I missed about the first eighteen minutes of this broadcast. I wrote once before here about how I could not recall ever before watching any film with Ronald Reagan as an actor. I was writing that one day when I found on the internet a video presentation of his portrayal of George Armstrong Custer which was from 1940. I started watching it that day but stopped after a few minutes because the video quality was poor. So this is the first film today I can actually recall watching featuring the actor Ronald Reagan.

Let me just say, very briefly, I want to thank Dr. Rae Alexander-Minter for her moving tribute and for making this possible. I want to thank her mother for taking good care of this picture.
Thank you, Edward Bell, for being a good American citizen and asking questions, which is what we need our citizens to do. Thank you, Rex Scouten; and thank you, David Driskell; thank you to the late Sylvia Williams. I'd also like to thank my wife for her insistence that we take up Mr. Bell's suggestion.
Tonight is a happy night for us, to be here, to be a part of this. Tonight reminds us, in all humility, that we are simply tenants here passing through—even though we're trying to get our lease renewed at the moment. [Laughter] There is, in any case, a limit on the lease, and it's a very short period in the very long life of our great country.
And in so many ways, everything that represents America sooner or later has to come to represent a better America, has to come to reflect our ongoing journey. And I was thinking tonight that Thomas Jefferson, whose statue looks directly into the second floor Oval Room, right above us here, would be smiling. You know, on the memorial they have that wonderful quote, when Jefferson said, "When I think of slavery, I tremble to think that God is just." He knew better. And it took us a long time to come to grips with all that.
And this magnificent artist whom we honor tonight had to live in the afterwash of the Civil War and our continuing struggle to come to grips with our obligations as a people, both moral and constitutional. Now, a long time after that and too long in coming, this great painting will hang in the Green Room and over 1 1/2 million visitors will see it every year. Most of them, but not all of them, will be Americans. Of the Americans, they will come from more than African-American and Caucasian-American stock. They will now come from a myriad of racial and ethnic and religious groups. But when they stop in the Green Room and look at this beautiful work of art, they will know that America here in the people's house is moving again toward its ultimate destiny and living closer to its ideals.
To all of you who have made that possible, I thank you. I thank you for being here tonight. And I ask you now to join us in the reception. Thank you very, very much.

Thousands of American children have never known what it is like to belong to a family—to grow up with the comfort and security that most of us take for granted. They are children whose parents, for a variety of reasons, are unable or unwilling to care for them. Instead, these children often find themselves drifting from home to home in foster care. They live every day without mothers or fathers to guide them, nurture them, and tell them that they are special.
Adoption is a commonsense solution that places children in permanent homes with parents who will offer them love and security. National Adoption Month is a time for all Americans to reflect on the rewards of joining children who need families with adults who seek the responsibilities and joys of parenthood. This month is an opportunity to celebrate family, especially families formed by adoptions.
Our Nation has no greater responsibility than to ensure that every child has the chance to live up to his or her God-given potential. We can help meet that challenge by identifying a permanent, loving family for every child waiting in the foster care system.
Among the approximately 86,000 children who will await adoption within the next few years are tens of thousands with special needs. Many of these, through no fault of their own, wait years for adoption. Yet when these children are accepted into loving family environments, they can bring the same joy, affection, and love to their adoptive families as other children bring.
In recent years, we have made important strides in encouraging parents to adopt. I have signed legislation to help facilitate adoptions by prohibiting discrimination based on race or ethnicity in placement decisions, increasing the recruitment of adoptive parents, and providing a tax credit to families who adopt children.
Much remains to be done, however. As a Nation, we must continue to work to remove obstacles to adoption, to recruit new adoptive families, to offer financial incentives for placements, and to provide support to parents adopting children with special needs. Nothing should stand in the way of providing every boy and girl in America the permanent, loving home each of them deserves. Children are, after all, our country's most precious resource and our most important responsibility.
Now, Therefore, I, William J. Clinton, President of the United States of America, by virtue of the authority vested in me by the Constitution and laws of the United States, do hereby proclaim November 1996 as National Adoption Month. I urge the people of the United States to observe this month with appropriate activities and programs and to participate in efforts to find permanent homes for waiting children.

BRUSSELS — A Soviet jet fighter flew over three NATO nations Tuesday, after its pilot ejected over Poland, and crashed into a house near the French-Belgian border, killing a teen-ager inside.
Officials of the North Atlantic Treaty Organization, headquartered in Brussels, said U.S. F-15s intercepted the MIG-23 soon after it entered NATO airspace and accompanied it until it crashed. They said the Soviet plane was carrying only conventional weapons.
The Soviet news agency Tass said the plane went astray after the pilot ejected because of equipment failure "during a training flight over Poland." It said the pilot survived.
A spokesman for the West German air force's administrative headquarters said in Cologne that the MIG took off from the Polish city of Kolobrzeg, more than 625 miles from where it came down.
Tass said the Soviet Defense Ministry was "contacting governments of the countries whose airspace was crossed by the plane"--West Germany, the Netherlands and Belgium.
In Brussels, Foreign Minister Mark Eyskens summoned the Soviet ambassador to his office for further explanation, a spokesman for Eyskens said.
At the Defense Department in Washington, Air Force Maj. Mike Stepp said the NATO air defense system picked up the MIG "before it ever crossed into NATO airspace," and the F-15s "were scrambled and intercepted the aircraft."
When the American pilots caught the Soviet plane, they saw "it had no canopy and no pilot," he said.
No Soviet Warning
West German government sources said in Bonn that Soviet officials apparently gave NATO no warning that the plane was approaching, and one questioned why Warsaw Pact defenses did not try to shoot it down.
"We would like to know whether the Soviets knew an aircraft was about to go West and why they never made any attempt to bring it down in their airspace," he said, speaking on condition of anonymity.
The plane flew over some of Western Europe's most densely populated areas and went down only miles from a cluster of urban areas along the border.
Gaston Bourlet of the Belgian Defense Ministry said the MIG crashed at 10:37 a.m. into a house near Wevelgem, 50 miles west of Brussels, killing an 18-year-old man. The house was destroyed and only the MIG's tail section, adorned with a red star, was still recognizable.
Firefighters fought the flames for more than an hour.
Military officials in West Germany, the Netherlands and Belgium said that the MIG-23 entered West German airspace at 9:42 a.m. and that there was no response to radio requests for identification. The U.S. Air Force F-15s scrambled from Soesterberg Air Base in the central Netherlands and caught the intruder over northern West Germany.
After crossing into northern Holland at 40,000 feet, the Soviet fighter veered southward, lost speed and altitude and crashed 55 minutes after it was detected on NATO radar screens, they said.
Lt. Col. Michael R. Gannon, a spokesman at Supreme Headquarters Allied Powers Europe near Casteau, Belgium, said NATO officials had hoped the MIG would head out over the North Sea, where the F-15s could safely shoot it down.
Another official at the headquarters said privately the decision was made not to attack over land because "when it is shot in the air at high altitude, you don't know where it is going."

Ladies and gentlemen:
I have just had an opportunity to express my appreciation and the appreciation of the people of the United States to these two Customs officers for what they have accomplished in the seizure yesterday.
Mr. Cascavilla has a background of having served in the U.S. Marine Corps and for 15 years in the Customs Service, and Mr. Torres has been in the Customs Service for only 5 months. The suitcase which they picked up off of an incoming ship had in it heroin, 99 percent pure [90 percent], of a retail value of $5 million.
In checking with Mr. Ambrose,1 the estimate is that this is enough heroin to provide what they call "fixes" for 200,000 individuals. We can see, therefore, the vital importance of what the Customs office is doing in providing for these seizures, and this gives me an opportunity to make two points:

When I was in New York the other day, going down the line at the airport, I saw many passengers who had come in from Europe and other parts of the world. They were standing in long lines, and I am sure they were very impatient. If a passenger has to wait an extra half hour in order to have his baggage searched, whereas he is an absolutely innocent person, if it means that as a result of that time that there is going to be some kind of seizure, as was the case in this instance, which could affect the lives--not just 30 minutes of a life, but the lives--of thousands of young people across this country, then it is all worthwhile. Therefore, we ask for the patience of passengers as we step up and crack down in our search, as Mr. Ambrose has been directed to do.
The other point is a very personal point. Mr. Torres said that he has dedicated his life to this work, because immediately after he became a Customs officer, his cousin, 23 years old, was found dead in the streets of New York from an overdose of heroin. This is an indication that this problem of drug abuse strikes home very close to all of our families, and that men like this, who are working out in the front lines, who spend many tedious hours going through baggage, searching ships, searching planes, finding nothing, and then one day do have a great success like this, deserve the appreciation of the whole Nation.
I would say, finally, that it is rather significant that this occurred on the day that we announced the Hot line---the "Heroin Hot line" 2 through which citizens all over the country can cooperate with Mr. Ambrose and his office. The purpose of this is not to have people send in charges that may reflect on innocent people, but the purpose is to get the information, get the information which Mr. Ambrose and his officers will then use to the very best of their ability to search out the pushers, to search out those who are destroying the lives of people like Mr. Torres' cousin.
2 On April 7, 1972, the President directed the establishment of a nationwide toll-free telephone number to be manned on a 24-hour basis, 7 days a week. The Hot line, a phase of the Drug Abuse Law Enforcement program, was designed to provide citizens a direct line to help the national effort to eliminate heroin trafficking through the contribution of information anonymously.
This, as I have often said, is the most reprehensible crime I can think of. I think, under the circumstances, that every American wants to cooperate--those Americans who come in, with 30 minutes of their time waiting for a Customs officer to go through their baggage, and the baggage of others, and people throughout this country--to cooperate through letting the Government officials know when they have what they believe to be fairly good proof, or very good proof that some kind of activity by law enforcement officials could be effective in leading to the arrest and eventually the conviction of anyone engaged in this illegal traffic.

Customs Patrol officers Philip J. Cascavilla and Frank Torres, Jr., were on a routine patrol of the Miami seaport when they observed a suitcase being loaded into a vehicle parked on the dock. When the car attempted to leave the dock, it was stopped, and a search of the suitcase revealed 70 plastic bags containing 22 pounds of heroin.

A passport system was reinstated by Stalin in 1932 and became one of the most important ways in which regular police participated in the repressions. Even though some control of factory workers' movements had existed in the cities since the 1920s (through labor books and required registration in the urban areas), this control was neither total nor systematic (Matthews, 1993). The duties to maintain records of citizens' movement were transferred multiple times from militia to the local executive agencies, which resulted in a poor quality of record keeping (Goldman, 2003). The institution of the propiska (translator's note: a Russian term that roughly means "registration") was introduced in the USSR in 1992 with the goal of giving the authorities full information about the country's people and their movements. Until 1932 the propiska was largely informative in nature. It was the housing authorities who were responsible for implementing the propiska system, and they simply tracked the movement of individuals who arrived into and departed from their regions.
The Soviet Union introduced a unified passport regime in 1932. The government created the Passport-Visa Service (PVS), now within the structure of the People's Commissariat for Internal Affairs (NKVD, from the Russian). The assignment of the PVS was "to strengthen the dictatorship of the Proletariat by tracking the populations of cities, company towns and newly constructed settlements; by measuring the burden of those 'not engaged in activities useful to society'; and by cleansing the areas of kulaks, criminals, and other anti-societal elements" (from Order "VTsK" and "SNK", dated December 27, 1932, "On the establishment of a unified passport and propiska system in the USSR".) The PVS was also given the task of implementing propiskas. From 1933 to 1935 the institution of propiska gradually changed, and came to include limitations and prohibitions, thereby becoming one of the institutions of government control.
A Soviet citizen's whole life was tied to his or her propiska. It determined the medical institution into which he or she should be born, and where he or she went to daycare, kindergarten, and school. It was a necessary pre-condition to being accepted for a job. First and foremost, it gave him or her the right to legally reside in the apartment or house where he or she was registered. Authorities could review the number of people living in an apartment building or house, and grant places to new residents as necessary. The new resident could confidently live in the apartment knowing that no one could prevent him or her from doing so. The authorities also could de-register individuals who could not demonstrate a "concrete reason" for residence there over a six-month period, or for some other reason. In some cities and population centers the number of propiskas was limited, and highly-placed authorities had to give permission for them to be granted. In rural areas passports were given only to the managers of the farms and territories, making ordinary farm hands strictly limited to living on their particular farm, with no possibility to move. In this way the decrees from the USSR Council of Ministers on propiskas became more and more strict.

I had an incredibly vivid dream earlier this morning that I awoke from and thought about writing down but decided not to. I thought about writing about it specifically because it was so vivid. There was no kind of dream quality to it. The details were vivid and it seemed no different from a strong memory that I can sit here write now and think about it my conscious mind.
Many of those vivid details have diminished now and that makes me feel kind of sad because I wish I could remember it as well as I did in the dream.
I decided to write about it because I just read the word 'tartan' in a news article and for some reason, that word made me think of the dream. The word itself is the opposite of a prevailing detail in the dream which was the color of a long overcoat worn the state security police of the country I was in.
The only part about the dream that wasn't vivid was the part at the beginning. I have thought about it since then and the details for the most part escape me but I seem to have been in a panic, at least in my mind. There was something about my cover being exposed and that created a life-and-death danger for me personally and I cannot recall the all the detail but there was something about me running through the streets to get someplace.
I seemed to be going to the airport. I passed by a lot of people and I think a lot of people standing in lines. I saw a group of people in plain red overcoats, and hats too, I think, but those details have also diminished. I might have been running by them or that sense of running just represents a sense of urgency in my mind that I needed to escape before getting caught.
I went by that group of people and a person, who I recognized as a person with the state security forces of that country, and I think I was in Russia, stepped away from the group and said to me, "Papers" as he walked up to me.
I had seen others like him and he was identifiable by the long overcoat he was wearing that was just a plain color of wool and a sort of yellowish color. It wasn't yellow but I cannot think of the color that would be called.
I am standing there and he is examining my identity cards. He tells me I haven't paid my bill for my hotel and I tell him it is charged to my credit and so my documents must have listed that on there because he says, "American Express," as though that is the explanation.
The other details are vague but we might have talked more or there was just more drama to it. Ah, yes, my presence as an American did not seem unusual. That detail was established right off because he asked if I was an American just after he asked for my papers and I think I said something that prompted him to ask if I am American. After he examined my documents, I think his precise words were "Well, the airport is right there" and he gestured behind him and that was the airport. Maybe a parking garage that was part of the facility.
I think he was going to escort me to the gate for my flight but there seemed to be some confusion and I just stood there and I saw him walking away through some passageways in a building nearby. Then I started trying to find my way to the gate for my aircraft flight and the details were all very vivid and I was seeing four digits numbers that were always in a combination of three. Even after waking up from the dream, I never did remember any precise numbers from that particular dream, which I thought about as well because I have done that before. Those numbers were similar to nnnn, nnnn, nnnn. The numbers were always four digits and were always in groups of three. Those combinations were what I was studying as I was trying to find the gate for my flight, because I think that was printed on a document I had in my hand but I don't recall that now for certain if I was holding a document with those numbers on it. That would make sense though because how else would I know. So I was having trouble with it though because I could not distinguish a pattern in the numbers I was seeing on the walls as I walked around. Those numbers were just about everywhere. The occurrence of those combination of numbers was in a frequency not unlike I have seen while serving on United States Navy warships.
So finally I seemed to have reached my destination or I was very close to figuring out how to get there and something about how I write this sentence doesn't seem right. But I think I was close to where I wanted to go. The point of this observation though is that I examined my documents, for the first time I think, and I noted that something was missing. There should have been two cards in the documents, similar to credit cards and such, and that should have been in a sleeve similar to the aircraft ticket that the airlines issue. But those cards were gone. I was aware that I could not get on the flight unless I had those cards. There was also a lingering uncertainty in my that I was going to miss the flight and it would take off without but that detail is never confirmed in the dream. I had the sense that I did have enough time though. So anyway I stood there looking at the documents and I might have awoken abruptly and non-startlingly at that point. At some point, that seems to be in my waking mind, I decided that the state security officer, of the government of Russia, the state police or whatever those national forces are called, had taken those cards out when he examined by documents. I woke with the sense, calming considering the drama of the dream because I was thinking in the dream I was there as a covert intelligence agent of the United States of America and I didn't want them to know that, that he had simply taken the cards and was going to escort me to the gate and he was probably standing there at the gate with my cards which would allow me to board the flight.
