey will end. Yet, we know this: Human beings are heading into the cosmos."
The administration said Bush's plans would cost $12 billion over the next five years, though $11 billion of that would come from NASA's current budget, which totals $86 billion over that time. A new commission, headed by former Air Force Secretary Pete Aldridge, will determine what existing NASA programs would be reshaped or eliminated to achieve Bush's vision.
Bush would add $1 billion to NASA's budget over the next five years to pay the remaining costs, and said he would include the first $200 million in his 2005 budget proposal, which is due out shortly. The president called the relatively modest sum a "solid beginning," and the bulk of the program's costs would be left for future presidents to pay, if they chose to continue the program.
Bush invited other nations to join the U.S. not only to share the benefits of continued space exploration but to help offset the costs.
"The vision I outline today is a journey, not a race," Bush said, drawing a contrast with the space race between the U.S. and the Soviet Union during the Cold War. O'Keefe said agencies from Europe, Russia and Canada have expressed tentative interest in Bush's plans.
The president announced his new agenda for manned spaceflight nearly a year after the space shuttle Columbia disintegrated Feb. 1, 2003, killing the seven astronauts aboard, and just days before his State of the Union address to Congress.
It was the latest in a series of major policy announcements by Bush this month as he enters the election year. He has already outlined plans to overhaul U.S. immigration laws, and The New York Times reported Wednesday that the White House plans to spend $1.5 billion this year to promote marriage, though the White House would not confirm that.
Unlike other election-year proposals, which appeal to specific voting blocs, Bush's space agenda is intended to provide what his father, former President George H.W. Bush, once called "the vision thing"--an inspiring, unifying message that appeals to voters of all stripes.
Critics noted that most of the program's cost would not be incurred until after Bush leaves office. Others complained that Bush would siphon away money needed for social programs or to reduce a federal deficit approaching $500 billion.
Tom Schatz, president of the watchdog group Citizens Against Government Waste, called Bush's plan unaffordable and risky.

"While space exploration may be a noble idea, it is not feasible at this time," Schatz said. "Until the federal government brings the record deficit down to Earth, it should not launch expensive new space programs of questionable scientific value."
Bush's father had proposed in 1989 to send a man to Mars, but that program was deemed by Congress to be too expensive and was quickly killed.
A number of congressional Republicans rallied around Bush, however. "The president's vision is exactly what NASA needs: a bold, unifying mission that honors America's 40-year legacy of triumph and sacrifice in human spaceflight," said House Majority Leader Tom DeLay, whose district in Texas abuts NASA's Johnson Space Center.
Anticipating criticism for proposing such a hugely expensive program, Bush focused attention on what he called the great number of technological advances that have come from the space program and the promise of future technological breakthroughs.
Many scientists have worried that an expanded program of manned exploration would divert resources from productive unmanned missions. But the director of NASA's Jet Propulsion Laboratory--the home of the recent unmanned Mars rovers--said Wednesday that robotic exploration would not suffer from a new focus on human exploration.
"From my experience, when you have a human program it also strengthens the robotic program," said JPL director Charles Elachi.
Elachi said it appears that unmanned missions would actually expand to support the manned program. NASA officials said Wednesday that they plan to launch a lunar orbiter in 2008 and later a mission to the lunar surface.
Those flights would be the first of what officials say would be a wave of new unmanned probes with a new mandate: To blaze a path for humans. Elachi said that could include a search for resources on the moon that could be used for fuel, and ice at the lunar poles that could be used by astronauts for their water supplies.
Although Bush spoke Wednesday of using the moon as a low-gravity base for launching missions to other worlds, some experts are skeptical that such an approach would be practical. But Elachi said one clear advantage of such an outpost would be to prepare humans for longer space missions.
"Whether it's a physical stepping stone [to Mars] remains to be seen," Elachi said. "But it could be a training stepping stone."

Space plan gets mixed response

WASHINGTON — President Bush's plan to build a space station on the moon and eventually send astronauts to Mars hasn't grabbed the public's imagination, an Associated Press poll suggests.
More than half of those polled said it would be better to spend the money on domestic programs rather than on space research.
Asked whether they favored the United States expanding the space program the way Bush proposes, people were evenly split, with 48 percent favoring the idea and the same number opposing it, according to the poll conducted for the AP by Ipsos-Public Affairs.
But given the choice of spending money on programs such as education and health care or on space research, 55 percent said they wanted domestic programs.
"You can't have a war, cut taxes, have the economy in a garbage pail and spend billions going into space," said Dallas Hodgins, 76, a retired University of Michigan researcher from Flint, Mich. Bush sees 'a journey, not a race,' to cosmos

WASHINGTON — Seeking to reinvigorate the nation's space program, President Bush yesterday officially announced his new initiative to create a permanent base on the moon by 2020 and use it as a steppingstone to send astronauts to Mars.
This will not be your father's Apollo program. Or, with luck, Bush's father's ill-fated space initiative.
In the absence of the Cold War urgency that drove the 1960s space race and in the presence of huge budget deficits, Bush outlined a tortoiselike pace that allows 10 years to develop a vehicle that would return people to the moon, something Apollo engineers accomplished, starting from scratch, in about eight years, putting a man on the moon in 1969.
The fate of the Bush plan will depend heavily on how much credibility NASA, and particularly Administrator Sean O'Keefe, bring to the devilish details, especially the questions of cost for myriad initiatives the new goals will entail.
Bush made the case that benefits will outweigh the costs. "We may discover resources on the moon or Mars that will boggle the imagination, that will test our limits to dream," he said. "We do not know where this journey will end, yet we know this: Human beings are headed into the cosmos."
The president urged the international community to join the endeavor to "extend a human presence across our solar system," calling it "a journey, not a race." Officials said Russia already has expressed interest.
Speaking nearly one year after the space shuttle Columbia disaster that killed seven astronauts, Bush called for retiring the shuttle fleet by 2010 and replacing it four years later with a "crew exploration vehicle," capable of transporting humans "beyond our orbit to other worlds."
"We will build new ships to carry man forward into the universe, to gain a new foothold on the moon, and to prepare for new journeys to worlds beyond our own," he said.
Bush described the initiative during an 18-minute speech at National Aeronautics and Space Administration headquarters in Washington that was long on soaring rhetoric but short on specifics.

Watson and Crick discover chemical structure of DNA
On this day in 1953, Cambridge University scientists James D. Watson and Frances H.C. Crick announce that they have determined the double-helix structure of DNA, the molecule containing human genes.
Though DNA--short for deoxyribonucleic acid--was discovered in 1869, its crucial role in determining genetic inheritance wasn't demonstrated until 1943. In the early 1950s, Watson and Crick were only two of many scientists working on figuring out the structure of DNA. California chemist Linus Pauling suggested an incorrect model at the beginning of 1953, prompting Watson and Crick to try and beat Pauling at his own game. On the morning of February 28, they determined that the structure of DNA was a double-helix polymer, or a spiral of two DNA strands, each containing a long chain of monomer nucleotides, wound around each other. According to their findings, DNA replicated itself by separating into individual strands, each of which became the template for a new double helix. In his best-selling book, The Double Helix (1968), Watson later claimed that Crick announced the discovery by walking into the nearby Eagle Pub and blurting out that "we had found the secret of life." The truth wasn’t that far off, as Watson and Crick had solved a fundamental mystery of science--how it was possible for genetic instructions to be held inside organisms and passed from generation to generation.
Watson and Crick's solution was formally announced on April 25, 1953, following its publication in that month’s issue of Nature magazine. The article revolutionized the study of biology and medicine. Among the developments that followed directly from it were pre-natal screening for disease genes; genetically engineered foods; the ability to identify human remains; the rational design of treatments for diseases such as AIDS; and the accurate testing of physical evidence in order to convict or exonerate criminals.
Crick and Watson later had a falling-out over Watson's book, which Crick felt misrepresented their collaboration and betrayed their friendship. A larger controversy arose over the use Watson and Crick made of research done by another DNA researcher, Rosalind Franklin, whose colleague Maurice Wilkins showed her X-ray photographic work to Watson just before he and Crick made their famous discovery. When Crick and Watson won the Nobel Prize in 1962, they shared it with Wilkins. Franklin, who died in 1958 of ovarian cancer and was thus ineligible for the award, never learned of the role her photos played in the historic scientific breakthrough.
