LIBRARY BOARD APPROVES ENHANCED GLASS AND METAL EXTERIOR FOR NEW CENTRAL LIBRARY
The Seattle Public Library board of trustees unanimously voted at its Feb. 25 meeting to enhance the appearance and performance of the exterior "skin" of the new Central Library.
The decision to enhance the design will increase the budget of the new Central Library by $4.33 million to a total of $165.5 million. The entire increase comes from private funds.

In the span of a few hours, the campaign would snag on something far more serious: Thursday's disclosure of a drunken-driving conviction in Bush's past.
By Saturday, the campaign was back on track. Bush aides believed they had patched the problem quickly and neutralized the damage by aggressively raising questions about Democratic "dirty tricks."

In an amazing turn of events, President Richard Nixon takes a dramatic first step toward normalizing relations with the communist People's Republic of China (PRC) by traveling to Beijing for a week of talks. Nixon's historic visit began the slow process of the re-establishing diplomatic relations between the United States and communist China.
Still mired in the unpopular and frustrating Vietnam War in 1971, Nixon surprised the American people by announcing a planned trip to the PRC in 1972. The United States had never stopped formally recognizing the PRC after Mao Zedong's successful communist revolution of 1949. In fact, the two nations had been bitter enemies. PRC and U.S. troops fought in Korea during the early-1950s, and Chinese aid and advisors supported North Vietnam in its war against the United States.
Nixon seemed an unlikely candidate to thaw those chilly relations.

Ever meet one of those people lucky at everything? The kind who, when it was their turn to give an oral book report and they were unprepared, didn't have to because of a fire drill? The kind who closed his eyes and still hit a home run? Who vacated the building just before the bomb went off?
Meet George W. Bush, a director of Harken Energy Corp. He has just been awarded the Lucky Insider Award from The Insiders, an investment newsletter.
Bush sold 212,140 Harken shares, or two-thirds of his holdings, at $4 apiece. His timing was incredible. Harken sank like a rock after that June 22 sale, bottoming at $1.25.
That was amazingly fortuitous, The Insiders reported, but all by itself fell short of meritorious attention. Bush's report to the Securities and Exchange Commission was due July 10. The report only recently was filed, 10 months late.
"Luckily for Mr. Bush, the SEC almost never bothers to enforce its insider reporting requirements," The Insiders said. "At worst, late filers get a polite reminder letter. In this case, we will wager that the miscreant will be fortunate enough to avoid even that nuisance. Hence, our Lucky Insider Award."
And yes, George is the President's eldest son, brother to Neil of savings-and-loan stardom.

Dear Mr. Speaker: (Dear Mr. President:)
On April 14, 1988, the USS SAMUEL B. ROBERTS struck a mine in international waters of the Persian Gulf. Lookouts on the ROBERTS had spotted three mines lying perpendicular to the ship's course and about 700 yards away. The ROBERTS struck a mine set deeper than the others and not visible from the ship. Ten servicemen were injured. The detonation caused a nine-foot hole in the ship's hull near the main engine room, below the water line; a split in the ship's bulkhead between the main engine room and an auxiliary machinery room; and a fire. The ROBERTS is now safely in a repair facility.
An examination of the mines remaining in the water established that they were M08 mines, the same type Iran was caught placing in the water from the IRAN AJR on September 21, 1987. They had been freshly laid in an area transited by U.S. convoys. No barnacles or marine growth were on the mines. Most important, the mines bore markings of the same type and series as on those laid by the IRAN AJB. No doubt exists that Iran laid these mines for the specific purpose of damaging or sinking U.S. or other non-belligerent ships. We have warned Iran repeatedly against such hostile acts.
In response to this attack on the ROBERTS and commencing at approximately 1:00 a.m. (EDT), April 18, 1988, Armed Forces of the United States assigned to the Joint Task Force Middle East, after warning Iranian personnel and providing an opportunity to escape, attacked and effectively neutralized the Sassan and Sirri Platforms, which have been used to support unlawful Iranian attacks on non-belligerent shipping. While these events were taking place, an Iranian helicopter and small boats attacked an oil rig and the U.S.-flag vessel WILLI TIDE in the Mubarak oil field. In response, U.S. A-6 aircraft attacked three Iranian Boghammar small boats, sinking at least one.
Subsequently, U.S. Forces were attacked by the Iranian PTG JOSHAN, FFG SAHAND, and FFG SABALAN. In response to these attacks, U.S. Forces severely damaged or sank the Iranian vessels. Iranian F—4 fighters also approached the USS SIMPSON and the USS WAINWRIGHT in a threatening manner; the SIMPSON and WAINWRIGHT fired at the aircraft, causing their retreat.
Search and rescue efforts were undertaken to locate a missing AH-1 Cobra helicopter from the WAINWRIGHT. The helicopter had two men on beard. As of 7:00 a.m. (EDT) today, the search and rescue efforts were continuing.
These necessary and proportionate actions by U.S. Armed Forces were taken at my specific direction in the exercise of our inherent right of self-defense, recognized in Article 51 of the United Nations Charter, and pursuant to my constitutional authority with respect to the conduct of foreign relations and as Commander in Chief. We have completed these serf-defense actions and consider the matter closed. Since March 1987, I and members of my Administration have provided to Congress letters, reports, briefings, and testimony in connection with developments in the Persian Gulf and the activities of U.S. Armed Forces in the region. In accordance with my desire that Congress be kept fully informed on this matter, I am providing this report consistent with the War Powers Resolution. I look forward to cooperating with Congress in pursuit of our mutual, overriding aim of peace and stability in the Persian Gulf region. In this connection, I regard the continued presence of U.S. Armed Forces to be essential to the achievement of that aim. Our Forces remain prepared to take any additional action necessary to protect themselves, U.S.-flag vessels, and U.S. lives.

My fellow Americans:
You may have heard me say before that one of the things I like most about my job as President is visiting and talking with our young men and women in uniform. I've met them all over the world—at our Army outposts along the demilitarized zone in South Korea, on board the U.S.S. Constellation, in the hangars of Tempelhof Air Base in West Berlin, at Parris Island in South Carolina, and at the Coast Guard Academy a few days ago. And everywhere, I've seen that their commanders are right: They're the best we've ever had. I mention this because today is Armed Forces Day. Yes, this is the day for all of us to salute the soldiers, sailors, marines, and aviators who stand sentry on the frontiers of freedom all over the world. We say thanks to the patriots who, whether under the midnight star or the noonday Sun, are always alert so that America's peace and liberty will always be safe.
Seven years ago, when we came to Washington, we found that our armed forces had been badly neglected. We found airplanes that could not fly and ships that could not sail for lack of trained people and spare parts. The military couldn't recruit enough good people or hold on to those they had. Today that's changed. The men and women in the services are well-trained and well-equipped. Almost all new recruits have a high school diploma. Never before in peacetime have we had a military that is as well-prepared.
Just last month, the world saw what those who serve America on freedom's front-what they can do when the chips are down. I'm speaking of the story of the U.S.S. Samuel B. Roberts, a guided-missile frigate and part of our task force to help protect passage through international waters in the Persian Gulf. The Roberts was on patrol when it hit a submerged mine. The mine blew a huge hole in the ship's hull, sent a fireball shooting up the exhaust stack and 150 feet in the air, and almost tore the Roberts in half. Luckily, no one was killed. Some might have said that she was doomed—head for the life rafts. Well, that's not what the men of the Roberts said. They were determined to show what they could do. Acting fast, they held the Roberts together with bolts and wire, took care of their injured, escaped the mine field, and with the help of other Navy ships got safely to harbor. The captain [Comdr. Paul X. Rinn] summed up the spirit and determination of the entire crew when he closed his report saying of the Roberts: "We saved her, we'll fix her, and we'll fight again." And he signed off with their motto, "No higher honor." That's the spirit, skill, and dedication that has been rebuilt in all our armed services today. "No higher honor" could be the motto of every American in uniform.

Today I want to tell you about some new antidrug initiatives. But first, with the announcement by Ed Meese—now that his name has been cleared—that he'll be returning to private life this summer, I'd like to take a minute to recognize a public servant of dedication and integrity, who's been a close friend for over 20 years.
As Counsellor at the White House and as Attorney General, Ed Meese worked for stricter sentencing to put dangerous criminals behind bars and also for greater resources for drug enforcement and to fight organized crime. And in a system usually focused on the criminal, he never forgot the victims of crime or their rights.
As Attorney General, Ed Meese led our effort to appoint highly qualified Federal judges who would crack down on crime and also faithfully interpret the Constitution. He led our Justice Department as it aggressively defended civil rights. In fact, this administration has achieved more convictions for civil rights 'violations than any previous administration. In fighting terrorism, Attorney General Meese worked closely with our allies to detect, apprehend, and prosecute those who wage war on innocent members of free societies. And in our campaign against the menace of illegal drugs, Ed Meese has been a central figure, serving as Chairman of the National Drug Policy Board.
Now let me turn to our antidrug efforts.

That was 09 July 1988 we returned to port in Charleston. Or so I think. I do know for certain a local television crew came on board to interview the captain as we steamed through Charleston harbor for the navy base. My girlfriend at the time told me as we sat watching the news later that evening on television that she saw me too on the video. I was the phone-talker for the captain during such evolutions as arriving and departing port, when restricted maneuvering conditions were in effect, and the news crew captured me in the video while talking to the captain. They were on the bridge for what I think was a couple hours, as it took a long time steam through the river to the base, and I felt as though the cameraman had the camera pointed at me most of that time.
July 9th was the same day the USS Oklahoma City was commissioned into fleet service. It is also Tom "Big" Hanks birthday.

SIOUX CITY, Iowa — A crippled United Airlines DC-10 crashed a half-mile short of a runway while trying to make an emergency landing Wednesday afternoon, bursting into a cartwheeling fireball that broke into what one eyewitness described as "15,000 pieces" and killing at least 123 of the 293 passengers and crew members on board.
Remarkably, as many as 166 persons survived the violent crash, according to Richard Vohs, a spokesman for Iowa Gov. Terry E. Branstad. The fate of four others was not immediately known.
Tail Engine Explodes
The plane's tail engine exploded before the crash but it was not immediately clear how the explosion contributed to what a Federal Aviation Administration spokesman called "complete hydraulic failure," an occurrence regarded as extremely rare in the wide-bodied DC-10, which has three independent hydraulic systems that operate all the plane's control surfaces on its wings and tail, and landing gear and brakes.
As rescuers worked underneath floodlights to remove bodies from the crash site, original estimates of the death toll--one as high as 190, which would have made the crash the second worst in U.S. history--were reduced.
"We don't have a firm count" of the dead, Vohs acknowledged at a press conference seven hours after the crash. "But right now, the number (of survivors) confirmed is 166."
The survivors of Wednesday's United Flight 232 from Denver to Philadelphia via Chicago included several dozen passengers who managed to walk out of a dark, smoke-filled, upside-down section of the jet after it broke off and came to rest in a tall cornfield off the runway.
"I walked out (through the back of the plane) and found myself in the cornfield," passenger David Landsberger told Cable News Network. "We were all walking around in shock. I just walked through it like it was a dream. I was a little dazed."
"It's the goddamndest thing I ever saw in my life," said Charles Mertz of Castle Rock, Colo., another of those who walked away.
Suitcases, paper, mail, clothes, chunks of burning metal and bodies were strewn over the inactive runway at Sioux Gateway Airport, where the plane crashed after desperately circling for a half-hour.
One hundred ambulances, fire trucks and helicopters from as far away as South Dakota plucked out the victims. The search for bodies was difficult because some of them were scattered in the cornfield. Many of the survivors were listed in critical condition with burns or broken bones.
United Airlines declined to comment on the number of survivors or to release the names of the 282 passengers and 11 crew members.

The fundamental changes caused by the war on the international scene and in the position of individual countries has entirely changed the political landscape of the world. A new alignment of political forces has arisen. The more the war recedes into the past, the more distinct becomes two major trends in postwar international policy, corresponding to the division of the political forces operating on the international arena into two major camps: the imperialist and anti-democratic camp, on the one hand, and the anti-imperialist and democratic camp, on the other. The principal driving force of the imperialist camp is the U.S.A. Allied with it are Great Britain and France. ... The imperialist camp is also supported by colony-owning countries, such as Belgium and Holland, by countries with reactionary anti-democratic regimes, such as Turkey and Greece, and by countries politically and economically dependent upon the United States, such as the Near Eastern and South American countries and China.
The cardinal purpose of the imperialist camp is to strengthen imperialism, to hatch a new imperialist war, to combat socialism and democracy, and to support reactionary and anti-democratic pro-fascist regimes and movements everywhere.
In the pursuit of these ends the imperialist camp is prepared to rely on reactionary and anti-democratic forces in all countries, and to support its former adversaries in the war against its wartime allies.
The anti-fascist forces comprise the second camp. This camp is based on the U.S.S.R. and the new democracies. It also includes countries that have broken with imperialism and have firmly set foot on the path of democratic development, such as Rumania, Hungary and Finland. Indonesia and Vietnam are associated with it; it has the sympathy of India, Egypt and Syria. The anti-imperialist camp is backed by the labor and democratic movement and by the fraternal Communist parties in all countries, by the fighters for national liberation in the colonies and dependencies, by all progressive and democratic forces in every country. The purpose of this camp is to resist the threat of new wars and imperialist expansion, to strengthen democracy and to extirpate the vestiges of fascism.
The end of the Second World War confronted all the freedom-loving nations with the cardinal task of securing a lasting democratic peace sealing victory over fascism. In the accomplishment of this fundamental task of the postwar period the Soviet Union and its foreign policy are playing a leading role. This follows from the very nature of the Soviet socialist state, to which motives of aggression and exploitation are utterly alien, and which is interested in creating the most favorable conditions for the building of a communist society. One of these conditions is external peace. As embodiment of a new and superior social system, the Soviet Union reflects in its foreign policy the aspirations of progressive mankind, which desires lasting peace and has nothing to gain from a new war hatched by capitalism. The Soviet Union is a staunch champion of liberty and independence of all nations, and a foe of national and racial oppression and colonial exploitation in any shape or form. The change in the general alignment of forces between the capitalist world and the socialist world brought about by the war has still further enhanced the significance of the foreign policy of the Soviet state and enlarged the scope of its activity on the international arena.
The successes and the growing international prestige of the democratic camp were not to the liking of the imperialists. Even while World War II was still on, reactionary forces in Great Britain and the United States became increasingly active, striving to prevent concerted action by the Allied powers, to protract the war, to bleed the U.S.S.R., and to save the fascist aggressors from utter defeat. The sabotage of the Second Front by the Anglo-Saxon imperialists, headed by Churchill, was a clear reflection of this tendency, which was in point of fact a continuation of the Munich policy in the new and changed conditions. But while the war was still in progress British and American reactionary circles did not venture to come out openly against the Soviet Union and the democratic countries, realizing that they had the undivided sympathy of the masses all over the world. But in the concluding months of the war the situation began to change. The British and American imperialists already manifested their willingness to respect the legitimate interests of the Soviet Union and the democratic countries at the Potsdam tripartite conference in July 1945.
The foreign policy of the Soviet Union and the democratic countries in these two past years has been a policy of consistently working for the observance of the democratic principles in the postwar settlement. The countries of the anti-imperialist camp have loyally and consistently striven for the implementation of these principles, without deviating from them one iota. Consequently, the major objective of the postwar foreign policy of the democratic states has been a democratic peace, the eradication of the vestiges of fascism and the prevention of a resurgence of fascist imperialist aggression, the recognition of the principle of the equality of nations and respect for their sovereignty, and general reduction of all armaments and the outlawing of the most destructive weapons, those designed for the mass slaughter of the civilian population. ...
Of immense importance are the joint efforts of the diplomacy of the U.S.S.R. and that of the other democratic countries to secure a reduction of armaments and the outlawing of the most destructive of them -- the atomic bomb.
Soviet foreign policy proceeds from the fact of the coexistence for a long period of the two systems -- capitalism and socialism. From this it follows that cooperation between the U.S.S.R. and countries with other systems is possible, provided that the principle of reciprocity is observed and that obligations once assumed are honored. Everyone knows that the U.S.S.R. has always honored the obligations it has assumed. The Soviet Union has demonstrated its will and desire for cooperation.

Background on Conflict with USSR
In January 1947, Brynes resigned as US Secretary of State and was succeeded by George C. Marshall, the former US Army Chief of Staff during World War II. Marshall had barely taken over when, in March 1947, he was called upon to attend the Council of Foreign Ministers meeting in Moscow which was scheduled to discuss the German peace treaty. The meetings lasted six weeks and the net accomplishment was complete failure.
The failure was due to the stiffening of US attitude toward Soviet actions in eastern Europe and the Soviet Union's attitude that delay would best serve their political purposes. They had consolidated most of their gains in eastern Europe and, by 1947, western Europe was an economic "basket case." The Communist party in France and Italy was the largest of any political party in either country. Although the Communists did not control either government, they and the Communist dominated labor union in both countries could bring down the weak coalition governments on any pretext.
Great Britain had suffered great economic losses as a result of World War II and the British empire was being broken up. India gained its independence in 1947 and the British were deeply involved in the Arab-Jewish problems in Palestine. Food rations in some commodities in Great Britain in 1947 were less than those in defeated Germany. To the Soviets it must have appeared that, if they were patient, the entire European continent would be theirs. The key was to prevent German unification under any terms unfavorable to Communist goals.
Marshall recognized the Soviet tactics and their potential success. Bohlen reported on Marshall's meeting with Stalin at the close of the Moscow conference of the Council of Ministers.
When General Marshall went to call on Stalin on April 17, 1947, I went along as his interpreter and note-taker. He found Stalin in a very relaxed mood, saying, in effect, what difference does it make if we can't agree now; after all, we can come back in six months and try again, and even if we don't agree then, life will still go on. This attitude impressed General Marshall very much indeed. He talked about it all the way back to the Embassy and all the way back to Washington on the plane. General Marshall felt Stalin was obviously waiting for Europe harassed and torn by war and in virtual ruins, to collapse and fall into the Communist orbit. Stalin, as Marshall saw it, seemed to think that it didn't make any difference to the present situation whether there was much recovery in Europe. By implication, sooner or later the Communist party would take over.
Upon his return to Washington, Marshall immediately established the Policy Planning staff in the State Department, which was headed by George Kennan. The first task assigned was to draw up a plan for economic assistance to Europe. On June 6, 1947, in the low-key forum of the Harvard commencement, Marshall proposed the plan, which was given his name, for the economic recovery of Europe. This plan became one of the great successes of the US postwar diplomacy and a turning point in halting the Communist tide.
The positive reaction by Great Britain and France was immediate. Representatives of sixteen countries met in Paris from July 12 to September 22, 1947, to consider the program. Molotov flew to Paris to represent the Soviet Union and promptly denounced the Marshall Plan as another form of imperialism. He then dramatically rejected the US offer, not only for the Soviet Union, but all eastern European Soviet satellite countries. The western European countries accepted the program, thus dividing Europe more sharply than ever.
